420 with CNW – Americans Think Cannabis Use is More Morally Acceptable Than Many Hot Button Issues

For decades, cannabis has been aggressively prohibited, and tons of people have had their records permanently stained by marijuana possession charges. However, over the past few years, attitudes towards marijuana have changed, with plenty of territories legalizing it in various forms.

And according to a new study by Gallup, majority of Americans do not find marijuana consumption more immoral than most divisive issues. Released to the public on Tuesday, the poll found that Americans consider marijuana consumption more morally acceptable than gay relationships, medical testing of animals, the death penalty and abortion.

The poll represents current attitudes towards marijuana, as people become more accepting of cannabis and plenty of states legalize the controversial plant. Seven out of ten of all the respondents polled said using marijuana is morally acceptable, with only 28% stating that consuming marijuana is morally unacceptable.

“At least seven in 10 U.S. adults say birth control, drinking alcohol, getting a divorce, sex between an unmarried man and woman, gambling, and smoking marijuana are acceptable moral behaviors,” Gallup announced on Twitter. That’s an impressive increase from the 65% of those surveyed by Gallup last year who said that cannabis consumption is morally acceptable.

Some activities that Americans found less morally acceptable than smoking marijuana include sex between teenagers (38%), wearing clothes made from animal furs (54%), human cloning (12%) and pornography (38%). Gallup’s recent survey has shown what previous surveys have found: there’s a major divide among Americans with differing political ideologies.

People who identify as liberal were far more likely to view marijuana consumption as morally acceptable (83%), while 51% of those who identify as conservative didn’t find anything wrong with smoking marijuana. Last year’s poll by Gallup found that 66% of the respondents supported ending marijuana prohibition. 51% of those who supported legalization were self-reported Republicans and 76% were Democrats.

Gallup’s summary of the 2019 survey is applicable to this year’s poll; “Most Americans do not object on moral grounds to people drinking alcohol or smoking marijuana. Of the two, they are more likely to see drinking alcohol as an acceptable behavior, perhaps because it is legal in all states while smoking marijuana is not. Some states have recently legalized marijuana and many others are considering doing so, perhaps removing some of the stigma associated with the drug. But with roughly two-thirds of the public saying marijuana use is morally acceptable, it seems there will not be sufficient opposition to thwart attempts to make it legal.”

420 with CNW – US April Marijuana Sales Remain Strong Despite Coronavirus Pandemic

The coronavirus pandemic has dealt a massive blow to the economy, and experts say it will take years to recover to pre-pandemic levels. State governments ordered the closure of all non-essential businesses, coupled with social distancing and self-isolation to curb the spread of the virus, but these measures wreaked havoc on the economy. Several industries have been almost been brought to a standstill as the country waits for the virus to pass, resulting in millions of job losses. However, one industry that seems to be weathering the storm is cannabis.

Many states with legal cannabis programs declared the industry essential, allowing cannabis dispensaries to continue operations amid COVID-19 related shutdowns. In some states, home deliveries and curbside deliveries were also allowed to reduce contact between staff and customers. In the weeks leading up to the shutdowns, cannabis shops reported increased sales as customers stocked up for the coming weeks they would spend in self-isolation. And, as broader retail sales fell by double digits in April, cannabis sales stayed strong. According to data from BDS Analytics, some states reported higher numbers in April than in March when demand spiked.

In April, Oregon stood out among states that have legalized marijuana. According to data from BDS Analyitcs, there was a 40% sales growth in April versus 31% in March and 19% in January. States that have regulated medical marijuana programs but do not allow recreational marijuana had even stronger gains. Sales in Maryland doubled and in Arizona they jumped nearly 50%. Nevada’s cannabis industry is more dependent on tourism than other states, and it saw a 30% drop in sales.

The 20th of April, affectionately called 4/20, is the unofficial cannabis holiday, and it has seen increased sales in previous years. This year, however, the biggest pot celebration day fell smack dab in the middle of the coronavirus crisis, and sales weren’t as great as they could have been. In Colorado and California, sales were 62% and 55% above the year-to-date average respectively compared to 148% and 135% increases in 2019. According to data from Headset Inc., overall sales in Colorado, Nevada, Washington and California fell 22% from 2019.

