Decades after former President Richard Nixon declared the war on drugs, the movement has been declared a failure by most pundits. Drug-reform advocates argued that rather than prohibit the sale of cannabis, launching a legal, regulated market would do what the war on drugs sought to do much more effectively.

Now a new study has found that not only does cannabis have a positive effect on crime reduction but that the effect of legalizing the controversial plant on crime numbers has actually been underestimated. Ever since American states began legalizing cannabis for medical and recreational use, several studies have attempted to look at the relationship between crime numbers and cannabis laws.

However, researchers have been severely limited in their research methodology, the study found, as they rely on FBI data collected from local police departments across the country. Since reporting this data to the FBI is entirely voluntary, the result is that the data on crime and cannabis underplays the extent to which medical cannabis laws have affected violent and property crime.

The study involved researchers from the U.S. Department of Agriculture’s (“USDA”) Economic Research Service and Appalachian State University in Boone, North Carolina. The researchers say that the country’s drug policy presumes that prohibition has a negative effect on crime rates, but unfortunately, insufficient data has made it impossible to test this assumption in medical marijuana states.

To get around the knowledge gap, the researchers developed a novel imputation procedure that allowed them to reduce the measurement error bias and estimate the true extent of medical marijuana laws on violent and property crimes, they write in the final paper titled “Smoke and Fear: The Effects of Marijuana Prohibition on Crime.”

The group’s final estimations revealed that medical marijuana laws would be followed by significant reductions in violent and property crime rates, especially in Mexican border states. This is likey because people are more likely to buy cannabis from legal vendors who have to ensure their products are safe, tested and meet certain standards, especially if they are using it medicinally.

420 with CNW — Cannabis Legalization Caused Significant Decline in Illegal Cannabis Seizure Samples

Research led by a top cannabis investigator for the federal government revealed that state-level cannabis legalization has left the DEA with few samples of seized illicit marijuana to analyse. This finding supports the claim made by legalization advocates that consumer demand for unregulated marijuana from illicit channels will decrease as more legal markets are established.

The study, which was published in the “Biological Psychiatry” journal, was authored by Mahmoud ElSohly. ElSohly is in charge of the country’s sole federally authorized marijuana growing facility at the University of Mississippi. The study states that the number of samples received over the last five or so years has declined significantly because of the legalization of cannabis for either recreational or medical purposes in various states in the United States.

The decreasing number of seizures reported in the study provides the latest indication of the shrinkage of the unregulated market while the marijuana legalization movement spreads as more states legalize the plant for medical or recreational use.

Recent data released by the FBI also shows that cannabis arrests are also declining across the country, with numbers from last year showing significant decreases. An analysis from the U.S. Sentencing Commission that was released earlier this year found that federal cannabis trafficking cases also dropped last year as more states moved to legalize. A separate report released by Supreme Court Chief Justice John Roberts found that while cases involving cannabis declined by roughly a quarter, federal prosecutions of drug-related crimes increased overall in 2019.

Another study released in 2018 by the Cato Institute discovered that state-level cannabis legalization had considerably undercut cannabis smuggling. A recent study published in “Biological Psychiatry” also found that even as the number of DEA illicit marijuana samples gradually declines as the legalization movement spreads, the more limited supply shows that THC potency grew over time.

The study discovered that the average THC potency in seized cannabis increased from about 9.7% in 2009 to 14.8% in 2018, then it decreased slightly in 2019 to 13.8%. In addition, the average CBD concentration in seized cannabis dropped to 0.14% in 2017 from 0.4% in 2009. In 2019, CBD concentration then increased to 0.6%.

Legislators, researchers and advocates have argued that research that relies on the government’s marijuana is compromised, given that it usually contains considerably lower cannabinoid levels in comparison with the products sold in state-legal dispensaries.

