This causes excess build-up of fluid and waste in the blood, which can, in turn, elevate the blood pressure even further. At the same time, kidneys also regulate blood pressure by responding to the hormone aldosterone. Therefore, they trigger a further elevation in blood pressure if and when they cannot function well due to the above events.

The various effects of hypertension point to the importance of keeping the condition under control. And although it can even lead to death and is, in fact, one of the leading causes of death in the United States, awareness, diagnosis, and management are still considerably low. According to the World Health Organization (“WHO”), about 46% of adults with hypertension are unaware they have the condition. At the same time, only about 42% of adults with high BP are diagnosed and treated, while only 21% of hypertensive adults have the condition under control (https://cnw.fm/mNYEy).

These statistics are worrying in light of the myriad consequences of high blood pressure, which is why Lexaria has focused its attention on finding a safe and effective treatment. The company, which created a patented drug delivery technology called DehydraTECH that can be applied in broad use within the pharmaceutical industry, is positioning DehydraTECH-processed cannabidiol (“CBD”) as a potential treatment for hypertension.

In total, the company conducted three de-risking studies in 2021, with the third, HYPER-H21-3, showing that DehydraTECH-CBD reduced pulmonary systolic pressure by ~5 mmHg or 41% overall in male participants. Throughout all three studies, Lexaria evidenced no significant adverse effects with DehydraTECH-CBD.

Sixty-six patients were dosed in the study over five weeks, conforming to the company’s initial desire to evaluate a “large enough group to obtain reliable, statistically significant data and a long enough study duration to witness the true power of DehydraTECH-CBD in modulating BP.”

420 with CNW — AMA Poll Finds 67% Support Congressional Action on Cannabis Banking

A new opinion poll commissioned by the American Bankers Association has found that two out of every three Americans would like Congress to approve a law allowing state-legal cannabis companies to have access to traditional banking services, including access to loans and checking accounts.

This survey was focused on two questions. First, the poll wanted to know whether Americans felt cannabis businesses licensed in states with legal cannabis markets should be in position to get access to basic banking services. The second question sought the opinion of respondents regarding whether or not Congress needs to act on cannabis banking reform.

For both questions, respondents exhibited support. Nearly seven in ten Americans said they supported proposals to grant cannabis companies access to mainstream financial services. Of this number, 37% were “strongly” in favor of granting such access. Only a paltry 16% of the respondents were of the view that there is no need for Congress to enact cannabis banking reform policies.

Rob Nichols, AMA president and CEO, wrote in a press release that U.S. residents strongly believed that the time had come for the current contradictions between federal and state-level policies on marijuana to be fixed once and for all. He called on Congress to expeditiously approve the SAFE Banking Act before this year ends so that public safety can be improved in more than three dozen states where marijuana has been legalized in one way or the other.

The House of Representatives has approved some form of the Safe Banking Act more than half a dozen times, but the law has always hit a wall when it gets to the upper chamber of Congress regardless of whether the Democrats or Republicans have a majority in that chamber. The good news is that banking reform has been included in a package containing cannabis policy reforms that leaders in the Senate are finalizing.

Earl Blumanauer, who tabled the banking law before the House of Representatives, says that the continued denial of banking services to the cannabis industry not only hurts businesses owned by minorities but is also deadly due to the attacks such businesses are exposed to. Because of these security concerns, Rep. Ed Perlmutter has threatened to go the “nuclear way” of blocking other legislation in order to force cannabis banking to be addressed by Congress.

Several groups, including the National Conference of State Legislatures (NCSL) and National Association of State Treasurers (NAST) have all come out to push for cannabis banking reform. It remains to be seen whether Congress will heed these calls and give ancillary actors such as Advanced Container Technologies Inc. 420 with CNW — DC Mayor Enacts Measure Allowing Patients to Self-Certify as Medical Cannabis Patients

Dozens of states in the United States have now legalized medical cannabis use. In most of these territories, qualifying patients have to receive a recommendation from their doctors before accessing medical marijuana. In Washington, DC, however, patients will now be able to certify themselves as medical cannabis patients without a physician’s recommendation after the mayor recently signed emergency legislation into law. The district council approved the measure unanimously last week in a 13-0 vote.

The emergency bill effectively allows the council to work around a congressional rider that forbids DC from using federal dollars to launch a recreational cannabis market. Councilmembers Mary Cheh and Kenyan McDuffie first introduced the bill.

Washington, DC, Mayor Muriel Bowser said that the legislation would build on efforts by Washington lawmakers to create a patient-centric medical cannabis program. She stated that allowing more patients to access medical marijuana when needed and leveling the playing field for licensed medical marijuana sellers will protect the residents, provide opportunities for local businesses and provide much-needed clarity.

