Zhibin Liang, a Glenn Postdoctoral fellow at the Cellular Neurobiology Laboratory and the Paul F. Glenn Center for Biology of Aging Research at Salk Institute for Biological Studies recently discussed cannabis’ potential to treat aging and Alzheimer’s related symptoms.

Speaking at the Being Patient’s LiveTalk series, he said that medical cannabis is an emerging research field, with the bulk of research being done on THC and CBD. He states that his team chose to research CBN’s neuroprotective abilities because they wanted to focus on a minor, nonpsychoactive phytocannabinoid.

Liang and his team targeted the mitochondria in brain cells because they tend to become inefficient as people age and cause oxidative stress in the brain cells. This leads to the accumulation of oxidized proteins in the aging brain cells and can cause neurodegenerative diseases such as Alzheimer’s, Parkinson’s diseasefrontotemporal dementia and Huntington’s disease.

The researchers found that cannabinol interacts with mitochondria in the brain cells, helping them maintain their function and effectiveness. This in turn limits mitochondria dysfunction, reduces the levels of oxidative stress in the brain cells and increases the production of adenosine triphosphate (ATP) in brain cells without affecting the CB1 and CB2 receptors in the brain. Low ATP production in the brain cells is associated with increased oxidative stress and is a major factor in the development of neurodegenerative diseases.

This research shows that cannabinol does have the potential to protect the brain against the effects of aging and keep diseases such as Alzheimer’s at bay without any psychoactive effects. Liang’s team is now moving on to preclinical models using mice models of aging and Alzheimer’s to see if they can reproduce CBN’s neuroprotective effects in an animal model.

Two members of Congress have revealed that high-level legislators are discussing putting together a package of cannabis proposals that could be enacted in a marijuana omnibus law this year. Furthermore, sources have revealed that these discussions cover a wide range of issues, not just the expungement and cannabis banking reforms that have been the crux of cannabis discussion in recent times.

The two Congressmen revealed that the discussions involve incremental reform and comprehensive cannabis legalization. Those in the know say that these discussions have the potential to result in actionable, bipartisan cannabis policy, a feat that has eluded Congress for decades.

Sources say legislators have discussed adding standalone language from cannabis bills that deal with issues such as research expansion, lack of veteran access to medical cannabis, drug-sentencing reform and granting the cannabis industry access to Small Business Administration (SBA) loan programs.

Senate Majority Leader Chuck Schumer, an outspoken supporter of cannabis reform, has been working on a broad cannabis legalization bill with his colleagues for the past couple of months and has regularly asked for input on the Cannabis Administration and Opportunity Act (CAOA). He is sponsoring the comprehensive legalization bill with Senate Finance Committee Chair Ron Wyden and Senator Cory Booker and is expected to officially file it this month after several delays.

News of the bipartisan cannabis package was first revealed by Representatives Dave Joyce and Ed Perlmutter during an International Cannabis Bar Conference. Perlmutter stated that his Secure and Fair Enforcement (SAFE) Banking Act would also be a part of the package.

He noted that members of Congress have been also interested in Joyce’s Harnessing Opportunities by Pursuing Expungement (HOPE) Act, which would provide local and state incentives to encourage the expungement of prior cannabis-related offenses, and proposals to expand cannabis research and grant war veterans access to medical marijuana.

Sources involved in the negotiations say that expungements, banking, veterans and research are just part of what is being discussed. However, they said that negotiations are still tentative and legislators haven’t yet reached a consensus.

One hot topic that is sure to be discussed is the industry’s lack of access to SBA loans and entrepreneurial programs. Even though cannabis businesses pay billions of dollars in taxes, federal law prohibits them from accessing any SBA programs.

Senator Jacky Rosen recently sent a letter to the head of the Small Business Administration urging the agency to expand access to businesses in the state-legal cannabis sector.

420 with CNW — Senator Asks Congress to Allow Cannabis Businesses to Access Business Loans

America’s cannabis industry exists in a sort of limbo. Although dozens of states now allow the cultivation and sale of cannabis to adults aged 21 and older, federal law still outlaws the plant and considers it a Schedule I controlled drug.

