The Coronavirus pandemic has ground the world to a complete halt. All but the most essential businesses have been closed and people are instructed to stay indoors and practice social distancing. Not only has the pandemic put a ton of strain on healthcare systems around the world, but it has also made most economic, social and political activities virtually impossible.

Drug legalization campaigns have been especially hit. With most people under lockdown to prevent the spread of the virus, signature collecting has been put on hold. However, activists in Arizona have petitioned the Supreme Court to allow electronic signature gathering. The measure to legalize marijuana is backed by Smart and Safe Arizona, and the group filed a petition requesting that the Supreme Court direct the Secretary of State to let them collect signatures digitally.

Fortunately, the state already has the necessary infrastructure in place. Residents can use a system called E-QuaL to sign ballot petitions for individual candidates, and activists argue that it can be redirected into collecting signatures. They claim that limiting the E-QuaL system to office-seekers is unconstitutional. However, since state law says that it can only be used for that purpose, we will have to wait for the Court’s decision.

“Legal access to E-QuaL for these citizen initiatives is the right thing for public health and democracy. Following Governor Doug Ducey’s stay at home order issued Monday and current CDC recommendations, gathering hundreds of thousands of signatures on paper, at people’s homes or in public spaces is impossible to do safely and responsibly during this pandemic. E-QuaL is a very reasonable remedy,” said a statement from the groups’ attorneys.

Although the state requires 237,645 signatures for statutory proposals, Arizona’s marijuana campaign has already collected more than 320,000. However, they have yet to be verified, and activists would like to continue collecting signatures to make sure their measure qualifies for the ballot.

The legalization measure would allow individuals 21 and older to possess up to an ounce of marijuana at a time and cultivate up to six plants for personal use. Cannabis sales would be taxed at 26%, and the tax revenue would be allocated to community colleges, developing infrastructure, justice reinvestment and public services such as firefighters and police.

It also contains several restrictive justice provisions such as individuals with prior marijuana convictions to petition the courts to have their records expunged as well as establishing a social equity ownership program.

It would be interesting to hear what cannabis industry actors like Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF) think of the likelihood of the highest court in Arizona granting the request of the petitioners to collect electronic signatures in support of their cause.

420 with CNW – Delaware Officials Authorize Medical Cannabis Deliveries Amid Coronavirus Crisis

Most states with legal cannabis programs have deemed marijuana essential as the world grapples with the Coronavirus pandemic. To reduce new infections and curb the spread of the virus, numerous governments all over the world have ordered lockdowns of varying degrees. Residents have been advised to stay indoors unless they absolutely have to, and all but the most essential businesses have been closed for the time being.

Fortunately for the millions of patients who rely on medical marijuana, marijuana was included in this category. With the exception of Massachusetts which has only allowed medical marijuana stores to remain open, all the other states have deemed both medical and recreational pot essential.

A large percentage of medical marijuana patients are senior citizens and immunocompromised individuals, and this puts them at greater risk. To keep both them and the staff safe, states have taken extra steps to help reduce their contact. In Delaware, officials have recently allowed medical marijuana home delivery under an emergency program to ensure patients receive their medicine while limiting their exposure.

One company, Columbia Care, has stores in Wilmington, Smyrna, and Rehoboth Beach, and it is expected to begin home deliveries as soon as this week. Although the program has been rolled out under Delaware’s state of emergency declaration, regulators have stated that they intend to allow deliveries to continue even after the virus runs its course.

“The Office of Medical Marijuana is not establishing this as a convenience option, but as a stop-gap system to allow homebound and the most vulnerable patients to obtain products safely,” says Paul Hyland, Director of the State Office of Medical Marijuana. He added that although there are still a number of steps to be completed and no firm date has been set for when deliveries will begin, ‘Columbia Care is looking to launch delivery this week.’

The emergency program could ultimately expand to other in-state dispensaries like First State Compassion and Fresh Delaware. “However at this time, they were not in a position to accommodate delivery in the time necessary to respond to the current situation,” says Hyland.

He adds that patients won’t be forced to take any extra steps to register for Columbia Care’s delivery service.

Leading cannabis advocacy group NORML has registered its approval of the emergency measure, stating that it is thrilled, and it has urged officials to implement the plan quickly. The group has also asked patients to only use the delivery option if they simply cannot do curbside pickups.

“Please be mindful that for many patients this will be their only option. If you can facilitate the online ordering with pick up option safely, please continue to do so and save this service for those who need it most.”

Analysts see this quick response by the regulators in Delaware to expedite the start of home deliveries as something that will be applauded by sector players like SinglePoint Inc. The last time the world faced anything as life-changing as the Coronavirus was a century ago. The pandemic has shown just how unprepared most countries were for a health crisis of this magnitude. The virus first appeared in Wuhan, China and has spread to all continents except Antarctica. Over 1.3 million individuals have been infected worldwide, with at least 73,000 lives lost.

The virus shares many symptoms with pneumonia, and it attacks the respiratory system. Although everyone is at risk of infection, individuals with weak immune systems are at a higher risk of succumbing. Countries like Italy with a large percentage of old folks have been especially affected by the virus. It is transmitted through droplets that an infected person expels when they cough, sneeze or even breathe.

Since the virus attacks the respiratory system, there have been questions on whether individuals who smoke or vape marijuana or tobacco are more at risk. To collect more information on this, the National Institute on Drug Abuse (NIDA) is asking researchers to submit grant applications to study how such people are affected by the virus.

