After several delays and much anticipation, Senate Majority Leader Chuck Schumer formally filed his long-awaited cannabis legalization bill alongside Senate Finance Committee chair,  Senator Ron Wyden, and Senator Cory Booker. This bill will legalize cannabis at the federal level and contains social equity provisions that would attempt to address the harms caused by the war on drugs.

Just a day after Schumer filed the Cannabis Administration and Opportunity Act (CAOA), the bill gained two cosponsors, one of them a leading Democratic Senator who praised the legislation but said there was still an urgent need to work on cannabis banking. With the inclusion of Assistant Democratic Leader Patty Murray and Senator Gary Peters as cosponsors, the number of senators signed onto the bill is now five.

In a press release, Murray said that the federal government needs to catch up to Washington state regarding cannabis laws. Washington legalized medical cannabis in 1998 and was the first state to legalize the sale and use of recreational cannabis. She stated that Schumer’s cannabis bill was based on justice, would strengthen the economy and would finally allow the federal government to adapt to the 21st century.

Murray said that the drug war was especially hard on people of color and noted that CAOA was important because it would address the “deeply unfair and unjust” laws that have harmed and marginalized such communities. Furthermore, she stated that the bill would modernize the country’s federal laws and strengthen the economy. Cannabis has proven to be extremely lucrative, with states that have legal recreational markets collecting more than $3.7 billion in taxes in 2021 alone.

The assistant Democratic leader also emphasized the need to address cannabis banking, specifically mentioning the bipartisan Secure and Fair Enforcement (SAFE) Banking Act, a bill that would protect financial institutions that work with cannabis businesses and finally grant those businesses access to much-needed banking services. Although SAFE has passed in the House of Representatives six times, the Senate has rejected the bill each time.

Murray acknowledged that while the reforms included in Schumer’s comprehensive legalization bill are critical, she was still committed to passing the cannabis banking legislation in some form. She said that it makes no legal sense for cannabis businesses to operate on a cash-only basis and that the SAFE banking bill, which she cosponsored, would finally bring the state-legal cannabis industry into the banking system.

However, the SAFE act has little chance of advancing past the Senate. Schumer has stated that he would rather pass comprehensive reform first before passing cannabis banking legislation. Last September, he revealed that he and a group of key senators had agreed not to advance banking reform before federal legalization.

420 with CNW — NY Governor Announces $5m in Grants to Help Community Colleges Train Marijuana Workers

Recently, Gov. Kathy Hochul of New York announced that the state had allocated $5 million to community colleges for the improvement and development of programs and courses meant to help individuals secure jobs in the cannabis industry. Hochul stated that this initiative would help meet the demand for a skilled workforce in the burgeoning industry as well assist the administration in meeting its goal to ensure that there was equity in market opportunities.

The funding initiative will allocate $1 million each to a trio of community colleges in the State University of New York system and the remaining $2 million to one city University of New York community college. Each of these campuses is expected to partner with other community colleges in the state and will act as the marijuana education program lead.

The funds will be used for degree and nondegree eligible programs and courses, as well as stackable micro-credentials and credentials that will be developed to help the local cannabis businesses in the state to find qualified candidates.

In a press release, the governor stated that the state’s new marijuana industry was creating exciting opportunities, noting that the administration would ensure that individuals in the state who wanted careers in the flourishing industry could access the quality training they required to be successful. She added that inclusion and diversity are what made the state of New York a powerful and competitive asset, noting that they would also take steps to ensure that every person had the opportunity to participate in the marijuana industry.

The press release also stated that the selected colleges would serve social equity candidates as defined under the Office of Cannabis Management’s regulations. In addition to this, these institutions will also need to work with local cannabis businesses in their communities to help inform their marijuana curriculum. The Office of Cannabis Management and the Department of Labor in the state will also be required to connect businesses and individuals seeking jobs to these training programs. Once individuals have completed said programs, the Department of Labor will be tasked with assisting them with completing their resumes, preparing for job interviews and promoting career opportunities.

This initiative comes as regulators in the state work to develop and implement rules for the cannabis market, which is set to launch its adult-use marijuana retailers later this year.

