Traumatic brain injury is a condition that is more common than most people care to admit. Research estimates that two million-plus people visit the ER each year with cases related to TBI. These cases occur from events such as car accidents, falls and physical attacks, and they result in minor concussion or severe traumatic brain injury. Fifty percent of the TBI injuries are connected to falls by children between the ages of 1-14 years and old folks over the age of 60. The World Health Organization lists TBI among the leading causes of death in young children.

To understand how people with TBI can benefit from using marijuana, we must first understand what traumatic brain injury means. Traumatic Brain Injury is the damage to the brain which is attributed to an external force. TBI can lead to premature death or permanent disability. TBI, like concussion, is most evident among football players and war veterans. Individuals suffering from TBI display symptoms such as dizziness, headaches, nausea, speech difficulties, difficulties controlling their motor function, sensitivity to light, seizures and amnesia.

Research shows that 30 clinical trials have failed to provide much-needed treatment for TBI. However, none of these trials included the use of cannabis which when used, activates the innate cannabinoid receptors, which help in reducing swelling in the brain and improve neurological impairment. When cannabinoid 2-AG is administered into a damaged mice’s brain, its cognitive and motor function are seen to improve significantly. Marijuana can also be used to treat other physiological conditions such as insomnia.

Studies show that Traumatic Brain Injury can result in brain edema, neural impairment, increase in microglial cell number, activation and DAI (diffuse axonal injury). The damage to the brain escalates cellular permeability thus allowing water to enter the brain which causes edema. Edema formation in humans can cause one to forget minor things such as their shopping list while impulsive behaviour and spatial learning and memory issues are observed in animals. Edema formation accounts for about fifty percent mortality rate of TBI patients. To treat edema, scientists applied the use of cannabinoid receptors (CB1 and CB2) as they help in decreasing brain edema.

However, through research CB1 receptors are less involved in the treatment effect of this drug. Thus to ensure effectiveness, scientists indicate that both receptors should be used together to increase the chances of neuroprotective actions. The study was successful because the scientists were in a lab setting, and they had the advantage of administering the dosage immediately after the accident. The research on the use of CB receptors on mice was led by Raphael Mechoulam and a top team from Hebrew University.

In the world of athletics, where the use of drugs is prohibited, it would be criminal to deny the administration of medical marijuana if a doctor determines that a single dose be administered immediately after concussion.

420 with CNW – Medical Marijuana Legalization Bill Introduced in Wisconsin

Three legislators in Wisconsin have united to introduce a bill legalizing the use of marijuana for medicinal purposes. The legislators include two Democrats, Erpenbach and Taylor, and Testin who is a Republican.

Sen. Jon Erpenbach, Taylor and Testin in a joint statement on Friday announced that the time has come for the state of Wisconsin to lift the restrictions and legalize the use of marijuana. The bill would create a system that allows patients to be entered into a list through registration and the growers to be issued with a license permitting them to grow cannabis for medical purposes.

In the United States, there are 33 states legally using marijuana either for medical or recreational purposes. Among these are, Michigan and Minnesota. In Colorado and nearly a dozen other states, residents can use marijuana for medical and recreational purposes.

In the statement, Testin said that the government should not decide if marijuana is right for inducing treatment; doctors and patients should be given that mandate to determine if cannabis is right for treating a particular condition.

For the past decade, the Democrats have been trying to pass marijuana legalization bills with no success. However, it is still uncertain whether with the Republican support exemplified by Testin, the bill will be passed into law. Speaker of the Assembly, Robin Vos is open to passing the bill but the Senate Majority Leader, Scott Fitzgerald has openly voiced his opposition.

Tony Evers, the Democratic governor, had proposed legalization of medical marijuana, in the Winsconsin budget, but the provisions were not included in the final budget plan.

Through his spokesman, the governor did not comment on the bill. Moreover, since he is running for Congress in the year 2020 in a Wisconsin district that is traditionally conservative, his stand on the bill is unlikely to change. Supporting the bill would pose a threat for him as it would be a motivating factor for his primary challengers.

The proposed marijuana legalisation bill has the following terms that have to be met by the doctors, patients and the cannabis growers.

Persons qualifying to receive medical marijuana have to be suffering from one of the following ailments; AIDS, cancer, Alzheimer’s, PTSD (post-traumatic stress disorder), traumatic brain injury (TBI), and severe and chronic pain.

Before being registered and joining the list of people to receive medical marijuana treatment, a doctor should diagnose the patient, explain the risk factors as well as the benefits of using medical marijuana.

Patients applying to receive medical marijuana are supposed to pay $250 for registration and $250 in annual fees.

The marijuana registry is not visible to the public and people who are or have been convicted of a drug-related crime are not allowed to join the list.