Mayor Bowser applauded the district council for approving the legislation, calling it an innovative solution to the complex issues that affect the district’s medical cannabis sector. Furthermore, she added that she was looking forward to working with the council and the Alcoholic Beverage Regulation Administration (ABRA) on future comprehensive and permanent medical cannabis reform.

District Council Chairman Phil Mendelson introduced a similar bill that would have facilitated the self-certification process a while back, but DC lawmakers voted it down in April. The bill had received criticism because of provisions that would have given law enforcement leeway to crack down on unlicensed businesses that were taking advantage of current policies to “gift” cannabis to customers who purchased unrelated services and gifts.

Faced with claims that these provisions could further the harms caused by the war on drugs while benefiting existing industry interests, Mendelson said that the bill said nothing about criminal penalties for such establishments. He argued that such businesses weren’t only a gray market, but they are illegal and are eroding the customer bases of licensed medical marijuana businesses. Mendelson said that his measure would make it easier for licensed medical cannabis businesses to maintain their customer bases. However, the law failed to advance.

The emergency legislation that was recently signed into law does not contain these enforcement provisions. However, it notes that customers often have little or no barriers to accessing cannabis from “gray” market suppliers.

The growing frustration about the hindrances to the cannabis industry originating from the federal government’s stance isn’t restricted to sector players such as Cannabis Strategic Ventures Inc. 420 with CNW — DC Legislative Committee Approves Reform Bill Eliminating Cannabis Business Licensing Caps

Lawmakers in Washington, DC, recently passed a medical cannabis reform bill that could bring numerous changes to the district’s cannabis policy if enacted into law. This bill removes caps on the number of medical cannabis business licenses that can be issued, creates new classes of cannabis business licenses and promotes social equity within the industry.

This bill was unanimously supported and approved in the Committee on the Judiciary and Public Safety. In its current state, the bill will also make permanent a temporary law previously signed by the mayor allowing adults who are at least 21 years old to self-certify as eligible for medical cannabis within the jurisdiction of DC. The law also paves the way for new categories of medical cannabis businesses. These include consumption lounges and delivery services as well as marijuana cooking classes.

The original text of the bill had proposed that the current number of dispensaries be increased by a defined number. However, the changes made to this text by the committee eliminated the cap altogether and left the decision about how many businesses to license to the responsible agency, which is the Alcohol Beverage Regulation Administration. This body will have to provide lawmakers with an analysis justifying any changes to licensing caps. For example, the regulator can avail data showing that demand for medical marijuana has grown by a given percentage, which outstrips the current capacity of the existing licensed businesses/dispensaries or growers.

In the report attached to the bill, lawmakers say that self-certification is necessary because the cost of getting a recommendation from a doctor is “prohibitive” and it is “difficult” to find a doctor willing to write a recommendation for medical marijuana. However, lawmakers say this approach was necessary to work around the Congressional blockage stopping Washington, DC, from creating a regulated market for adult-use cannabis. Several lawmakers have written to Congress protesting this spending rider wondering why DC was singled out for the blockage while other states and territories are free to pass recreational cannabis legislation.

It should be noted that not all marijuana advocates are thrilled by this draft law making its way through different committees. For example, the i-71 Committee states that it doesn’t support this proposed law because its text raises more questions than it seeks to answer. The legislators expect the bill to undergo a number of amendments as it weaves its way through various committees before it is put before the entire council for a final vote. Marijuana industry actors from around the country, such as Flora Growth Corp. (NASDAQ: FLGC), are likely to keep tabs on this bill until its final fate is determined.

420 with CNW — U.S. Federal Court Rules Against Border Patrol Attempts to Prevent Cannabis Equipment Imports

Last week, the U.S. Court of International Trade rejected an attempt made by the U.S. Customs and Border Protection (CBP) to block the import of cannabis trimming equipment into a state that has legalized marijuana. The federal court made a similar ruling last month in a different case where it upheld the right to import trimming technology from a company to a business in Washington, DC, after customs impeded the transfer. This ruling set a new precedent that will allow the company in question, Keirton, to bring in equipment to use in separating leaves from cannabis plants.

The CBP falls under the Department of Homeland Security. However, during the case last month, the Department of Justice represented the federal agency. During the proceedings, the Justice Department argued that preventing the equipment’s entry was permitted because the company intended to sell products used to manufacture marijuana, which is still classified as a Schedule I substance under the Controlled Substances Act.

The courts stated that this argument didn’t hold up under the review of relevant statutes, which established a drug paraphernalia exception for imports to states that had permitted the activity, regardless of the current federal statute. The defendants stated that the Controlled Substances Act’s purpose was to establish uniform federal prohibition; they argued that permitting the exemption to extend to Washington State’s repeal would hinder the uniformity intended by Congress.

To this, the court stated that Congress didn’t impose total uniformity because it provided an exemption. It continued that if Congress had wanted to limit the exemption, it could have done so.

