New research has found that the future success of adolescents who use amphetamines and marijuana will not be adversely affected if they quit the habit before hitting age 30. The study found that people who stopped using these drugs in early adulthood didn’t have lower life quality or relationship or economic success.

The authors of the study explained that amphetamine and marijuana use and/or use disorder in adolescence didn’t appear to doom life success for individuals in adulthood, particularly for those who ceased using the drugs before the age of 30.

The researchers’ study objective was to find the extent to which the use of amphetamines and marijuana up to age 21 forecasted life success for an individual at age 30. Onset use in those who took part in the study ranged between 15 and 19 years.

For their study, the researchers utilized data from more than 2,300 children in Australia who were born to mothers who took part in the Mater-University of Queensland pregnancy study. These children were tested for delinquency/aggression, mental health and IQ at age 14. They were also interviewed at 21, where they self-reported their use of amphetamines and marijuana. They self-reported their use once more at age 30.

Researchers also carried out a composite measure of life success at age 30. This measure considered quality of intimate relationships, quality of life and socioeconomic status. Their findings showed that at 21 years, problematic marijuana use was lower at 18%, with 3% admitting to problematic use of both marijuana and amphetamines and 0.8% reporting only problematic amphetamine use.

With regard to those who reported problematic substance use, these issues persisted at age 30 for 60% of those on both marijuana and amphetamines and more than 35% of those who used marijuana.

In their report, the researchers noted that behavior problems in adolescence predicted drug use at age 21 as well as life success and drug use at age 30. The researchers also discovered a link between early-age onset use of amphetamines, marijuana or both, noting that concurrent use of marijuana at the age 30 follow up was strongly associated with life success.

In their report, the researchers also argued that prior research, which suggested that early-age onset of using these substances led to adverse outcomes when an individual was older, didn’t consider the possibility that it was the subsequent use of drugs which forecasted success in adult life.

420 with CNW — California Bill Hopes to End Employment Discrimination Against Cannabis Users

A new bill introduced to the California Assembly seeks to bring an end to employment discrimination against cannabis consumption outside work. Assembly Member Bill Quirk (D–CA) introduced the AB 2188 bill on Feb. 15, 2022, to stop discrimination based on testing of cannabis metabolites, which can be found in a consumer’s body fluids weeks after consumption.

According to Lauren Mendelsohn, an attorney from California-based Omar Figueroa, the bill would prevent employers from firing or refusing to hire based on a person’s off-duty use or detection of cannabis metabolites found in work-mandated tests. However, the bill exempts employers who are obligated to comply with federal drug-testing mandates. According to Mendelsohn, this applies to employees who are required to carry out such screenings or who would likely lose federal benefits if they failed to comply.

Additionally, the AB 2188 bill does not allow employers to let employees be high while on duty. Mendelsohn notes that employees are not authorized to use or “be impaired by cannabis” while working their shifts.

According to a survey conducted by Cal NORML, about 33% of respondents have been turned down from work because of  positive marijuana test. Meanwhile, 60% have stopped using cannabis after drug testing by their employers. The bill has received support from the California chapter of the cannabis advocacy group National Organization for the Reform of Marijuana Laws (Cal NORML). According to a statement from the group, testing of bodily fluids is the most common way that employers will use to discriminate and harass employees who consume cannabis away from work.

Prohibitive cannabis policies rely on nonscientific data, which threaten the liberties of the consumers since the positive drug tests are not an effective method of measuring cannabis-induced impairment while on the job. According to Edward Wicker, the director of San Diego NORML, the bill will bring fairness and offer legal protection that is backed by science to California workers.

Testing for cannabis metabolites is a nonscientific approach because it is not an indication that the employee is impaired from cannabis consumption because a person can have a positive test days or weeks after using cannabis. As a result, Wicker sees that the prevailing use of such tests is for “arbitrary discrimination” purposes.

Moreover, several studies have shown that off-duty use of cannabis has not been linked to an increase in work-related accidents or injuries. According to Cal NORML, jurisdictions with enabling marijuana laws have been linked to higher wages, great workforce participation, reduced absenteeism rates among employees and fewer workers’ compensation claims from workers. All eyes are now on California as other five states including New York, have passed legislation that protects employment rights of cannabis users.