According to wholesale cannabis marketplace LeafLink Inc., the average share of concentrate products (commonly found in vapes) increased 30% during the week after Father’s Day last year compared to the week before. However, the products that seem to generate more demand on Father’s Day were dad-friendly products like cannabis cigars, mocktails and resins. Surprisingly, lip balms saw a 79% jump while breath strips and sublinguals’ sales increased 55%.

420 with CNW – Georgia Legislators Add Marijuana Decriminalization to Police Reform Bill

For the past few years, the US has been stuck in a state of civil unrest, with millions of Americans protesting police brutality against unarmed black folk. Triggered by the tragic murder of George Floyd by a police officer on the streets of Minneapolis, the countrywide protests have forced lawmakers to start working on policing reform legislation. In Georgia, as part of a recently filed comprehensive bill, lawmakers added a provision to decriminalize low-level marijuana possession.

It’s no secret that the decades-long War on Drugs has had a disproportionate effect on the black community. Advocates for the legalization of marijuana have repeatedly stated that legalizing cannabis is the first step in reversing the damage done to such communities. Senate Democrats introduced the Georgia Justice Bill to coincide with the reconvening of the legislative session this week. It covers a wide range of issues such as racial profiling, police body cameras, demilitarizing law enforcement, and cannabis policy reform.

Presently, state law dictates that possession of up to one ounce of cannabis is a misdemeanor punishable by up to one year in jail and a maximum $1,000 fine. The provision to decriminalize low-level marijuana possession would require state law to be amended so that possession of up to half an ounce of marijuana would be a misdemeanor punishable by a maximum $300 fine without the threat of jail time. Possession of more than a half-ounce but less than two ounces would be punishable by up to a year in jail and a maximum $1,000 fine.

“We have long felt the anguish that many Americans of all races are now experiencing. Racism is deeply embedded in our criminal justice system and it has permeated our society. The videos of police brutality that we’ve all seen demonstrate that our system must be fixed and fixed now,” said Sen. Harold Jones II the Democratic Caucus Whip and original sponsor of the bill in a press release. A former prosecutor now in private practice, he has been a longtime proponent of reforming minor drug offenses. He argues that many marijuana possession charges are what lead to over-policing and many times result in injury and even death.

“Cannabis is used as a pretext for thousands of police stops that happen daily in communities of color. Removing cannabis as a justification for police interaction is a reform urgently needed to address systemic racism and abusive policing,” says Marijuana Policy Project State Policies Director Karen O’Keefe. “While the Georgia Justice Act’s provision to stop incarcerating individuals for simple possession of marijuana would prevent trauma, even broader reforms are needed to dramatically reduce police harassment that uses cannabis as an excuse. Decriminalization can reduce arrests dramatically, but for the number of demeaning searches and stops to reduce, legalization is needed.”

420 with CNW – CDC Flooded with Comments on Kratom and Marijuana

For years, humanity’s main defense against chronic pain has been opioids. However, opioid addiction has quickly become a major issue in America with 450,000 people dying from overdoses involving prescription and illicit opioids from 1999 to 2018. On April 17, the Centers for Disease Control and Prevention (“CDC”) called on patients living with chronic and acute pain to comment on their perspectives on the benefits and harms of opioid use as well as their experiences with other non-opioid and non-pharmacological treatments for pain.

By the time the June 16 deadline had passed, the CDC had received hundreds of comments about medical marijuana and thousands of comments related to kratom, a lesser-known herb that has shown promise as a pain reliever. The CDC had stated that it is looking for input on individual stakeholder’s values and preferences related to pain management options. “Through this opportunity, the CDC is seeking stakeholders’ perspectives on and experiences with pain and pain management, including but not limited to, the benefits and harms of opioid use.”

“CDC invites input specifically on topics focused on using or prescribing opioid pain medications, non-opioid medications, or non-pharmacological treatments (e.g. exercise therapy or cognitive behavioral therapy).” And, although the April 17 notice did not specifically reference kratom and medical cannabis, there were numerous comments from individuals who had used them for pain management with some success. Over 1,000 people talked about kratom, more than 200 discussed either ‘marijuana’ or ‘cannabis’ and about 70 talked about CBD.

“I suffer from rheumatoid arthritis and have had 15 skin cancer removals and didn’t receive pain meds for any of those surgeries! I wouldn’t have made it without cannabis. I have never had any side effects nor does it slow me down. It actually helps ease the pain which enables me to do more physical activities! It’s much safer than alcohol and I don’t understand why the U.S. hasn’t legalized it other than politics,” says one anonymous commenter.

