420 with CNW – Four Northeastern Governors Meet to Plan Marijuana Legalization

On Thursday, governors representing Northeastern states met at a marijuana summit where they came up with a marijuana legalization plan which they plan to pursue in the year 2020.

The summit was organized by the governor of New York, Andrew Cuomo, and Connecticut Governor, Ned Lamont. In attendance were New Jersey Governor, Phil Murphy, and Pennsylvania Governor, Tom Wolf as well as representatives from Colorado, Massachusetts, and Rhode Island.

In his opening statements, Cuomo said that forming a legalization plan is essential. He also said that coming up with a marijuana legalization plan is challenging, complicated, controversial, and consequential, which all have to be addressed in the state of New York and the neighboring states. He said that it is consequential because if done wrong, it can cause much harm while all they want is, to do right.

The summit is divided into five sessions, which include vaping and related issues, consequences of cannabis on the health of the public, the safety of the people, market regulations, and issues of social justice and marijuana best practices.

Cuomo said that while it is a challenge for all of them, they have the desire to do it right for the people of New York and the surrounding states because if done wrong, it would cause much harm to the people and the states.

Governor Lamont, during a session last month, said that working together with the other states, such as New Jersey and Pennsylvania, ensures that they are doing it on a standardized, well-regulated basis while ensuring the safety of the public. He added that working together makes them stronger.

During the sessions, the governors agreed on an ideal tax system for marijuana, and certain limitations should be imposed on licensing to ensure a fair and competitive market. The tax system is meant to curb the surge in consumption.

The system will also include social equity initiatives, which will ensure that those affected by the prohibition of cannabis such as the inclusion of small and diverse businesses in the cannabis industry are granted access, said the officials.

The system also aims at implementing social justice reforms in connection to cannabis policy, such as expediting pardons and waiving fees for people convicted for possession or consumption of marijuana.

To promote public health, the governors agreed on restricting methods of consumption and advertising. Advertisement targeting the youths should be banned and strict fines on those found selling weed to under 21 will be imposed. Also, campaigns educating the youth on the health and safety consequences of marijuana use will be conducted.

The governors also agreed that law enforcement officers should be trained in recognition of impaired driving to ensure public safety.

Regulations on vaping products were set, which banned flavored cartridges, prevented the use of adulterants, and issued a requirement for labeling, as well as the prohibition of selling vaping products to people under 21.

The Governor of Rhode Island, Gina Raimondo, said that the principles they have all agreed on would help them tackle some of the challenging issues facing their states such as social injustices, public safety, the illicit cannabis market, and vaping-related illnesses.

420 with CNW – California Marijuana Industry Workers Move to Unionize

California has made it easy for weed workers to join labor unions after Governor Gavin Newsom on Friday signed into law a bill that requires all cannabis stores that have 20 employees or more to enter into labor peace agreements.

California is the second state (after New York) to issue a requirement for licensed weed shops to enter into a peace deal with the labor union whereby they promise not to stop their employees from joining a union. This agreement will discourage workers from organizing labor strikes against the company.

In recent years, there has been an increased number of states decriminalizing marijuana, and this has prompted labor unions to push for these agreements. The labor union goal is to make sure that the 6 billion dollar industry does not take advantage of their workers who, instead of being paid proper wages, are paid below the minimum wage.

According to the United Food and Commercial Workers International Union (UFCW), the push for the agreements is a way for workers to form a labor union and boost their membership. When the cannabis workers are unionized, they can negotiate for better pay, annual pay rises, and health insurance coverage. UFCW is responsible for organizing marijuana workers in the U.S since 2011.

After voters approved the ballot measure for the legalization of recreational marijuana sales in 2016, California issued a requirement for all weed shops to sign the labor peace deal. However, the downside to this requirement was that the law did not include how the agreement would be enforced, nor the deadline for signing the contract by the marijuana businesses.

According to the new law signed on Friday, businesses are given a maximum of 60 days to sign the labor peace deal; if not, the employee can file a complaint with the state’s labor regulators.

