420 with CNW – Nebraska Medical Cannabis Advocates Just a Step Away from Seeing Their Initiative on the Ballot

Several states had plans to legalize cannabis at the start of this year, but 2020 threw a curveball that absolutely no one expected. With self-isolation and social distancing orders in place, signature collection efforts became quite difficult, and states like New York and Florida have had to postpone legalization to next year and beyond. In Nebraska, cannabis legalization activists had to collect at least 122,000 signatures to get medical marijuana on the November ballot and they more than delivered.

The group, Nebraskans for Medical Marijuana, initially suspended its signature collection efforts when the coronavirus broke out, but the campaign relaunched its efforts later in May with new social distancing safety protocols. By the July 8 deadline, the group had managed to collect a total of 182,000 signatures from all 93 counties in the state. If approved, the measure will allow doctors to recommend cannabis to patients suffering from certain debilitating medical conditions, and they will also be allowed to purchase, possess, and discreetly cultivate marijuana for their personal use.

“Families with loved ones suffering from conditions like epilepsy, PTSD, and cancer have fought for years to make medical cannabis safely accessible. Today represents a huge step forward for thousands of Nebraskans who deserve compassion,” Democratic Senator Anna Wishart, co-chair of the Nebraskans for Medical Marijuana, said at the time. “We’re confident that we’ve met the requirements for ballot qualification, and after seeing the outpouring of support for our petition, we’re even more confident that Nebraska voters will approve this initiative in November.”

Barry Rubin, president of the Heartland Strategy Group, which spearheaded the signature collection efforts, says that it was a “herculean effort” that overcame tremendous challenges, including a pandemic that severely impacted their ability to collect signatures on the original timeline. “But the dedication of our petition circulators, along with the passionate support for this issue from Nebraskans of all backgrounds propelled us forward,” he says.

However, before the measure makes it onto the November ballot, state officials will have to make sure the collected signatures are valid. For an initiative to qualify for the ballot in Nebraska, the number of valid signatures must reach at least 10% (121,669) of the total registered voters and represent 5% or more of the voters in at least 38 counties across the state. State officials are expected to determine whether the measure qualifies for ballot by mid-August.

420 with CNW – Senators Urge USDA to Loosen Restrictive Hemp Rules

Two Senators from Oregon have written to the USDA asking the agency to make some adjustments to the interim hemp final rule before they are finalized. The letter, written on Wednesday, was signed by Sens. Jeff Merkley and Ron Wyden. Both are Democrats from Oregon.

The two lawmakers were particularly concerned about two regulations which the regulator had suspended temporarily but has intentions of reinstating. The first has to do with requiring all hemp farmers to have their crops tested only at labs certified by the Drug Enforcement Agency (“DEA”).

Previously, there had been an outcry about the shortage of DEA-registered labs across the country, and that feedback prompted the USDA to suspend this particular regulation for a while. The Senators are concerned that the USDA recently published a list of approved hemp testing labs, and all of them are certified by the DEA. However, none of them is located within Oregon, and that means that the implementation of the requirement to use only DEA-certified labs will impose added costs and inconveniences to Oregon farmers since they will have no choice but to ship samples out of state for testing. The lawmakers are therefore calling on the USDA to drop this particular rule altogether.

The second regulation that the Senators have issues with is the stipulation that any “hot hemp” (hemp whose THC concentration is found to exceed the federally imposed limit) should be destroyed under the supervision of the DEA.

The Senators say that since the DEA wasn’t involved during the testing and destruction of hot hemp under the 2014 Farm Bill (which established pilot programs), there is no need for the agency to be in charge of destroying non-compliant hemp.

The lawmakers suggest that the USDA revises its rules to allow farmers to dispose of hot hemp in a way that is in line with agricultural practices and enriches the soil’s health. For example, farmers can compost the hot hemp and use it to fertilize their land. The farmers can also use disking to boost soil health using the rejected crop.

The two Senators also mentioned other changes that they would like the federal regulator to implement in order to create a suitable regulatory framework for the hemp industry.

For example, the Senators recommend that the threshold for the legally accepted THC limit be lifted from the current 0.5% to at least 1%. That threshold marks the level at which a farmer can be prosecuted for growing marijuana, and it shouldn’t be confused with the 0.3% THC content which is acceptable in hemp-derived products. This change may be a tough one to make since Secretary Sonny Perdue admitted that the restrictive threshold was the result of the DEA’s adamant position on the matter. Analysts say sector players like The Alkaline Water Company Inc. 420 with CNW – Cumulative Cannabis Use NOT Linked to Heart Abnormalities

According to a recent study whose findings appeared in the journal Addiction, there is no link between cumulative lifetime or current use of marijuana and the development of electrocardiogram heart abnormalities in middle age. These findings fly in the face of claims made that the long-term use of marijuana can trigger heart ECG abnormalities as one ages.

For this study, a team of researchers from Switzerland worked closely with another team based in the U.S. to examine the relationship between the prevalence of heart electrocardiogram abnormalities and the cumulative use of marijuana.

The study population had 2,585 individuals who were all middle aged. These people were selected from a group of 5,115 black and white men and women who were all recruited in 1985 and 1986 when they were aged between 18 years and 30 years of age. These people had been recruited to participate in a long-term study conducted by CARDIA.

The study participants hailed from a total of four communities within the U.S. The researchers controlled for a number of possible confounders, such as the cholesterol and blood pressure levels of the participants, as well as their use of tobacco and alcohol.

After crunching the numbers, the researchers concluded that there was no link between lifetime cumulative or current use of marijuana and the likelihood of serious or minor heart electrocardiogram abnormalities within the study population. However, the investigators noted that the incidence of major ECG abnormalities was lower among those study participants who were current users of marijuana.

Current use in this case refers to the self-reported information that a study participant used marijuana at least once within the previous 30 days. In computing cumulative marijuana use, the investigators regarded a single marijuana year as 365 days of cannabis use in 2-5 years.

When the findings were adjusted for sex, level of physical activity, race, body mass index (“BMI”), and other confounding factors, the researchers came to the conclusion that there was no link between the occasional or regular use of marijuana and the likelihood that an individual will develop major or minor electrocardiogram abnormalities by the time they hit middle age.

This research clearly shows that while it has generally been thought that cannabis use is linked to the likelihood of developing heart conditions, the reality is that such an association doesn’t exist. However, a lot more research needs to be done about the possible long-term effects of marijuana use on cardiac health, and this could be the reason why firms like Pure Extracts Corp. recommend that you talk to your doctor before using any cannabis product.
