420 with CNW – Canberra Becomes the First City to Legalize Recreational Marijuana in Australia

Following a landmark vote on Tuesday, Canberra becomes the first city to legalize recreational marijuana in Australia.  The passed bill allows individuals who are 18 years plus to legally possess, use and cultivate small amounts of weed for recreational use.

The ABC state broadcaster reported that the new law would be implemented as from the last day of January next year. The new law stipulates that Canberra residents can legally possess up to 1.76 ounces of dried weed and cultivate a maximum of two or four plants per person or household, respectively.

Although the Australian government does not support the legalization of marijuana for personal use, Canberra becomes first in Australia’s six states such as Victoria, South Wales, and two territories; Northern Territory and Southern Australia to legalize recreational marijuana.

In Australia, drug laws differ on a state by state basis. The current ACT law stipulates that a person cultivating marijuana plants or in possession of 1.76 ounces of dried marijuana will attract a fine of $108 while those possessing more than 1.76 ounces will attract a two-year sentence or a fine of 8000 Australian dollars.

Marijuana is one of the primary drugs that is highly abused in Australia. In the financial year 2017-2018, cannabis-related arrest were 72,000, of which 92% of these comprised of cannabis consumers.

Conflicting with the national drug laws is the ACT’s new law allowing people to possess marijuana. ACT’s law which was passed by ten votes, states that driving with detectable levels of marijuana is a prosecutable offense. It is not the first time for the federal laws to conflict with the ACT’s laws. In 2013, same-sex marriage was legalized by the ACT, but the High Court of Australia cancelled the bill citing that it was inconsistent with the federal law.

Times are changing, and the Australian parliament is not left behind. In 2016, it approved the first bill in Australia, allowing people to grow marijuana legally for medical and research purposes.

New Zealand, a country which neighbors Australia, has legalized the used of medical cannabis. However, recreational marijuana is prohibited in New Zealand. The country plans on holding a referendum to legalize marijuana for personal use in 2020. If New Zealand is successful in legalizing Marijuana for recreational purposes, it will be the third country on the globe.

In the United States, nearly a dozen states, including Washington, D.C., permit the use of recreational marijuana. Additionally, many parts of Europe have decriminalized recreational marijuana.

420 with CNW – UK Experts Want Medical Marijuana Free for All

The UK government has legalized the use of medical marijuana; however, accessing it is next to impossible. This has prompted professors, doctors, health experts, and politicians to sign letters petitioning the government to make medical marijuana free to all patients. To access medical marijuana for free, patients have to present a prescription from the NHS (National Health Service), which serves as the United Kingdom’s comprehensive, universal, and free-at-the-point-of-service system of medication.

It is legal to prescribe medical cannabis under particular conditions on the NHS system; however, there exist several restrictions and obstacles that hinder specialists from prescribing medical marijuana treatment to patients. The letter signed by the pharmacists, health experts, and members of parliament appeals to the UK Health Secretary Matt Hancock to lift these restrictions. The Members of Parliament representing the Liberal Democrats and Labour have also signed a letter to the Prime Minister, Boris Johnson, appealing to him to intervene for the patients who are unable to access medical marijuana prescriptions.

Doctors and politicians are ready to change the highly restrictive measures administered by the UK government regarding legal access to medical cannabis. The UK government system governing access to medical marijuana does not give access to those patients who highly need it, thus causing unnecessary deaths and addiction to painkillers which could be avoided by treating the patient with medical cannabis.

In their letter to Mr. Hancock, the health experts argue that the failure of the medical and pharmacy professions to embrace medical cannabis is the leading cause of death from conditions that could be prevented, such as epilepsy.

A recent study by Public  Health England concludes that a quarter of the population, ‘mainly adults’ consume strong painkillers, sleeping aids and antidepressants. The conditions forcing them to take these medications could be effectively and safely treated using medical marijuana.

Health experts in the UK want these restrictions lifted because it would make it easier for the doctors to prescribe medical cannabis for treatment using the NHS system. They want Hancock to scrape off the rule requiring a senior doctor to sign off on a prescription and allow a general specialist to write medical marijuana prescriptions. Besides, they want the laws governing the importation of medical marijuana simplified.

The proposed changes to medical marijuana could improve the lives of many patients because with a prescription from the medical provider; patients can access medical cannabis freely. 420 with CNW – New York, New Jersey and Connecticut Governors to Discuss Harmonizing Marijuana Legalization Laws

On Tuesday, Andrew Cuomo, the New York Governor said that he plans to have a meet up with Connecticut and New Jersey Governors to discuss how they can come up with a joint program that ensures consistency as they move forward with the legalization of recreational marijuana.

In a radio interview on Long Island, New York Governor, Andrew Cuomo said that his intention for the meeting is to discuss the possibilities of having regional laws on vaping products and weed. He also added that it would make no sense for the three states to have different marijuana policies, because, this would only force people to drive across the border to the neighboring states be it Jersey or Connecticut and buy cannabis.

New York is serious about marijuana legalization; therefore, the process of recreational marijuana legalization has to be right and protected, said the New York Governor during the interview. He added that he intended to start the talks with the Connecticut Governor Lamont, to see if he is open to sharing the same policy, as it would be counterproductive to have separate policies because Marijuana consumers would drive to the neighboring states to buy weed of better or poorer quality, have more THC, and eventually, you have people vaping and smoking marijuana while driving.

The interview also covered the issue of introducing regulation that prohibits youth from consuming marijuana. Products that appeal to the youth and contain cannabis should be banned. These products include weed flavored gummy bears and cigarettes containing cannabis.

When recreational marijuana is legalized, Mr. Cuomo also plans to ban the smoking of weed, a policy he supported when medical marijuana was legalized in New York in the year 2014. The New York governor intends on talking about the possibilities of adding these bans in the shared policy. If Connecticut and New Jersey do not adopt these bans, it will make no sense introducing them in New York as people would cross the border to buy weed.

In an interview with WNYC, Governor Cuomo said that it is the responsibility of the state to come up with rules as there are no federal regulations governing marijuana reforms. He added that their discussions would include the limit of THC, the age at which individuals should consume recreational marijuana, the process of preparing weed for consumption, and the volume of sales. The meeting aims to arrive at a common goal.

The New York Governor Andrew Cuomo and Connecticut Governor Lamont went on a fishing trip last month where they discussed issues of interest in the two states, such as cybercrime, transportation and marijuana legalization.

The three states did not manage to have recreational marijuana legalized this year. However, they are optimistic about the coming year. New York plans to make the legalization of recreational marijuana a major priority in the year 2020 legislative sessions. While in New Jersey, the lawmakers suggest advancing the issue of recreational marijuana legalization for the voter decision through a referendum in 2020.