A California Assembly member, Reggie Jones-Sawyer said that the signed law would help employees with clear information on when the employer is not complying with the law and when they should file a complaint.

The labor strategy being used by the emerging marijuana industry was once used to organize shipyard workers and casino employees.

Each labor deal varies from company to company, but the similarities are; the managers agree not to stop workers from joining unions, provide contact information of labor organizers to employees and give unions access to the workplace to meet with the employees. Meanwhile, the unions agree not to incite employees to go on a strike and not to say negative things about the employers to the workers.

When a marijuana company advertises the unionizing of its employees, it means that the business is a legal entity. 420 with CNW – Marijuana Will be Legalized this Month, Says Mexican Senate Leader

According to the Senate leader of Mexico’s ruling party, by the end of this month, the lawmakers will vote on a bill for the legalization of recreational marijuana in the country.

Senator Ricardo Monreal of the MORENA Party said that despite the numerous pieces of legalization bills already on the table, his chamber is almost through developing a new bill which will be a product of many weeks of public forums and open-session discussions. Invited to weigh in on the bill are the chamber of deputies and the other half of Mexico’s legislature.

Monreal further added that the Senate plans on bringing out and approving the bill into law at the end of October.

In 2018, the Supreme Court ruled that the government should end the unconstitutional ban on possession, cultivation and consumption of marijuana and to legalize the substance by the end of October 2019. The lawmakers are hoping to meet the Supreme Court deadline of terminating federal prohibition of cannabis. The majority of the lawmakers are urging the country to go further and legally regulate marijuana production and sale.

In recent weeks, the Senate has been holding a series of events to get public input on legalization proposals as well as advice from experts. For instance, in one of the events, a former White House drug czar spoke of about the importance of stringent regulations in the legal cannabis market.

On Monday, another forum on international marijuana markets was held in the chamber.

Last week the coordinator of the MORENA Party’s bench in the Chamber of Deputies, Mario Delgado Carrillo, filed legislation to legalize and regulate marijuana. Moreover, to prevent large marijuana corporations from monopolizing the sector, he proposed for the markets to be controlled by the government. However, the president, Andres Manuel Lopez Obrador and Montreal are not in favor of a government-controlled marijuana program. Carrillo later said that the bill was drafted to reflect his personal preferences, but Monreal suggested adding several of his ideas in the proposed legislation.

In September, Senator Julio Menchaca Salazar, a member of the MORENA party introduced a bill in the Senate that would legalize marijuana through a state-controlled system.

According to Monreal, the senate is trying to make the best law possible by engaging in countless debates on the legalization of marijuana for personal use. He added that the Senate is going to invite the deputies in the remaining discussions.

420 with CNW – Lower Doses of Marijuana may be more Effective in Improving Libido

Weed budtenders’ advice to new marijuana users is to start slow and go slow on marijuana. This ensures that they do not overdose and they are responsible for their usage. The budtenders’ mantra is the topic of discussion in a new paper that reviews currents studies on sex and how it is affected by marijuana consumption.

Research on the effects of marijuana have been taking place over the years,  and according to the review authors, most of the studies suggest that desire is affected by the level of dosage. The studies indicate that consuming lower doses of marijuana improves your desire. However, when consumers indulged in high doses, their longing decreased or wasn’t affected by the weed.

Researches on the effects of marijuana support the view that cannabis positively affects sexual desire as it results in heightened libido and better orgasms, but, due to legal restrictions, quality studies on cannabis are few. The authors also analyze what the current studies show about the effect of cannabinoid on female sexual longing; and published their findings in this month’s edition of Sexual Medicine Review.

According to the review, most of the studies concluded that marijuana has a positive effect on animal and human sexual pleasure. Use of marijuana during or before sex helps by increasing sexual desire, and brings prolonged and better orgasms. Of all the studies analyzed and reviewed, only one study showed that marijuana inhibits orgasm. This is because the research was focused on the adverse effects of cannabis instead of the general function.

