CannabisNewsBreaks – Isracann Biosciences Inc. (CSE: IPOT) (XFRA: A2PT0E) (OTC: ISCNF) Enters MOU to Complete Cannabis Cultivation Facility Buildout

Isracann Biosciences (CSE: IPOT) (XFRA: A2PT0E) (OTC: ISCNF), an Israel-based company focused on becoming a premier low cost, high quality cannabis producer for both domestic and European export sales, on Tuesday announced its entrance into a memorandum of understanding (“MOU”) for a joint venture (“JV”) with a late stage cannabis farm in Israel. The JV is intended to complete a late stage buildout of a cannabis cultivation facility in an agricultural center proximal to several licensed producers (“LP’s”) west of Be’er Sheva, Israel (the “Be’er Sheva Farm”). Pursuant to the JV, Isracann will capitalize the buildout of the remaining construction in exchange for an economic interest in the project in compliance with Israeli laws. Following the signing of a definitive agreement, which is subject to continued due diligence of the Be’er Sheva Farm by Isracann, the terms of the joint venture will be released. “We’ve been evaluating several opportunities to expedite our commercialization plans and based on my inspection of the property this farm offers the ability to shorten our time-to-market. The fundamentals are already in place, including building permits, and the basic infrastructure is already constructed which accelerates timing. Once we conclude our due diligence efforts, the proposed plan will be to advance the technical efforts including completion of the greenhouse and concurrently implementing a project characterization strategy in preparation to planting. There is still a lot of work to complete, but our efforts at our Nir Israel farm have already provided us with regional business relationships, experienced advisors, and extensive preparations that we can readily extend and implement across both locations,” Isracann VP Operations Matt Chatterton stated in the news release.

420 with CNW – MLB Action Prompts Stakeholders to Expect a Marijuana Policy Shift in the NFL

Toward the end of last week, a top National Football League (NFL) team owner, Jerry Jones, and the New England Patriots quarterback player, Tom Brady, said that the league’s marijuana rules are bound to change after the MLB announced that it is eliminating marijuana from the list of banned substances for baseball players.

In an on-air interview with a Dallas radio station on Friday, Jones said that any issue regarding marijuana is a sensitive topic across the globe. He also noted that the leagues are excited about the possibility of being at par with the social and legal scene on marijuana.

Jones observed that they are not only looking at the issue of competitiveness when it comes to substance usage but also the law, as well as the societal focus on marijuana. It is also an important issue to discuss with the players.

In an on-air interview with Westwood One Sports on Thursday, Brady said that the MLB move to remove marijuana is a sign that times are changing, and progress is good.

Brady further said that there has been rumors that the NFL is going to follow in the MLB’s footsteps. He noted that the stigma against marijuana is being eradicated. Brady also added that he is hoping that before a decision is made, they will research the benefits that will ensue from the move.

Currently, the NFL teams and players associations are negotiating on a collective bargaining agreement; this will give the owners a chance to change the rules on drug testing and punishment.

Brady said that he does not know much about the issue, but he is sure there are experts present to provide them with advice.

Jones has always been against the NFL’s strict stance on marijuana. A recent survey on cannabis showed that 67% of Americans are in favor of marijuana legalization. Punishing players for consuming cannabis could be more harmful to the NFL public image than do any good.

In the annual drugs test, if an NFL player’s results are positive, several fines are imposed, suspension and rehabilitation, whereas a contracted player can be tested at a minimum notice of 3 hours. In 2018, the NFL collected $4,000,000 in fines due to positive drug tests.

Speaking to Los Angeles Times, the former Chargers offensive lineman Kyle Turley said that players are known to side-step the process, passing annual marijuana tests, and then smoking weed the rest of the year. Baseball is a brutal game, and marijuana could help other players as it saved his life.

Speaking to The Washington Post in October, sources close to league owners said that the owners are willing to amend marijuana policies by making them less punitive, and this would limit NFL Commissioner Roger Goodell’s disciplinary powers over cannabis. The league and union are willing to study how pot can be used to manage pain.

Currently, the NFL team owners and NFL players’ unions are negotiating, and neither of the parties can comment on their progress. Past agreement negotiations lasted for a period of 57 days.

According to experts, this possible policy shift is likely to be good news for cannabis industry players like Neutra Corp. (OTC: NTRR) and Green Growth Brands Inc. (CSE: GGB) (OTCQB: GGBXF) who have always wanted all categories of people to enjoy the benefits of marijuana, especially for medicinal purposes.

420 with CNW – Senators Pressure DEA to Provide Update on Cannabis Grower Applications

Top federal drug and health agencies are under pressure from a group of senators to provide an update about the long overdue increase in the number of authorized marijuana manufacturers for study purposes.