Another individual who suffers from chronic pain says that they use cannabis to relieve nerve and muscle pain. “I use cannabis to relieve nerve pain effectively and it doesn’t cause me as much impairment as opioids and other medication I was prescribed for the injury.”

According to NORML Deputy Director Paul Armentano, an estimated one in ten Americans suffers from chronic pain conditions that are “unresponsive to conventional pain treatments such as NSAIDs and opioids. Because of this unmet need, and because many conventional analgesics possess the risk of serious side effects, including overdose death, it is understandable that many patients are seeking alternative treatment regiments such as cannabis.”

420 with CNW – Louisiana Governor Signs Off on Medical Cannabis Expansion Bill

Last week, Governor John Bel Edwards signed a bill that will allow Louisiana residents to get medical marijuana for any debilitating condition their doctors see fit. Sponsored by Rep. Larry Bagley, the medical marijuana expansion bill significantly expands beyond the 14 specific medical conditions that qualify patients for medical cannabis. As of August 1, patients will be able to purchase medical marijuana as long as they have a condition deemed by their doctor as debilitating.

Originally, the marijuana expansion bill would only have added traumatic brain injuries and concussions as qualifying conditions. However, it was amended in committee to include several other medical conditions as well as language stipulating that cannabis can be recommended for any medical condition that a doctor “considers debilitating to an individual patient and is qualified through his or her medical education and training to treat.”

“This is a common-sense legislation that provides physicians, not lawmakers, the ability and discretion to decide what treatment options are best for patients. Just as doctors are entrusted to make decisions with regard to the supervised use of opiates and other medicines, many of which pose far greater risks to patients than cannabis, the law should provide doctors with similar flexibility when it comes to recommending cannabis therapy to a bona fide patient,” says National Organization for the Reform of Marijuana Laws (NORML) Deputy Director Paul Armentano.

Rep. Bagley had introduced a House-passed bill alongside the expansion legislation to allow delivery services, but he voluntarily withdrew it from Senate committee consideration. He stated that he believed the marijuana expansion bill would already allow cannabis products to be delivered to qualifying patients like other traditional pharmaceuticals. Whether regulators will agree with his interpretation of the law is unclear.

The governor also signed legislation that would protect banks, credit unions and other financial institutions that work with cannabis businesses from being penalized by state regulators as well as a bill to provide immunity from prosecution to doctors who recommend medical marijuana to their patients and “any facility that is licensed by the Louisiana Department of Health that has patients in its care using medical cannabis.”

Once the cannabis expansion bill takes effect, Louisiana will join a handful of states such as Maine, California, and Virginia that have enacted similar measures granting licensed doctors the ability to recommend medical cannabis as a treatment to any patient they believe has a qualifying condition.

420 with CNW – CBD Toxicity Study Informing FDA Regulation Will Commence in July

Since the 2018 Farm Bill legalized the cultivation and sale of industrial hemp and its extracts, the CBD industry has been steadily growing. Effective against a wide range of ailments and most importantly, devoid of cannabis’ infamous high, cannabidiol has quickly become the go-to ingredient for people who have lost faith in pharmaceuticals. However, the industry is barely regulated, and the U.S. Food and Drug Administration (“FDA”) has repeatedly called for stakeholders to provide reliable scientific data, especially on the effects of long term use on the liver.

A group of CBD brands is doing just that. They have sponsored a study to determine any potential liver toxicity and the safety of CBD, and the study will be carried out by Colorado-based clinical research company ValidCare. Slated to commence this July, the clinical study, which was designed with heavy input from a branch of the FDA, is being interpreted as a critical step in providing the agency with scientific data that will guide its efforts to regulate CBD.

The study is officially sponsored by CBD American Shaman, Boulder Botanicals, CBDistillery, Charlotte’s Web Holdings, Columbia Care, Hempfusion, and Kannaway. Each brand donated at least $100,000 for the study, and they will each have the opportunity to invite their consumers to become participants in the study. It was scheduled to start last March but the coronavirus pandemic and the civil unrest currently sweeping through the U.S. pushed the schedule several months ahead.

1,000 subjects will be observed and their liver health monitored from July through September. They will be required to take CBD orally for 60 days before the study then they will record their experiences in journals for the course of 30 days. Additionally, they will also provide blood samples that will be screened under four liver function tests.

