420 with CNW — Crackdowns by Oklahoma Authorities Don’t Seem to Be Slowing Illicit Marijuana Operations

For years, Darrin Varnell, Pawnee County Sheriff, had received alarming reports about a cannabis farm near Maramec—men carrying assault rifles, a worker fleeing in fear, and even an incident where a man with a machete chased a naked woman.

So when the DEA raided the site in January 2023, Varnell felt a sense of relief. The operation was shut down, and agents seized $45,000 in cash, more than 17,000 cannabis plants, and a firearm. The farm’s manager, Jiubing Lin, was arrested and later pleaded guilty to conspiracy charges tied to a broader Chinese money laundering network.

However, the relief was short-lived. Just days later, deputies noticed workers dismantling structures at the raided farm and rebuilding them at another site nearby. Records revealed that both locations were controlled by the same group of owners, one of whom had previous charges for wildlife trafficking and armed robbery and alleged links to an illegal New York Chinese police station.

Despite the raid, the farm continues to operate legally under a state-issued license, expanding with new structures. Similar trends have been reported across Oklahoma, where criminal organizations, particularly those with ties to Chinese syndicates persist despite state efforts to shut them down.

Six years after cannabis legalization, Oklahoma remains a hotspot for illegal activity. State authorities struggle to prosecute major crimes like drug trafficking and human exploitation, leading them to focus on ownership fraud instead.

Oklahoma law requires cannabis business owners to have lived in the state for at least two years, but many circumvent this by using locals as stand-in owners. While the state has cracked down on fraudulent licenses, many operators have now met the residency requirement and legally re-registered.

Legislators have introduced several measures aimed at tightening regulations. Some proposals seek to lower the threshold for aggravated cannabis trafficking, while others would eliminate out-of-state cannabis business ownership. Additional measures target human trafficking and foreign nationals with ties to hostile governments.

The state has also implemented new rules, such as stricter licensing policies, employee background checks, and restrictions on foreign land ownership. Authorities claim these efforts have made Oklahoma one of the most regulated cannabis markets in the U.S. However, critics argue that enforcement gaps remain, allowing illicit operators to thrive.

Illegal activity persists despite a reduction in licensed farms from 9,400 in 2021 to around 3,000 today. Investigations reveal that some farms with revoked licenses continue operating, sometimes under dangerous conditions for workers.

Law enforcement officials also acknowledge a backlog in administrative hearings, meaning many questionable operations remain active. Meanwhile, asset seizures have become a major financial resource for the state, with nearly $1.7 million confiscated from suspects this year, much of it from alleged Chinese traffickers.

Violence within the industry has not abated. Recently, a high-profile Chinese investor in Oklahoma’s cannabis market was murdered in Edmond, and another farm owner was charged with shooting a worker. Authorities also continue to investigate links between the industry and sex trafficking rings, illegal gambling dens, and organized crime.

While officials tout progress in regulating the industry, challenges remain. Some experts suggest limiting farm sizes to curb large-scale criminal operations, while others argue for better enforcement of existing laws. In the meantime, law enforcement continues to battle deep-rooted criminal networks operating under the guise of legal cannabis businesses.

Established marijuana companies like Cronos Group Inc. (NASDAQ: CRON) (TSX: CRON) are all-too-aware of how challenging it can be to operate in a market that is rife with illicit sellers. The entire industry therefore hopes that Oklahoma authorities make inroads in stamping out the marijuana black market so that licensed companies can have a chance to thrive.

420 with CNW — Scientists Link Marijuana Smoke at Home to Secondhand Exposure in Children

A recently published JAMA study explored the effects of home marijuana smoking on children’s exposure to secondhand marijuana smoke (SHCS). Researchers in the U.S. used urinary biomarkers to assess the levels of delta 9 THC and its metabolites in kids, aiming to measure the extent of exposure and show the importance of preventive actions to protect their health.

The study analyzed Project Fresh Air data, which included households in San Diego County with children under 14 and at least one tobacco smoker. Researchers combined air particle monitoring data with parental reports of marijuana use at home to assess the SHCS exposure.

THC and its metabolites, such as 11-nor-9-carboxy and 11-hydroxy-THCs, which are indicators of SHCS exposure, were detected in 275 urine samples.

The researchers employed a residualization technique to estimate in-home marijuana smoking by combining data on air particles with self-reported smoking episodes, controlling for other sources including tobacco and events that produce particulates around the house. Additionally, smoking events were tracked using air particle monitors, and their correlation with reported marijuana usage was assessed.

