Late last year, a GOP Congresswoman sent waves across America’s nascent cannabis industry when she introduced a bill to end federal cannabis prohibition in the country and regulate the controversial plant. With cannabis reform being seen as a primarily progressive effort spearheaded by the left, Rep. Nancy Mace’s States Reform Act was meant to act as a compromise between Democrats and Republicans. Although Senate Majority Leader Chuck Schumer and his colleagues had already unveiled a federal legalization bill, it stands little chance of advancing to the President’s desk without Republican support.

In a move that is bound to bolster the GOP-led legislation’s standing in Capitol Hill, Amazon has announced its support for the States Reform Act. Currently the second-largest private employer in America, the e-commerce giant has backed Democrat-led efforts to legalize cannabis in the past, including Schumer’s Cannabis Administration and Opportunity Act. According to Amazon’s public policy division, the company is “pleased to endorse” the Republican-led bill. Amazon believes it is time for America to reform its cannabis prohibition policies, the company says, and it is committed to helping the cannabis reform cause.

Forbes reports that a couple of months after Mace unveiled her cannabis bill, she had a meeting with Amazon during which the Seattle-based multinational endorsed the legislation. Mace has also received the backing of Americans for Prosperity, one of the most influential conservative groups on the globe. And contrary to what many may think, Amazon isn’t throwing its weight behind cannabis reform to create another revenue stream. The e-commerce companies don’t want to sell cannabis, Mace says.

Rather, Amazon’s interest in cannabis reform is partly because it will open up the hiring pool by an estimated 10%, Amazon vice president of public policy Brian Huseman says. The company has already started implementing procannabis internal policies; last year, Amazon updated employee policy to end regular cannabis testing for most of its employees. The policy change, which would also restore employment eligibility for employees who had already been punished for positive THC tests in the past, was celebrated by industry stakeholders and cannabis reform advocates in the country.

At the time, Amazon said the policy change was because it was becoming increasingly difficult to implement a national cannabis testing program that was equitable and consistent due to different state cannabis laws. Furthermore, Amazon said, data has shown that such drug testing “disproportionately impacts people of color” and limits their access to employment opportunities.

420 with CNW — Thailand Greenlights Marijuana Home Grows

Earlier this week, the narcotics board in Thailand announced that it would be removing marijuana from its list of controlled drugs, which would allow households in the country to grow the herb. Thailand was the first country in southeast Asia to legalize cannabis for research and medical use in 2018.

Under this new law, individuals can grow marijuana at home after they have notified the local government. However, the country’s Health Minister Anutin Charnvirakul stated in an interview that the marijuana grown can’t be used for commercial purposes if one hadn’t obtained a license.

Before home growing of marijuana plants becomes legal in the country, citizens will have to wait for 120 days to pass after the rule has been published in the official Royal Gazette.

The country’s health ministry plans to also introduce a draft measure to parliament soon that includes guidelines on the legal use of marijuana, including the plant’s commercial use and production as well as details on its recreational use.

In a previous statement, the country’s food and drug regulator chief Paisal Dankhum stated that homegrown marijuana could only be utilized for medical purposes such as traditional medicine, noting that random inspections would be carried out. Under the draft measure, punishments for growing marijuana at home without notifying one’s local government will be a fine of about 20,000 baht, which is roughly $605. Individuals found selling cannabis without a license will be fined roughly $9,000 and/or be jailed for three years.

This move is the next step in the country’s goal of promoting marijuana as a cash crop and allowing farming families to grow the plant as a way to generate income. Data from the World Bank shows that nearly one-third of Thailand’s labor force is involved in agriculture.

Last year, Thai cosmetic companies and drink manufacturers launched products with CBD and hemp after the use of this compound was approved for use in consumer goods. CBD (cannabidiol) is one of the two main compounds found in marijuana, the other substance being THC. Unlike THC, which induces a high, CBD doesn’t make people high.

Before this recent measure was introduced, licensed cultivators of marijuana were only allowed to use the plant’s leaves, stalks, roots and stems. The partial ban on the other parts of the marijuana plant was approved during Thailand’s marijuana legalization process. It was implemented because the plant’s flowers, buds and seeds usually contain high amounts of THC.

420 with CNW — How Cannabis Cultivators Are Reducing Plastics Use in Their Operations

For quite a while, cannabis cultivators relied on plastic in their operations. Despite being colloquially known as “weed,” high-quality cannabis requires specific conditions during certain growth periods for maximum growth. In the past, hemp and cannabis cultivators, especially those that employed outdoor grows, have used plastics to fight weeds, pot plants, and construct trellises. Many of them are now turning away from plastics in favor of ecofriendly alternatives.

Plastics now permeate nearly every facet of the environment. A new report from the United Nations Food Agriculture Organization shows that microplastics aren’t just choking our oceans and seas, they are in the ground as well. In fact, the U.S. warns, the land used to grow food and other consumer products is polluted with more plastics than even the oceans. Some marijuana cultivators are guilty of contributing to this pollution, which not only damages the environment but also presents a significant risk to food security and human health.

So how are hemp and marijuana growers reducing their reliance on plastics? For starters, they are foregoing plastic pots and trellis netting to cultivate their crop in growing beds. While plastic pots can be reused and recycled, they eventually have to be replaced, says Julia Jacobson, CEO of Oakland-based cannabis producer Aster Farms. Growing beds are a much better option, she says, because they can be installed virtually anywhere and reduce the number of plastic pots growers use. Furthermore, they give plants much more room to spread out and grow.

