420 with CNW — Amsterdam Plans to Exclude Tourists from Cannabis Shops

For the longest time, Amsterdam has been known for its liberal attitudes towards drugs. Before the coronavirus pandemic broke out, the city attracted more than 1 million visitors a month, close to 200,000 more than its permanent population. Thanks to the introduction of cheaper flights, a lot of these people were young “budget tourists” whose sole intention was indulging in the marijuana sold in Amsterdam’s coffee shops.

If Mayor Femke Halsema has her way, however, tourists will no longer be able to buy cannabis from the city’s numerous coffee shops. Halsema, who is Amsterdam’s first woman mayor, has proposed a plan that, if passed, would restrict the sale of marijuana products to residents of the Netherlands and Dutch nationals. She intends to stop the influx of young budget tourists coming into the city just to smoke marijuana and to undermine the criminal organizations that are behind the drug trade.

The plan has the support of the public prosecutor, the police and the business community in the city center. It is similar to policies enacted by cities in the south of the Netherlands, such as Den Bosch and Maastricht, which saw tons of tourists from Belgium, France and Germany and have since banned them from visiting their coffee shops. According to the Halsema, the cannabis trade has become “too big and overheated”; Halsema added that she wants the city to be known for its numerous first-class attractions not just cannabis.

According to research commissioned by the government, 57% of foreign visitors say visiting a coffee shop is a “very important” reason for coming to Amsterdam. The city has 166 coffee shops, and said Halsema, most of them, especially at the city center, deal mainly with cannabis tourists. She wants to shrink the large cannabis market and make it more “manageable.” Of the 166 coffee shops, 66 would be able to support demand from locals, the research found.

There are simply too many cannabis tourists streaming into the city every month, Halsema says, and these tourists have caused a massive increase in the demand for cannabis. Although the Netherlands allows the possession of less than 0.18 ounces of marijuana for personal consumption, the actual production and supply of cannabis are outlawed. Since it is illegal to produce, store or distribute cannabis, large quantities of marijuana for resale tend to originate from criminal enterprises.

The funds from these illegal trades have helped to lay the foundations for a flourishing underground drug economy, the “New York Times” reports. By reducing the demand for marijuana and confining sales to just residents, Halsema hopes to undermine the criminal organizations operating behind the scenes.

420 with CNW — What You Need to Know About Cannabis Home Cultivation in Arizona

Voters in Arizona overwhelmingly approved a ballot initiative to legalize recreational cannabis in the state during the November ballot. Known as the Smart and Safe Arizona Act, the legislation allows adults aged 21 and older to buy and possess cannabis. The act also legalized home cultivation, allowing adults to grow up to six cannabis plants or no more than twelve plants in residences with more than one adult.

For gardening enthusiasts who would like to grow their own marijuana, this presents a fantastic opportunity. Growing cannabis from seed all the way to flower can be quite a rewarding experience, but it requires attention to detail and the right conditions. If you’re looking to grow cannabis at home in Arizona, here are a few things you need to know.

As mentioned, home cultivators can grow a limited number of cannabis plants. You can use either seeds or cuttings from another plant. You can purchase seeds from websites such as Leafly, but note that only female seeds produce flowers. Feminized seeds, which are genetically engineered to produce only female plants, are more expensive. Josh Sundberg, a farmer and co-owner of Community Roots AZ, recommends Canna Genetics Bank and Neptune Seed Bank in California.

Cuttings tend to be easier for beginners compared to seeds, but there aren’t any legal businesses in the state selling clones at the moment. You can, however, clone an existing plant. To do so, grow several seeds at once, label each of the plants, and take a cutting from each of them before they flower.

It takes around 50 to 60 days for a cannabis plant to mature. Once it is harvested, says master grower Noah Wylie, the plants should be dried for 10 to 14 days. Although the flowers can be consumed at this point, curing them for a little longer increases the quality. For beginners, Wylie suggests hybrid strains and advises them to avoid strains labeled “OG” or “exotic.” Growing the plants is generally a trial-and-error process, and Wylie tells people to be ready for a few disappointing rounds before they find the best phenotype.

For your plants to flourish, you will need nutrient-rich soil coupled with just the right amounts of water and light. FoxFarm soils, a popular brand used by plenty of growers, is sold by both Dig It Gardens and the Plant Stand. Nectar of the Gods, Blend #4, found at PHX Hydro in West Phoenix, is also a solid brand.

Growers will also need the full spectrum of light, says Wylie, and he recommends starting off with an affordable growing light such as the ones sold by Sea of Green HydroGardens in Temple. Get your hands a little dirty before you buy expensive equipment, he advises. Do a trial run or two, and use the experience you gain to guide you moving forward.