Led by Senator Elizabeth Warren (D-MA), the lawmakers wrote a letter emphasizing the importance of expanding the supply of research-grade marijuana as more states move to legalize marijuana either for recreational or medical consumption. The letter was addressed to the Drug Enforcement Administration (DEA), Office of National Drug Control Policy, and the Department of Health and Human Services.

Although the DEA announced that it would approve additional marijuana growers for research-grade weed more than three years ago, it is yet to deliver on its promise since it keeps delaying the process. In August the agency said that it is in the process of approving the applications; however, due to the large number of applications, it will have to establish alternative rules before issuing new permits.

The DEA made that announcement before the deadline issued by the court previously, which required the agency to take action. The lawsuit against the DEA was filed by a researcher whose application for marijuana production for research purposes had been suspended. The court dismissed the suit in October since the agency provided an update.

However, the senators were not placated by the agency’s response, and they are seeking guidance on the process to be taken to ensure that the qualified researchers are granted licenses on time.

The letter which was sent on Wednesday last week said that the number of studies covering the therapeutic effects of cannabis is limited even though millions of U.S. citizens are legally permitted to consume medical or recreational marijuana. The letter further noted that the number of Americans seeking doctors’ advice on marijuana treatment for ailments, such as chronic pain, PTSD, or terminal illnesses is ever-growing; therefore, federal agencies should make an effort to increase the amount of credible information on marijuana health benefits and health risks.

Being classified under Schedule 1 of the Controlled Substances Act creates a barrier for researchers to conduct studies on marijuana.

The lawmakers also argued in the letter that inhibiting research opportunities and discouraging researchers who are independent and qualified from conducting studies on the benefits of marijuana is a hindrance to states looking to implement their marijuana laws.  Marijuana studies are vital to developing an understanding of marijuana, and the findings would be a gem to the doctors, patients, and lawmakers across the U.S.

The letter also poses five questions to the agencies, and they expected the response by January 10.

  1. The status and timeline of application approval by the DEA
  2. Information about the existing supply of research-grade marijuana and if the facility is cultivating more varieties.
  3. Information on whether the government would reschedule marijuana
  4. The application process guidelines.
  5. Their support for research on the therapeutic effects of marijuana

The senators also wrote that there is a need for evidence-based public policy, which is vital to securing the health of the citizens since millions of Americans can now access medical and recreational marijuana. They added that the federal government should provide the necessary leadership and tools required in developing research in cannabis.

Other senators who signed the letter include Ron Wyden (D-OR), Kristen Gillibrand (D-NY), Cory Booker (D-NJ), Ed Markey (D-MA), and Jacky Rosen (D-NV).

To what extent will such letters result in tangible results on the regulatory front? Experts cannot be certain that marijuana companies like Dama Financial and Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) are still keeping count of the different letters that have been written to the federal authorities on matters of marijuana policy reform since the feds seem to be working based on their own schedule.

420 with CNW – Democrats in Congress Cede to Senate’s Position on Veteran-Related Marijuana Provisions

Democrats in Congress have abandoned two marijuana proposals that were veteran-based and previously approved by Congress as part of their large-scale defense bill.

The House approved its version of the National Defense Authorization Act (NDAA) this summer. The legislation had several changes that would prevent the United States Department of Veteran Affairs from denying the veterans’ home loans applications due to their employment status in the legal marijuana sector.

The bill had another policy that would have allowed the military branches to reenlist service members convicted of single simple marijuana offenses.

However, the Senate did not have similar proposals in their legislation, but the leaders from the two bodies agreed to scrap some of the additional policies during the negotiations.

The Democrats did not cede on all the amendments that were not similar to the House legislation; but, both parties made compromises on the amendment proposals where the House withdrew about 630 provisions while the Senate ceded approximately 600.

The House conference negotiators did not view the marijuana measure as a priority. However, according to the sponsors of the bill, marijuana policies were to be prioritized as they represented urgent needs for the veterans and service members.

The home loan amendment provisions were made by Rep. Katherine Clark (D-MA). In May, Clark circulated a sign-on letter addressed to Veteran Affairs. The letter raised the issue and noted that a veteran in her district was denied home loan benefits because he was working in the marijuana industry.

The reenlistment waiver proposal was sponsored by Rep. Ruben Gallego (D-AZ). During a committee hearing in June, Gallego stressed that the country needs to think about military enlistment policies regarding marijuana felonies, especially looking at the recruitment crisis.

Gallego further said that the country’s views on marijuana consumption are changing, and the military has adjusted its recruitment process. He also noted that where necessary, the military can grant waivers to former simple marijuana convicts who want to serve their country.

