Cannabis reform is sweeping across the globe and undoing decades of prohibition. While the West has been the leader in cannabis legislation, the movement hasn’t been constrained to America, Canada and European nations. In Asia, Thailand entered the history books as the first southeast Asian country to legalize cannabis for medical use and in cosmetics and food. Three years after Thailand made history, the country is planning to legalize marijuana and do away with jail terms for people charged with marijuana possession.

Thailand’s Food and Drug Administration is poised to propose the removal of the controversial plant from the country’s list of restricted drugs to the Office of the Narcotics Control Board. Once the board clears the proposal, it will head to the health minister for approval. If the proposal is successful, Thailand will be one step closer to legalizing adult-use cannabis, another first in the region. There will be no more jail terms for cannabis offenses, and people won’t have to worry about long stints in jail for cannabis possession.

Currently, marijuana possession is punishable by up to 15 years in jail in Thailand. According to Thailand FDA’s deputy secretary-general Withid Sariddeechaikool, the move to decriminalize cannabis in the country will benefit its citizens. Thailand could take advantage of not just certain parts of the plant such as the flower but the entire plant, he says. If the government is able to decriminalize cannabis, the plant’s flower buds and seeds could provide a viable economic opportunity that is compliant with the law. And given how lucrative America’s cannabis market has been, Thailand could potentially generate a significant amount of money from cannabis sales.

However, the country has taken a slower legalization route, starting with rules to loosen marijuana possession and use rules. Interestingly, individual possession of marijuana is still prohibited by the law, but businesses have more access to the plant. Krungsri Research analyst Chaiwat Sowcharoensuk says that companies which produce soaps, cosmetics and beauty products stand to gain the most from reduced cannabis prohibition. As lawmakers change laws to allow the sale and use of every part of the cannabis plant, he says, it is likely that recreational use will be controlled.

Regardless, Thailand has still made noteworthy strides, especially considering how harshly countries in the southeast Asia region have treated drug offenses in the past. Historically, countries such as the Philippines, Indonesia, Singapore, Malaysia and Vietnam have issued extremely punitive punishments, including the death penalty, for drug use.

The steps being taken by Thailand could set a precedent that other southeast Asian countries may emulate, which could open up huge markets that internationally focused firms such as Flora Growth Corp. (NASDAQ: FLGC) could serve.

420 with CNW — Voters Could Decide on Marijuana Measures in 2022 in These States

As the wave to enact cannabis reform gains momentum across the country, we take a look at some of the states in which marijuana ballot measures may be on the cards this year.

In Ohio, advocates who submitted voter signatures last year were told that they needed an additional 13,062 voter signatures to see their initiative cleared by the secretary of state. On Jan. 13, 2022, this group turned in an extra 29,918 voter signatures and now await the verdict of state officials on whether the needed number of valid signatures was attained. The legislature will then have a chance to enact the reform, otherwise the measure will be voted on during this year’s ballot.

In Florida, campaigners are looking to reform the medical marijuana law that was approved by voters back in 2016. One measure is aimed at making changes to the list of the qualifying conditions by adding nine mental health conditions to that list of eligible health conditions if one is to use medical marijuana in the state. Another measure is altering the definition of “medical marijuana use” so that it encompasses the cultivation of a maximum of nine cannabis plants.

In Arkansas, voters may decide the fate of two possible initiatives. One campaign is seeking to legalize recreational cannabis for individuals who are at least 21 years old, while the other initiative is aimed at decriminalizing cannabis, giving limited protections to companies in the cannabis industry and creating regulations to govern the cannabis sector. The deadline for both campaigns to gather at least 89,151 voter signatures is July 8, 2022.

In Idaho, marijuana advocates are back to qualify an initiative to establish a medical cannabis program. Initially, they had wanted to see this initiative on the ballot in 2020, but COVID-19 brought their plans to a halt. However, they promised to return this year. May 1, 2022 is the deadline for the submission of voter signatures in support of this campaign, as well as another campaign designed to end the prohibition of recreational cannabis use by adult residents of the state.

In Oklahoma, there are three measures that could appear on this year’s ballot. Two of these measures are geared to make changes to Oklahoma’s constitution so that a recreational cannabis program can be implemented with sales taxed at 15% while the third measure aims at creating a new regulatory body to replace the current Oklahoma Medical Marijuana Authority.

