420 with CNW — Highlights from Arizona’s 2020 End-of-Year Marijuana Report

The State of Arizona Department of Health Services recently released its 2020 end-of-year report. It came as no surprise that, for the eighth year in a row, medical cannabis sales rose significantly.

According to the report, Arizonans bought 106 tons of marijuana products from dispensaries this year. Many predict that this number this will only increase in 2021, largely due to the fact that it is now legal for adults to purchase recreational marijuana in the state. This legislative change went into effect on Jan. 22, 2021.

Between recreational marijuana and medical marijuana, dispensary firms in the state plan on expanding almost three times as much cannabis this year.

Arizona Dispensaries Association executive director Sam Richard stated that while the growth in recreational cannabis in Arizona remains to be seen, some of the increase in revenue will be as a result of higher prices in the first months of recreational cannabis sales.

Regardless of the reason, the state’s medical marijuana program is stronger than that of other states that have transitioned to recreational marijuana. Richard stated that he expects many medical marijuana consumers to hold onto their cards, which will help them avoid the 16% excise tax imposed on recreational marijuana products.

Last year, the state’s medical marijuana program was extremely popular, with the population of card-holding patients growing to 295,295 as the year came to a close. This is a 34% increment over 2019’s figures. However, those numbers are only slightly higher when compared to the 25% increase between 2018–2019.

The report also shows that despite the coronavirus pandemic pushing many people in the country to consume more cannabis, alcohol and other drugs, legal cannabis sales did not grow significantly. This can be seen when the growth rate of 2019 over 2018 is 25% when compared to the 2020 growth rate of 29%. However, since 2013, the growth in dispensary sales in the state of Arizona has surpassed 4140%.

The report also showed that last year, the sale of edibles decreased, with dispensaries in the state selling edibles weighing 2.5 tons, which was a 16% reduction when compared to 2019 edible sales, which measured 2.99 tons.

The state recorded a growth in the sales of “other products,” which include vape-pen cartridges and concentrates such as shatter. In comparison with 2019 sales of “other products,” which totaled 4.6 tons, 2020 records show that 8.8 tons were sold, which more than made up for the reduction in edible sales. However, the number of caregivers who were permitted to cultivate cannabis decreased significantly, dropping from 273 to a mere seven authorized caregivers.

420 with CNW — Virginia Legislators Pass Pivotal Cannabis Legalization Bills

The past few years have seen a wave of cannabis reform sweep across the United States. By the end of 2020, more than 30 states had legalized either recreational or medical cannabis, and several others were considering decriminalizing the controversial drug. The wave of cannabis reform has now reached the South after lawmakers in Virginia passed two cannabis legalization bills, making Virginia the 16th state in the country and the first in the South to legalize recreational cannabis.

However, a legislative committee will have to iron out the differences between the two pieces of legislation for Virginia to move forward with legalization. Since Gov. Ralph Northam and top state lawmakers unveiled a cannabis legalization proposal, several committees and subcommittees have gone through and amended the bills. The House approved the first bill in a 55-42 vote, and hours later, the Senate approved its legalization proposal with a 23-15 vote.

According to Sen. Adam Ebbin, sponsor of the bill, cannabis prohibition in the Commonwealth of Virginia has “clearly failed.” He calls the bill a forward-thinking, deliberative approach to create a regulated recreational cannabis market in the state. Speaking on the floor, he noted that the legislation will help reform Virginia’s criminal system and start the long process of undoing the harm caused by the decades’ long war on drugs.

During the floor debate, delegate Don Scott said the proposal would “provide social equity” and help improve the communities that have been most impacted and harmed by cannabis prohibition. The House version of the bill will head to the Senate while the Senate version would go to the House for consideration. A bicameral conference committee will be created to resolve the differences between the two bills and merge them into one proposal that the legislature will send to the governor’s desk.

One major difference that the committee will have to resolve is whether vertical integration will be allowed once the state launches its recreational cannabis market. At the moment, the bills would not allow the existing four vertically integrated medical marijuana operators in the state to transition to the recreational market. Additionally, the bills also call for launching a recreational cannabis market a year later than Northam wanted on Jan. 1, 2024.

Such a delay would give lawmakers enough time to create the Cannabis Control Authority, an independent agency to oversee the recreational cannabis market and to develop rules and regulations. Ebbin supports the delay, saying it will take time to do things right and launch the state’s cannabis market.

420 with CNW — Weather Vagaries Trigger Medical Marijuana Shortages in Jamaica

Jamaica, a country that has long been associated with cannabis, reggae and Rastafarianism is running low on marijuana. Despite being named after sturdy plants that can generally withstand most kinds of terrains and weather extremes, “weed” actually requires a specific blend of moisture and heat to thrive. Unfortunately, Jamaica has experienced heavy rains that pummeled the crop followed by an extended drought that dried everything out, causing massive losses and a significant reduction in supply.

According to farmers who grow cannabis, the heavy rains followed by drought caused tens of thousands of dollars in losses. Daneyel Bozra, a marijuana grower in the southwest part of Jamaica, says the weather destroyed everything. He grows cannabis in Accompong, a historical village founded by escaped 18th-century slaves called maroons. The coronavirus pandemic and resultant health measures, including a 6 p.m. curfew, made the situation even worse.