The review authors analyzed 12 studies on human beings and eight studies on animals that were published in the years 1970-2019.

In their review involving animals, they found that when THC was administered to female hamsters with high levels of oestrogen, their desire to mate was heightened and the likelihood of approaching male hamsters for mating was high. This was not observed in Hamsters that were not given THC.

In another study, rats with detectable levels of oestrogen and progesterone were given THC, which enhances lordosis. Lordosis is a position where the rat is arching its back down. Lordosis is used to assess sexual motivation in female rats. When high doses of THC were administered in the rats, their longing was reduced. Other products of marijuana used were endocannabinoid receptor agonists and antagonists. These included anandamide and SR141716. When rats were given anandamide, their desire to mate was increased,  but when they were given SR141716, their desire reduced.

Their analysis of studies involving human beings found that more women experienced increased desire than men when they consumed weed. In 1974, a study involving college students found that 57.8% of the women experience increased desire while 39.1% represented the male students. The same study also suggested that the longing was dependent on the amount of marijuana consumed. When they smoked one joint, their desire increased, but when they consumed more, the desire lessened. The lessened longing is associated with the sleeping effect of marijuana.

A study carried out in India and Nepal had the same findings, where the amount of marijuana consumed affects sex. It also concluded that frequent consumption of weed increased the probability of experiencing satisfactory orgasms.

In conclusion, the review authors wrote that it is important to understand how women’s sexual longing is affected by cannabinoids because it would help in developing better therapeutic options and better understand female sexual functioning. The analysis was more dependent on rodent research and questionnaires since human studies do not indicate the exact dosage or time.

420 with CNW – Radio Frequency Technology Tweaked to Protect Marijuana Quality

Food safety companies have for long used radio frequency technology to disinfect food. Now this technology is being adopted by the marijuana industry in order to kill pathogens like mold and mildew while maintaining the quality of the marijuana.

The existing methods that were the staple in the industry all came with their own challenges, and this new technique addresses all those shortcomings.

For example, many companies use autoclave technology to disinfect marijuana. This method uses a lot of heat, pressure and steam to sterilize marijuana. While the method is effective, it also alters the taste, smell and color of marijuana. These changes make the marijuana less desirable.

Irradiation can also be used to sterilize marijuana, and this option is widespread in Canada. While effective, the method comes with serious challenges. For example, the cobalt 60 ionizing process creates carcinogens in the marijuana, and cannabis producers cannot conduct this process on their farms or processing facilities.

Hydrogen peroxide can also be used to kill pathogens. However, this only works for the pathogens on the surface of the marijuana. Hydrogen peroxide also triggers oxidation, and this results in burnt marijuana that is devoid of terpenes.

Growers can also opt for extraction in order to deal with a mold and mildew problem. While this method is effective, it converts marijuana into concentrates, and these fetch a lower price on the market yet growers want to sell marijuana flower.

As you can see, all the options above don’t pass all the necessary tests of scalability, cost-effectiveness, safety and being chemical-free. This is where the radio frequency (RF) method trounces them all.

RF equipment works by exciting the water molecules present in marijuana. The friction generated as the water molecules are excited generates heat. The equipment monitors this heat and turns off when it reaches a certain threshold.

The heat created kills all the pathogens in the substance that is being sterilized without compromising the quality of the product.

Ziel, a food and marijuana safety company, pioneered this method of killing pathogens in marijuana. Arthur de Cordova, the managing director of the company, says that they branched out into the marijuana space after a young man approached them during an expo in California and asked them to look into killing mold and mildew in marijuana since Diel specializes in sterilizing food.

420 with CNW – Tech Nonprofit Targets Aiding the Expungement of Quarter a Million Marijuana Convictions

Code for America, a nonprofit technology organization, has developed technology which could help to clear the marijuana conviction records of up to 250,000 people across the U.S. The software is currently being used in California and it will be rolled out to other states where expungement laws have been enacted.