South Dakota, Missouri and North Dakota also have campaigns underway to put cannabis policy reform measures on this year’s ballot. It remains to be seen which of these initiatives will eventually receiver voter endorsement and become law, thereby expanding the potential market for new and existing sector players such as Flora Growth Corp. 420 with CNW — Study Finds Cannabis Decriminalization Decreases Racial Disparities, Arrests

A new study has found that cannabis decriminalization causes a reduction in arrests for possession as well as decreases racial disparities in other arrests. The University of California-San Diego researchers who conducted the study obtained data from the FBI Uniform Crime Report for their research.

The researchers assessed data from 37 states, which was collected between 2000 and 2019, to determine the impact of policies to decriminalize the herb. In their paper, the researchers stated that minorities often bore the burden of the unequal enforcement of laws on drugs, explaining that in the United States, Blacks were more likely to be arrested for marijuana possession in comparison to White people, despite having a similar rate of marijuana use.

The researchers’ analysis showed that decriminalization helped decrease this discriminatory enforcement of the law. The researchers noted in their report that after the implementation of marijuana decriminalization in 11 states, rates of arrest for marijuana possession dropped by more than 40% among youths and more than 70% among adults.

However, the researchers found no evidence suggesting a change in racial disparity among young people, despite the decline in the rate of arrest among both Black and White populations after a state decriminalized cannabis. In their report, they also noted that decriminalization was especially beneficial to Blacks, who had suffered most due to the consequences of the criminal penalties imposed by drug laws.

They also recommended that public health researchers and legislators reconsider marijuana decriminalization as an option of marijuana liberalization, especially in states concerned about the unplanned consequences and implementation costs of recreational and medical marijuana legalization. The findings were published in the “Social Science & Medicine” journal.

Separate research published by the American Medical Association showed findings that were similar to the study, after researchers looked into the impact of decriminalization and legalization of marijuana on racial disparities in arrests. That study was carried out by researchers from Saint Louis University and Eastern Virginia Medical School.

The researchers focused on trends related to race, comparing arrest data from 2008 to 2019. This group discovered that states which legalized marijuana saw 560 less arrests per 100,000 Black individuals and almost 200 fewer arrests for Caucasian individuals on average during that period. Decriminalization was also linked to less arrests for both Caucasian and Black individuals.

In addition to this, the study found a difference in how the policies impacted the youth, with cannabis arrest data on adolescents showing that young individuals had a lower risk of being arrested under decriminalization, in comparison with under legalization.

420 with CNW — Germany’s Marijuana Industry Soars as Country Prepares to Legalize Recreational Use

Last month, Germany’s new coalition government revealed that it planned to legalize marijuana for recreational use. This announcement has catapulted the country’s budding marijuana industry to new highs, with companies involved in the market now focusing on growing.

CEO Synbiotic is one of the companies that would like to establish a chain of dispensaries which would offer a full array of cannabis-related products — everything from edible gummies and flower to tinctures. The company is a major player in the country’s nascent cannabinoid sector, investing in everything from researchers to cultivators and distributors.

Many believe that legalization would be a game-changer for the international business of growing and selling cannabis. If the plan is actualized, the country would join Uruguay and Canada, which are the only countries that allow the commercial sale of recreational marijuana. Apart from the two nations, a number of states in the United States have also legalized the recreational use and sale of marijuana.

Demecan managing director Constantin von der Groeben stated that the herb’s legalization would make Germany the biggest country to allow the sale of marijuana globally, in terms of population. Demecan is the sole independent company authorized to produce medical marijuana in Germany. It is involved in every process of manufacturing marijuana, from growing and processing to storage and delivery.

Germany legalized the use of marijuana for medicinal purposes in 2017.

While the government’s intentions on legalization are still unclear, the three coalition partners revealed that fiscal arguments played a role in their decision to legalize the plant. Findings from a recent study show that decriminalization could deliver net benefit of more than €4.5 billion ($5.1 billion) to the state annually. This figure was inclusive of about €1.3 billion ($1.47 billion) in savings on legal costs and police costs and roughly €2.8 billion ($3.17 billion) in tax revenue.

The announcement also triggered increased interest in the sector, which skeptics believe will subside just as quickly. Some give the example of Canada where excitement about cannabis legalization in 2018 faded after the market’s growth fell short of expectations.

However, this boom and bust may not occur in Germany, as barriers to entry remain high. Only three firms in the country have a license to grow the plant: Demecan, Aurora and Aphria, with the last two being subsidiaries of Canadian companies. The companies are all required to adhere to a good manufacturing practice (“GMP”) standard, which is a globally standard for pharmaceutical products.