Additional data collected included air nicotine levels, household ventilation practices, parental education, and income. Logistic regression was applied to determine the likelihood of detectable TTE based on in-home marijuana use, while linear regression was used to quantify exposure in children.

The results revealed that children living in homes where marijuana was smoked inside were substantially more exposed to SHCS, as indicated by traces of THC biomarkers in the urine. Among the 275 participants’ urine samples, 27.3 percent showed measurable levels of cannabinoids.

Compared to households without marijuana use, those reporting in-home use had a five-fold higher likelihood of having children with detectable TTE. Furthermore, children were 2.5 times more likely to have detectable TTE levels for every daily marijuana smoking event.

Children below six years old were particularly at risk due to spending more time indoors. Sensitivity analyses confirmed the consistency of these findings across various measures of smoking events. While non-specific smoking events also contributed to exposure, self-reported in-home marijuana smoking was more directly associated with THC biomarker detection.

The study underscored the health risks of indoor marijuana smoking for children, highlighting the need for policies and measures to reduce SHCS exposure in homes. The researchers emphasized that limiting marijuana use indoors could significantly lower children’s exposure to dangerous chemicals and called for further studies to assess the long-term effects of such exposure.

This study highlights why industry actors like Tilray Brands Inc. (NASDAQ: TLRY) (TSX: TLRY) wish to see the substance federally legalized in the U.S. and other jurisdictions so that extensive research can be conducted and various steps, such as licensing consumption lounges, are taken to limit any risks that could result from people being restricted to only consuming marijuana in their homes.

Lexaria Bioscience Corp. (NASDAQ: LEXX) to Validate Earlier Semaglutide Studies with Successful GLP-1-H24-2 Study Dosing

  • Lexaria, a global innovator in drug delivery platforms, recently completed dosing of its human pilot study #2, GLP-1-H24-2
  • The study is to explore the tolerability, side effects, and blood levels of semaglutide, a glucagon-like peptide-1 (“GLP-1”) drug
  • For Lexaria, the results from this study look to validate earlier studies that have demonstrated improvements in the delivery of semaglutide into the bloodstream
  • Results from the GLP-1-H24-2 study are set to be announced in late August or early September

Lexaria Bioscience (NASDAQ: LEXX), a global innovator in drug delivery platforms, recently announced the dosing completion of its human pilot study #2, GLP-1-H24-2. Lexaria’s patented DehydraTECH(TM) “drug delivery platform technology” increases bioavailability, improving the way active pharmaceutical ingredients (“APIs”) enter the bloodstream by promoting more effective oral delivery, helping with speed of onset, and brain absorption of APIs. The potential of effective oral delivery of GLP -1 drugs, a class of drugs used to address diabetes and weight loss, represents a vast global market potential for DehydraTECH.

Blood samples collected throughout the study have been transported to the bioanalytical lab for analysis, and the organization looks to complete the analysis and announce the results in late August or early September.

“Lexaria is delighted that our contracted clinical research organization was able to complete the active phase of the study on schedule,” noted Chris Bunka, Lexaria’s CEO. “The results of this Study are expected to validate our earlier work with semaglutide, and also to discover whether it is possible to achieve any absorption of this market-leading GLP-1 drug through the tissues of the mouth,” he added (https://cnw.fm/cFdVf).

This study explored tolerability, side effects, and blood levels of semaglutide, a glucagon-like peptide-1 (“GLP-1”) drug. It also sought to measure blood glucose and insulin levels, highlighting the drug’s potential in treating diabetes and weight loss. The study comprised three primary arms, each of which compared three 7mg semaglutide dose formulations. The first arm was a positive control of Rybelsus(R), the only GLP-1 drug approved by the FDA for oral dosing to treat diabetes and weight loss. The second arm saw the use of Lexaria’s patented DehydraTECH technology in processing semaglutide in swallowed tablets. The last arm was an in-mouth dissolvable DehydraTECH-semaglutide oral tablet, a first in the industry.

This final study arm will be the first to investigate whether DehydraTECH-enhanced semaglutide can be absorbed systemically at any level through the sublingual/buccal tissues of the mouth and throat with fewer side effects than swallowed administration. It takes into account the stomach’s acidic environment, which seriously degrades GLP-1 drugs that are swallowed, resulting in meager blood absorption rates of less than 1% when an absorption technology is not used.