Kenrick Wallace, a 29-year-old farmer who also grows cannabis in Accompong, says the curfew disrupted the farmers’ routine of tending to their fields at night. With the lack of roads forcing the group of farmers he works with to walk to reach their fields as well as to get water from wells and springs, they simply didn’t have enough time to care for their plants. Wallace cultivated only 300 pounds of marijuana compared to the average 700 to 800 pounds his group normally produces; he estimates they may have lost more than $18,000.

An upsurge in demand is also to blame for the gaps in the cannabis supply chain. With the country loosening its previously rigid cannabis policies and the pandemic causing more people to turn to cannabis, the supply chain has had a hard time catering to the ballooning demand. Tristan Thompson, chief opportunity explorer for Tacaya, a consulting and brokerage firm for the country’s surprisingly young legal cannabis industry, calls it a “cultural embarrassment.”

Last year was the worst year, he says, adding that growers have never seen this amount of loss. Tourists have started coming into the country, many of them looking for its famed cannabis, and many have posted on travel websites how Jamaica is running low on marijuana. CEO of Jamaica’s Ganja Grower’s and Producers Association Paul Burke says that with the government loosening restrictions, more people can appreciate its therapeutic value without the stigma that has been attached to usage in the past.

Jazz Pharmaceuticals (NASDAQ: JAZZ), a global pharmaceutical company, has come to an agreement to acquire GW Pharmaceuticals (NASDAQ: GWPH) for $7.2 billion in stock and cash. GW Pharmaceuticals, which is based in the United Kingdom, is one of the biggest medical cannabinoid businesses globally.

This buy would be the biggest move made by a pharmaceutical firm into cannabis to date, which demonstrates that pharma companies recognize both the future and current potential of cannabinoid-based treatments.

This move into cannabis could also encourage more investments into the growing field. Additionally, the deal establishes the validity of GW Pharmaceuticals’ focus on developing new treatments through official regulatory pathways.

The proposed stock and cash transaction reads that every GW Pharmaceuticals shareholder will receive $20 in Jazz ordinary shares for every GW Pharma ADS (American Depositary Share) and $200 in cash. This will result in a total consideration of $7.2 billion.

During a conference call with analysts, GW Pharmaceuticals CEO Justin Gover stated that in the last two decades, the company had been able to show that the cannabinoid platform was a compelling and real science, adding that there’s a lot of potential for growth in the approved indications.

The company’s chief medical product is Epidiolex, which achieved nearly $510 million in yearly sales in two years of its introduction to the market. The drug has been approved in some countries as a treatment for seizure disorders.

Jazz Pharmaceuticals CEO Bruce Cozadd stated that he saw an opportunity to grow sales in Europe. He told analysts that while the GW Pharmaceuticals team had done a remarkable job, there was opportunity to expand.

The deal has been approved by the boards of the respective companies and is expected to close within 2021’s second quarter. Before entering the agreement with GW Pharmaceuticals, Jazz Pharmaceuticals, which is based in Dublin, Ireland, had announced that it expected to report earnings between $2.32 and $2.38 billion last year.

Unlike other marijuana companies that capitalize on medical marijuana products that may not have gone through successful clinical studies, GW Pharmaceuticals has developed products using regulatory approval pathways, which include conducting clinical trials.

In addition to this, GW Pharmaceuticals has spent the majority of its capital on development and research, which helped it become the biggest medical cannabinoid firm globally. The firm has employed more than 192 individuals in operations and manufacturing with an additional 278 in the development and research department.

Furthermore, the company exports its products to more than 30 countries, either for research or commercial purposes. The company’s shares are traded on NASDAQ as GWPH.

420 with CNW — NJ Lawmakers Approve Cannabis Legalization Bill Addressing Governor’s Concerns

On the November ballot, voters in New Jersey approved a referendum to legalize marijuana, joining the growing number of states that allow cannabis. Shortly after the vote, the legislature introduced and passed enabling legislation that would create a regulated cannabis market. However, after lawmakers passed the legislation, New Jersey Gov. Phil Murphy revealed that he wasn’t a fan of the lack of penalties for underage possession.

To put his fears at ease, lawmakers tried to pass a bill addressing the issue of youth possession, but after key legislators pulled their support, a floor vote was canceled. This past week, however, a New Jersey Assembly Committee approved a “clean-up” bill that would address underage possession and pave the way for legalizing cannabis in the state. The proposal would fine adults aged 18 to 20 years $50 for possession of up to an ounce of cannabis and $100 for more than an ounce. On the other hand, anyone under age 18 would not be subject to a civil penalty; rather, they would receive a warning.

The bill also called for the creation of a task force to make recommendations to the governor and lawmakers on how law enforcement could address the enforcement of underage possession of cannabis as well as the broader issue of youth possession and consumption of cannabis items. Although the proposal has the support of New Jersey’s ACLU chapter, its fate in the full assembly, the Senate and the governor’s desk is unknown.

According to the ACLU, the task force will pave the way for future reform and provide a clearer look at law enforcement practices in action. The new bill also addresses an issue that has vexed many drug-reform activists, namely using the odor of cannabis as a pretext for searches by the police. According to the proposed legislation, the odor of cannabis shall not pose “reasonable articulable suspicion,” meaning law enforcement officers will not be allowed to search a person based on the smell of marijuana alone.

While this version of the bill has the ACLU’s support, the bill sent to the governor late last year didn’t. The organization claimed that the bill, which included a social equity tax and a provision that would direct 70% of all state cannabis sales tax to areas disproportionately affected by the war on drugs, didn’t do enough to address racial injustices of the war on drugs or give victims of the war a path to profiting from the marijuana industry.