The Department of Agriculture, Trade and Consumer Protection would set up a licensing system for the growers, if the bill remains as it is. The licensed growers would include persons growing a dozen-plus marijuana plants. Grower would have to pay an initial fee of $250 and an annual fee of $5000. The licensed growers would also be prohibited from growing cannabis for family or personal consumption.

On Friday, Evers tweeted his supports for the bill while pointing to a recent poll by the Marquette University Law School which showed that 83 percent supported the legalization of medical marijuana. In the tweet he wrote that now was the time for physicians to be allowe to prescribe the medication that they felt was best placed to treat their patients.

Analysts believe that the chances of this bill sailing through are too close to call, and they also believe that industry players like IONIC Brands Corp. (CSE: IONC) (OTC: IONKF) and Lexaria Bioscience Corp. (CSE: LXX) (OTCQX: LXRP) would wish that patients have the option of using medical marijuana sooner rather than later.

420 with CNW – Marijuana Banking Bill Changes Suggested to Win Republican Support

On Monday, we reported that Congress was likely to vote on the SAFE Banking Act this month, and the latest indicators strongly point to a floor vote being scheduled for next week. The supporters of the bill would like the vote to be conducted under suspended House rules, and a number of amendments have been suggested to win over more Republicans and ensure that the bill will get the two-thirds majority needed under the suspended rules arrangement.

One of the changes that has been made provides clarification that the protections given to banks that work with state-legal marijuana companies also apply to the banks serving companies in the hemp and CBD industries.

Another change expands the definition of the ancillary businesses that work with marijuana companies. The expanded definition includes insurance companies and federal home loan companies. The bill also states that financial regulators wouldn’t have any undue restrictions placed upon them as they supervise marijuana companies.

An extra section added to the SAFE Banking Act also talks extensively about the hemp industry and why financial regulators must release guidelines explaining how banking institutions can work with the hemp and CBD industries without facing any sanctions from regulators.

There is also a specific section that is aimed at forestalling any plan by the Justice Department to arbitrarily order banks to close the account or accounts of a company or people in the firearms industry as a way of forcing those entities out of business. Any such action must be accompanied by a sound reason.

All these provisions are aimed at putting the concerns of conservative lawmakers at bay, especially those who don’t want to be involved in passing a law that is primarily intended to facilitate the marijuana industry. By including the hemp, CBD and gun industries, the scope of the bill is expanded and more GOP lawmakers may be enticed to support it.

However, not all is well within the Democratic caucus as some members have been vocal that they will not support the bill unless measures to address social equity issues in the marijuana industry are first implemented.

Such members of Congress feel that the SAFE Banking Act largely helps banks and marijuana companies to thrive and yet a more pressing concern are the racial issues surrounding the implementation of marijuana laws across the country.

Supporters of the proposed law say that any measure that chips away at prohibition should be supported and the social equity issues will also be addressed by the other bills before different committees of the House of Representatives.

Analysts believe marijuana sector players like Hemptown USA and HTC Extraction Systems (TSX.V: HTC) will be waiting keenly to hear what comes out of Congress when the bill is voted on.

420 with CNW – New Hampshire Assembly Overrides Veto on Marijuana Home Grows

The House of Representatives in New Hampshire voted on Wednesday to override Gov. Sununu’s veto of a bill that seeks to allow registered medical marijuana patients to grow a limited number of marijuana plants at home for their medical needs.

In the message that the governor wrote to explain his veto, Sununu said that allowing home cultivation would make it very hard for law enforcement to prevent marijuana from registered medical users finding its way onto the marijuana black market.

The House didn’t agree with his reasoning and they voted 259 to 120 to overturn the veto on House Bill 364. This measure now heads to the state Senate where it had earlier passed with a slim majority of 14 to 10.

Under current state law, it is illegal to grow medical marijuana at home even if one is a registered patient or caregiver. HB 364 wants to change this position and allow patients or their caregivers to have three mature cannabis plants, three immature ones, and a maximum of 12 seedlings.

Activists are calling on the state Senate to follow the lead of the House and vote to override the governor’s veto. These activists argue that it is currently very hard for many patients to travel long distances in order to buy the needed medical marijuana products from one of the only four licensed dispensaries.

To compound matters even further, the limited number of dispensaries means that the medical marijuana products available are more expensive than they would have been if there were more players in the sector competing against each other.

The activists therefore see home grows as an opportunity for patients to access the treatment that they need without facing financial ruin due to the high cost of manufactured medical marijuana products.

Two recent polls in the state revealed that nearly 70 percent of the residents support the legalization of medical marijuana. Furthermore, the three states neighboring New Hampshire have all allowed medical marijuana patients to grow a limited number of plants for their own use.

All eyes are therefore going to be on the senators and how they vote once this measure returns to the upper chamber of the state legislature. If all who voted for the bill earlier remain supporting the measure, then the proponents of the bill will have to convince at least two of the ten senators who voted against the bill to change their position and support it.

