420 with CNW — VA Researcher Shares Cannabis Insights, Study Results during Latest Podcast

In a new podcast, a researcher from the Department of Veterans’ Affairs stated that individuals suffering from PTSD who use cannabis experience fewer symptoms of the disorder and recover more quickly than individuals who don’t. The forensic neuro-psychiatrist, Hal Wortzel, discussed the findings of an observational study he’d carried out during the podcast. This is in addition to talking about how the ongoing federal prohibition on cannabis has hindered research from progressing.

To learn how marijuana affects post-traumatic stress disorder, the team of researchers, led by Wortzel, tracked two groups comprising of 150 individuals living with the condition. Of this number, one-half used cannabis to manage their symptoms while the other half didn’t. The individuals were tracked for a period of years, with researchers noting that despite the limits to observational studies, their results offered evidence that cannabis has therapeutic benefits for some populations.

Wortzel stated that in comparison with those who didn’t use cannabis, those who used cannabis recovered more quickly and were roughly twice as likely to not meet the criteria for PTSD after a while. The research also found that cannabis wasn’t linked to better sleep or other functional activity levels and outcomes. This is surprising, as anecdotal evidence from many individuals report improved sleep with marijuana.

In the podcast, which is produced by the Rocky Mountain Mental Illness Research Education and Clinical Center, Wortzel stated that a greater investment in experimental studies on cannabis’ health impacts needed to be made. He explained that because cannabis and cannabis products were still federally illegal, researchers needed to use the products developed by the U.S. government to conduct experimental studies, which aren’t the products that the majority of people in the U.S. use or purchase from dispensaries.

Most researchers, including the head of NIDA, have complained that they are currently forced to use marijuana grown from one federally authorized source at the University of Mississippi to conduct studies; that marijuana isn’t available in the state-legal commercial markets.

This is one of the cannabis research barriers highlighted in a report that the National Institute of Drug Abuse submitted to Congress recently. Congressional legislators are currently focused on advancing measures to end cannabis prohibition.

However, officials from the Department of Veterans’ Affairs have rejected even the fairest legislation that was drafted to promote clinical research into the medical value of marijuana, as well as promote veteran access to medical cannabis. Such reluctance on the part of the VA may make it harder for veterans to access even the beneficial products currently available from companies such as Flora Growth Corp. (NASDAQ: FLGC).

420 with CNW — Bill to Remove Regulatory Grey Area for CBD in Drinks, Supplements Filed in Congress

Although CBD has been legal since the 2018 farm bill legalized the cultivation and growth of industrial hemp and its derivatives, the young industry is largely unregulated. Hemp stakeholders have urged the federal government to craft comprehensive regulations for CBD as sales of CBD-infused products ramp up, but the responsible agencies have dragged their feet. As a result, the cannabidiol industry has attracted plenty of dishonest entities that have flooded the market with subpar CBD products which can even put consumers’ health at risk.

After years of back and forth, a bill that would remove the regulatory gray area for CBD-infused supplements and drinks has finally been unveiled. Introduced by bipartisan House lawmakers, the CBD Product Safety and Standardization Act would compel the U.S. Food and Drug Administration (“FDA”) to develop regulations for the lucrative CBD market.

The FDA will also have to hold a public comment period for information gathering on the maximum amount of cannabidiol that can be added to a beverage or food item per serving. The public comment period will also be instrumental in helping the FDA determine proper packaging and labeling requirements as well as the ‘conditions of intended use,’ which refers to what the label claims a product is to be used for.

The bill is sponsored by Representatives Kathleen Rice, Morgan Griffith, Dan Crenshaw and Angie Craig. According to a press release from Rice, CBD’s popularity has increased exponentially in the recent past, but the industry has been held back by the absence of federal regulations. The murky regulatory landscape puts customers at risk by providing minimal protections against subpar and often contaminated products and leaves businesses clamoring for some clarity. The new bill will create a comprehensive regulatory framework that will ensure unsafe products stay off the shelves and provide cannabis businesses with the stability they need to succeed, Rice says.

Griffith says that the FDA still hasn’t caught up with the reality that CBD is massively popular and isn’t going anywhere anytime soon. Like Rice, he says that the lack of regulation has put consumer health at significant risk and filled cannabis businesses with uncertainty. The CBD Product Safety and Standardization Act would fix these issues by compelling the FDA to act on CBD swiftly. As expected, the new bill has been met with support from the U.S. Hemp Roundtable and Consumer Brands Association. Jonathan Miller, general counsel for the roundtable praised certain aspects of the bill and said the hemp industry is thankful to its sponsors.

420 with CNW — California Starts Process to Standardize Marijuana Testing

Regulators in the state of California have begun to standardize marijuana testing as mandated by a new law in the state. The objective of this is to eliminate inconsistencies observed in operational cannabis laboratories in the state.

Advocates believe that the law will improve reliability and quality as well as discourage laboratory shopping and other practices that produce inauthentic test results. Officials involved in the industry claim that some cannabis businesses look for labs that will produce the results they’d like to see with regard to contaminants and THC potency.

Critics also assert that the absence of standards is also affecting the marijuana testing industry, as it undermines consumer confidence in cannabis products and makes it harder for some laboratories to operate. Christina Dempsey, spokeswoman for the state’s Department of Cannabis Control, stated that the initiative would bring additional accountability and consistency among licensed marijuana testing labs.

She explained that with standardized tests, labs could more easily identify and rectify issues, noting that standardization would also ensure integrity. The department has designated a pair of laboratories managed by the state to create procedures that will be used as a blueprint for every cannabis testing laboratory in the state.

The law will also ensure that testing labs are more transparent about their operations and provide more accurate results. This initiative makes California the latest state to have standardized cannabis testing methods. Other states in this category include New York and New Jersey.

The new law, dubbed Senate Bill 544, was signed by California Governor Gavin Newsom in October. The law requires that the state’s  Department of Cannabis Control establish criteria and guidelines for the testing of marijuana compounds, residual solvents, microbiological contaminants and pesticides.

The bill states that by January 2023, said department should have established standardized operating procedures and testing methods for cannabinoids that all laboratories will be using. Every testing laboratory in the state will be required to implement the department’s operating procedures, which advocates believe will cut down on laboratory shopping.

Currently, state law mandates that distributors act as liaisons between growers and cannabis dispensaries. Distributors are also required to hold inventory until tests are conducted as well as arrange for testing.

The state legalized the growing, sale and use of recreational marijuana in 2016. Jeffrey Raber, an organic chemist who launched one of the first marijuana testing laboratories in the state more than 10 years ago, believes that developing standardized cross validation and methodologies will eliminate bad actors in the market.

Once the uniform testing standards are implemented, the entire sector, including companies such as American Cannabis Partners, is bound to benefit as the industry will climb a notch higher.
