The funds are intended to help the agri-tech company to develop UV treatments which can boost the performance and yield of marijuana plants.

Warren Bebb, the CEO of BioLumic, said that he was glad that companies from around the world were starting to pick interest in what his company is doing. Bebb attributes this interest to the results which they have already obtained for other flowering plants, such as tomatoes, soybeans, lettuce and strawberries.

The New Zealand parliament recently passed a law to give terminally ill patients a legal defense to possess and use cannabis (an illegal substance). This amendment has paved the way for companies with interests in medical cannabis to position themselves to get a share of the global medical cannabis industry which is predicted to grow to an $80 billion industry within the coming five years.

BioLumic is excited to take a shot at making a difference in the life of someone suffering from a terminal illness. The UV treatments developed by the company have already shown that performance and yield can increase by up to 40 percent. Test crops have been grown in various countries, such as Spain, Britain and Mexico.

Dr. Wargent, one of the co-founders at BioLumic, says that his company is unique because of the shorter time they need to treat plants. For example, they need just a week or two to treat seedlings and only a few minutes to treat seeds.

Once the scientists have treated the seeds or seedlings, no other treatment is required for the rest of the life of that plant.

Wargent, a photobiologist, explains that he started out by testing his revolutionary technology on just a few plants that he left within his bedroom. Last year, he and Bebb opened a state-of-the-art UV research and development facility at Massey University.

While the founders weren’t sure which exact direction their company would take, they were in agreement that it should become a unicorn (a start-up which grows to be worth at least $1 billion).

The investment by Canopy Rivers and other entities has helped BioLumic to get its journey to unicorn status underway. The funding from Canopy Rivers will also go towards expanding the Artificial Intelligence program of BioLumic in addition to upgrading security at their trial facilities around the world.

420 with CNW – Nebraska Legislators Start Debating Medical Marijuana

Lawmakers in Nebraska started debating a proposal to legalize medical marijuana in the state as cannabis advocates pushed to put the matter before voters next year.

Cannabis advocates are unhappy about the legalization bill because, in their view, it is too narrow and restrictive. For example, the bill bans the smoking of medical cannabis yet advocates see smoking as one of the cheapest ways for patients to get their dose of medical cannabis. Other forms require processed cannabis, which is more expensive, so medical marijuana will be out of the reach of many patients if smoking it isn’t allowed.

The activists also have serious concerns about what the bill has to say about qualifying conditions. The proposed law recommends that patients who want to use medical marijuana must have their qualifying condition certified every 90 days. This step is cumbersome and will inconvenience patients a great deal, they say.

Just having a listed qualifying condition will also not be enough to get one on the medical cannabis program. Other requirements must be met as well. For example, patients suffering from a terminal illness can only use medical marijuana if they have less than a year to live, while those with chronic pain must have had it for longer than three months without getting any improvement after taking non-opioid medications.

The debate on this bill was so polarized that the Speaker was forced to halt it barely three hours after it commenced. The sponsors of the bill, such as Sen. Anna Wishart, see no chance of the bill getting sufficient support to pass on the floor of the legislature after witnessing her colleagues spend more time talking about recreational marijuana rather than discussing the bill before them.

Supporters are now considering putting the matter before voters using a ballot measure during the elections next year. They feel that letting voters decide will result in a less restrictive law which is truly aligned with the needs of patients.

For example, the petition will include a call to allow home cultivation of medical marijuana so that patients can reduce how much they have to spend on medical cannabis products.

However, getting medical marijuana legalized through a ballot measure will not be a walk in the park as there are groups which are opposed to any form of marijuana legalization in the state. Some protestors have been describing themselves as “marijuana refugees” who fled from other states where marijuana is legal to Nebraska where the substance hasn’t been legalized either for medicinal or recreational use.

The activists will therefore have to do a lot of work to secure a majority vote if the initiate is to register success. Hemptown USA and Green Hygienics Holdings Inc. 420 with CNW – New York Legislators Introduce New Marijuana Legalization Bill

The sponsors of the first recreational cannabis bill in New York have now introduced a new bill which will replace the one that wasn’t included in the budget framework read early this year. The sponsors of this new bill are convinced that this version stands a higher chance of success because it incorporates the ideas suggested during negotiations prior to reading the budget.

Sen. Liz Krueger (D-Manhattan) says that the new bill creates a single government entity which will be responsible for regulating all the cannabis and cannabis-related products, such as hemp and CBD products.

Hemp and CBD products are included in this bill in order to remove the legal gray area since those products aren’t currently covered by any existing law. By including these products in this bill, the lawmakers want to save the time and resources which would have been used to draft and pass a separate bill for those products.

Crystal Peoples-Stokes, the Assembly Majority Leader and longstanding supporter of cannabis legalization, says that the new bill also has a social equity provision through which a portion of the tax revenue collected will be allocated for spending in communities which suffered the worst of the futile war on drugs.

