Hurricane Ian has left structural damage and destruction in its wake, with more than 100 cannabis businesses in Florida being forced to close. Data from the National Hurricane Center and the Florida Office of Medical Marijuana Use show that over one-half of the medical cannabis stores in the state of Florida are located in the direct path of the potential storm surges and excessive rainfall.

Some of the medical cannabis retailers operating in the state have been providing updates on closures via social media as well as through their websites. This includes Liberty Health Sciences, which closed 39 of its 51 dispensaries but has since reopened its stores located in West Palm Beach, Stuart, Port St. Lucia and Dania Beach. The enterprise is a unit of Ayr Wellness, which is based in Miami.

Trulieve Cannabis, the biggest dispensary operator in the state, also closed 55 of its 120 stores. In addition to this, MÜV also shut down about 30 of its 59 stores last week.

Ayr Wellness VP of retail, Sevi Borrelli, stated in a recent interview that the company’s current priority was to ensure that all their employees were accounted for and safe. This sentiment is shared by state operators, who were also focused on ensuring employee safety. Borrelli added that the company’s regional managers had been checking in with their associates, applauding the team in Florida, which did a great job in preparing for the storm and navigating it safely. He noted that the key focus was still to provide patients with access to their medicine, revealing that they were currently working on a reopening strategy.

Verano Holdings, which owns MÜV, has also prioritized the safety and health of its workforce in the state. In its statement, the company encouraged patients to visit its blog, which would offer real-time hurricane and dispensary updates as management continued to monitor the storm.

It is expected that Hurricane Ian’s toll will be unmatched, given that by last Thursday, more than 2.5 million business and residential electric customers were without power. This represents almost one-quarter of the energy customers in the state. Additionally, massive power outages were recorded in Sarasota, Collier and Lee Counties.

After decades of prohibition, 37 states now allow their citizens to use cannabis for medical purposes. Research has found that the plant is capable of alleviating a variety of medical conditions with few side effects. As a result, millions of people across America have begun using cannabis to treat conditions such as anxiety, insomnia and chronic pain.

The surge in cannabis popularity began as people became more aware of the risks associated with opioid use. Although opioids have proven to be instrumental in treating chronic pain conditions, their side effects can be quite severe, ranging from nausea, vomiting and constipation to physical dependence and addiction.

The opioid crisis has taken hundreds of thousands of lives over the past two decades and cost the United States trillions of dollars. Consequently, patients are becoming wary of using opioids to alleviate pain, especially those who have witnessed or experienced side effects firsthand. Cannabis, which has similar pain relief effects without the severe side effects, has proven to be an attractive alternative.

A recent study by Florida State University College and Emerald Coast Research has revealed that medical cannabis reform can help address the opioid crisis by allowing patients to use fewer pharmaceutical opioids in favor of medical marijuana. Researchers from the two institutions asked medical marijuana patients about their cannabis consumption habits and how using cannabis had affected their intake of pharmaceutical drugs.

An estimated 90% (9 in 10) of the patients revealed that cannabis had been “very or extremely helpful” in treating their condition, and 88.7% said that the plant was very important to sustaining their quality of life. In a press release, researcher Carolyne Pritchett said that plenty of people take opioids for pain medication and that if there is an option with reduced risk of overdose and death, it should be considered.

The study was partly funded by Trulieve Cannabis Corp and published in the journal “Substance Use and Misuse.” Pritchett concedes that although cannabis could be a suitable replacement for opioids, we still need more research and studies that follow patients over time to determine if there are any side effects of substituting opioids with cannabis.

According to the study, 68.7% of the participants experienced at least one side effect, with the most common ones being increased appetite, drowsiness and dry mouth. Researchers concluded that the use of prescription pain medications could be reduced or even eradicated, especially for patients who suffer from chronic pain, by substituting them with medical cannabis.

Children with epilepsy in the United Kingdom are scheduled to receive medical marijuana for free after private companies responded to a plea from Charlotte Caldwell. Epilepsy is a neurological disorder in which an individual’s brain activity becomes abnormal, causing seizures or unusual sensations and behaviors. In some cases, individuals may lose awareness.

Caldwell campaigned for help for families that incurred high costs of treatment for privately prescribed marijuana as they underwent a taxing application process for treatment under NHS. In a recent interview, Caldwell stated that this would make a big difference to families undergoing this process, especially in the current cost of living crisis, because it would greatly relieve their financial burden.

