420 with CNW — Senators Express Disappointment with President Biden’s Failure to Enact Marijuana Reforms

President Joseph Biden based part of his campaign on marijuana reform, stating that he would pursue marijuana decriminalization and the expungement of prior cannabis-related offenses. However, one-and-a-half years after he took office, the Biden administration has barely taken any action to keep the president’s marijuana promises. This inaction has been met with criticism and disappointment from drug reform activists and lawmakers.

Six U.S. senators recently renewed their call for the president to fulfill his cannabis promises, specifically de-scheduling cannabis and granting mass pardons to people currently incarcerated for cannabis offenses. Furthermore, they said that the Justice Department’s response to a letter the lawmakers sent in October 2021 was “extraordinarily disappointing.”

Sens Bernie Sanders, Elizabeth Warren, Cory Booker, Ed Markley, Kirsten Gillibrand and Ed Markey were signatories to the new letter sent to the president, Human Services (HHS) secretary Xavier Becerra, and Attorney General Merrick Garland.

They requested that the attorney general remove marijuana from the Controlled Substances Act (CSA) and that \ Biden issue mass pardons to people who were convicted for nonviolent federal cannabis offences. According to the senators, it took the DOJ a whopping six months to reply to the letter the   y sent last October asking the attorney general to use his power to independently begin the process of removing cannabis from the CSA.

The ‘half-page response’ they received this April was extraordinarily disappointing, the senators wrote in the new letter. As per the April 2022 letter, the DOJ stated that the HHS still hadn’t determined that cannabis could be a safe and effective treatment option, hence its inaction. But the senators argued in their most recent letter that this ignored the fact that the DOJ and the Drug Enforcement Administration (DEA) had the power to start the de-scheduling process without the HHS’s input.

They say that the Controlled Substances Act empowers Attorney General Garland to request a scientific review from the HHS. Even if Human Services recommends that cannabis remain a Schedule I controlled substance or move to a lower schedule, the attorney general could still start the process of removing cannabis from the CSA. As such, the DOJ does not need a determination from the HHS to begin the de-scheduling process, the senators said, and research has already proven that cannabis does have medical benefits.

A coalition of senators, including Senators Warren and Markey sent Biden a letter in November 2021 urging him to grant mass clemency to people with federal cannabis convictions. However, the administration still hasn’t responded to the letter to date. The recent letter stated that while Biden’s efforts to grant pardons to 78 people were commendable, his administration needed to do much more to handle the situation

The entire cannabis industry, including entities such as Flora Growth Corp. (NASDAQ: FLGC), is also wondering when the federal government will ever wake up and recognize that science has proven that marijuana does possess medical benefits and that many patients see it as a godsend.

420 with CNW — DC Mayor Enacts Measure Allowing Patients to Self-Certify as Medical Cannabis Patients

Dozens of states in the United States have now legalized medical cannabis use. In most of these territories, qualifying patients have to receive a recommendation from their doctor before accessing medical marijuana.

In Washington, DC, however, patients will now be able to certify themselves as medical cannabis patients without a physician’s recommendation after the mayor recently signed emergency legislation into law. The district council approved the measure unanimously last week in a 13 to 0 vote.

The emergency bill effectively allows the council to work around a congressional rider that forbids the district from using federal dollars to launch a recreational cannabis market. Councilmembers Mary Cheh and Kenyan McDuffie first introduced the bill.

Mayor Muriel Bowser said that the legislation would build on efforts by Washington lawmakers to create a patient-centric medical cannabis program. She stated that allowing more patients to access medical marijuana when needed and leveling the playing field for licensed medical marijuana sellers will protect the residents, provide opportunities for local businesses and provide much-needed clarity.

Bowser applauded the district council for approving the legislation, calling it an innovative solution to the complex issues that affect DC’s medical cannabis sector.  Furthermore, she added that she was looking forward to working with the council and the Alcoholic Beverage Regulation Administration (ABRA) on future comprehensive and permanent medical cannabis reform.

Earlier district council chair Phil Mendelson introduced a similar bill that would have facilitated the self-certification process, but DC lawmakers voted it down in April. The bill had received criticism because of provisions that would have given law enforcement leeway to crack down on unlicensed businesses that were taking advantage of current policies to “gift” cannabis to customers who purchased unrelated services and gifts.

Faced with claims that these provisions could further the harms caused by the war on drugs while benefiting existing industry interests, Mendelson said that the bill said nothing about criminal penalties for such establishments.

