420 with CNW – California Governor Signs Law Allowing Medical Marijuana on K-12 Campuses

In some California school districts, parents can now bring medical marijuana to their children in K-12 campuses; this is according to a new bill signed into law by Governor Gavin Newson. Last year, Governor Jerry Brown had barred the same bill.

The bill which was signed late Wednesday states that, if the school board permits access, parents can administer medical marijuana that is not in the form of vaping or smoking products to the students on the campus premises.

Governor Newson who was among the first proposers of the 2016 recreational cannabis legalization, overruled the opposition by law enforcement groups and signed the bill.

In his rejection message, Governor Brown had previously said that allowing the use of medical marijuana in schools would expose the youth to the drug and the probability of them using medical cannabis for all ailments was high.

Senator Jerry Hill (D-San Mateo) supported the bill saying that medical marijuana is vital as it can help hundreds of students with certain illnesses such as epilepsy. Besides the use of cannabis oil, creams and pills would be effective ways of treatment since vaping and smoking weed in schools is prohibited.

However, before parents administer medical marijuana to their children, they must obtain a doctor’s recommendation to administer weed on campus.

A member of the Americans Against Legalizing Marijuana, Scott Chipman said that the bill is a stunt since the Food and Drug Administration has already approved medical marijuana for epileptic disorders taken morning and evening. Therefore, there is no valid reason for taking medical marijuana at school since it is more convenient before and after school, accoding to Chipman.

Jackie Goldberg, a member of the Los Angeles unified school district, voiced her support for the bill and said that she would talk to the health officials in the region to recommend a policy on the same. She further added that the medicine should be available when the need arises and if the student’s family gets a medical marijuana prescription.

The new law will help students like JoJo attend school. According to his mother, Karina Garcia, JoJo takes medical cannabis tinctures to manage debilitating seizures that have prevented him from attending school. The new law is nicknamed JoJo’s Act by Hill.

On Thursday, Hill said Governor Newsom lifted all barriers for students who can only use medical pot to treat or manage their medical disabilities when he signed JoJo’s Act.

The bill was opposed by the majority of Republican lawmakers who said that it would promote drug abuse. The California Police Chief was also in opposition, saying that the top priority should be to prevent young adults under the age of 21 from accessing any marijuana products.

The new law goes against the rule that states that possession or consumption of medical marijuana should not be within 1,000 feet of any school premises, which required the parent to administer the medicine out of the school premises.

If a school district permits the use of medical marijuana, the guardian should first check-in after arriving and take strict precaution not to expose other children to the products.

California is among the eight states allowing the use of medical marijuana on K-12 campuses, a move that experts believe is regarded by cannabis companies like Earth Science Tech Inc. 420 with CNW – Colorado Research Investigate Marijuana’s Ecological Footprint

The Department of Health and Environment in Denver, Colorado, is studying marijuana’s ecological footprint. Colorado Public Radio reported that researchers are conducting the studies not because the citizens of Colorado are releasing too much weed smoke into the air, but because they want to how the marijuana crop affects the environment.

An environment consultant with CPDHE, Katilin Urso, said that Colorado is not adhering to the ozone standards set by the Environmental Protection Agency. Ozone is a type of gas made of oxygen atoms, and it is hazardous in the atmosphere. In Colorado, ozone gas is rated as the highest pollutant, and this prompted the researchers to probe into what is contributing to excess emission of the ozone gas.

When Kyle Clark spoke to Urso, she said that the reason why the researchers are looking at the marijuana plant is that it produces terpenes (volatile organic compounds), which give the plant its unique scent.

When terpenes mix with other air pollutants and the sun, they add to the dangerous ozone layers which can make the air unfit for people to breathe.

According to Urso, the question most researchers are attempting to answer is the extent to which the marijuana sector is adding to the increases in the damage to the ozone layer. Moreover, how much terpenes are released into the atmosphere for each pound of marijuana grown? Also, they want to identify ways to develop environmental-friendly practices to be adopted by the marijuana industry.

Urso said the reason they are studying marijuana is that it is one of the many plants that emit volatile organic compounds in the environment. They are studying cannabis because of zoning and regulations, citing that the Denver metro area has the highest level of pollution and population, and is also where most marijuana legal growers are located. The marijuana industry and the growers are cooperating with the state in terms of data collection.

The Department of Health in Colorado’s primary purpose of this study is to determine the specific components being released into the air by the marijuana plant. This is because the Environmental Protection Agency (EPA) failed to quantify the effect of marijuana on the environment in the legalized states.

Morgan Fox says that he has been aware of the research which started in 2018 and is to end in September 2019 with the findings being released the coming summer. He says that he supports the study, although he does not know precisely how marijuana is contributing to the ozone depletion problem. To contribute positively to the environment, as an industry, they have adopted better lighting and planting techniques. They have also introduced a recycling system where customers can recycle the packaging through proper sanitization.

In 2011, the Department of Health conducted similar research on beer craft industries. Although they were causing much damage to the environment, the department suggested more efficient ways such as recycling bags used in production. They also warned against spilling beer during packaging because it releases ethanol upon evaporation, which is bad for the environment.

Analysts expect industry players like Earth Science Tech Inc. (OTCQB: ETST) and Geyser Brands Inc. (TSX.V: GYSR) to eagerly await the findings of this research since more light would be shed on an aspect of the marijuana industry that hadn’t been scientifically investigated.