Drug paraphernalia, under federal law, is defined as any product, equipment or material that is primarily designed or intended for use in manufacturing, compounding, concealing, converting, processing, producing, preparing, inhaling, ingesting, injecting or otherwise introducing a controlled substance into the body. The law’s exception to the import and export ban applies to any person “authorized by local, state or federal law to manufacture, distribute or possess such items.”

While cases concerning paraphernalia importation into the country continue, the conversation on cross-border marijuana commerce continues to grow. In New Jersey, Senate President Nicholas Scutari filed a measure that would allow the governor to enter into agreements with other legal states to import and export marijuana.

Last month, Gov. Gavin Newsom of California signed a proposal that would permit such commerce to begin after the federal government enacted a policy change to protect the commerce activity. Such a law, when enacted, would create avenues through which California-based businesses such as Prime Harvest Inc. would trade with similar businesses in other states that have established legal marijuana markets.

420 with CNW — Young Adults, Women Are Driving Marijuana Use Increase

New federal data shows that users of marijuana may soon be a majority among young adults in cannabis-friendly states across the country. In states such as Oregon and Colorado, cannabis patrons are nearing majorities, given that these particular states have had legal markets for years now.

Data from Vermont also shows that young marijuana users outnumber nonusers. The state fully legalized the recreational use of cannabis earlier this month.

Federal data also shows that more than two-fifths of young women and men across the country now use marijuana at least occasionally. This is significantly different from the trend observed 10 years ago and can mainly be attributed to the wave of legalization observed in the country this past decade.

An increase in the number of young women using cannabis has also helped close a gender gap in the plant’s use, which further influenced this trend.

However, the use of cannabis hasn’t yet reached its ‘70s peak of 36%. Currently, the drug’s use among young people stands at 29%. In the adult population, however, the use of cannabis may be at an all-time high. This may be difficult to interpret accurately because federal marijuana research has largely focused on young people in the past.

Results from a recent Gallup poll show that in 2021 the proportion of adults who revealed that they had tried cannabis in their lifetimes hit 49%. This is the highest figure measured in more than five decades. Gallup’s director of U.S. social research, Lydia Saad, stated that this figure would exceed 50% in the near future.

When Gallup first asked this question in 1969, only 4% of grownups admitted to having used marijuana before.

This news comes after President Joseph Biden earlier this month pardoned all individuals convicted of simple cannabis possession under federal law.

At the moment, 19 states have legalized the recreational use of marijuana while 37 states and the District of Columbia have legalized its medical use. It is expected that five more states will join the recreational cannabis movement after the midterms.

Legalizing the recreational use of cannabis may transform the marijuana culture in Arkansas, South Dakota and North Dakota, where only 10% or so of adults use the drug currently.

The marijuana legalization movement has almost completely erased decades of stigma against the use of the drug. 420 with CNW — Marijuana Legalization in Maryland Could Complicate Sniffer Dogs’ Work

Next month, voters in Maryland will have an opportunity to legalize recreational marijuana in the state by supporting an initiative that seeks to amend the constitution of the state with regard to cannabis prohibition. If the measure passes, police dogs trained to detect different drugs, including marijuana, will suddenly be required to shift their focus to other tasks in their job description.

The sniffer dogs usually undergo training in a wide variety of roles. For example, they can track people, conduct physical apprehensions of suspects and identify guns as well as detect a variety of illicit substances such as fentanyl, heroin and marijuana.

In anticipation of the possibility of legalizing marijuana, several agencies around the state, such as the sheriff’s office in Frederick County, have discontinued the training of sniffer dogs in the skill of detecting marijuana. In fact, many stopped as far back as 2014 when the possession of small amounts of cannabis (less than 10grams) was decriminalized. That step indicated the strong possibility of full legalization, and the November poll is likely to deliver just that.

Police departments are concerned about continuing to use these dogs trained in detecting marijuana. This is because it isn’t possible to untrain a given canine once it has acquired a certain skill, such as sniffing out marijuana. Given that dogs are normally trained to detect several narcotics, it isn’t possible to predict which particular drug a dog is excited about, and that puts police in a difficult situation of arresting individuals who are in possession of a substance that is now legal for use by adults.

For a number of sheriff departments, dogs with marijuana detection training may still find use in facilities that are drug-free zones, such as schools as well as correctional facilities. Otherwise, the dogs are dual trained, so once they are no longer useful in detecting drugs (due to marijuana becoming legal), they are likely to end up deployed elsewhere for apprehending suspects, searching for missing people and other duties.

In the meantime, police departments are waiting for guidance from the different county state attorneys general regarding whether the sniffer dogs can remain on duty until July 2023 when full legalization takes effect, assuming voters endorse the ballot measure calling for recreational marijuana legalization.