Other provisions of the bill deal with expunging past criminal records, helping people from disadvantaged communities to enter the legal cannabis industry and agreeing on a taxation structure.

One major issue that was divisive was the home cultivation of marijuana. Opponents of cannabis legalization don’t want this included in any legalization law, while supporters, such as New York Mayor Bill de Blasio, insist that home cultivation should be allowed so that “Big Marijuana” doesn’t dominate the industry.

Some money will also be set aside to facilitate the police to enforce the new recreational cannabis law, while more money will be allocated to cannabis research, drug prevention and treatment.

Another compromise which is included in the new bill relates to marijuana criminal record expungement. The previous bill recommended mass expungement and this was met with stiff opposition. The revised bill suggests that only misdemeanor cannabis convictions will be expunged.

Many aspects of the medical cannabis program are also tackled in this bill. For example, the bill seeks to allow doctors to exercise their discretion in determining whether medical cannabis could be helpful for a given patient, instead of being restricted to prescribing it only for patients who suffer from one or more of the 17 qualifying conditions listed in the law in place.

420 with CNW – Poll Shows 60 Percent of Illinoisans Want Recreational Cannabis Treated Like Alcohol

As the legislative session draws to an end in Illinois, an opinion poll conducted shows that the majority of Illinoisans (60 percent) want recreational marijuana to be treated just like alcohol. This poll comes barely two weeks after another poll, sponsored by those opposed to cannabis legalization, showed that support for recreational marijuana legalization was waning.

This latest poll was sponsored by Gov. J. B. Pritzker and it was conducted by the Global Strategy Group. The pollsters asked 802 registered voters in the state whether they were in support of, or opposed to legalizing, regulating and taxing recreational marijuana in the same way as alcohol. The poll started on April 29 and ended on May 1.

In general, 60 percent of the respondents expressed their support for legalizing, taxing and regulating recreational cannabis like alcohol while 35 percent opposed it.

When the findings were broken down by location, the Chicago area showed the greatest support when compared to downstate areas.

Two weeks earlier, Mason-Dixon Polling & Strategy had been commissioned by Smart Approaches to Marijuana (an organization opposed to cannabis legalization) to conduct a poll on the views of Illinoisans towards recreational cannabis legalization.

That poll found that only 41 percent of the people in Illinois supported legalization. The poll was conducted on May 7 and 8. However, this poll came under intense criticism because of some of the questions it posed.

For example, the pollsters asked voters whether all forms of cannabis use should be made illegal. This question was criticized because medical marijuana has been legal in the state and there is no plan to alter its status in Illinois.

However, the poll conducted by the Global Strategy Group had the twist of not just asking voters about cannabis legalization but also asking them to compare recreational marijuana regulation to alcohol.

Alcohol is widely available and no limits are imposed on how much alcohol adults can buy or consume. The poll therefore wanted to find out whether recreational cannabis should also have minimal restrictions.

A lot of resources have been injected into the campaign to legalize recreational marijuana by its supporters. Opponents have also gone all out to thwart the attempts to legalize recreational cannabis.

The sponsors of the legalization bill told a senate committee that the industry is likely to bring in sales of about $500 million when the industry matures in five to six years. The bill also provides for the automatic expungement of marijuana convictions (without subjecting the affected people to a lengthy application process).

420 with CNW – Should California Reverse its Promise to Give Local Authorities Control Over Marijuana Businesses?

When Proposition 64 was passed, one of its “key” promises was that local authorities would have the right to decide whether to license recreational cannabis businesses within their jurisdictions or not. About 70 percent of all cities and counties have opted to ban recreational cannabis sales within their jurisdictions, and this has hampered the growth of the cannabis industry. Now some lawmakers are proposing that this tenet of Prop 64 be changed to rein in the power of local authorities on the matter. Several arguments have been presented in favor of and against this suggestion.

First, those in favor of Assembly Bill 1356, the bill which would force local authorities where a minimum of 50 percent of the voters supported Prop 64 to license some pot shops, say that the blanket ban on cannabis businesses has created room for the black market to thrive since locals have no access to legal marijuana.

Because of that black market activity, the state has been unable to regulate and tax those illegal cannabis sales. This creates public health safety issues. For example, the unregulated marijuana may have high concentrations of pesticides and other contaminants which can affect the health of consumers. The loss of tax revenue also denies the state the funds that it needs to deliver services to the people in addition to funding the regulation of the pot industry.

Proponents of AB1356 also say that by banning pot sales, local authorities are disregarding the wishes of the people in their areas. This is because there is overwhelming public support for legal marijuana.

The people who oppose the reversal of the promise in Prop 64 to let local authorities have a say in whether cannabis businesses should or shouldn’t be allowed in their areas say that this right was crucial in getting Prop 64 to pass. Reversing that promise would therefore tantamount to reneging on the principles which allayed the fears of some people and led them to support the ballot measure years ago.