420 with CNW – Governor Cuomo Hints Cannabis Smoking Ban Could Be Included in Next Legalization Bill

Gov. Andrew Cuomo of New York State seems to suggest that the next push to make recreational marijuana legal in the state could include a ban on smoking marijuana.

During an MSNBC interview on Sunday, the governor was asked whether the recent illnesses linked to vaping adulterated black market cannabis oil had made him to rethink his desire to legalize marijuana in New York State.

He replied that his position hasn’t changed, although his administration isn’t in support of smoking marijuana. He added that there were ways for someone to get their THC fix without having to smoke marijuana.

Cuomo explained that from a public health perspective, he believes that any kind of smoking is dangerous and he wouldn’t encourage it. The governor went on to say that one can legalize marijuana and sell products that contain THC without having to smoke.

From his comments, it wasn’t clear whether the Democratic governor was stating that his next effort to legalize marijuana wouldn’t allow marijuana smoking or he was simply providing administrative advice against smoking.

One wouldn’t be surprised if the governor advocated for the exclusion of smoking marijuana during a fresh attempt at legalizing the substance next year. In 2014, he campaigned to ban smoking marijuana when medical marijuana was legalized. Taking the same position for adult-use marijuana wouldn’t therefore be strange.

At the time medical marijuana was legalized, Cuomo reasoned that banning smoking the substance was a preventive method to keep people from abusing the medical cannabis program.

There would be an uproar among lawmakers if Gov. Andrew Cuomo pushed such a position the next time marijuana legalization is discussed by state lawmakers. This is because statistics from other states, such as California, show that dry marijuana flower and concentrates command nearly 70 percent of the legal marijuana market.

Any attempt to ban the smoking of marijuana would therefore be guaranteed to attract opposition from potential consumers, the cannabis industry and pro-marijuana advocates who are strongly in support of civil liberties.

The voice of the marijuana industry seems to carry some weight with Cuomo because in 2014, he worked to ban home cultivation of medical marijuana. This decision was apparently partly because an industry association wrote to him explaining why it wouldn’t be advisable to allow home grows.

However, recreational marijuana is a different thing altogether and it is unlikely that Gov. Cuomo will advocate for a marijuana smoking ban. Instead, his administration could allocate money to public education about the risks of smoking marijuana, and then leave the people to decide whether they smoke it or not.

Analysts think cannabis companies like Geyser Brands Inc. (TSX.V: GYSR) and Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) will just wait and see the contents of the new marijuana legalization bill in New York before making any conclusions about the views of Gov. Cuomo.

Geyser Brands (TSX.V: GYSR) this morning released its first quarter financial statements for the three months ended June 30, 2019. According to the update, the company generated its first revenues of $79,434 during the quarter and reported $64,690 in gross profit, representing an 81 percent gross profit margin. 420 with CNW – Minnesota Governor Instructs State Agencies to Get Set for Marijuana Legalization

The Democratic governor of Minnesota is taking steps to prepare the state for the possible legalization of marijuana next year. This came to light when Gov. Tim Walz (D) was hosted during a radio program.

Different agencies, such as those charged with matters of revenue, public health and safety, have all been put on notice to get ready to swing into action as soon as lawmakers pass the appropriate law.

Ryan Winkler, the Democratic House Majority Leader, also revealed that he would sponsor a marijuana legalization bill during the 2020 legislative session.

In an editorial he authored, Winkler underscored the necessity of taking action on marijuana legalization and expressed his displeasure regarding the blockage in the Senate of a proposal that would have seen a committee established to study and find answers to the different concerns raised about legalizing recreational marijuana in Minnesota.

While the governor and the leadership of the state Assembly support marijuana legalization, efforts in this direction are likely to face stiff resistance in the Senate which is controlled by Republicans.

For example, Paul Gazelka (R), the Senate Majority Leader, said that the proposal which was defeated in March wasn’t good for Minnesota. He has also vowed to block any legalization bill that gets to the Senate because, in his view, “due diligence has been done and there are lots of negative issues related to legalizing recreational marijuana.”

Winkler and other lawmakers who want to see a legalization law enacted therefore have their work cut out for them on this bumpy road ahead.

As a way to build consensus on matters of marijuana legalization, Winkler plans to conduct a listening tour in order to hear what residents have to say about this matter. The information he gathers will form part of what his draft law will include.

Minnesotans for Responsible Marijuana Regulation, a pro-marijuana advocacy group, is also involved in efforts to reform the marijuana laws of the state. The group reported that they had met with Gov. Walz last week and the two parties discussed matters of cannabis legalization.

Cannabis for Economic Growth, a marijuana advocacy political group, is also campaigning for marijuana legalization. This group emphasizes the economic benefits that can accrue when marijuana is made legal for recreational use by adults.

The Minnesota branch of anti-marijuana legalization group, SAM (Smart Approaches to Marijuana) also seems to be resigned to the fact marijuana will eventually be legalized in the state and they are urging for caution in the way the legalization process is handled.

While the odds may appear to be stacked against those who want to push for a legislative approach to the legalization of marijuana, experts share the view that industry participants like Geyser Brands Inc. (TSX.V: GYSR) and Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) would rather go with this method than go through a ballot measure that is time-consuming.