For the past couple of decades, America’s solution to the drug crisis has been criminalization. Most pundits agree that this approach has failed spectacularly, ruining millions of lives and indirectly channeling billions of dollars to the criminal enterprises behind the drug trade. The result is a country that largely views drug addiction as a criminal rather than public health issue. According to a top federal health official, the United States will have to overhaul its approach to drugs if it has any chance of reducing the stigma of addiction and putting an end to the substance abuse crisis.

Speaking in a recent blog post, National Institute on Drug Abuse (NIDA) director Nora Volkow said addiction treatment is desperately in need of change, especially in regards to identifying “pre-addiction.” This change would provide people with the resources they need to seek help before they develop addictions.

However, the impact of decades of drug criminalization still rears its ugly head as there is plenty of stigma and fear surrounding misuse disorders and their treatment. Since personal drug use is still criminalized in most states, people who stand to benefit from drug misuse treatment avoid programs that offer such treatments.

Volkow wrote in the blog post that “rebranding mild to moderate substance abuse disorder” as a common pattern of behavior rather than a criminal one could destigmatize substance use while increasing awareness of the negative effects of using drugs. Furthermore, she stressed that interventions for people who meet pre-addiction conditions should be destigmatized to ensure these individuals seek treatment.

She mentioned providing legal protections for people who disclose past or current use of illicit drugs to their doctors. Ideally, such protections would allow patients to talk about drug use without fear of legal reprisals, thus increasing the number of people who seek substance misuse treatment.

Fear of disclosure will remain a significant hindrance to addressing substance misuse as long as drug use is criminalized, Volkow wrote. She has talked about the harms of drug decriminalization on numerous occasions in the past, stating in a 2021 interview that there was no justification for putting people who use illicit drugs in jail.

Volkow also sent a letter with the head of the National Institute of Mental Health to senators arguing that criminalization was making it hard for scientists to research the possible benefits of psychedelics.

420 with CNW — Health Canada Remains Quiet on Timeline for Reviewing Marijuana Law

More than eight months after the Canadian government was supposed to begin a review of Canada’s 2018 adult-use legalization law, authorities have yet to begin the process. Additionally, Health Canada, the department in charge of the country’s national health policy, still hasn’t provided a timeline for reviewing the recreational cannabis law.

This delay has hindered the development of much-needed legislative reforms for the recreational cannabis industry, one industry executive believes. According to Aurora Cannabis senior vice president of global government relations Rick Savone, the legislative review needs to cover a lot before the industry can get the regulations it desperately needs.

However, he says that the government’s inaction means that precious little is getting done from a legislative or regulatory perspective. Savone also acts as the chairman of the Cannabis Council of Canada. The report, which was slated to start by October 2021, should have begun three years after Canada legalized adult-use marijuana.

The Cannabis Act that legalized recreational cannabis in Canada contained a provision requiring a review of the country’s legalization law three years after the law was enacted. When asked if the review had begun earlier this year, Health Canada spokeswoman Tammy Jarbeau declined to offer a specific timeline and stated that preparations for the review were underway.

More than four months later, the department still hasn’t provided a public timeline for the review process, leaving industry players waiting with bated breath. Savone says that most industry players are eagerly waiting to see how the statutory review goes before they can make the moves they need to make. In the meantime, however, he says that their competitors, especially those on the global scale, are steadily gaining market positions.

Stakeholders in Canada’s nascent recreational cannabis industry are anxious to cover issues such as government regulatory fees, potency limits for cannabis-infused edibles, excise taxes, and limitations on advertising and marketing once the review commences. Although the Cannabis Act doesn’t cover all of these issues, stakeholders say those issues still deserve to be addressed.

Fortunately, industry insiders will have a chance to discuss the issues in an upcoming cannabis roundtable that will bring together government officials as well as industry insiders to discuss key issues.

Although Health Canada hasn’t said why it hasn’t started the review, industry sources say there are several reasons behind this delay, including the coronavirus pandemic and the September 2021 snap election followed by the appointment of a new health minister.

The delays in Canada show that it isn’t only American-based companies such as Advanced Container Technologies Inc. (OTC: ACTX), which are being held back by the lack of progress in bringing national policies in line with the available science and the wishes of the people.

420 with CNW — Marijuana Consumption Lounges May Open in Nevada by Year’s End

Adults aged 21 and older in Nevada may soon be able to use cannabis products publicly in cannabis consumption lounges by the end of the year after the Cannabis Compliance Board approved regulations for the consumption sites.

