Currently, more than 40 million people suffer from bipolar disorders globally. Bipolar disorder, or manic depression, has catastrophic effects on one’s daily endeavors including relationships and work processes. In this data, a good number of people suffer mild or extreme aspects of bipolar disorder but are unaware of the diagnosis.

Bipolar disorder is categorized in two main sets: bipolar I, where one exhibits manic episodes lasting a week or so, such an individual may need hospitalization; and bipolar II, where a patient presents with manic depressive episodes and elevated mood swings that could agitate the patient. Those agitating episodes could lead to high energy in the patients. The patient could also exhibit a cyclothymic disorder where they present with cyclical rapid high-low emotions or mood swings. These mood swings alternate from high-energy excitedness to a depressive dip in a small span of time.

Conventional medicine has been of help in alleviating the symptoms. However, many patients under conventional psychotic drugs do not seem to find much relief because, for one, the drugs take a long time before the effects kick in, and these drugs come with a myriad of side effects. Cannabis has come in handy as a natural and safe alternative for bipolar patients.

In a new study, researchers presented some findings in the Neuroscience 2022 conference seeking to understand how cannabis affects the cognitive and goal-directed behaviors among people with bipolar disorder. This study revealed that marijuana may have uniquely beneficial effects for those consuming it chronically. Researchers said that marijuana was effective specifically in improving cognitive function while also reducing risky decision-making. The researchers also deduced that cannabis reduces the dopaminergic activity in the brain to suppress bipolar symptoms.

There have been other older studies that produced similar findings. In a 2018 clinical trial, researchers discovered that consumption of cannabis improved the clinical symptoms of bipolar disorder. This was the first-ever clinical trial to be conducted with the aim of understanding how marijuana affects neuropsychological performance.

Researchers from Harvard Medical School, in conjunction with other scientists, studied the impact of cannabis on cognitive function and mood among bipolar patients. They found that marijuana consumption led to reduced scores for depression and anger, among other emotional expressions, and also led to heightened vigor in the same patients.

In 2020, a review by researchers at New Mexico University found that cannabis was useful in treating depression symptoms. Antidepressant drugs have had negative effects on bipolar patients, but cannabis checks for safety, effectiveness and natural remedy for the treatment of bipolar disorder. There has been a positive impact on the neuroendocrine, neurotransmission and neuroimmune systems when the endocannabinoid system is boosted with the use of cannabinoid-based products. These are the systems adversely affected by bipolar disorder, resulting in depression and other mood disorders.

A 2006 Montreal study also discovered that increasing endocannabinoids produced by the brain increases effectiveness in one’s mood. According to the lead researcher, this was the first time a drug that increased cannabinoids in the brain also improved one’s mood. Another 2020 report from BMC Psychiatry showed that the whole cannabis plant and other plant-based cannabinoids do improve mood and sleep but also reduce anxiety and psychotic disorders.

The research body on cannabis for bipolar disorders is in its infancy, but the studies do show promise. With expanded research and clinical trials, bipolar patients will have a plethora of options outside of the conventional drugs that pharmaceutical giants are availing on the market.

Cannabis reform activists in the state of Ohio are hoping to get a recreational cannabis legalization bill on the November 2023 ballot. Earlier this year, the campaign behind a legalization measure announced that the bill would not be on the 2022 ballot but that there was a chance of getting the measure on the subsequent year’s ballot.

The Coalition to Regulate Marijuana Like Alcohol had filed a complaint for declaratory judgment in April to ensure that the measure made it onto last month’s ballot. The suit was unsuccessful, however, and the coalition reached an agreement with legislative leaders and the secretary of state which put their legislation on track to appear on next year’s ballot.

Tom Haren from the coalition said at the time that the most important thing was that Ohio voters would still have the chance to decide on recreational cannabis legalization even if it wasn’t during the November 2022 ballot. He added that the campaign “wasn’t going anywhere” and that supporters were resolute in their goal to legalize adult-use cannabis in the state.

The Coalition to Regulate Marijuana Like Alcohol is comprised of cannabis business owners; the group managed to raise more THAN $1 million last year in its efforts to legalize recreational cannabis. In fact, the group collected a total of $212,500 in the first half of 2021, with $150,000 coming from procannabis legalization organization the Marijuana Policy Project, $50,000 was donated by the owner of Ohio-based medical cannabis cultivator and processor Klutch Cannabis while $12,500 came from Riviera Creek, a cultivator and processor in Youngstown.

The campaign’s lawsuit was concerned with the complex timing and deadline involved in the multistep process of getting an initiative on the ballot. Lawmakers, the campaign, and the court settled out of court, agreeing that the campaign has until early January to present a recreational cannabis proposal to the Ohio General Assembly.

Haren, the lawyer working on the adult-use cannabis campaign, said that the legislature has only four months to craft and pass a similar recreational cannabis bill. Since it is likely that the legislature will not pass adult-use legislation, the campaign will have to collect around 130,000 signatures in around eight weeks to qualify for the November ballot once it receives the proposal from the Ohio General Assembly. Haren is optimistic about the campaign’s chances of success, stating that advocates will prepare staff to collect signatures and expect to have enough before the deadline elapses.

America’s state-level cannabis reform movement has put plenty of consideration into ensuring that individuals from marginalized communities are given a chance to participate in the billion-dollar industry. It’s no secret that the war on drugs, and cannabis policing to be more specific, had a disproportionately negative effect on members of Black and Brown communities.

Black people are much more likely to be arrested and receive harsher sentences for cannabis offenses compared to white people despite similar use rates.

Social equity provisions in marijuana legalization bills were meant to give individuals from these communities a leg up in the industry and allow them to profit from a product that was once used to persecute them. New York, which legalized recreational cannabis in March 2021 and expects to launch its recreational cannabis industry by the end of the year, has now selected companies to handle the construction of social equity marijuana premises.

