Last weekend saw festival-goers in Northern California treated to the first ever major festival to sell marijuana on-site. This happened during the Outside Lands music festival which was held between August 9 and 11 in San Francisco at the Golden Gate Park.

The event had a cordoned-off area called Grass Lands where marijuana and music lovers were delighted to learn that they could buy different marijuana products. More than 20 cannabis vendors were in this section of the festival grounds to serve customers.

While consuming marijuana in public is still illegal in California, the Outside Lands music festival provided a rare opportunity for people to buy and consume pre-rolled joints, marijuana-infused chocolates and other products. People who wanted to smoke their weed could do so in a clearly marked smoking area.

The Outside Lands festival was also notable because it had another first for California. State law doesn’t permit the sale of weed and alcohol within the same venue, but festival attendees could enjoy both. The only restriction was that no one was allowed to enter Grass Lands with an alcoholic beverage, but alcohol was abundant in the other sections of the festival venue.

Grass Lands made its first appearance at the Outside Lands festival last year. During its maiden appearance, only educational materials were available for festival-goers to learn about marijuana and its numerous benefits.

This year, the organizers of Grass Lands had to wait until August 7 when the San Francisco Office of Cannabis finally approved the application for on-site sale of marijuana during the festival. This approval came just two days before the Outside Lands festival was due to start.

The people who attended the festival were allowed to buy a maximum of 2grams of marijuana concentrates while those who wanted cannabis flower could only buy up to 7grams of pot.

Many of the vendors at Grass Lands, such as Kiva Confections and NUG, revealed that their objective in taking part during this year’s Outside Lands festival was to help in making conversations about cannabis and its use normal in society.

As the first event at which cannabis has been sold and consumed in the state, this year’s Outside Lands could be a pointer of what is yet to come for the cannabis industry.

420 with CNW – Colorado Lawmakers Pass Bill Allowing Medical Marijuana as Alternative to Opioids

Across the U.S., more than 130 people die each day due to overdosing on opioids. Colorado has permitted medical marijuana to be used as a way to combat this crisis, at least within its borders. This makes Colorado the third state in the country to give doctors permission to discuss medical marijuana with their patients who need opioids to deal with their acute or post-operative pain.

The other states that have this provision are Illinois and New York. Two other states (New Jersey and Pennsylvania) have allowed patients diagnosed with opioid use disorder to consider medical marijuana as a treatment option.

Rep. Edie Hooton, the Colorado lawmaker who co-sponsored the bill to legalize the use of medical marijuana as an alternative to opioids, said that the law was designed to give doctors the legal protection that they needed in order to discuss medical marijuana freely with their patients. He added that the passing of the bill on Friday now makes it normal for doctors to have this conversation.

While the supporters of this new law say that it will help to curb the opioid crisis in the state, there is insufficient scientific research to support this assertion. One of the studies which is cited to prove that medical marijuana can curb the opioid crisis is a study which was published in JAMA in 2014.

That research found that there was a 25 percent drop in the number of people dying from opioid overdoses in the states where medical marijuana is legal. The data analyzed covered the years between 1999 and 2010.

However, other studies done on the subject have come up with opposite conclusions, with a recent study which expanded the timeframe to 2017 revealing that opioid overdoses increased by almost 23 percent in the states with legal medical marijuana.

As the scientific community works round the clock to build consensus on how useful medical marijuana may be in stemming the tide of deaths associated with opioids, state lawmakers have gone ahead to enact policies and laws permitting the use of marijuana as an alternative to prescription meds for pain. These lawmakers believe that giving patients more options will empower them to choose what they believe will work for them instead of being forced to use opioids, thereby exposing themselves to the well-documented harmful side effects of these drugs.

For example, the state of Illinois launched its Opioid Alternative Pilot Program in January this year in order to gather data on how patients manage their pain if they are allowed to use medical marijuana instead of opioids. So far, 2,000 patients have signed up.

The entire cannabis industry believes that industry players, such as Geyser Brands Inc. (TSX.V: GYSR) and Golden Developing Solutions Inc. (OTC: DVLP), hope that the patient data collected will provide proof that medical marijuana can play a part in taming the opioid crisis.

