420 with CNW — New Study Debunks ‘Lazy Stoner’ Stereotype of Marijuana Users

After decades of cannabis criminalization and anti-cannabis propaganda, certain stereotypes about cannabis users have become entrenched in the public mind. The stereotypical image of a cannabis user as an apathetic “lazy stoner” who spends his days getting high, polishing off Doritos and generally contributing nothing to society is one example. Tons of people, especially older generations that grew up in the era of the drug war, tend to believe this stereotype.

However, a new study has revealed that the stereotype of cannabis users as unmotivated and lazy is far from factual. Researchers found that there was no difference in reward-based behavior and apathy among people who used cannabis at least once a week and people who didn’t use cannabis at all. Furthermore, the researchers discovered that cannabis users tend to experience more pleasure than people who abstain from using cannabis.

The study is among the first to look into preconceived societal notions of cannabis users, finding that the stereotypes that have been propagated by popular media and anti-cannabis activists are far from the truth. Researchers arrived at these findings by studying the data of 274 adolescents and adults who self-reported using cannabis one to seven times weekly over a three-month period. The results of the study were published in the “International Journal of Neuropsychopharmacology.

The research found that long-standing stigmas against cannabis users are not based on fact, with cannabis reform opponents basing their opposition on the “fact” that cannabis use contributes to apathy and laziness. Researchers from the University College London and the University of Cambridge argued that their findings are not consistent with the prevalent idea that nonacute cannabis use is closely related to apathy and lack of motivation.

They took the study participants through four assessments to measure their inability to experience pleasure (anhedonia), reward-based motivation, apathy and reward responses in general in both adults and adolescents. After comparing the results of the assessments with a control group of non-cannabis users, the researchers found that semiregular cannabis use is not associated with these negative outcomes.

Using cannabis approximately three to four days per week does not contribute to apathy, effort-based decision-making for reward, reward liking in adolescents or adults, or reward wanting, the study reported, challenging those who argued that cannabis use was associated with apathy. Additionally, the researchers found that contrary to stereotypical beliefs, cannabis users are marginally more capable of experiencing motivation despite their use rates and that there was no statistically significant difference in apathy levels between users and non-users.

As more of these baseless stereotypes are disproved by science, the world is likely to see more people trying cannabis and even taking an additional step forward by growing their own plants using the handy micro gardens commercialized by companies such as Advanced Container Technologies Inc. 420 with CNW — White House Noncommittal Regarding Implementation of Biden’s Marijuana Campaign Promises

President Joseph Biden has stood by most of the infrastructure promises he made during his campaign in 2020, passing a massive infrastructure bill a few months after he took office that would invest billions of dollars into building American infrastructure. However, infrastructure wasn’t the only thing Biden talked about during his campaigns. The president also ran his campaign platform on cannabis reform, stating that although he wasn’t a fan of full legalization, he supported medical cannabis and the rights of states to determine their own cannabis laws.

However, nearly two years after Biden assumed office, his administration still hasn’t acted on the bulk of cannabis promises he made during his campaign. Over the past year, stakeholders in the cannabis industry, lawmakers and reform activists have grown increasingly irritated at the administration’s inaction, with a group of senators recently calling on Biden to issue a blanket pardon for people with low-level cannabis offenses.

During a recent briefing, White House Press Secretary Karine Jean-Pierre said that even though Biden has expressed support for modest cannabis reform, his administration does not have “anything to announce” regarding whether the president will fulfill his campaign marijuana promises. The press secretary was responding to a remark about a statement from Pennsylvania Lt. Gov. John Fetterman, who called on Biden to fulfill his promise to decriminalize cannabis.

A representative from the lieutenant governor had said that Fetterman looks forward to discussing the need for marijuana decriminalization with Biden at the upcoming Labor Day Parade in Pittsburgh. Although the press secretary didn’t respond directly to Fetterman’s comment about the need to decriminalize cannabis at the federal level, she said that the president is committed to issuing “evidence-based policies” and is focused on dealing with the “addiction and overdose epidemic.”

She mentioned that he still believes people should not be jailed for nonviolent cannabis offenses, pointing out the clemency actions he took in April when he commuted the sentences of 75 people, some of whom had nonviolent cannabis convictions on their records. Jean-Pierre added that she didn’t have a specific update to share on Biden’s plans to issue mass pardons for people with cannabis convictions or pass federal cannabis reform.

The press secretary noted that Biden still supported allowing states to determine their own recreational cannabis policies, rescheduling marijuana as a Schedule II drug to facilitate research into its risks and benefits, decriminalization at the federal level and automatically expunging nonviolent cannabis offenses.

