A new report reveals that states with legalized recreational marijuana collected an estimated $3.7 billion in tax revenues last year (https://cnw.fm/xP9p5). That news bodes well for savvy players in the legal cannabis space, including Hero Technologies (OTC: HENC), as states are often eager to support revenue sources. 

“States that have legalized marijuana for adult use collectively generated more than $3.7 billion in tax revenue from recreational cannabis sales in 2021, a report from the Marijuana Policy Project (‘MPP’) that was released on Wednesday found,” reported Marijuana Moment. “That’s a 34% increase compared to revenue that states received from cannabis sales in 2020.

“The report follows up on an analysis MPP put out in January that looked at the total adult-use cannabis tax revenue collected by all legal states since recreational sales started in Colorado and Washington State in 2014,” the article continued. “At the time, the 2021 figures were incomplete but still showed that states received more than $10 billion in tax dollars from recreational marijuana sales over the past seven years. Now that the data is updated for 2021, the organization says the 2014–2022 total as of March is $11.2 billion.”

While cannabis remains on the federal list of banned substances outlined in the 1970 Controlled Substances Act (“CSA”), a growing number of states have passed laws providing for the medical or recreational legal use of the drug, with some states legalizing both uses.

420 with CNW — International Poll Indicates Most Europeans Favor Cannabis Legalization

Even though most territories across the world have outlawed cannabis for decades, the controversial plant has consistently been one of the most-used drugs on the planet. Now that support for drug reform is sweeping the globe, it is becoming clear that a growing number of people around the world are in favor of legalizing marijuana.

A new poll has found that just as in North America, a significant percentage of Europeans support cannabis legalization. The study comes as more and more European countries are considering lifting prohibition policies and allowing medical and even recreational marijuana.

Partly sponsored by Curaleaf International, the Hanway Associates poll surveyed Europeans in eight countries and posed the following question to them: Are you in favor of legalizing and regulating cannabis consumption for adults aged 18 years and older?  Survey participants came from Germany, France, Italy, the Netherlands, Spain, Portugal, the United Kingdom and Switzerland.

On average, 55% of the respondents were in favor of allowing recreational cannabis use, while 25% revealed that they oppose adult-use cannabis and 18% were not sure. Participants from the Netherlands were particularly supportive of cannabis reform, with a majority of them stating that they were in favor of legalizing the plant for recreational use.

Charlotte Bowyer, head of advisory at Hanway Associates and coauthor of the report, says the findings show that cannabis reform in Europe is now a question of when not if. On top of asking for their views on cannabis legalization, the poll also queried respondents on their thoughts on different types of regulatory models for cannabis sales. This includes the traditional cannabis retailers that are now popping up in America in legal states, home cultivation for personal use or social clubs that allow customers to purchase cannabis and consume it onsite.

The survey showed 48% of the respondents said that they were in favor of regulated retail cannabis stores, 35% preferred a noncommercial model that supported home cultivation, while 32% supported marijuana social clubs that would allow onsite consumption. Interestingly, the model that saw the most opposition across the board was home cultivation with 41% of the respondents opposing the model.

The authors of the report suggest that this may be due to a NIMBY, or “not in my backyard,” attitude where people don’t mind policies and laws that they perceive as unpleasant as long as they aren’t affecting where they live. In this case, the respondents, especially those in France and the UK, may not want to be exposed to other people’s marijuana use.

Despite being prohibited by federal law, cannabis has quickly become one of the most lucrative industries in the country. By 2026, the impact of cannabis sales on the American economy will be greater than $155 billion.

Published by the MJBizDaily, the data shows that cannabis could have a significant positive impact on the economy, especially if federal limitations are removed. Researchers from MJBizDaily studied industries that have similarities to the marijuana sector, deliberated with economists, and multiplied projected medical and recreational cannabis retail sales by a standard multiplier of 2.8 to measure marijuana’s projected impact on the economy.

However, their results cannot be taken as concrete proof of the industry’s impact because cannabis has a unique structure compared to other sectors. For starters, it is illegal under federal law and has to operate under a multitude of limitations, despite bringing in millions of dollars in taxes every year.

Additionally, cannabis production typically involves a variety of cross-sector activities such as agriculture, manufacturing, retail, and even hospitality and events. These are all sectors that tend to be high value and have a greater impact on the economy. Rather than just estimating the amount of tax dollars cannabis would pump into the economy, this analysis looked at how the industry would impact the broader economy.

The researchers found that for every $10 spent at medical and recreational cannabis retail locations, an extra $18 would be injected into the local economy. This additional $18 would come from the hundreds of thousands of people who work in the cannabis industry through payments of housing and transportation, and other needs and wants.

