The economic impact of the Coronavirus pandemic has been immense. Shortly after various states started implementing lockdowns to prevent the virus from spreading, businesses were feeling the pinch due to reduced sales. By this week, more than 3 million Americans have filed for unemployment, and the number may increase as the country has officially become the epicenter of the disease with over 185,000 confirmed cases.

According to New York Governor Andrew Cuomo, the estimated loss of revenue for the state of New York stands between $10 and $15 million. The state is the epicenter of the outbreak in the U.S. with over 40,000 cases, and officials have already warned of severe budget issues. However, according to analysts at DataTrek Research, legalizing recreational marijuana could help get the economy back on track after the Coronavirus runs its course. The more conventional means of increasing revenue like ramping up sales or increasing real estate taxes might not be the way to go, says DataTrek co-founder Jessica Rabe.

“Traditional means of boosting state and local government revenue, such as increasing income, sales or real estate tax will further dampen demand and possibly drive people out of states like New York. Taxing sales of retail cannabis is a new source of state and local income that’s successfully raised hundreds of millions of dollars in states like Colorado,” Rabe adds.

Last year, Colorado raked in $1.74 billion in marijuana sales, and over $300 million was injected into various state programs. In California, legal recreational marijuana has generated over $1 billion in state revenue since 2018.

“There’s a simple and effective solution for states and cities to help cover their huge budget shortfalls after the COVID-19 pandemic subsides; legalize recreational sales of marijuana,” she adds.

Experts say this won’t be a short ordeal, and that the virus may end up infecting 70% of the world’s population. And with each passing day that businesses are closed and people cannot work, the economy slips further. According to some economists, the country is just a bad day away from sliding into the Great Depression.

Legalizing recreational marijuana sales may be one of the few ways to jumpstart the economy and provide jobs without putting undue strain on the citizens.

Of the over 800,000 confirmed Coronavirus cases in the world, at least 100,000 are from Spain. The country has lost a little over 9,000 patients, and understandably, it has gone into lockdown mode to reduce the spread of the virus. This, coupled with regular hand washing and social distancing is the best way to prevent new infections.

However, the economic impact of the lockdown has been immense. With all but the most essential businesses closed and a large number of people currently unable to work, the economy has been in a steady decline. The situation has also resulted in a spike in marijuana prices in Spain, with hashish and cannabis selling at two or even three times their original price.

Ten days ago, a gram of marijuana would have cost a Spaniard $5.46 or $6.56, but now one would have to fork over $10.93 or even $16.39 for the same amount of cannabis. With all but the most essential supply lines shut down, moving marijuana has become difficult. In fact, the Civil Guard thwarted their shipments on Malaga’s beaches within the last nine days, further exacerbating the situation.

According to police sources, drug trafficking numbers are down due to the lockdown. “Before, there were many young people in the street selling. Now, obviously, you can’t see them,” says one policeman.

“It makes sense that the prices of narcotic substances go up. Police pressure is high and it’s no longer normal for certain people to walk the streets, or for certain vehicles to move at night. The priority is to guarantee what is established in the royal decree, so there is a lot of pressure on movements and a lot of paperwork,” he adds.

The fact that individuals who don’t comply with the Coronavirus-related directives are at risk of a €100 fine or up to one year prison time, on top of the fines for marijuana possession, is a big deterrent.

To avoid detection, sellers have come up with creative ways to sell marijuana. These include quick meetings in supermarket parking lots and for those who are extra careful, the seller hides the marijuana at an agreed-upon spot and gets paid by mobile phone. “This way you keep the security distance without problems because people get their supplies and don’t have to go out so many times,” says one salesman.

“The logic is the same as in supermarket shopping: buy more to go less,” he says.

Hand sanitizer has become one of the most precious commodities on the market right now. Three months after appearing in Wuhan, China, the Coronavirus pandemic has infected over 700,000 individuals and claimed at least 30,000 lives. Medical experts say regularly washing your hands with soap and water or sanitizer is the best way to avoid contracting the virus, alongside social distancing and self-isolation.

However, panic buying coupled with an extremely high demand for hand sanitizers and personal protection equipment (PPE) has led to a shortage. And as the number of COVID-19 patients increases, we can expect more shortages, especially as most hospitals are already trying to stretch their resources. To help alleviate this, firms that don’t traditionally manufacture sanitizer have pledged to use their facilities to produce free hand sanitizer, and the cannabis industry hasn’t been left behind.

Cannabis was recently categorized as an essential service, and numerous state governments have taken steps to ensure cannabis businesses remain operational during the lockdown. These include online purchasing, home deliveries, and curbside pickups. A few marijuana companies have decided to donate resources to help in the fight against the Coronavirus.

Glass House Group uses PPE gowns in its cultivation facilities for pest control, and the firm donated 1,000 PPE gowns to Cottage Hospital in Santa Barbara. Canopy Growth, on the other hand, has donated health equipment like gloves, face masks and bodysuits to local hospitals in Canada. “We committed our personal protective equipment from our recently shuttered B.C sites to the frontline staff at a local health unit in Victoria,” said spokeswoman Jordan Sinclair.

Analysts say the cannabis companies mentioned in the discussion above are just a tiny fraction of the industry and they believe that all sector players, including Sugarmade Inc. Most legal marijuana programs use part of the tax revenue from sales to address this, but there’s still a long way to go. Still, there’s a lot of stigma, even in states that have legalized marijuana. This has been especially felt in the insurance and banking sectors, although things are definitely better now.

Recently, Sen. Jeff Merkley filed a Congressional bill with a provision that would prevent landlords from evicting people over manufacturing marijuana extracts if they have a valid license. The legislation contains a list of ‘just causes for eviction’ which includes the ‘manufacture of a cannabinoid extract unless the tenant holds a license to manufacture the cannabinoid extract under federal, state or tribal law.

This is where things get a little confusing, though, as cannabis is still considered illegal under the federal Controlled Substances Act. The bill contains a provision that states that ‘the unlawful manufacture, delivery or possession of a controlled substance’ is grounds for eviction but it does not exempt state-legal activity, such as cannabinoid extractors with valid licenses.

Due to the discrepancy in state and federal law, cannabis-related cases might be handled quite differently. Most eviction cases, however, are handled at the state level, so some courts might defer to state law in favor of licensed cannabinoid extractors instead of federal laws.

The provision for cannabinoid extractors is part of a housing bill designed to “address the shortcomings of our current housing policies and funding levels by holistically addressing disparities and systematic obstacles and ensuring an equitable outcome for the most vulnerable American.”

It comes a year after Reps Alexandria Ocasio-Cortez (AOC) and Kamala Harris filed a housing bill that would protect people with low-level drug convictions from being denied access to or being evicted from public housing. She said in a statement that “denial of basic necessities to formerly incarcerated people does not make our communities safer,” adding that the bill is one of the many steps that need to be taken to repair our broken criminal justice system.

Experts don’t think that industry actors like Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF) are excited by this bill since previous proposed legislation along the same lines hasn’t registered success, especially in the Senate.