If the Biden administration would enact even modest reforms at the federal level, such as decriminalizing medical marijuana, many believe that many opportunities would open up for cannabis industry companies, including ancillary ones such as Advanced Container Technologies Inc. 420 with CNW — FBI Reveals That CBD Users Are Disqualified from Working at Agency

Last week, the FBI stated that the recent use of cannabis and components such as CBD automatically disqualified individuals from working at the agency. In a response to a question raised on Twitter, FBI Denver explained that while the use of CBD and cannabis was legal at the state level, their use was a disqualifier for  contractors and employees looking to work with the agency.

The handle went on to explain that individuals needed to wait at least a year from when they last used the substances before they applied to the federal agency. This is despite the fact that under the 2018 farm bill, hemp and derivatives such as CBD are federally legal.

In 2020, a separate field office stated that the agency’s employment policies for CBD were under review. Despite this, the FBI is yet to issue any new guidance that addresses CBD, which is widely available in many commercial markets across America.

A year later, the agency loosened its marijuana employment policy, making it so that individuals need only wait a year instead of three years before applying for a job at the agency. This new guidance was revised to omit a policy that restricted an individual’s eligibility based on the number of times they had consumed marijuana.

The earlier version stipulated that the use of cannabis or any of its forms, whether natural or synthetic, in any location regardless of its legality, more than 24 times after an individual had turned 18 disqualified them from employment at the agency.

While FBI candidates aren’t forbidden from using synthetic marijuana drugs approved by the FDA, the agency stresses that candidates can’t present prescriptions or medical cannabis cards as mitigating factors for cannabis or marijuana use.

Federal agencies have taken different approaches to marijuana employment policies as the legalization movement spreads across states in the country. For instance, the biggest union in the country, which represents federal employees, recently adopted an initiative supporting the legalization of marijuana. The union also called for the  end to policies that penalized federal workers who used marijuana responsibly after working hours in states where it was legal to be done away with.

Additionally, the Environment Protection Agency has highlighted that the use of marijuana by their workers is still prohibited. Its workers are also not allowed to directly invest in the marijuana industry.

In addition to this, the U.S. Forest Service recently posted a notice warning employees about the risks of consuming CBD products that were federally unregulated, noting that they were prohibited from using marijuana.

It is these contradictions between federal and state cannabis laws that create a complex environment for entities such as Advanced Container Technologies Inc. (OTC: ACTX) to operate and thrive.

420 with CNW — Oklahoma Voters May Not Decide Fate of Cannabis Measure Despite Ample Signature Submission

Voters in Oklahoma may not get the chance to vote on cannabis legalization during the upcoming November ballot even though reform activists behind a cannabis legalization measure collected enough signatures. Even though state officials confirmed that activists had reached the signature threshold, the campaign still needs to fulfill a few formalities before the deadline for printing voting materials passes.

Last month, the Oklahomans for Sensible Marijuana Laws (OSML) campaign announced that it had submitted more than 164,000 signatures to the Oklahoma secretary of state’s office, surpassing the signature threshold that was needed by more than 50,000 signatures. The campaign’s initiative would have allowed Oklahomans aged 21 and older to purchase and possess up to an ounce of cannabis. The legislation would also have allowed adults to cultivate a limited number of cannabis plants at home for personal use.

However, with the state deadline for printing voting material fast approaching, the fate of the initiative now hangs in the balance. Backed by New Approach PAC, the campaign will now take its initiative to the Supreme Court for review. If the court signs off on the signature count, the public will have 10 days to challenge the petitions’ validity.

According to Election Board Secretary Paul Ziriax, however, Aug. 29, 2022, is the deadline to officially certify measures for the November ballot. Furthermore, officials would have had to receive a gubernatorial proclamation of the ballot status by 5 p.m. on Friday, Aug. 26, 2022.  Ziriax said in a June letter that the “practical deadline” is meant to give county election boards enough time to prepare ballots to meet the 34-day deadline for sending absentee ballots to military voters who are overseas.

The OSML campaign bristled at the deadline’s introduction, calling it artificial and asking the Supreme Court to ensure that voters will be able to vote on the cannabis legalization measure on the November ballot. Oklahomans are more than ready for the creation of sensible marijuana laws rather than blanket criminalization, the campaign stated in a Twitter post, and the insane number of signatures it managed to collect are proof of this sentiment.

Observers believe the signature verification process has taken longer than usual this year because the secretary of state’s office outsourced the verification process to a third-party company, Western Petition Systems, rather than handling the process internally. This administrative delay has taken twice as long as when the secretary of state verified the signatures itself; the delay could prevent the bill from making it to the November ballot, Oklahoma Watch says.

The uncertainty surrounding whether or not Oklahoma voters will be able to make their voices heard regarding the proposed change in marijuana policy in the state is indicative of the huge obstacles that the marijuana industry and ancillary companies such as Advanced Container Technologies Inc. 420 with CNW — Mothers in Indonesia Fight for Their Children to Have Access to Medical Cannabis

Medical cannabis has been found to be a viable treatment for a wide variety of medical conditions in recent years. Studies have revealed that the plant can be effective against health issues such as chronic pain, anxiety, insomnia and depression. Furthermore, the US Food and Drug Administration has approved the use of a CBD-based drug called Epidiolex to treat seizures in pediatric epilepsy.