Caldwell has a son, Billy, who was diagnosed with severe refractory epilepsy. Billy was the first individual in the UK to be prescribed medical marijuana. Billy, who is now 17, undergoes a cannabis treatment three times daily. His mother reveals that this treatment has led to a decrease in the number of seizures her son suffers, from about 100 every day to almost none.

In late 2018, former Home Secretary Sajid Javid amended the law to permit patients to be prescribed medical marijuana by specialist physicians. The cost of this treatment, however, can be prohibitive. Now, three private companies have agreed to donate medicinal marijuana to children undergoing this process.

Roughly 90 families in the United Kingdom have epileptic children and are trying to access medicinal cannabis treatment from the NHS. This process involves applying for NHS funding for their child’s treatment through the Refractory Epilepsy Specialist Clinical Advisory Service. This process can take more than eight months, which means that before approval, families continue to incur bills in the thousands for these marijuana products.

An NHS spokesperson defended the lengthy advisory service process, stating that clinicians and professional bodies remained concerned about the lack of evidence available on the effectiveness and safety of these unlicensed cannabis products. The spokesperson encouraged more manufacturers to engage with the medicines regulator’s licensing process because this would allow physicians to be more confident in the use of these products, in a similar way to how other licensed drugs are recommended for use by the relevant regulatory body.

Despite these hurdles, the Caldwells and other families understand that the health service must take all the precautions necessary, even after seeing firsthand the positive effect medicinal cannabis has had on their children’s conditions.

As the system becomes more streamlined, the decision by the private firms donating medical cannabis products is a step in the right direction.

What would also help is to reform the cannabis rules so that parents and caregivers of epileptic patients can be allowed to use advanced technologies, such as the grow pods sold by Advanced Container Technologies Inc. 420 with CNW — New York OKs Medical Marijuana Home Cultivation, Licenses Processors

The New York Cannabis Control Board recently approved regulations that would expand the state’s medical cannabis industry and increase patient access to medical marijuana. Recently the board adopted regulations for medical cannabis home cultivations, approved conditional licenses for processors and cultivators, and appointed a new deputy counsel to the state’s Office of Cannabis Management.

Registered medical cannabis patients in New York will now be able to grow up to six plants at home without any legal consequence while caregivers can grow up to 12 cannabis plants. New York’s medical cannabis law allows designated caregivers to grow medical marijuana for up to four patients. Furthermore, the new regulations will bar landlords from penalizing or refusing to lease to patients who grow cannabis for medical purposes.

Medical marijuana patients in New York will now have a more affordable way to access cannabis. Recent research into the plant’s capabilities has found that it can be effective against conditions such as chronic pain, inflammation, anxiety disorders and gastrointestinal disorders.

The state’s medical cannabis industry has seen shockingly low participation levels. Participation levels in New York especially pale to Florida’s levels, which number 561,177 medical cannabis patients. As of March 2022, there were 125,303 medical cannabis patients and 3,603 certifying practitioners in New York.

The Cannabis Control Board also approved conditional licenses for 10 marijuana processors and 19 cultivators, bringing the total number of operators with conditional cultivator and processor licenses to 261 and 25 respectively. Furthermore, board members appointed Patricia Heer as the first deputy general counsel of the Office of Cannabis Management.

The position had been vacant since July when Rick Zahnleuter abruptly left the agency. Zahnleuter had been the OCM’s general counsel since August 2021. An amendment to New York’s cannabinoid hemp program creates a new kind of license that will, among other things, increase the maximum allowed cannabis serving from 75 milligrams to 100 milligrams per serving and allow farmers to sell the hemp they cultivate.

These regulations come soon after the end of a public comment period that saw members of the public provide feedback on the state’s medical cannabis home grow regulations. The Office of Cannabis Management amended certain parts of the regulations based on this feedback. According to Cannabis Control Board Chair Tremaine Wright, the public’s participation made a significant difference. Wright also says that the staff at the Office of Cannabis Management did its research to make sure they crafted thoughtful, well-researched regulations for home cultivation.

420 with CNW — New Cannabis Reforms in Massachusetts Seek to Improve Equity, Local Levies

For the most part, cannabis reform measures across the United States have included social equity provisions designed to address the harms of the war on drugs. Long considered to be a failure, the drug war disproportionately affected Black and Brown communities and exacerbated systemic racial biases. More than two decades after California legalized recreational and medical cannabis, states are passing cannabis legalization measures with robust social equity and criminal justice provisions to compensate these communities and give them a leg-up in the multi-billion dollar cannabis industry.