Code for America created an application called Clear My Record. This app makes it easy for the authorities to identify the cases that qualify for California’s 2016 law that defines which convictions can be expunged.

When the app was first developed, it was tested in five counties in California. At the end of the pilot project, Code for America implemented a number of updates to its application. One of the updates is the inclusion of an “Implementation Blueprint” which gives prosecutors an easy step-by-step guide to help in the processing of automatic expungements.

The second update makes the app usable throughout the state of California, and Code for America made an announcement to this effect on Thursday last week.

The state Department of Justice estimates that about 220,000 people in California qualify to have their past marijuana convictions expunged, so the app will come in handy in identifying those people and getting the expungement process rolling.

While making the announcement of the state-wide expansion of the app, Jennifer Pahlka, the founder of Code for America, said she was excited to make it possible for the state government to make good on its promise to expunge qualifying marijuana convictions so that the beneficiaries can get housing, jobs and other opportunities they couldn’t get due to the marijuana convictions on their records.

The pilot project helped prosecutors to identify about 75,000 potential beneficiaries of the expungement law and the first county to use the updated app will be Yolo County.

The website of the app allows state government officials to enter their information so that they can gain access to the free application. The technology then analyzes the data available on convictions and who is eligible before picking the files that are then forwarded to the court system so that the records can be expunged.

Code for America was motivated to do what they do because they noticed that the existing records in the court system were not designed for the digital age, and this makes it not only time-consuming and tedious but also confusing for the people who must individually apply to the courts to have their records expunged under the law. Code for America decided to simplify this process, and the app was the result of that intention.

Clear My Record is already expanding its reach as the nonprofit revealed that it had partnered with Cook County in Illinois to make use of the app in processing expungements in accordance with the law signed by Gov. Pritzker in June.

420 with CNW – New Industry-Backed Cannabis Legalization Measure Announced in Florida

A multi-state medical marijuana dispensary chain is behind the latest measure which has been filed to legalize recreational marijuana in Florida. This measure was filed on Aug. 6.

The 2020 ballot measure was a filed by Make It Legal Florida, a political committee registered at the beginning of this month. The chair of this committee is the government affairs director of MedMen, a medical marijuana dispensary with operations in Florida and several other states.

Under this proposal, it would be legal to possess, use and transport up to a maximum of 2.5 ounces of recreational marijuana as long as one is at least 21 years old. The measure also recommends that medical marijuana dispensaries in the state can sell marijuana for adult recreational use.

Make It Legal Florida didn’t include the home cultivation of marijuana in its measure, and there was no mention of whether retail shops could be licensed for the sole purpose of selling recreational marijuana.

If this measure gets voter approval during the 2020 election, recreational marijuana will have to be packaged in child-proof materials and will be clearly labeled. No adverts targeting people who are less than 21 will be permitted.

The subject of home cultivation is a touchy one for the industry because there were angry outbursts in response to reports that an association of medical cannabis companies, including MedMen, wrote to Governor Cuomo of New York earlier this year urging the state to reject home cultivation clauses in any legalization law.

A spokesperson for Make It Legal Florida revealed that the measure was being reviewed by the relevant department of the state and the group would announce the next steps once the language of the measure is approved.

At the moment, it isn’t clear to what extent MedMen is running or funding this initiative which will require 766,200 voter signatures if it is to appear on the ballot. Once on the ballot, a minimum of 60 percent of the voters who turn out has to approve the ballot measure before a constitutional amendment can be effected.

Make it Legal Florida has the support of personal injury lawyer John Morgan who was heavily involved in the campaign to legalize medical marijuana in the state. MedMen is also reportedly involved in another measure to put recreational marijuana on the Arizona ballot in 2020.

Industry experts are convinced that cannabis industry actors like Canopy Rivers Inc. (TSX.V: RIV) (OTC: CNPOF) and Chemistree Technology Inc. (CSE: CHM) (OTCQB: CHMJF) would be more comfortable if all the forces working for the legalization of recreational marijuana in Florida rally behind one measure instead of spreading their efforts and resources.