In Indonesia, a group of mothers is fighting to get their children access to cannabis, a plant they say could alleviate the pain caused by illnesses such as cerebral palsy. Pika Sasi Kirana was diagnosed with cerebral palsy when she was around five years old despite being a relatively healthy child for most of her young life.

Pika’s mother, Santi Warastuti, said the little girl started vomiting and fainting regularly, which prompted her parents to take her to a hospital and learn of her condition. Her health deteriorated significantly once the parents received a written diagnosis, with physicians struggling to halt the progression of the condition or find a way to give Pika a little comfort.

None of the different medications and doses that the doctors prescribed for Pika were effective, her mother said. By the time Pika required round-the-clock care and could barely do anything for herself, Warastuti was desperate for a medication that could at least make her daughter feel more comfortable.

Even though Indonesia is famous for its tough drug laws, Warastuti turned her attention to one of the most controversial drugs on the planet: medical marijuana. Warastuti, who used to work as a fashion designer, had first heard of medical cannabis when her European boss told her about the drug’s wide range of medical applications and that medical cannabis use was steadily gaining traction in Europe.

When she moved back to Yogyakarta, her hometown, Warastuti met Dwi Pratiwi, another mother interested in medical cannabis treatments for her child. Pratiwi had taken her son Musa to Australia for medical marijuana treatment and was a plaintiff in a Constitutional Court case to legalize cannabis in Indonesia. Although Musa has since died, Pratiwi said that she saw firsthand how medical cannabis helped to ease Musa’s muscular atrophy and made it easier for him to fall asleep.

The efforts of Pratiwi, Warastuti and another mother whose child has cerebral palsy to legalize cannabis have been unsuccessful so far, with the country’s Constitutional Court rejecting a motion to review Indonesia’s 2009 narcotics law. Even so, Warastuti was happy that the court ordered the government to research the medical uses of cannabis despite rejecting the mothers’ motion to legalize medical marijuana.

If only the plight of these Indonesian children could be considered and the needed reforms made, parents of children in need of medical cannabis could one day make use of advanced technologies, including the vertical gardening equipment manufactured by companies such as Advanced Container Technologies Inc. 420 with CNW — Former Cannabis Regulators Want 10 Social-Equity Provisions Included in Marijuana Banking Bill

Most, if not all, state cannabis legalization bills contained social-equity provisions designed to reinvest in communities that had been disproportionately harmed by the war on drugs. These social-equity provisions would fund a variety of community-based programs to aid communities of color in a variety of facets and make it easier for people who were directly or indirectly affected by the drug war to break into the cannabis industry.

As the end of Congress approaches, policymakers, cannabis reform advocates and industry stakeholders are hoping to pass some kind of cannabis legislation before January, even if they have to compromise in some areas. One bill that could pass is cannabis banking legislation that would finally grant the state-legal industry access to banking services. Cannabis businesses are currently unable to obtain banking services due to the drug’s controlled status at the federal level, forcing those businesses to operate on a cash-only basis and limiting their access to capital and federal financial aid.

The bipartisan Secure and Fair Enforcement Banking (SAFE) Act would allow banks to service cannabis businesses without fear of federal reprisal. But before the bill is signed into law, the Cannabis Regulators of Color Coalition (CRCC) would like lawmakers to ensure it prioritizes social equity. In a paper published by The Ohio State University (OSU), Mortiz College of Law, CRCC outlines 10 social-equity provisions that would make the bill more palatable to lawmakers such as Senate Majority Chuck Schumer who prefer widespread, justice-focused reform.

The CRCC would like the banking bill to call for amendments that would make it necessary for financial institutions to prove that they are compliant with antidiscrimination laws before they can receive cannabis-related protections, for starters. The coalition says that the legislation will require “additional legislative amendments” that directly address the issues associated with equitable and fair access to critical financial services.

If not, the coalition states, small and minority-owned marijuana businesses that already have limited access to banking services and capital will continue to suffer. The CRCC’s paper comes weeks after Senate Majority Leader Chuck Schumer officially filed his long-awaited Cannabis Administration and Opportunity Act (CAOA). Although Schumer and other key players have not supported cannabis banking in the past, they have indicated that they are willing to compromise.

Schumer is currently holding talks with Senator Cory Booker and other key lawmakers regarding a possible compromise package of modest cannabis reforms that would include cannabis banking provisions.

Any reforms, such as allowing financial institutions to work with cannabis industry actors, would go a long way towards easing the environment within which companies such as Advanced Container Technologies Inc. (OTC: ACTX) operate.