Trellis netting, which is used to space plants for better airflow and flower growth, as well as to protect the plants against mold and bud rot, contributes to a lot of plastic waste. It is rarely reused, she says, and tends to be shaped in a way that can be particularly harmful to sea life if it ends up in the oceans. As such, Aster Farms uses a compostable alternative. Cannabis cultivators could also move away from the PVC (polyvinyl chloride) pipes and polyethylene drip tubes and emitters, and lay flat tubing that they use for in-field drip irrigation, says Brandon Rivers, the founder and president of SLO Hemp Co.

Employing drip irrigation systems with flood, ditch or center pivot irrigation would be a great way for cultivators to reduce their plastic use, Rivers says. According to the new UN report, banning certain products and plastic polymers and setting penalties for their use can also help reduce plastic use among marijuana cultivators. However, that doesn’t seem plausible with America’s current political climate.

Consumers may be the ones to lead change this time. By choosing to spend their hard-earned money on sustainably grown cannabis products, they will ultimately drive demand for ecofriendly products. 420 with CNW — Future Cannabis Impairment Testing May Rely on Brain Scans

Legalizing cannabis has brought forth a ton of benefits: the state-legal industry has created hundreds of thousands of new jobs, generated billions of dollars in revenue and filled state coffers with billions of cannabis tax dollars. This money has been used to fund plenty of social-equity programs designed to help the underprivileged as well as communities that were disproportionately affected by the war on drugs. However, making recreational cannabis legal has made traffic policing much more difficult.

While we have a relatively accurate way of testing how drunk an individual is, no such test exists for cannabis. At best, current tests can tell whether or not you have cannabis in your system, not your level of intoxication. Since THC, the main psychoactive chemical in marijuana can stay in your blood for up to 36 hours and in saliva for up to 48 hours, a joint that you smoked over the weekend could realistically show up in a THC test on Monday night as you leave work.

This is far from ideal. With lawmakers considering federal cannabis legislation, the traffic police will need an accurate means of determining a driver’s level of THC intoxication. Based on a new study from Massachusetts General Hospital, this technology may be based on brain scans. After scanning and analyzing the brain activity of 169 cannabis users before and after giving them either THC or a placebo, the researchers found that by scanning patients’ brains, they could reliably identify those who were intoxicated by determining the presence of THC.

The participants who got THC and reported that they were intoxicated displayed a specific brain activity signature, the researchers say. On the other hand, the participants who received the placebo and reported no intoxication did not exhibit this signature. Finally, the researchers used this data to train computers to recognize the specific brain signature and were able to match participants who self-reported feeling intoxicated with those who were “clinically assessed” as being impaired with 76% efficiency.

The Center for Addictive Medicine’s doctor Jodie Gilman says that while this technology definitely needs more research, the center believes it would be an objective and practical solution to the current THC testing problem. At the moment, available breathalyzer tests only show the presence of THC, not the level of THC impairment; the two are completely different things. Consequently, Gilman says, we are sorely in need of a THC testing method that checks for impairment and doesn’t penalize people for simply using cannabis.

420 with CNW — New Study Finds Cannabis Breathalyzers Provide Inaccurate Results

New research has found that cannabis breathalyzers are inconsistent in measuring THC impairment. THC (tetrahydrocannabinol) is the primary psychoactive compound in marijuana that induces a high. This compound usually binds with receptors in the brain that control mood and pain, among other feelings.

The study was carried out in Australia by University of Sydney researchers.

For their research, the investigators conducted an analysis of 28 studies on the concentration of THC in saliva and blood and driving performance. The studies included in the analysis focused on how THC divided attention and impacted an individual’s reaction time. These two skills are necessary for safe driving.

The idea of cannabis breathalyzers is based on alcohol breathalyzers, which are used to assess an individual’s blood alcohol levels. These devices are mostly used by law enforcement officers and administered on the road. Alcohol breathalyzers have been used efficiently for a while now to provide relatively accurate evaluations on intoxication levels and how they impact a person’s driving skills.

However, marijuana breathalyzers don’t seem to be doing the same in providing accurate levels of THC impairment. The researchers’ analysis showed that the link between driving performance and THC impairment was inconsistent. Despite this inconsistency, the researchers also discovered strong connections between impairment and levels of THC in inexperienced marijuana users. However, once marijuana users used the herb several times in a week, these connections disappeared.

In their report, the lead author of the study, Dr. Danielle McCartney, stated that higher concentrations of THC in the blood were weakly linked to increased impairment in occasional marijuana users while no notable relationship was found in regular users of marijuana. McCartney noted that this finding suggests that oral and blood fluid THC concentrations are not the best indicators of marijuana-THC-induced impairment.

Prior studies have also found that THC intoxication presents differently in individuals, as a person who is experienced with marijuana may have the same THC levels in their blood as a person who is  inexperienced with it. This means that while the compound can impair an individual’s driving skills, the two individuals will likely have different responses to the drug and how impaired they are by it.

Cannabis breathalyzers were considered to be a solution for solving driving while under the influence of THC, which is an issue that many associate with cannabis legalization. However, this study has highlighted that the devices need to measure a different biomarker in order to provide an accurate assessment of intoxication, as at the moment, they can only prove that an individual has consumed THC.

The controversy over how to ascertain that someone is driving while impaired by marijuana is in a way similar to the inconsistencies that cannabis beverage makers such as BevCanna Enterprises Inc.