When this bill is passed, California residents will be less uneasy about consuming the cannabis products made by state-legal companies such as American Cannabis Partners since the likelihood of being victimized for off-duty consumption will be reduced.

420 with CNW — NCAA Committee Makes Recommendation to Increase THC Threshold for Drug Tests

The Committee on Competitive Safeguards and Medical Aspects of Sports under the NCAA recently announced new recommendations which stipulate that student athletes wouldn’t automatically lose their eligibility to play after testing positive for cannabis.

The committee increased the threshold for THC, which constituted a positive test to 150 nanograms (“ng”) per ml from 35 ng per ml. This increase aligns the NCAA’s policy with the World Anti-Doping Agency’s policy. Various discussions on the NCAA’s rules on marijuana have been held by members these past few months. This latest decision is consistent with moves made in different professional sports leagues as more states legalize the herb.

In a press release, the chief medical officer of the NCAA, Brian Hainline, stated that reconsidering the organization’s approach to marijuana testing and management was consistent with member feedback on how to better educate and support student-athletes in a society with evolving cultural and public health views on the use of marijuana. Hainline added that while cannabis wasn’t considered a performance-enhancing substance, it was important for member schools to offer support and management when appropriate and engage student-athletes on substance-use prevention.

The committee stated that there would be no loss of eligibility for first, second and third positive THC tests, as long as the school offered an education and management plan for the student-athlete. However, if the student-athlete did not comply with the management plan after a second violation, a 25% suspension from participation in regular season games was recommended. If the student-athlete suffered a third violation and still did not comply with past education and management plans, they would face a 50% suspension from regular season games but wouldn’t lose eligibility.

Currently, the bylaws for Division I-III student athletes state that a first positive cannabis test immediately makes a player ineligible for 50% of regular season games. A second positive test would result in the suspension of a student athlete for a whole season.

Stephanie Chu, chair of the Committee on Competitive Safeguards and Medical Aspects of Sports, stated that these changes to the organization’s drug testing program were approved after extensive discussion and careful consideration, noting that these adjusted marijuana testing policies created a clear pathway for student athletes to take part in management and education programs specific to their needs.

The three divisions under the NCAA are being urged to adopt these new eligibility recommendations into their bylaws. However, it should be noted that these recommendations aren’t binding.

420 with CNW — USDA Asks White House to Authorize Large Hemp Survey

Last week the U.S. Department of Agriculture (“USDA”) put out a notice seeking approval from the White House to carry out a survey. The agency plans to partner with the University of Kentucky to conduct this follow-up to the first hemp survey released earlier this year on Feb. 17, 2022. According to the notice, the survey is designed to collect data that will be used to forecast hemp activity as well as provide more information on production practices and costs.

Stakeholders lack consistent knowledge and information to navigate risks within the sector. The main purpose of the survey is meant to create transparency. The hemp market is constantly facing high risks that are changing, which according to the USDA includes limited information on the demand for hemp products.

Currently, stakeholders rely on varying information on quality and costs from several private and local sources. The notice mentions that there has been a continued request for the USDA to provide stakeholders with “consistent unbiased data.

This new survey will focus on economic data collected in 2020 to create awareness on the growing industry as well as respond to different needs identified within the sector. The responses will specifically be used to find out production costs as well as the scope and significance for a market structure.

The department said that the gathered data will be used in rulemaking, resource management and risk management. Stakeholders will also be receiving information on market outlook and worldwide competitiveness. According to a USDA spokesperson, hemp producers will receive the survey through the National Association of State Departments of Agriculture (“NASDA”).

The survey is expected to collect data from 20,000 individuals and is planned to be conducted every year. As part of a current review, interested individuals are allowed to submit feedback on the proposed survey during a period of 30 days.

The agency relies on stakeholder feedback and has used it to make hemp businesses more flexible by aligning their insurance policies to those of other crops. For example, hemp growers could qualify for coverage programs including the Multi-Peril Crop Insurance as a result of the agency’s efforts.

In 2020, the department proposed a survey that would help in developing regulations within the sector. The USDA sought to partner with the University of Kentucky to collect data after marijuana was federally legalized. Last month, the department announced that it would be carrying out a webinar series to provide information on hemp with Cornell University as partner.

According to stakeholders, results from the latest survey have shown a decline in the industry and therefore reforms are still needed to aid in growing the industry.