Previous Lexaria studies have demonstrated improvements in the delivery of semaglutide into the bloodstream and in controlling blood sugar. They also demonstrated that DehydraTECH GLP-1 processed semaglutide is generally better tolerated than the Rybelsus(R) tablets themselves, with the latter often resulting in instances of moderate diarrhea and nausea. GLP-1-H24-2 looks to validate these results and more, further pointing to the superiority of its DehydraTECH technology and highlighting its potential in treating diabetes and weight loss.

420 with CNW — Study Finds Older Medical Marijuana Patients Experience Marked Health, Well-Being Improvements

A recent study has revealed that medical cannabis can offer numerous therapeutic benefits for older adults, positively impacting their mood, sleep, health and well-being. The study observed significant reductions in both pain interference and severity in older adults who use cannabis to manage chronic pain.

Published in the “Drugs and Aging Journal,” the study addresses the limited high-quality studies on marijuana use among older adults. Typically, clinical trials exclude participants older than 65 years of age, even as this demographic increasingly turns to medical cannabis for relief.

The research, which was carried out by a group from Drug Science and the Center for Neuropsychopharmacology at Imperial College London, examined information from the T21 project, a sizable cannabis observational study that was started in the United Kingdom (UK) in 2020.

Since 2018, marijuana-based medical products (CBMPs) have been legally prescribed in the UK. However, access through the National Health Service is limited, with most prescriptions coming from the private market.

The study measured patient outcomes through self-reported overall health, quality of life, sleep and mood metrics. Findings showed steady improvements in all these areas from the start of treatment to a three-month follow-up. Older adults who continued using CBMPs reported significant enhancements in their well-being and overall health.

Further, the study noted that while older patients’ improvements in mood and quality of life were not as significant as those of younger patients (those below 65 years), the advantages were still significant. Improvements in general health and sleep were similar across all age groups.

The researchers emphasized the importance of their findings in filling a gap in the current understanding of medical marijuana use among older adults. They highlighted a nationwide study by the Center for Medical Marijuana that failed to differentiate older persons over age 55, and the UK’s National Statistics Office, which does not gather particular information on marijuana usage by adults over the age of 59. Additionally, they noted that most data does not distinguish between recreational and medical use.

The study also identified distinctions between older and younger patients. Older patients were more likely to be female, report chronic pain as their major condition and be on multiple prescribed medications. They were also less likely to have used cannabis before and to use it daily before starting treatment. When prescribed, older patients were more likely to receive CBD-infused oils and less likely to receive cannabis flower with high-THC potency.

The study concludes that the improvements, even if slightly lower in quality of life and mood for older adults, are significant and add to the limited knowledge about medical marijuana in this age group.

As more becomes known about the specific ways in which different groups of patients, such as seniors, can benefit from medical marijuana products, businesses such as Verano Holdings Corp. (CSE: VRNO) (OTCQX: VRNOF) could see their clientele growing faster in the years to come.

Software Effective Solutions Corp. (SFWJ) Partners with Leading Colombian Company as Global Cannabis Opportunities Increase

  • “A myriad of opportunities has emerged for (cannabis) investors, entrepreneurs and enthusiasts worldwide,” reports Newsweek
  • MedCana’s agreement to begin exporting CBD buds to Switzerland appears to be particularly timely
  • The company noted that this new collaboration marks a “significant milestone” in the company’s expansion into the European market

Interest in cannabis is growing globally, and savvy companies operating in the cannabis space, such as Software Effective Solutions (d/b/a MedCana) (OTC: SFWJ), are working to strengthen their positions. Most recently, MedCana announced a new strategic partnership between one of its subsidiaries and a prominent Colombian company to begin export of its first crop of CBD buds to Switzerland within the next six months (https://cnw.fm/CeJOk).

“Since U.S. states such as Colorado initiated the legalization and regulation of recreational cannabis a decade ago, there has been a simultaneous shift in attitudes toward cannabis prohibition in countries around the world,” a recent Newsweek article reported (https://cnw.fm/NJUG4). “As more countries recognize the potential benefits of cannabis, both medically and recreationally, a myriad of opportunities has emerged for investors, entrepreneurs and enthusiasts worldwide.

“Today, the cannabis market worldwide is projected to reach nearly $61 billion in revenue in 2024 and is expected to reach $103 billion by 2028,” the article continued. “With almost 448.4 million people, the European Union has a potential cannabis market larger than the United States and Canada combined. At present, some form of medicinal cannabis is legal in 23 European countries, including Germany, the Netherlands and Italy, and five nations have decriminalized it. Several other European nations are embracing cannabis legalization to varying degrees, while some countries, such as Portugal and Luxembourg, are exploring or have implemented full recreational legalization.”