According to a summary of the legislation, the House conference negotiators agreed on a bill funding “drug interdiction and counter-drug activities” by giving them $1 billion. The bill also calls for an assessment of the impact of any planned border wall construction would have on the quantity of narcotics entering the U.S. The bill includes the Fentanyl Sanctions Act, which puts in place several economic and financial sanctions to cease the operation of international opioid traffickers.

It is uncertain if the House Democrats will fight for the marijuana reform language in the appropriations negotiations. The current temporary spending legislation expires on December 20, and their goal is to finalize the full 2020 Fiscal Year appropriation before the expiration date.

In June, Rep. Earl Blumenauer (D-OR) withdrew a policy that would have permitted Veteran Affairs to prescribe medical marijuana to military veterans during the House consideration of the VA appending bill.

Analysts believe that cannabis industry actors, such as HTC Extraction Systems (TSX.V: HTC) (OTCQB: HTPRF) and Lexaria Bioscience Corp. (CSE: LXX) (OTCQX: LXRP), may not be too pleased that veterans will continue to be victimized for their involvement in state-legal marijuana programs.

420 with CNW – Poll Finds Most Kansas Residents in Favor of Marijuana Legalization

A new survey carried out by Fort Hays State University in Kansas shows that the majority of the state’s residents are in favor of recreational marijuana, and they are in support of the industry’s taxation.

The Annual Kansas Speaks survey used opinions of Kansas residents on a myriad of public policy issues such as Medicaid expansion and weapons control. The report, which was released last week, revealed that more than 63% of the participants are in support of legalizing and taxing adult-use marijuana.

About 26% of the respondents are opposed to marijuana legalization efforts, while 11% of the participants were neutral on marijuana law reform.

Although support for marijuana legalization is backed by the majority of the state’s electorate, marijuana remains illegal even for medical use. However, marijuana may be legalized in the state of Kansas in the near future.

Lawmakers in Kansas took the first steps in advancing the marijuana reform in October. Ohio’s medical marijuana program limits the patients to a 90-day supply and also bans smoking of weed. The Special Committee on Federal and State Affairs requested the legislature to benchmark Ohio’s medical marijuana program. They also included the prohibition of vaping medical marijuana in the legalization proposal.

Senator Oletha Faust-Goudea (D) said that the legislation is bound to pass, and it is their responsibility to sit at the negotiation table and perfect the law to serve the people better.

Governor Laura Kelly (D) also said that she is in favor of medical marijuana.

Local towns and cities in Kansas are also moving forward with marijuana reform. Lawrence City Commission, for example, suggested a decrease in the criminal charges for possessing small amounts of weed to a fine of $1 and $63 in court costs. The motion garnered 4-1 votes in favor of the ordinance, which applies to first and second convictions. Third level offenses are felonies, and they cannot be processed in municipal court.

Lawrence Mayor, Lisa Larsen, said that the move by the city’s leaders was initiated to keep unwarranted charges off the city’s residents’ legal records.

She further said that her motive is to bring some reasonable and equitable justice to the people of Lawrence City.

According to a news release, the Kansas Speaks survey was conducted through phone interviews, whereby the researchers interviewed 352 residents from the month of August 26 to October 14, 2019. The study is the state’s only yearly research of Kansas residents’ views on issues relating to public affairs. The survey margin of error was 5.2%, with a 95% accuracy level.

It would be interesting to hear what marijuana companies like The Green Organic Dutchman Holdings Ltd. (TSX: TGOD) (OTCQX: TGODF) and SinglePoint Inc. (OTCQB: SING) think about the results of this poll and the provisions of the legalization bill.

HempNewsBreaks – MCTC Holdings, Inc. (MCTC) Releases CEO Shareholder Letter, Strategic Direction for 2020

MCTC Holdings (OTC: MCTC) today provided a letter to its shareholders to recap 2019 and provide an overview of the company’s plans moving into 2020. Among the topics covered, the letter discussed the company’s reorganization with a new management team led by Arman Tabatabaei, as well as installation of an experienced board of directors. The letter also covered the company’s current strategic direction to re-position in the cannabinoid sciences arena. “It is our team’s strong belief that one of the most underserved submarkets of the hemp and cannabis marketplaces relates to the delivery of hemp extracts and cannabinoids to the human body. The Farm Bill of 2018, which made hemp legal at the federal level, is now one year old. Prior to this time, it had generally been illegal for scientists and researchers to possess hemp extracts, thus there had been very little research accomplished,” MCTC CEO Arman Tabatabaei stated in the letter. “The passage of the Farm Bill has now opened up numerous areas of research for MCTC, and others, to pursue relative to developing the best methods and sciences relating to administering hemp extracts and cannabinoids to the human body. We have hit the ground running in the area, which is generally being identified as the cannabinoid sciences sub-sector of the cannabis and hemp marketplaces.”