This means that even though licensed cannabis businesses are seen as legal commercial enterprises by many states, they cannot access many of the services other industries enjoy. One such service is benefits and grants from the federal government. Cannabis businesses felt this most acutely during the coronavirus pandemic when the national government deployed aid funds to businesses through the federal Small Business Administration (SBA) loans program, but federal law prevented the cannabis companies from accessing much-needed funds.

Senator Jacky Rosen is now requesting that marijuana businesses be granted access to SBA loans as well as other federal resources via an impending spending bill. A persistent supporter of the cannabis industry’s right to access SBA resources without any restrictions, the senator sent a letter to the Senate Appropriations Committee. She requested that language preventing the SBA from denying small cannabis businesses federal loans be added to the Financial Services and General Government Related Agencies Appropriations Bill for fiscal year 2023.

This language would allow state-legal cannabis businesses to access loans from the Disaster Assistance Program, Microloan Program, Loan Guarantee Program and the 504/Certified Development Company Loan Program. The letter also requests that state-legal cannabis businesses be allowed to participate in the Small Business Administration’s entrepreneurial development programs.

The Nevada senator noted that states are now seeing billions of dollars’ worth of cannabis sales and the numbers are expected to rise as even more states move to legalize either recreational or medical cannabis in 2022.

But despite the fact that the cannabis businesses pay billions of dollars in taxes, SBA policy currently excludes businesses that directly or indirectly deal with cannabis from its entrepreneurial development and loan programs. This locks out cannabis businesses as well as enterprises outside the industry that choose to take advantage of the extremely profitable cannabis industry.

Rosen also raised the issue last year during a Senate Small Business and Entrepreneurship Committee hearing during which SBA administrator Isabel Guzman said she would look into granting cannabis businesses access to SBA loans.

Last July, Rosen and nine other senators penned a letter to the leadership of the Senate Appropriations Committee requesting that marijuana businesses be allowed to access federal Small Business Administration loans.

If access to this funding is granted, the sector would grow more steadily and more companies as well as individuals may be interested in giving advanced cultivation equipment such as the grow containers made by Advanced Container Technologies Inc. (OTC: ACTX) and similar companies a try.

Cannabis may be colloquially known as weed, but the truth is that cultivating a batch of healthy and profitable cannabis plants requires plenty of care and attention to detail. A fickle plant in many ways, cannabis often gives cultivators a hard time, especially if those cultivators are commercial growers with large scale cultivations.

One major issue that plagues commercial growers and has the potential to reduce their yield is pollination. Cannabis is dioecious, which means it produces male and female flowers on separate plants. Once female plants are pollinated, the quantity and quality of their yield is reduced significantly.

As such, the cannabis industry has come to revere seedless varieties that do not produce seeds. A special strain dubbed cannabis sinsemilla, which is Spanish for “without seeds,” was created in the 1970s by separating female plants from their pollen-producing male counterparts.

Triploid cannabis strains are the next stage in the industry’s quest for seedless cannabis varieties. Normally, cannabis plants are diploid, meaning they have 10 pairs of chromosomes. Research in recent years has revealed that cannabis can also have four copies (tetraploid) and eight copies (octoploid). Scientists also managed to develop cannabis plants with triploid expression by crossing a diploid plant with a tetraploid.

With most of the market placing a higher value on seedless cannabis varieties, strains such as triploid cannabis are poised to become the industry standard as they have a significant advantage over seeded varieties. Although cannabis sinsemilla is seedless, it is still sensitive to pollen. If there are any males within your plants, they can pollinate the female and significantly reduce your yield.

Even if you manage to weed out every male, your female plants will still be sensitive to pollen from cross-pollination. Triploid varieties avoid this pitfall by being insensitive to pollen; in addition, they will not produce seeds even if they are pollinated, meaning growers don’t have to spend time and resources separating the males from the females or worrying about cross pollination.

By investing in triploid varieties rather than cannabis sinsemilla, growers can reduce the risk of cross-pollination by nearly 100%, allowing them to maximize their yields and scale up their production without having to deal with crop losses. Seedless strains that are not sensitive to pollination also provide an opportunity to cut down on labor costs because there will be no need to keep males and females separated.