420 with CNW – South Dakota to Vote on Legalizing Marijuana in November Ballot

The past few years have been game-changing for the cannabis industry. As attitudes towards it change and research into cannabis’ effects is carried out, more states have been legalizing it. At least 30 states have passed legislation allowing medical and recreational use within their borders, and activists in other states have been hard at work with their own marijuana legalization campaigns.

This November, voters in South Dakota will vote on whether or not to legalize both medical and recreational cannabis in the state. If they choose to legalize, South Dakota will become the first state to approve both medical and recreational marijuana at the same time. The two measures, Amendment A and Initiated Measure 26 would legalize, regulate, and tax cannabis and establish a medical marijuana program for qualifying patients respectively.

Under Amendment A, individuals 21 and older would be allowed to possess up to an ounce of marijuana grown in South Dakota, or to grow, transport, or distribute it in South Dakota to individuals 21 and older. A 15% excise tax would be charged on sales, with part of it going to the Department of Revenue to pay for regulation and the rest being dedicated to state aid to public schools and the state government’s general fund.

On its website, South Dakotans for Better Marijuana Laws says that “when something is broken it has to be fixed” and it states that these two measures represent a commonsense solution to a failed status quo. “Our marijuana policy reform initiatives will help veterans and patients who have serious health conditions, improve public safety, and generate new revenue.”

According to Brendan Johnson, former U.S. Attorney and member of Better Marijuana Laws, the outright prohibition of cannabis does not work. “Of course that does not mean we favor no restrictions on cannabis. 420 with CNW – Poll Shows Most Arizona Voters Support Cannabis Legalization Measure

Cannabis has come a long way indeed. Despite suffering federal prohibition for decades, attitudes towards the plant are changing, and more people are looking at cannabis with an open mind. At the moment, numerous states have legalized either medical or recreational marijuana, or even both, and despite the current coronavirus crisis, there are several legalization initiatives currently in the works.

According to a new poll, if marijuana activists in Arizona are able to place a legalization initiative before voters this November, it will likely pass by a wide margin. The survey described the proposed measure, the Smart and Safe Arizona Act, and asked 400 likely voters if they would support it should it be put to ballot. The legalization initiative would make it legal for adults 21 and older to purchase and possess cannabis, and it would also impose a tax on legal sales.

Two thirds, or 65.5% of the respondents said they would support the proposed measure, an 11.5% increase from the 54% who said were in favor of a policy change in a poll late last year. 47% of the respondents said they would ‘definitely’ support the measure and 18.5% said they would ‘probably’ back it. On the other hand, 19% of the respondents said they would ‘definitely’ not back the measure and 6% said they ‘probably’ wouldn’t support it.

Smart and Safe Arizona, the campaign behind the legalization initiative, stated in April that it had collected more than enough signatures to qualify for the ballot. By the end of March, Smart and Safe Arizona had collected more than 320,000 signatures, which was about 80,000 more than was required to make the ballot. The campaign says that the signatures haven’t been verified by the state yet, and it has pledged to continue petitioning to ensure it is successful.

Stacy Pearson, campaign manager for Smart and Safe Arizona, says they are on track to turn in more than 400,000 signatures by the July 2 deadline. “The HighGround poll is encouraging and tracks with what our internal polling shows, Arizonians are ready to legalize marijuana. Particularly in this economic environment, new jobs and tax revenue are important to voters.”

The poll, which was conducted from May 18-22, found that the only group that appeared divided on the issue was those who identified as ‘very conservative’. All the other demographics were firmly in the legalization camp.

“As long as Smart and Safe Arizona can qualify for the ballot, all signs point to 2020 being the year that recreational marijuana finally becomes legal in Arizona,” Paul Bentz, Senior Vice President of research and strategy at HighGround says. “Of course, there is still strong opposition among some of those who represent the most conservative segments of the electorate. We should expect a legal challenge coming from that audience because at this point, that’s likely the only way they can defeat this issue.”

The possibility of getting recreational marijuana legalized in Arizona during the coming election is likely to be seen as welcome news by sector players like Green Growth Brands Inc. (CSE: GGB) (OTCQB: GGBXF) in a year that has been unexpectedly hard for the entire industry, especially given the disruptions caused by the ongoing pandemic.