He argued that such businesses weren’t just a gray market, they are illegal and are eroding the customer bases of licensed medical marijuana businesses. Mendelson said that his measure would make it easier for licensed medical cannabis businesses to maintain their customer base. However, the law failed to advance.

The emergency legislation that was recently signed into law does not contain these enforcement provisions. However, it notes that customers often have little or no barriers to accessing cannabis from “gray” market suppliers.

The growing frustration about the hindrances to the cannabis industry originating from the federal government’s stance isn’t restricted to sector such as Cannabis Strategic Ventures Inc. (OTC: NUGS). 420 with CNW — Marijuana Consumption Lounges May Open in Nevada by Year’s End

Adults aged 21 and older in Nevada may soon be able to use cannabis products publicly in cannabis consumption lounges by the end of the year after the Cannabis Compliance Board approved regulations for the consumption sites.

Although Nevada launched the recreational cannabis market back in 2017, the state only allows adults to consume the substance in private homes. This is despite the fact that Nevada’s cannabis industry has been a big draw for tourists, with plenty of visitors coming from out of state to sample products from cannabis retailers in Las Vegas. The result is that tourists are allowed to buy recreational cannabis, but they often have no place where they can consume it legally, especially if they aren’t friends with a local resident.

Last year, Nevada lawmakers approved a bill that legalized safe consumption sites and created two types of licenses for these establishments. Retail cannabis consumption lounges will involve retailers selling cannabis products for onsite consumption while independent cannabis consumption lounges will act as standalone lounges that sell ready-to-consume and single-serving cannabis products.

Regulators from the Cannabis Compliance Board overwhelmingly approved the new consumption site rules set forth by last year’s legalization bill in a recent board meeting.

Nevada Governor Steve Sisolak said that Nevada was giving the cannabis industry priority while protecting its citizens and diversifying the economy. A big supporter of Nevada’s cannabis consumption lounge law, Sisolak said that the law would finally provide a place for tourists to legally consume recreational cannabis. He wrote in an op-ed that Nevada would approach consumption lounges in an entirely different way compared to other states, making the lounges all-around entertainment shops that offer food, beverages and other entertainment options.

Tyler Klimas, the executive director of the state Cannabis Control Board, believes that Nevada’s cannabis social consumption rules are the most robust in the country. He stated that lounges for cannabis will be run more like bars where customers buy single-use products and consume them onsite rather than having to bring their own cannabis goods.

The new rules require that all consumption is carried out in private, with activities such as smoking and vaping taking place in a room that’s separate from the lounge. That said, customers will not be allowed to take single-use products off site. Furthermore, cannabis consumption lounges will also have the option to prohibit smoking and vaping if they wish, and they will be required to provide their guests with free water.

Long before authorities outlawed the cultivation, processing and sale of hemp, fabrics made from hemp were all the rage. People have used hemp fabrics in a wide variety of applications for hundreds of years, with its strength and coarseness making it a perfect fabric for ship sailcloths, canvas, rope, socks and even paper. Sailors of old also used hemp cordage to hold ships and sails.

The U.S. Army is now exploring ways it can use industrial hemp to develop uniforms for snipers. This is despite the fact that service members are absolutely prohibited from using federally legal CBD that has been derived from hemp and isn’t psychoactive. The military branch has issued a request for information about how it can use hemp yarn to give snipers better camouflage.

The Army posted a request for information (RFI) last week stating that it would like to look into alternative yarns to provide better camouflage for snipers who need to remain hidden when close to enemy combatants. The Operational Clothing and Individual Improved Ghillie System (IGS), as the Army calls it, would benefit a great deal from materials such as hemp and jute, the RFI said.

This is a “new and improved sniper concealment system” that is designed to address the snipers’ need for concealment, the notice said. It stated that materials such as jute and hemp could be used to change a sniper’s appearance and allow them to stay undetected. According to the notice, the army is specifically interested in a twine, yarn or thread that could be used to break up the hemp, jute or natural fiber outline and prevent the sniper from standing out against the background.

It states that the Product Manager Soldier Clothing and Individual Equipment Division is seeking about 400,000 yards of hemp, jute or natural fiber in a natural color. The Army states in the notice that the jute will have to be spun in the Unites States, even if the fiber itself was imported, while hemp yarn can either be imported or spun domestically.

Furthermore, the notice emphasizes that these materials should be compatible with direct and prolonged skin contact and should not present any health risks to the wearer, or add a lot of weight, which could hinder their mobility. Interested parties have until July 27, 2022, to respond and make their submissions. The army requests that participants provide all the relevant cost and performance data alongside their submissions.