Large-scale cannabis operations stand to benefit a great deal from seedless cannabis varieties. Companies such as Dark Heart Industries are already working to perfect triploid strains that are insensitive to pollination. Chris Alexander, the office’s executive director, also revealed that the office had launched a campaign to inform residents in the state about how they could safely use marijuana, where they could legally use it and who could purchase it.

Alexander stated that the office was airing advertisements from this campaign on billboards in the state, on broadcast television and on a number of social media platforms. He noted, however, that the office was not allowed to air the advertisements on TikTok. He explained that the cannabis management office hopes that it could be permitted to run public health campaigns on cannabis, which are similar to the ads run by the state’s Department of Health on this particular platform. He added that TikTok was a valuable asset when it came to advertising because the application has more than a billion users.

Over 70% of TikTok users are aged between 18 and 34, which may assist regulators in straightening out any misinformation on who is allowed to purchase or possess cannabis when retailers launch their businesses later in the year. Currently, individuals aged 21 and above will be allowed to use, possess and purchase marijuana under the state’s legal adult-use market.

Allowing cannabis regulators to run ads on the platform would offer information to underage individuals on the effects of cannabis use at a young age while also delivering the message that it’s both illegal and unsafe to drive while impaired by marijuana.

The relationship between cannabis regulators, influencers and businesses and social media companies has been inconsistent and complicated amid the movement to legalize the herb. For instance, advocacy groups, state-legal marijuana businesses and government entities such as the California Bureau of Cannabis Control have accused Facebook of shadow banning them, which prevents their profile pages from coming up during a search.

This same issue has also been highlighted on Instagram, which is owned by Facebook, with some individuals revealing that their accounts were deleted on the application over cannabis-related content.

The continued ban of cannabis advertising by these platforms in state-legal markets denies duly licensed ancillary companies such as Advanced Container Technologies Inc. (OTC: ACTX) from accessing a large pool of their potential clients who are active on those social media platforms.

420 with CNW — Cannabis MSOs Hire Prominent Law Firm to Sue Federal Government

Some cannabis firms and stakeholders have joined forces to take the U.S. federal government to court because of policies that they consider to be violate the constitution. They hope to triumph over these prohibition policies, which they argue have impeded their operations. Boies Schiller Flexner LLP will represent the multistate operators’ coalition in court.

David Boies, chairman of the selected law firm, has been involved in a number of high-profile federal cases. The firm’s clientele list has included former U.S. vice president Al Gore and the Justice Department as well as the plaintiffs during the case that led to reversing the ban of same-sex marriages in the state of California.

In a recent interview, Ascend Wellness Holdings CEO and founder Abner Kurtin stated that the suits were an undertaking involving the entire cannabis industry and included one suit which would challenge the 280E provision that hinders the marijuana industry from receiving tax deductions which other companies can take. Another suit is focused on preventing the federal government from impeding marijuana commerce across state borders.

TerrAscend and Curaleaf as well as the American Trade Association of Cannabis and Hemp (ATACH) are some of the prospective supporters of this initiative. ATACH President Michael Bronstein stated in an interview that the group believed that the Internal Revenue Code’s 280E provision and the Controlled Substances Act weren’t being properly applied to legitimate businesses. While he didn’t reveal that ATACH was involved in the ongoing litigation effort, Bronstein did add that the organization was focused on continuing to explore and assess the possible legal options.

The organizations plan to file a pair of lawsuits in federal district court, one of which will call into question the Controlled Substances Act’s constitutionality, and the other, which will take aim at the Internal Revenue Code. The Internal Revenue Code doesn’t allow marijuana businesses to claim federal tax deductions because they are considered to be trafficking in controlled substances.

This IRS issue being resolved could allow marijuana companies that haven’t been able to access federal tax relief to amend their prior tax returns and take deductions.

If the challenge to the status of cannabis under the Controlled Substances Act is successful, this may afford marijuana businesses access to both major stock exchanges and the banking system. Currently, cannabis businesses are operating mostly on a cash-only basis, which makes them targets of crime. This comes as advocates, congressional legislators and state officials have been calling for the SAFE Banking Act to be approved.

At this point, however, it is yet to be determined which federal district courts the suits will be filed in. Plant-touching and ancillary companies such as Advanced Container Technologies Inc.