Officials announced late last week that they had chosen 10 teams that would be tasked with constructing close to 150 facilities for social equity applicants to open and run their businesses once New York launches legal sales. The announcement came just a few days before the state Cannabis Control Board (CCB) holds a meeting to approve the first social equity cannabis retailer licenses and advance regulations for the new industry.

A recent notice from the dormitory Authority of the State of New York (DASNY) stated that several agencies were involved in the approval of the 10 firms. The notice, titled “Firms Selected to Design & Build New York Adult-Use Retail Cannabis Dispensaries,” reported that the teams would build storefront facilities for entrepreneurs who had secured a Conditional Adult Use Retail Dispensary (CAURD) license via the NY State Office of Cannabis Management (OCM).

The team of 10 firms includes AOW Construction LLC, Anderson Porter Design, SEI Design Group Architects, DPC/Bette & Cring and the Pike Company.

The Social Equity Servicing Corporation (SESC) has already begun looking for sites to house the first dispensaries. The agency has around $200 million in funding from the Social Equity Cannabis Fund, and the process of finding sites is projected to go on through the next year.

Meanwhile, the New York OCM met last Monday to discuss potentially approving the state’s first set of CAURD licenses. The OCM has also provided a preview of regulations that it had developed to govern the state’s recreational cannabis industry. The regulations involve licenses that cover cultivation, processing, distribution and retail.

After keeping the country in suspense for nearly two years and attracting plenty of criticism from lawmakers and reform advocates who argued that the his administration was dragging its feet, President Joseph Biden finally announced that he would issue mass pardons for Americans who had been convicted on certain cannabis-related offenses. The move was praised by reform advocates and plenty of citizens as a critical step toward compensating individuals and communities that were disproportionately affected by the war on drugs.

However, a report from the Congressional Research Service (CRS) noted that despite the recent developments in cannabis reform, the disparity between federal and state cannabis regulation is growing. The CRS report provides a detailed overview of the limitations of the recent mass cannabis pardon coupled with a more comprehensive overview of developments in state and federal cannabis policy.

The report stated that there have been two major developments in cannabis policy in recent weeks: President Biden’s mass cannabis pardon and voting on state-level marijuana legalization ballot initiatives.

But even though there is a growing disparity in state and federal marijuana regulation, the report noted that federal prohibition has been somewhat stifled by a congressional rider that prevents the federal government from using federal funds to enforce cannabis prohibition.

Still, the CRS believes that there are additional ways to close the regulation gap more effectively, such as asking several federal agencies to do a scientific review of cannabis’s status as a Schedule I drug, which Biden did last month. In a best-case scenario, this review could allow for the reclassification of cannabis in a lower schedule or even its total removal from the federal Controlled Substances Act. Those changes would make it much easier for researchers to study the potential benefits and risks of the plant.

According to the report, the president’s pardon will not include people who were convicted of cannabis offenses at the state level. Coincidentally, this is where a lot of marijuana cases are prosecuted, and even though the president encouraged governors to issue pardons at the state level, the report states that some states do not allow governors to “independently grant clemency.”

The pardon is also restricted to individuals who were convicted of simple possession, which is “relatively uncommon” at the federal level, the report said. The pardon will also be limited to American citizens, excluding noncitizens with cannabis possession on their records, a condition that has garnered criticism from lawmakers and advocacy groups.

Congressional researchers also noted that the pardon will only apply to people who were convicted for simple cannabis possession before it was announced. Furthermore, since the pardon does not expunge cannabis convictions, individuals who were convicted may not be spared the legal consequences of receiving a simple cannabis possession conviction.

Most importantly, the CRS stressed, the pardon does not change marijuana’s status at the federal level. This is unfortunate, because more people should have the opportunity to benefit from the innovative indoor cultivation equipment made by the likes of Advanced Container Technologies Inc. Lawmakers in Kentucky, a state with one of the most restrictive cannabis laws in the country, have taken the first steps to loosen its marijuana policies. Kentucky Governor Andy Beshear recently signed an executive order that legalized the possession and consumption of medical marijuana by qualifying Kentuckians on the condition that the cannabis was legally purchased outside the state. Qualifying individuals will also be restricted to less than eight ounces of medical marijuana.

Although dozens of states now allow medical and recreational cannabis, 13 states including Kentucky have still banned both medical and adult-use marijuana. In spite of this prohibition, polls have found that a large percentage of Kentucky residents are in favor of legalizing cannabis for medical use.

A multitude of studies have found that cannabis can be effective against a variety of conditions, and more Americans are looking to the plant as an alternative medicine to pharmaceuticals.

Given that nearly 40 states have legal medical marijuana markets and a majority of Kentuckians support medical cannabis legalization, Beshear stated that he was doing what he could to ensure patients who need the drug for a better quality of life can access it. He also said that residents who have been diagnosed with chronic and terminal illnesses who were previously barred from legally accessing medical cannabis will now be able to get the drug without a risk of criminal prosecution.

Beshear’s executive order will take effect on Jan. 1, 2023.

Patients who are afflicted with any of the 21 qualifying conditions listed will be protected from criminal persecution if they possess up to eight ounces of medical cannabis if they can prove that it was purchased in a licensed dispensary from out of state. These qualifying conditions include post-traumatic stress disorder (PTSD), multiple sclerosis, muscular dystrophy, terminal illness and cancer.

To qualify for protection under the executive order, patients will need licensed physicians to certify that they have been diagnosed with one of the qualifying conditions.

When legalization eventually happens, there is a possibility that residents may be allowed to grow their own cannabis and leverage modern cultivation equipment commercialized by the likes of Advanced Container Technologies Inc. (OTC: ACTX).