In Massachusetts, for example, lawmakers recently passed sweeping cannabis legislation with a major focus on promoting diversity and equity in the cannabis market. The measure would give disenfranchised communities a chance to enter Massachusetts’ $2 billion cannabis industry before the market is captured by large multistate corporations. Signed into law by Massachusetts Governor Charlie Baker, the bill creates a Social Equity Trust Fund that will award loans and grants to cannabis entrepreneurs who were impacted by the war on drugs. It will also give state cannabis regulators more oversight over the fees charged to cannabis businesses by local governments.

This move will protect businesses from municipalities that levy controversial fees on local marijuana businesses, especially smaller businesses that simply can’t afford to cover these fees. According to Massachusetts Cannabis Control Commission member Ava Callender Concepcion, the passage of the bill left her shaking with relief and happiness. She called the measure “monumental,” stating in an interview with the Berkshire Eagle that it is a major step forward in regard to fixing the problems that plague the Massachusetts cannabis industry.

The measure will enable local governments to decide whether or not they will allow cannabis consumption lounges via votes or bylaws. It will also give marijuana businesses leeway to open cannabis consumption lounges in locations that had received prior approval in a pilot program. Concepcion explained that the recent bill was the most comprehensive resolution on cannabis since the state Cannabis Control Commission was founded.

However, not every industry executive is as excited as Concepcion, with some saying that the bill could have gone even further in ensuring that those who were disproportionately impacted by the war on drugs are provided with business opportunities in the state’s cannabis industry.

The Minority Cannabis Business Association’s (MCBA) 2022 Equity Report states that Massachusetts was the first state to include social equity provisions as part of its recreational cannabis market in 2018. This first social equity program mainly focused on exclusively providing courier, delivery and consumption-site licenses to members of minority and other marginalized communities.

420 with CNW — US Court of Appeals Rules Marijuana’s Federal Scheduling Is Irrational, Not Unconstitutional

A recent ruling handed down by the U.S. Court of Appeals for the Second Circuit states that the decision by the federal government to classify marijuana under Schedule I of the Controlled Substances Act is not unconstitutional but is plausibly irrational. The Controlled Substances Act was approved by the 91st United States Congress and signed into law by former President Richard Nixon. It became effective May 1, 1971. Schedule I substances under this act are, by definition, substances that currently have no accepted medical use in treatment and have a high potential for abuse.

Drugs classified under this schedule include LSD, heroin, peyote, methaqualone, ecstasy and cannabis.

The case in question is United States of America vs. Green.

During the trial, the defendants argued that cannabis’ scheduling under the Controlled Substances Act had no rational basis because marijuana did not meet the statutory criteria for inclusion in its current classification.

The U.S. Court of Appeals judges rejected this argument, stating that the scheduling criteria of the Controlled Substances Act was to a large extent irrelevant to their constitutional review, as the rational basis test only asked if Congress had any plausible basis for including cannabis under Schedule I. They added that while there were other conceivable considerations that could have been the motive behind marijuana’s scheduling, its classification did not violate equal protection rights or due process.

While the judges did acknowledge that the defendants’ argument that it was irrational for the federal government to maintain that cannabis had no accepted medical rule, they maintained that this was not enough to compel the court to rule marijuana’s current classification as unconstitutional.

In their conclusion, the judges stated that the defendants needed to do more beside simply demonstrating that the legislature’s assumptions about marijuana were irrational.

Paul Armentano, deputy director of NORML, stated that while the court’s decision wasn’t unanticipated, it was disappointing. Armentano acknowledged that the ruling was consistent with those of other federal courts that had in a similar way declined to nullify marijuana’s Schedule I classification as unconstitutional.

Prior rulings opined that the rational basis review did not permit the federal courts to second guess decisions made by Congress.

He highlighted that judges had repeatedly ruled that it was the responsibility of federal legislators and not the courts to rescind the federal prohibition of cannabis. Armentano added that instead of expecting relief from federal courts, citizens needed to continue pressuring their elected officials to annul this destructive and admittedly “irrational” policy.

Needless to say, pressure is mounting at various levels to see marijuana policy reform enacted, and such pressure could pave the way for the widespread use of grow pods in the fashion of those made by Advanced Container Technologies Inc. 420 with CNW — Germany Is Importing More Medical Cannabis from Sources Closer to Home

During the first half of 2022, Germany imported a high amount of cannabis for scientific use and medical sales. Last year, the country cumulatively imported more than 20,500 kg of marijuana for scientific and medical purposes. This figure is significantly higher than its 2020 figure of 13,345 kg. In 2019, the country imported a little more than 8,000 kilograms of cannabis.