The survey found that 80% of American cannabis consumers were convinced that great investment opportunities exist in marijuana companies. Six in ten individuals surveyed also revealed that they would invest in European-based marijuana stocks.

The new coalition government in Germany made up of the SDP party, the Greens and the FDP party announced last year that adult-use marijuana would be legalized and sold in licensed outlets. Although no definitive schedule for this legalization was given, the news has created massive excitement because of its ramifications for the cannabis industry in Germany (where medical marijuana is already legal) and the broader European Union block.

It is expected that once Germany opens its cannabis market fully, there will be a domino effect of legalizations in other countries in mainland Europe. Additionally, Germany is likely to be the largest marijuana market in the world given that its population is bigger than that of California or Canada, the two jurisdictions that currently dominate the legal cannabis industry.

The Bloomwell Group survey polled 845 marijuana users in the U.S. in order to determine their views about the upcoming marijuana legalization in Germany. A huge majority (87%) were of the view that cannabis prohibition should be ended globally, while 52% acknowledged that Germany will become the largest cannabis market once legalization takes effect. An estimated 65% of the survey respondents expressed a desire to visit a German city in order to experience what its marijuana industry was like.

The respondents also revealed their awareness that massive investment opportunities would open up when legalization is implemented. This expectation is supported by an analysis conducted by BDSA showing that the German cannabis industry has the potential to generate at least $3 billion annually three years from its opening. Other analysts forecast a market size of at least $10 billion annually if the supply challenges that plagued the launch of the medical marijuana market are avoided.

The U.S. cannabis industry has a huge opportunity to plug those supply gaps, at least in the beginning, if the needed regulatory reforms can be passed at the federal level. For example, the passing of the MORE Act can allow American companies to transact with the German marijuana sector without impediment.

If those reforms don’t happen soon enough, the United States risks being a bystander as cannabis takes off in one country after another on the European continent and globally. 420 with CNW — DEA Admits Less Mexican Marijuana is Getting into US Because of State Legalization

In a new report presented to Congress, the U.S. Drug Enforcement Administration reveals that as more cannabis is produced domestically, smuggling from Mexico is being undermined.

These comments are part of the federal agency’s Fiscal Year Performance estimates for 2023. In that report, the DEA talks about what it is doing to boost marijuana research, including ending the monopoly of Mississippi University in producing cannabis for federally sanctioned research projects.

While the DEA wasn’t forthright in admitting that most U.S. residents are now opting for legally produced marijuana within the country, it did indicate that domestically produced cannabis had outmuscled that originating in Mexico.

Data exists to support the belief that local marijuana laws have had a big role to play in taming the flow of cannabis from Mexico. For instance, a 2018 study undertaken by the Cato Institute concluded that state-level marijuana policy reforms had significantly undercut cannabis smuggling.

The budget document released by the DEA makes reference to the increase in the domestically produced marijuana from a new source — companies that have the DEA’s approval to manufacture marijuana for research purposes. The agency reveals that approved manufacturers have increased from one to four, and an additional two are due to get the nod by this year’s end.

The drugs agency also details how it plans to ramp up the production of cannabis for research purposes. However, the agency’s document is quiet about the notable increase in the quantity of various psychedelic compounds such as MDMA and psilocybin, as interest grows in studying these substances as treatments for mental health disorders and other clinical indications.

In addition to the document presented in Congress, the DEA recently clarified that under existing laws, the popular delta-8 THC wasn’t categorized as a controlled substance. The DEA mentioned that only those products having more than 0.3% delta-9 THC fell under the regulatory framework of the DEA since existing law doesn’t ban isomers of THC. Similarly, the DEA indicated that marijuana seeds aren’t illegal nor do they fall into the  controlled substances category, in spite of how much THC may be found in the buds harvested after those seeds are cultivated. This is because federal law legalized hemp.

Another noteworthy trend is the increasing declines in federal prosecutions on marijuana-related charges. In 2021, less than 1,000 cases of cannabis trafficking were prosecuted. This is according to the United States Sentencing Commission (USSC).  Such statistics indicate that marijuana offenses are gradually slipping down on the priority list for law enforcement agencies at the federal level. In 2020, the same federal body recorded 1,118 marijuana cases.

The roundabout admission by the DEA that state-legal marijuana policies and companies such as American Cannabis Partners are helping to stem the tide of marijuana smuggling from across the border in Mexico proves yet again that ending cannabis prohibition has far-reaching beneficial effects for the economy and communities.
