420 with CNW – Study Finds Vaping Related Lung Injuries Were Few in States with Legal Marijuana

From August to November 2019, the nation was rocked with a crisis. Over 2,200 individuals were affected by e-cigarette or vaping, product use associated lung injury (EVALI), with over 47 individuals dying in 25 states. And with the growing popularity of vaping as a safe alternative to smoking, the crisis left the cannabis industry in quite a precarious position.

While the crisis provided the anti-marijuana movement with ammunition against the nascent industry, marijuana reform advocates claimed that most of the cases were in states where marijuana was illegal. And according to a study published in an American Medical Association Journal, it seems they may have been right.

After analyzing the Centers for Disease Control and Prevention Data (CDC) on EVALI cases, researchers found that people in states where recreational marijuana is legal were significantly less likely to experience vaping related injuries than those in states where recreational marijuana is illegal.

The crisis was traced back to contaminated vaping cartridges, and people were more likely to find such defective vapes on the black market, compared to retail stores that sell tested and approved products. Published by the JAMA Network Open, the research letter shows that states with recreational marijuana shops had 1.7 EVALI cases per 1 million people while states without had 8.1 cases per I million people.

“The data suggests that EVALI cases were concentrated in states where consumers do not have legal access to recreational marijuana dispensaries. This association was not driven by state-level differences in e-cigarette use, and EVALI case rates were not associated with state-level prevalence of e-cigarette use. One possible inference is that the presence of legal markets for marijuana has helped mitigate or may be protective against EVALI.”

The researchers surmised that it is “possible that people in recreational states tend to purchase marijuana products at legal dispensaries, which may be less likely to sell the contaminated products that are thought to cause EVALI.”

This proves the theory that many industry stakeholders and observers have put forth: legalization is a great way to set quality control standards and ultimately, safeguard public health.

“It appears states that have legal access to marijuana have lower rates of EVALI cases which is consistent with the hypothesis that people have demand for marijuana products, and in states where they don’t have access to them in this regulatory fashion, they end up purchasing them elsewhere,” says study co-author Alex Hollingsworth.

420 with CNW – Marijuana Prices Soar in Spain Due to COVID-19

Of the over 800,000 confirmed Coronavirus cases in the world, at least 100,000 are from Spain. The country has lost a little over 9,000 patients, and understandably, it has gone into lockdown mode to reduce the spread of the virus. This, coupled with regular hand washing and social distancing is the best way to prevent new infections.

However, the economic impact of the lockdown has been immense. With all but the most essential businesses closed and a large number of people currently unable to work, the economy has been in a steady decline. The situation has also resulted in a spike in marijuana prices in Spain, with hashish and cannabis selling at two or even three times their original price.

Ten days ago, a gram of marijuana would have cost a Spaniard $5.46 or $6.56, but now one would have to fork over $10.93 or even $16.39 for the same amount of cannabis. With all but the most essential supply lines shut down, moving marijuana has become difficult. In fact, the Civil Guard thwarted their shipments on Malaga’s beaches within the last nine days, further exacerbating the situation.

According to police sources, drug trafficking numbers are down due to the lockdown. “Before, there were many young people in the street selling. Now, obviously, you can’t see them,” says one policeman.

“It makes sense that the prices of narcotic substances go up. Police pressure is high and it’s no longer normal for certain people to walk the streets, or for certain vehicles to move at night. The priority is to guarantee what is established in the royal decree, so there is a lot of pressure on movements and a lot of paperwork,” he adds.

The fact that individuals who don’t comply with the Coronavirus-related directives are at risk of a €100 fine or up to one year prison time, on top of the fines for marijuana possession, is a big deterrent.

To avoid detection, sellers have come up with creative ways to sell marijuana. These include quick meetings in supermarket parking lots and for those who are extra careful, the seller hides the marijuana at an agreed-upon spot and gets paid by mobile phone. “This way you keep the security distance without problems because people get their supplies and don’t have to go out so many times,” says one salesman.

“The logic is the same as in supermarket shopping: buy more to go less,” he says.

420 with CNW – Federal Agency Says Cannabis Businesses Aren’t Eligible for COVID-19 Disaster Relief

Marijuana businesses have been left between a rock and a hard place after the federal Small Business Administration (SBA) stated on Monday that marijuana companies aren’t eligible for relief to help cushion them against the Coronavirus pandemic.

Since the novel Coronavirus first appeared in Wuhan, China late last year, there have been over 450,000 confirmed cases and 21,000 deaths worldwide. Experts say that if the virus keeps spreading unabated, up to 70% of the world’s population might be infected before it runs its course. Understandably, countries have started implementing lockdown procedures to curb the spread of the disease.

This includes shutting down all but the most essential businesses, self-isolating, and personal distancing whenever you have to go out. And while these measures are essential during the pandemic, they have wreaked and will continue to wreak havoc on the economy. To help alleviate this, businesses meeting certain conditions will have access to disaster relief to help cushion the blow.

The marijuana industry, however, isn’t so lucky. Although several states have allowed marijuana within their borders, it still remains illegal at the federal level, and this denies it access to aid opportunities by federal agencies like the SBA.

“With the exception of businesses that produce or sell hemp and hemp-derived products that were federally legalized under the 2018 Farm Bill, marijuana-related businesses are not eligible for SBA-funded services,” stated a post by the agency’s Northwest branch in response to a tweet from a cannabis business owner inquiring about cannabis’ eligibility.

The SBA encouraged him to explore relief options provided by local or state agencies, stating that “even though federal law prohibits the SBA from providing direct assistance, there are great resources for small businesses from state and local sources.”

Carol Chastang, SBA public affairs specialist last week told the Cannabis Business Times that “because federal law prohibits the sale and distribution of cannabis, the SBA does not provide financial assistance to businesses that are illegal under federal law.” She goes on to say that businesses that aren’t eligible include marijuana growers and dispensaries and businesses that sell cannabis products, even if they are legal under state law.

This comes after a coalition of marijuana industry trade groups including the National Cannabis Industry Association National Cannabis Roundtable and the Cannabis Trade Federation signed a joint letter urging lawmakers to allow cannabis businesses access to disaster relief.

“The ineligibility of cannabis businesses for disaster relief assistance loans is especially inequitable given that these same businesses are required to comply with other Coronavirus related measures such as paid sick leave coverage,” state the letter in part.

“We are not seeking special treatment for state-legal cannabis businesses. We only seek to have them treated on an equal level as all other job-generating, tax-paying companies in this country.”