Data from the Federal Institute for Drugs and Medical Devices shows that through the first half of the year, imports of dried flower and extracts increased by more than 6% to reach 10,486 kilograms. This is in comparison to import figures from the first half of 2021, which totaled to 9,841 kilograms.

Since 2017, Canada has made up no less than 38% of all of medical cannabis imports into Germany. In 2021, licensed producers based in Canada shipped almost 6,500 kilograms of medical cannabis extracts and flower to Germany, which makes up roughly a third of the nation’s imports.

While data from the German government shows that Canada was still the nation’s top supplier last year, separate data shows that the role of Canada as Germany’s top cannabis supplier has diminished as competition to supply this prized market intensifies. Cannabis companies in Portugal, the Netherlands and Denmark also supply the German market, which has fostered healthy competition.

Experts believe that Canada’s waning role in Germany’s cannabis import may also arise from some Canadian companies shifting production to Europe. For instance, Aurora Cannabis has been supplying the German market mainly from Canada. However, the Alberta-based company transitioned its supply for products for the EU markets to the Nordic region after it received EU- Good Manufacturing Practice certification. Currently, most of Aurora’s cannabis in Germany is imported from Denmark.

It is important to note that experts believe that an undetermined quantity of the imported product is usually re-exported to other nations in the European Union. They argue that based on this, Germany’s import figure shouldn’t be used to measure the country’s market size.

Additionally, businesses seeking to venture into the import market in Germany are cautioned against buying into any predictions of rapid growth. This is after recent data from the German government showed that imports had reduced in the final quarter in three of the last five years.

Despite this, the market has grown these last five years, moving from less than two tons of imports in 2017 to more than 20 metric tons in imports into the country last year.

As the rules around marijuana evolve, another interesting angle of analysis to look into could be comparing the tonnage of cannabis being grown using various technologies, such as the indoor vertical gardens commercialized by the likes of Advanced Container Technologies Inc. 420 with CNW — King’s College London Plans Largest Study on Marijuana

Over the past two decades, research into the potential benefits and risks of cannabis has revealed that the plant has lots of potential as a treatment for conditions such as chronic pain, insomnia and anxiety disorders. Although cannabis research is still in its infancy, partly because federal prohibition prevented scientists from studying the plant for a long time, preliminary results have been so encouraging that dozens of American states as well as several countries around the world have legalized medical cannabis use.

Most experts still acknowledge that we need to research cannabis more extensively.

There is little data on how long-term medical cannabis treatment affects patients and except for THC and CBD, we barely know anything about the multitude of cannabinoids that are produced by cannabis.

An upcoming study by King’s College London could fill in some of the knowledge gaps that we currently have on cannabis. Titled “Cannabis & Me,” the £2.5 million ($2.9 million) study will be the largest-ever independent study into marijuana use. It will examine the biological and environmental factors that determine how cannabis affects different people.

Researchers will recruit 6,000 participants for the study, making it the biggest independent study into cannabis use so far. They will receive funding from the Medical Research Council, which is tasked with funding medical research in the United Kingdom.

Cannabis has been one of the most-used drugs on the planet for decades, with the World Health Organization estimating that around 147 million people around the globe use marijuana.

We need more research on how marijuana interacts with the brain so doctors can have all the relevant knowledge they need when prescribing medical marijuana to their patients, Cannabis & Me lead researcher Dr. Di Forti says. She notes that although many people consume cannabis daily for both recreational and medical reasons, medical cannabis prescriptions in the UK are still quite rare, mainly due to insufficient knowledge of marijuana’s effect on the brain.

This study is meant to provide physicians with the data and tools they need for them to be comfortable prescribing cannabis treatments to patients. While we already know that cannabis will affect people differently, we don’t have an intimate understanding of the underlying biological and environmental issues that determine how people react to cannabis.

Researchers will achieve this objective by studying the association between biological and genetic makeup with marijuana effects using a combination of DNA testing, cognitive and psychological analysis, and virtual reality.

They are currently recruiting participants between the ages of 18 and 45 from the London area who use cannabis or have used it less than three times or never at all.

The success of this and other ongoing or planned marijuana studies may over time result in the reform of the prohibitive cannabis laws, and companies such as Advanced Container Technologies Inc.