As U.S. federal government entities such as the Army warm up to the utility of different cannabis varieties, such as hemp, the time may not be far off when reforms will be made and marijuana companies such as American Cannabis Partners are allowed to operate nationally.

420 with CNW — How Marijuana Retailers Preserve the Quality of Concentrates During Storage

Learning proper storage techniques is crucial for cannabis businesses, especially those looking to succeed in the highly competitive and cutthroat cannabis concentrates segment. Storing cannabis flower isn’t difficult, but improper storage can steadily degrade the cannabis and even lead to the growth of mold. Concentrates, on the other hand, require high-quality storage techniques because they are more sensitive to degradation compared to flower and edibles.

Marijuana concentrates will begin to degrade quickly when exposed to the elements. This means that storing cannabis concentrates products poorly for even a couple of hours could severely degrade them and cause them to change color to black or brown as well as lose their potency and taste. Given the razor-thin profit margins in the concentrates segment, improper storage could have a significant impact on your bottom line.

Duke Barclay, the owner of The Fireplace, a cannabis store in Arcata, California, says that he keeps every concentrate that passes through his hands in a freezer. Once the products are moved onto the sales floor, they are perpetually stored in a small refrigerator. He says that until you plan on either selling or smoking any cannabis concentrate, storing it in a freezer would be best.

In cases where concentrates have lost potency due to improper storage or expiration, Barclay says that retailers are often faced with the choice of either selling the product at a lower cost or reaching out to their supplier for a refund. For instance, multistate cannabis cultivator and concentrate producer 710 Labs was forced to sell products at a 40% discount in the past after a freezer malfunction changed rosin consistency.

According to 710 sales manager Brennan Burke-Martin, retailers who choose not to invest in cold storage may end up sustaining losses down the line due to degraded concentrates. If his company had to sell at a reduced cost even with the necessary cold storage available, companies that don’t buy freezers or refrigerators to store their concentrates are even more likely to sustain losses.

Cold-storing concentrates by type based on how they are extracted is an efficient way to go. Solventless concentrates should be stored at less than -10 degrees in a freezer. 710 Labs recommends storing live rosin, persy rosin and water hash in a freezer under less than -10 degrees. Persy rosin sauce can be stored in a refrigerator or an air-conditioned room that doesn’t exceed 68 degrees.

Burke-Martin recommends that cannabis concentrates made through butane hash oil extraction such as shatter, badder and crumble, should be stored in an air-conditioned room at no more than 68 degrees. However, retailers should ensure they refrigerate or freeze live resin before it is sold.

420 with CNW — Germany Primarily Focuses on Safety in Cannabis Legalization Plans

Like many territories across the world, Germany is on the way to legalizing the use of recreational cannabis for adults. Although the substance has provided American states with billions of dollars in taxes and can be extremely profitable for Germany, the European country is planning on taking a “safety first” approach that prioritizes public health and safety.

German Health Minister Karl Lauterbach recently revealed that the government is set on legalizing recreational cannabis and already has a draft law that is expected to be ready by the end of 2022. He stated that the legislation has been long awaited and that the government will use the safety-first principle in its efforts to legalize adult-use marijuana in the country.

Lauterbach acknowledged that the current prohibitionist and repressive ways of dealing with the controversial plant have not been successful. This was a major change in opinion as the health minister has not been a fan of cannabis legalization in the past, stating that there were potential health risks involved.

Even though he has since reversed his stance on recreational cannabis reform, Lauterbach urged lawmakers to exercise careful consideration on key provisions of the draft law regarding safety. This includes protecting minors from cannabis marketing, advertising and access as well as provisions on tax and tax law and the criminal code. He especially stressed protection for minors, stating that while cannabis can have mild effects on adults, it is dangerous for children and can destroy their lives.

The country’s current three-party coalition government is solidly behind legalizing the adult use of cannabis. The coalition of the Green Party, Social Democrats (SPD) and Free Democrats (FDP) announced that it was considering legalizing recreational marijuana even before it took over.

For years, the Green Party and FDP urged the government to launch a legal and controlled market for cannabis with a focus on tight regulation and protecting minors. Now in power, the coalition is moving forward with its plans to legalize recreational marijuana. If the draft law is passed, it will be the third European country after the Netherlands and Luxembourg to allow adult-use cannabis.

Despite these comments by the German health minister, there are still plenty of questions about the regulations that will govern the country’s recreational cannabis industry. For instance, there is no information on whether edibles and vapes will be allowed now or in the future. The government has also failed to provide any information on cannabis taxes or regulatory restrictions, or whether Germans would be allowed to produce cannabis locally or look oversees for suppliers such as Flora Growth Corp.