Some people are also concerned about the risks associated with cannabis businesses since these businesses operate on a cash-only basis as a result of the federal status of marijuana. Marijuana is still illegal federally, so marijuana businesses cannot access banking services. This raises the risk of armed robberies and other opportunistic crimes. Local authorities should therefore reserve the right to allow or ban marijuana sales, they argue.

420 with CNW – University of Washington to Study Effects of Cannabis Use During Pregnancy

There’s minimal scientific information about the potential effects of the different drugs which pregnant mothers are discouraged from taking, but cannabis is singled out and given a very negative connotation even if there’s no proof to show whether it is as dangerous, or more dangerous, than pharmaceutical drugs. To set the record straight, researchers from the University of Washington are now recruiting study subjects to research how cannabis use during pregnancy affects babies after they are born.

The “Moms + Marijuana” study will document pregnant mothers’ use of marijuana from the first trimester of pregnancy until birth. The babies born will then have their brains scanned at six months of age to determine how prenatal marijuana use affects the cognitive, psychomotor and behavioral development of infants.

The study is focusing on pregnant women who are already using cannabis to manage the conditions, such as nausea, which they are suffering from during pregnancy. The objective is to find scientific proof either in support of, or contradicting the advice given to pregnant women to abstain from using marijuana.

To this end, the researchers are on a drive to recruit 70 pregnant women who are still in the first trimester of pregnancy. Half of these women will be in the test group while the other half will be in the control group.

Those in the control group will not be allowed to take any cannabis, tobacco or alcohol while those in the test group will be allowed to consume marijuana at least two times each week. The marijuana will be used to control morning sickness.

The researchers intend to conduct random drugs tests throughout the study in order to confirm that the pregnant women aren’t using any other drugs apart from what they are self-reporting to the researchers.

The test group of pregnant women are required to report their weekly marijuana use, and that marijuana can only be bought from licensed sources. The women will also send photos of the cannabis package so that the THC and CBD concentration in that marijuana will be recorded.

When the babies of the research subjects reach six months of age, they will be tested to establish their social and cognitive development, their motor and communication skills, their temperament and other behavioral markers.

Magnetic Resonance Imaging (MRI) scans will also be done while the babies are asleep. During those scans, the babies will be exposed to an odor of phenyl-ethanol. This substance is known to activate the sections of the brain which are associated with addiction and reward. The researchers want to use these scans to assess how prenatal marijuana use affects this part of the brain.

Once all this data has been collected, the researchers will compare the findings from the two groups and determine what role marijuana has had on the development of the babies. 420 with CNW – New Jersey Health Department Unveils Changes to Medical Marijuana Rules

As the deadline set by Gov. Murphy to have the bill to legalize recreational cannabis passed approaches, the Department of Health has released the proposed rule changes which will see the medical cannabis program expanded. The program was due to be expanded at the same time as the legalization of recreational weed, but that seems to be failing as lawmakers fail to convince 2-5 other senators to support full legalization.

The rule changes are broadly aimed at improving access to medical marijuana. For example, there is a provision that will see the registration fee for patients and caregivers reduced to $100 from the current $200.

The new rules will also see veterans and seniors included among the categories of people who will pay a reduced fee of $20 when they apply to get a medical marijuana card. This will make access to the program more affordable for these groups of people.

When the new rules take effect, patients will now designate two people as primary caregivers instead of just one as was the case before. Having two authorized primary caregivers ensures that patients can still access medical marijuana even when one caregiver is indisposed.

The new rules will also allow more forms of medical marijuana to become available in the state. These include oil-based products, such as vape cartridges.

Currently, minors must undergo a psychiatric evaluation before a physician can certify or recommend medical marijuana for such patients. The new rules will remove this requirement, thereby easing the process of accessing medical marijuana by people who are underage.

The proposed rules will also see the addition of seven more conditions to the original list of medical marijuana qualifying conditions. The new ones include anxiety, PTSD, chronic pain and opioid use disorder. The expansion of the qualifying conditions will give more patients access to medical marijuana.

The drafters of the new rules have also included provisions which will reform the way permits are issued for cultivation, processing and dispensing medical marijuana. Currently, all permits are issued using the same system. This is going to change since the new rules provide for separate permitting systems for those different aspects of the industry.

Physicians will also be allowed to opt out of a list that is made available to the public showing which medical professionals have been approved to prescribe medical marijuana.

If Gov. Phil Murphy makes good on his threat, the new rules will be considered in a standalone bill separate from the one legalizing recreational cannabis. Unlike recreational weed which has attracted strong opposition, the lawmakers are in agreement regarding the expansion of the medical marijuana program and passing the medical marijuana bill will, in effect, make it harder to legalize recreational cannabis.