With these projections, MedCana’s agreement to begin exporting CBD buds to Switzerland appears to be particularly timely. A holding company focused on the cannabis and agricultural technology sectors, MedCana noted that this new collaboration marks a “significant milestone” in the company’s expansion into the European market and its commitment to delivering high-quality CBD products internationally.

“We are thrilled to partner with such a reputable local company in Colombia,” said MedCana CEO Gabriel Diaz. “This partnership not only strengthens our supply chain but also underscores our dedication to bringing premium CBD products to the global market. Switzerland represents a key market for us, and we are excited about the potential growth this collaboration will bring.”

Although the Colombian partner remains unnamed, the entity is known for its excellence in cultivation and processes, and the collaboration is designed to leverage the strengths of both companies to ensure the successful export of CBD buds that meet the high-quality standards of the Swiss market. This strategic move aligns with MedCana’s strategic goals of expanding its footprint in Europe and promoting sustainable agricultural practices in Colombia.

“This collaboration with MedCana is a testament to our shared vision of producing and delivering the highest-quality CBD products,” said Diego Flores, executive director of the Colombian partner. “We are eager to begin this journey and look forward to a prosperous partnership.”

MedCana is committed to advancing cannabis production and agricultural technology around the world, while also driving innovation and promoting sustainability. 420 with CNW — Marijuana Reclassification Could Result in Greener Farming Methods

Could the reclassification of cannabis lead to significant reductions in energy consumption by commercial marijuana cultivators and overall improvement in the industry’s environmental impact?

It’s well-known that indoor marijuana cultivation facilities have a major environmental and energy footprint. This is largely due to the massive electricity consumption required for robust HVAC systems, horticultural lighting, and numerous fans and pumps needed to create optimal growing conditions.

Although the exact details of a post-scheduling cannabis industry in the United States are unknown, we can learn from the controlled-environment agriculture (CEA) industry about potential changes in cannabis growing, such as the adoption of less energy-intensive techniques.

Reclassification could unlock a variety of federal programs that are currently inaccessible to cannabis entities due to federal prohibition.

The Biden administration allocated billions for agricultural and clean-energy projects in 2022 through the Inflation Reduction Act. For instance, the U.S. Department of Agriculture (USDA) has, through loan guarantees and grants, helped domestic CEA enterprises install efficient and sustainable energy technologies. These include chillers, heat pumps, LED grow lights, clean-power generation and sophisticated HVAC systems.

The program works better for larger institutions due to the significant administrative effort associated with applying for USDA assistance.

Nonetheless, CEA companies of all sizes can obtain support navigating USDA grant and loan applications from a number of federal grant aid organizations. The IRS provides a 30% investment tax credit for marijuana companies that want to install renewable energy sources, such as solar panels, on their property.

Developers of cultivation facilities sometimes point to the high upfront costs as a primary deterrent to the installation of cutting-edge, energy-efficient machinery. Rescheduling could free operators from the restrictions imposed by Section 280E of the IRS, which levies greater taxes on corporations that handle plants than on conventional enterprises. This might free up funds, allowing numerous operators to modernize their spaces for increased energy efficiency.

As of right now, indoor facilities are not subject to any national codes; however, this could change in the future when the International Energy Conservation Code is updated. States that enforce clean-air vehicle requirements, such as California, may, in the meantime, implement more stringent regulations than those established by the federal government.

In the meanwhile, multistate cannabis companies will have to manage a complicated web of regulations.

The potential reclassification of cannabis presents a great opportunity to make the industry more environmentally sustainable. It’s imperative that marijuana businesses keep up with constantly changing federal regulations and proactively implement clean, energy-efficient technology.

Compared to outdoor farms or traditional greenhouses, indoor agriculture requires a lot more electricity per square foot yet permits year-round production regardless of the weather. In the event that cannabis becomes legally transferable across state lines, growers may decide to move from costly indoor models in the north to more affordable outdoor or greenhouse settings in the South and west.

Although this transition could take decades, shifting production to more naturally conducive areas would significantly lessen the industry’s overall environmental footprint.

As the anticipated regulatory change is still very much in flux, entities such as SNDL Inc. (NASDAQ: SNDL) are likely to observe and later decide how best to leverage the changed regulatory landscape in order to further optimize their operations.