420 with CNW — New CBD Law in California Draws Industry-Wide Attention

Last week, the governor of California signed into law a reform that opens the state’s economy globally to manufacturers of hemp-derived CBD products. The bill the governor signed, dubbed AB45, creates a framework for the manufacture and sale of hemp-derived products in the state.

The measure will allow hemp-derived CBD products to be sold to the state’s adult-use or medical cannabis retailers, with forecasts showing that those stores will hit sales of between $4.8 billion and $5.7 billion this year. Canopy Growth Corp.’s (TSX: WEED) (NASDAQ: CGC) head of lobbying, David Culver, states that officials had been working on this measure for more than two years.

Canopy Growth is involved in the manufacture of CBD products derived from hemp, which include a line of CBD gummies and Biosteel sports drinks. However, the company hasn’t been selling those products in California because the state’s cannabis policy didn’t allow the sale of over-the-counter CBD products.

In an interview, Culver stated that the measure would open up the state’s market and offer regulatory certainty for retailers in California to assure them that their products for sale won’t be confiscated or seized. Back in 2018, a ban on hemp-derived CBD in drinks and dietary supplements and food led to product seizures and occasional raids.

CV Sciences senior vice president of scientific and regulatory affairs Doug MacKay stated that before the 2018 ban, the company had been operating successfully in California and had built a lot of relationships. CV Sciences is involved in the manufacture and sale of hemp-derived CBD products. It sells its products in CVS drugstores and other countrywide retailers. After the ban, the company, which is based in California, had to stop distributing its products in brick-and-mortar shelves in the state.

MacKay applauds cannabis and hemp negotiators for not giving up until a compromise for the sale of CBD products was reached. In his statement, he noted that the measure marked a clear pathway to the market and afforded retailers a clear way to work with other CBD companies that are willing to have the right labeling and follow the laws.

However, not everyone is happy with the measure, as the ban on smokable hemp is still intact, which leaves hemp farmers at a disadvantage. National Industrial Hemp Council spokesperson Larry Farnsworth stated that the measure would affect hemp farmers in the state who grow smokable hemp flower. Some hemp producers in the state have even threatened to file a lawsuit over the new measure.

Those grumbles notwithstanding, the passing of the CBD law in California is likely to broaden the market for leading manufacturers of CBD products.

Voters in different states across the country will have the chance to vote on various psychedelics and cannabis measures at the state and local level in November. Legislators and advocates have been working hard to get local psychedelics reform and marijuana decriminalization measures on their ballots before this cycle ends. Below is a list of some of the states whose measures will appear on next month’s ballot.

Philadelphia, Pennsylvania

The city council of Philadelphia recently placed a measure on the local ballot that urged the state to enact legalization of marijuana. The initiative states that citizens of Philadelphia call upon the governor and the Pennsylvania General Assembly to approve legislation that will decriminalize, tax and regulate the sale and use of marijuana for nonmedical purposes to individuals aged 21 and above.

While the measure will not make any immediate changes to the law if it is passed by voters, it will put pressure on state lawmakers to act on the legalization bills being filed.

Municipalities of Ohio

Voters in more than a dozen municipalities in the state of Ohio will also get a chance to approve ballot measures on cannabis decriminalization in November. These measures will be brought before voters in Yorkville, Tiltonsville, Rayland, Powhatan Point, New Straitsville, New Lexington, Murray City, Mount Pleasant, Morristown, McArthur, Martins Ferry, Laurelville, Dillonvale and Brookside.

Currently, 22 jurisdictions in the state have already adopted statutes decriminalizing marijuana possession.

Now activists have succeeded in getting a marijuana proposal that will decrease the local punishment for low-level cannabis possession to the lowest penalty permitted by state law on next month’s ballot. The lowest penalty translates to a fine of $0 and 0 days in jail.

Detroit

In the state of Michigan, activists in Detroit have succeeded in placing an initiative on the ballot that would decriminalize psychedelics such as ayahuasca and psilocybin.