420 with CNW — Wyoming Taking Cannabis Legalization Notes from Neighbors

Wyoming is among the last few states in the United States that has not yet accepted legal marijuana in some form. The state is surrounded by states such as Montana and South Dakota that have legalized cannabis, and while it is unclear when Wyoming will legalize cannabis, it is known that the state is exploring legal options with regard to legalization.

The reason for the state turning to its legal counterparts for information on cannabis legalization may be data that shows that the state’s residents are looking for more access to marijuana. Additionally, data from a study conducted in December 2020 by the University of Wyoming showed that 54% of the state’s residents supported the herb’s legalization and, in particular, adult-use marijuana.

The report claimed that a steady rise in support was observed from 2014 to 2018 and shows that the support in legalization grew from 37% in 2014 to 41% then 49% in 2016 and 2018, respectively.

Chief of police in Sheridan, Wyoming, Travis Koltiska, feels that trafficking marijuana across state lines will not be stopping any time soon. In fact, he notes, there may even be an increase, especially when the data above is taken into consideration.

Sheridan County Sheriff Allen Thompson added that bigger legal operations in the states that surround Wyoming have shown an increased availability in the amounts of cannabis that are distributed, adding that this will likely grow. He noted that residents of Wyoming did travel to other states to obtain marijuana, explaining that this number could grow in the future.

In addition to the data mentioned above, three out of every four people who live in the state believe that individuals caught in possession of marijuana shouldn’t serve jail time. This shows a general increase in acceptance of cannabis legalization, as this number was at 66% in 2014, before growing to 69% in 2018.

However, many are still concerned that looking at marijuana legalization as a way to grow government revenue is not the best idea and other factors should be taken into account. Thompson explains that, while government revenue might grow in the short term if cannabis is legalized, he is concerned about the costs that will be paid in the long term with regard to the state’s public health system, which is already short on money and personal health.

Thompson proposes that efforts to legalize cannabis in the state should instead focus on factual education about the advantages and disadvantages of using cannabis, backing the health systems and centering on personal freedoms.

Away from the cannabis legalization debate in Wyoming, a number of companies are hitting it big through products that don’t contain the psychoactive THC. For example, CannAssist International Corp. 420 with CNW — NJ Cannabis Legalization Still in Legal Limbo After New Year Begins

On November 3 last year, voters in New Jersey overwhelmingly approved a ballot question asking whether the state should allow adults aged 21 and over to sell, possess and use cannabis. The Legislature and Cannabis Regulatory Commission was tasked with creating a regulatory framework for recreational cannabis, with a constitutional amendment that would officially legalize cannabis kicking in on Jan. 1, 2021. However, with lawmakers still negotiating key sections of the legislation, the state still hasn’t passed legislation that would launch the recreational market.

Robert Williams, a retired constitutional law professor at Rutgers Law School, says that nearly two months after voters approved cannabis legalization, the commission hasn’t created any regulations or implemented any laws, a situation he calls “odd.” Although state lawmakers have already crafted and passed enabling legislation consisting of two bills to set the ball rolling, Gov. Phil Murphy hasn’t signed any legislation into law.

The governor, who had cannabis legalization as one of his campaign platforms, is holding off on signing the legislation until lawmakers add a provision to levy fines on underage marijuana users. According to a proposed change his office sent to legislators, anyone younger than 21 found with one ounce or less of cannabis would be fined $250 while the possession of one to six ounces of cannabis would carry a $500 fine. Along with decriminalizing cannabis, the goal was also to ensure that minors were protected, Murphy says.

Activists also argue the bills don’t do enough for the communities that were disproportionately affected by marijuana laws. Police in New Jersey are particularly tough on marijuana crimes, with Black people being three and a half times more likely to be arrested for possession than white people, despite relatively similar usage rates. Other issues holding back the legislation include the capping of the number of available licenses for the first two years and giving employers the right to test their employees for THC.

Levying fines on underage people who use cannabis goes against the legislation’s objective, which is to limit interactions with police, especially among Black youth. ACLU of New Jersey executive director Amol Sinha asks why minors should be burdened with criminal records if the state is passing laws to clear criminal records of people with cannabis-related offenses.

With the cannabis legislation hanging in limbo, Attorney General Gurbir Grewal has asked state prosecutors at all levels to dismiss or, at the very least, delay any marijuana charges that would otherwise be considered legal under the pending legislation.

Aside from the legal gymnastics going on in New Jersey, cannabis firms elsewhere are thriving. For example, Green Hygienics Holdings Inc.