In a notice published last month, the agency stated that the rapid spread of the pandemic made it imperative that researchers identify the potential medical complications for people who use substances that compromise their respiratory systems. Two grants were made available to researchers who would be able to provide more insight into the matter.

“As people across the U.S. and the rest of the world prepare for what could be a pandemic of the 2019 novel Coronavirus or COVID-19, the research community should be alert to the possibility that it could affect some populations with substance use disorders or HIV particularly hard. Because it attacks the lungs, COVID-19 could be an especially serious threat to those with histories of smoking tobacco or marijuana or vaping,” stated the notice.

“Additional social and environmental factors associated with drug use may worsen the transmission and treatment of COVID-19, especially among individuals who experience homelessness or incarceration, which is more common among those with a substance use disorder,” the notice further explains.

The agency has stated that the grant’s prime objective is to understand whether ‘smoking tobacco or marijuana, vaping, opioids and other drug use could be a risk factor in the onset or progression of the Coronavirus.’

The research is ultimately geared at understanding the ‘respiratory effects of SARS-CoV-2 infection among individuals with substance use disorders, in particular those with nicotine, marijuana, opioid, and methamphetamine use disorders.’

As the novel Coronavirus keeps the world in a perpetual state of fear and uncertainty, Massachusetts has registered an upsurge in the number of people seeking medical marijuana cards. This has been a consistent theme in most states that allow medical marijuana, with both medical and recreational marijuana stores experiencing increased demand.

COVID-19 first appeared in Wuhan, China in late 2019 and three months later has infected over 1.3 million individuals and claimed at least 73,000 lives. The U.S. has become the epicenter of the Coronavirus pandemic with over 360,000 infections and 10,764 deaths. Understandably, most of the country has gone into lockdown, with people encouraged to stay indoors, and all but the most essential businesses are to shut down for the time being.

In many states, this included marijuana businesses. States like Colorado have even taken extra steps like allowing curbside pickups and home deliveries to keep employees and patients safe. And most of these states registered increased demand for marijuana, which many use to help with a variety of conditions including anxiety, insomnia, and chronic pain.

According to the Cannabis Control Commission (CCC), there were 1,300 new medical marijuana patients registered in Massachusetts between March 23 and April 1, compared to the 500 just 10 days prior. While some states designated both recreational and medical marijuana as essential, Massachusetts doesn’t allow recreational marijuana sales during the pandemic.

Before patients can apply for a medical marijuana card online, they must get a recommendation from a state-certified physician. And in accordance with social distancing directives, the CCC recently revised some of its rules temporarily to allow medical practitioners to certify new patients using telehealth. To be eligible, you must have a qualifying medical condition such as HIV or Parkinson’s disease.

According to marijuana store owners, a lot of their recreational marijuana customers use cannabis to treat severe anxiety and PTSD, and they hoped Governor Charlie Baker would classify them as essential. However, these hopes were dashed when the governor stated that classifying recreational cannabis stores as essential would create problems for the state.

“If we make recreational marijuana available, we are going to have to deal with the fact that people are going to come here from all over the place, across the Northeast and create problems for us with respect to the fundamental issue we are trying to solve here, which is to stop the spread. And for that reason and that reason alone, I think this is just a non-starter with us,” he said during a press conference.

420 with CNW – North Dakota Campaigners Suspend Marijuana Legalization Drive Due to COVID-19

Three months after first appearing Wuhan, China, the Coronavirus has left the entire world in a panic. Most of us have never experienced something of such epic proportions, with more than one million people infected and over 60,000 lives lost. Presently, most governments have issued directives to help curb the spread of the virus.

People are directed to stay indoors and only leave when they absolutely have to, and all but the most essential businesses have shut down operations. Unsurprisingly, this hasn’t been easy on the economy, with more than 6 million people filing for unemployment last week, the largest number ever. The lockdown has also affected numerous campaigns to legalize marijuana in various capacities.

In North Dakota, with most people staying indoors to avoid contracting the virus, signature collecting activities have ground to a halt. Due to this situation, activists recently announced that they are suspending their campaign to add marijuana legalization to the November ballot.

A Facebook post by Legalize ND said, “We are going to have to face a few hard realities going forward. Due to the virus all of our major avenues for signature collection have been postponed, and going door to door is not safe for both those knocking and those whose doors are being knocked on.”

Unlike states like Idaho that allow some form of online signature collection, North Dakota doesn’t have a provision for signature collection through the mail or online. According to Legalize ND, they needed to collect 13,433 valid signatures from voters before July 6. However, with the current situation, the campaign will have to shift its focus to the 2022 primary election.

“Businesses will continue to collect, but we don’t want to create another vector for the Coronavirus. As a result, at this time if something major doesn’t change we will not be able to make the 2020 ballot,” said the post.

At your brick and mortar location, keep them six feet apart as much as possible, and make sure there is good ventilation.

Good hygiene is the best way to prevent new infections. And since patients seem healthy for a short period while still transmitting the virus, employees who are at the store need to be especially meticulous. Wash your hands with soap and water thoroughly or disinfect them with hand sanitizer and avoid touching your face.

At Mission Illinois, staff wear latex gloves and they disinfect surfaces on the hour and each night. Face masks are encouraged too since we’re still learning about the virus and it’s better to err on the side of caution. As the CDC has said, anything is better than nothing.