Although Nevada launched the recreational cannabis market back in 2017, the state only allows adults to consume the substance in private homes. This is despite the fact that Nevada’s cannabis industry has been a big draw for tourists, with plenty of visitors coming from out of state to sample products from cannabis retailers in Las Vegas. The result is that tourists are allowed to buy recreational cannabis, but they often have no place where they can consume it legally, especially if they aren’t friends with a local resident.

Last year, Nevada lawmakers approved a bill that legalized safe consumption sites and created two types of licenses for these establishments. Retail cannabis consumption lounges will involve retailers selling cannabis products for onsite consumption while independent cannabis consumption lounges will act as standalone lounges that sell ready-to-consume and single-serving cannabis products.

Regulators from the Cannabis Compliance Board overwhelmingly approved the new consumption site rules set forth by last year’s legalization bill in a recent board meeting.

Nevada Governor Steve Sisolak said that Nevada was giving the cannabis industry priority while protecting its citizens and diversifying the economy. A big supporter of Nevada’s cannabis consumption lounge law, Sisolak said that the law would finally provide a place for tourists to legally consume recreational cannabis. He wrote in an op-ed that Nevada would approach consumption lounges in an entirely different way compared to other states, making the lounges all-around entertainment shops that offer food, beverages and other entertainment options.

Tyler Klimas, the executive director of the state Cannabis Control Board, believes that Nevada’s cannabis social consumption rules are the most robust in the country. He stated that lounges for cannabis will be run more like bars where customers buy single-use products and consume them onsite rather than having to bring their own cannabis goods.

The new rules require that all consumption is carried out in private, with activities such as smoking and vaping taking place in a room that’s separate from the lounge. That said, customers will not be allowed to take single-use products off site. Furthermore, cannabis consumption lounges will also have the option to prohibit smoking and vaping if they wish, and they will be required to provide their guests with free water.

420 with CNW — Federal Agency Funds Project to Develop 3D-Printed, Hemp-Based Building Material

Long before prohibitionist policies outlawed the cultivation, processing and sale of hemp, the plant had a wide range of functional uses, including being one of the most common fabric materials on the globe. Now that territories around the world are loosening their policies and launching hemp programs, more companies are hoping to take advantage of hemp’s many uses. One of the most interesting hemp applications has been using it as a building material called hempcrete.

Hempcrete is developed by mixing hemp turd with water and lime. The material only weighs a fraction of regular concrete, has a low carbon footprint as well as great moisture handling and resistance properties, and is fire resistant. A federal agency has now kickstarted a pilot project that would see researchers develop hempcrete using 3D-printing technology in an effort to create affordable housing.

The Department of Energy has provided Texas A&M University with $3.47 million in funding via its Advanced Research Projects Agency-Energy (ARPA-E) Harnessing Emissions into Structures Taking Inputs from the Atmosphere (HESTIA) program. The engineering department from A&M notes that hempcrete is a lightweight and durable alternative to conventional building materials.

The department also mentioned hempcrete’s relatively low carbon footprint. Lead researcher and assistant professor P. Sideris said that the hemp-based building material is a net carbon-negative material unlike regular building materials such as concrete whose production consumes a lot of energy and emits significant carbon dioxide into the atmosphere. The Global Concrete & Cement Association estimates that each ton of cement emits around half a ton of carbon dioxide.

Furthermore, the World Steel Association estimates that producing a ton of steel results in 1.85 tons of carbon emissions, with steel production being responsible for a whopping 8% of CO2 emissions.

Sideris states that hempcrete has excellent thermal insulating and fire-resistance properties that could allow homeowners to reduce their heating and energy costs. This federally funded research will help the United States maintain its global position as a developer of advanced construction techniques, infrastructure sustainability and resilient technologies, he said.

An assistant professor in the Zachry Department of Civil & Environmental Engineering, Sideris will lead the research team in developing potential designs for commercial and residential properties. His team is rounded out by Zachary Grasley, a head of department and professor, assistant professor Maria Koliou, associate professor Manish Dixit, and Texas A&M College of Architecture professor Wei Yan.

The Department of Energy has also sponsored a separate project on the development of hemp fiber insulation.

As more of these studies receive federal funding, the proliferation of cannabis and other crop-cultivation technologies, such as the micro gardens pioneered by Advanced Container Technologies Inc. (OTC: ACTX), is likely to increase as more uses of various cannabis species are found.