Recently, a pair of senators in the state introduced a measure that would legalize the delivery, growing and possession of various fungi and plant-derived psychedelics, including mescaline and psilocybin. The measure’s approval would prompt legislators to seriously consider broader reform.

Colorado

Colorado was one of the first states to legalize the use of cannabis for recreational purposes. Now legislators are hoping that voters will approve the LEAP initiative, which would increase marijuana taxes to fund programs that have been designed to decrease the education gaps for studies from low-income families.

The program, known as the Learning Enrichment and Academic Progress program, will also give middle- and low-income families a small stipend to have children take part in summer learning, tutoring and after-school activities.

Lexaria Bioscience (NASDAQ: LEXX), developers of the revolutionary DehydraTECH(TM) drug-delivery technology, has released study results focused on THC-A21-1, a THC oral format. According to the announcement, the study showed that Lexaria’s DehydraTECH THC solution delivers THC levels to blood plasma an estimated three times faster than standard MCT-based THC. Based on study results, it took only 15 minutes using oral ingestion of the substance to reach THC levels comparable to those reached in 45 minutes using “coconut-oil” formulations. 420 with CNW — Many Patients with Breast Cancer Use Marijuana Alongside Meds

Over the past couple of years, cannabis has grown increasingly popular as more states pass legislation to allow either medical marijuana or recreational cannabis. With advocates across the country advocating for state measures and lawmakers discussing federal decriminalization, cannabis has come a long way from the days of prohibition.

As it has slowly shed its unfounded reputation as a destructive drug, cannabis has interestingly moved into the health and wellness space thanks to a diverse range of purported health benefits. By May 2018, more than 3.5 million registered medical marijuana patients existed across the country, with countless more using recreational marijuana to try and alleviate their health issues.

However, despite cannabis’ popularity as a medical alternative, most scientists caution that the hype has far outpaced the science. While marijuana definitely has medical potential, using it as an alternative to pharmaceuticals, especially without the knowledge and permission of a doctor, can be quite dangerous. According to recently published research, such a situation is unfolding in America among individuals suffering from breast cancer. The study, which was published in “Cancer,” an American Cancer Society peer-reviewed journal, found that nearly half of American adults suffering from breast cancer use marijuana alongside their treatment to manage side effects and symptoms.

Various types of cancer and their treatments often cause pain, fatigue, insomnia, nausea and other health issues. Although studies have found that cannabis can indeed alleviate issues such as chronic pain, lack of appetite and insomnia, many physicians are not comfortable discussing it as a treatment option due to the limited knowledge on cannabis’ risks and benefits.

To find the rate of cannabis use among breast cancer patients, the researchers conducted an online survey of 612 participants. An estimated 42% of respondents said they had used cannabis to treat symptoms such as pain, insomnia, anxiety, nausea and vomiting with 75% of those who used cannabis reporting that it was extremely or very helpful.

Disturbingly, 49% of the participants who used marijuana believed medical cannabis could treat cancer, a claim that is still unproven by scientists. Almost 80% of the cannabis users had taken cannabis while undergoing other treatments such as surgery, radiation and systemic therapies. Half of those patients had looked for information on medical cannabis with websites and other patients being the most popular sources of information and physicians being the least popular. Most of the respondents were not satisfied with the information they received on medical cannabis. Furthermore, participants used cannabis products of varying quality and purity, mistakenly assuming that the products were safe and tested.

The researchers concluded that health providers ought to initiate informed conversations about medical marijuana with their patients. The fact that cancer patients are using cannabis without their doctors’ knowledge is a “major blind spot” in ability of health-care providers to provide suitable care, the researchers say. Initiating informed conversations will allow doctors to properly manage the symptoms and side effects of cancer and cancer treatment while minimizing potential side effects and treatment interactions.

The findings that plenty of women are using marijuana alongside their prescription medications seems to reaffirm how much the public has come to trust medicinal cannabis products such as those made by companies such Hero Technologies Inc. (OTC: HENC).