Without two-thirds of the Senate voting to override the veto, then the decision of the governor will stand and the status quo will remain for the 7,000 medical marijuana patients on the state program.

420 with CNW – Governor Cuomo Hints Cannabis Smoking Ban Could Be Included in Next Legalization Bill

Gov. Andrew Cuomo of New York State seems to suggest that the next push to make recreational marijuana legal in the state could include a ban on smoking marijuana.

During an MSNBC interview on Sunday, the governor was asked whether the recent illnesses linked to vaping adulterated black market cannabis oil had made him to rethink his desire to legalize marijuana in New York State.

He replied that his position hasn’t changed, although his administration isn’t in support of smoking marijuana. He added that there were ways for someone to get their THC fix without having to smoke marijuana.

Cuomo explained that from a public health perspective, he believes that any kind of smoking is dangerous and he wouldn’t encourage it. The governor went on to say that one can legalize marijuana and sell products that contain THC without having to smoke.

From his comments, it wasn’t clear whether the Democratic governor was stating that his next effort to legalize marijuana wouldn’t allow marijuana smoking or he was simply providing administrative advice against smoking.

One wouldn’t be surprised if the governor advocated for the exclusion of smoking marijuana during a fresh attempt at legalizing the substance next year. In 2014, he campaigned to ban smoking marijuana when medical marijuana was legalized. Taking the same position for adult-use marijuana wouldn’t therefore be strange.

At the time medical marijuana was legalized, Cuomo reasoned that banning smoking the substance was a preventive method to keep people from abusing the medical cannabis program.

There would be an uproar among lawmakers if Gov. Andrew Cuomo pushed such a position the next time marijuana legalization is discussed by state lawmakers. This is because statistics from other states, such as California, show that dry marijuana flower and concentrates command nearly 70 percent of the legal marijuana market.

Any attempt to ban the smoking of marijuana would therefore be guaranteed to attract opposition from potential consumers, the cannabis industry and pro-marijuana advocates who are strongly in support of civil liberties.

The voice of the marijuana industry seems to carry some weight with Cuomo because in 2014, he worked to ban home cultivation of medical marijuana. This decision was apparently partly because an industry association wrote to him explaining why it wouldn’t be advisable to allow home grows.

However, recreational marijuana is a different thing altogether and it is unlikely that Gov. Cuomo will advocate for a marijuana smoking ban. Instead, his administration could allocate money to public education about the risks of smoking marijuana, and then leave the people to decide whether they smoke it or not.

Analysts think cannabis companies like Geyser Brands Inc. (TSX.V: GYSR) and Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) will just wait and see the contents of the new marijuana legalization bill in New York before making any conclusions about the views of Gov. Cuomo.

420 with CNW – Support for Cannabis Legalization Bill Grows in Colombia

Colombia’s legislature will soon consider a bill to legalize recreational marijuana for adults. The proposed law is being filed by Gustavo Bolivar, a senator belonging to the Colombia Humana Party, one of the many opposition parties in the country.

The mover of the bill sees the law as a way to curb crime and support a drug policy shift to a direction in which drugs are looked at as public health concerns rather than as matters of law enforcement.

Bolivar has authored several books on drug trafficking and he sees the new bill as something that will facilitate “regularization and not legalization” of adult-use marijuana. In this law, marijuana would be regulated in the same way that tobacco and alcohol are regulated. There would be stiff penalties imposed on those who sell marijuana to minors, and marijuana smoking would be outlawed in public spaces.

The opposition senator referred to Canada, Uruguay and several states in the U.S. where recreational marijuana is legal as examples of jurisdictions where Colombia can learn as it drafts its own law to end prohibition.

The experience in those jurisdictions shows that drug-related crime levels reduce once marijuana is legalized, he added.

Sen. Alberto Castilla Salazar, another opposition senator who heads a leftist coalition, also revealed that he supports the bill to legalize recreational marijuana. Salazar insists that the country should end prohibition in order to break the control that criminal gangs have had over marijuana in favor of government control and regulation.

Former President Juan Manuel Santos has also expressed his support for the legalization of recreational marijuana. His Liberal Party may be instrumental in determining the success of the proposed law since the way party members vote may tilt the vote one way or the other.

While center-left and leftist members of the legislature appear to be united in support of the policy measure to legalize recreational marijuana, the move will go head to head with President Ivan Duque. Last year, the president signed a decree outlawing low-level possession of cocaine and marijuana. He took this step despite court rulings that such possession was legal.

However, the president’s party only has a minority of senators in the legislature, and some of them support the legalization effort. It therefore remains to be seen how many of his party members support his position of continuing marijuana prohibition.

Industry analysts are of the view that companies like ChineseInvestors.com Inc. (OTCQB: CIIX) and Earth Science Tech Inc. (OTCQB: ETST) see these winds of change in different countries as inevitable since more is being learned about the benefits of marijuana.