420 with CNW – Poll Finds Cannabis Legalization More Popular than $15 Minimum Wage and Free College Education

A new national survey has found that legalizing marijuana is more popular than providing free college education and instituting a $15 minimum wage across the country. The poll, conducted by Marist Poll, was funded by PBS NewsHour and NPR.

In the poll, 1,346 adults from across the country were interviewed over the phone between July 15 and 17 about their views on 20 policy proposals. More specifically, the respondents were asked to state whether those policy proposals were or weren’t a good idea. 63 percent of the people polled said legalizing cannabis was a good idea while 32 percent were opposed to this policy proposal.

Only four policy proposals ranked higher than cannabis legalization during this poll. Those policies are; making it mandatory for a background check to be done before anyone buys a firearm, government passing regulations for the prices of prescription drugs, giving people the liberty to opt in to Medicare, and creating a mechanism through which people who enter the U.S. illegally can acquire citizenship.

On the issue of Medicare, 70 percent of the respondents said that they supported a system that would allow people to choose between being on the national healthcare insurance scheme and enrolling on a private one.

The findings of this poll provide some explanation as to why many see marijuana policy reform as a politically correct view to hold. For example, almost all the 2020 Democratic presidential candidates have voiced their support for cannabis legalization.

That said, previous polls suggest that advocates shouldn’t be excited by this development since marijuana policy reform hasn’t yet become a strong enough issue upon which political offices can be won or lost across the country. Many voters would still elect a candidate even if that candidate wasn’t in favor of marijuana legalization.

The Marist Poll also highlights the ideological and demographic patterns defining whether someone thinks cannabis legalization is a good or bad idea. For example, more Democrats (74 percent) support legalization while less than half of Republicans are in favor. Younger adults are also more likely to welcome legalization when compared to those who are passed 50.

All in all, this particular poll doesn’t differ from the findings of the Gallop poll of June this year which found that 64 percent of American adults want to see marijuana legalized. Industry analysts believe the cannabis industry, including Geyser Brands Inc. (TSX.V: GYSR) and Earth Science Tech Inc. (OTCQB: ETST), must be wondering when all this public support will eventually trigger federal marijuana policy reform.

420 with CNW – Senate Committee Confirms Marijuana Banking Hearing Date

On Monday, we reported that a key senate committee would soon schedule a hearing on marijuana banking. Now the Republican-controlled committee on Banking, Housing and Urban Affairs has revealed that it will hold this hearing on Tuesday next week (July 23).

This announcement comes as yet another indicator that marijuana reform is gaining momentum at the highest levels of decision making in the country. The legislation to be discussed is geared at finding a solution to the challenges that marijuana businesses have been having regarding access to banking services.

A similar law, which was passed by a Congressional committee, now has almost half of the members of Congress as co-sponsors after 206 representatives signed on. The Senate companion bill so far has 32 senators signed on from a total of 100 senators in that chamber.

The senate hearing slated for Tuesday is titled “Challenges for Cannabis and Banking: Outside Perspectives.” Representatives of CUNA (Credit Unions National Association), Smart Approaches to Marijuana (a prohibitionist advocacy group) and Citywide Banks will testify during this hearing.

Jim Nussle, the CEO and president of CUNA remarked that his organization was willing and happy to work with senate leaders to find a solution to marijuana banking which is a public safety issue.

John Lord, the CEO of LivWell Enlightened Health (a marijuana retail chain) is also lined up to testify before the senate committee, as will Cannabis Trade Federation’s Neal Levine (who also testified before a sub-committee of Congress on how prohibition can be ended).

Sen. Cory Gardner (R-CO), the main GOP cosponsor of the Senate cannabis banking bill has also been booked to appear before the committee during this hearing.

Support for marijuana banking has been growing steadily with pressure being mounted for action on this matter by the highest financial sector regulators in 25 states, a huge majority of state attorneys general, 20 state governors from both sides of the political divide, banking associations from 50 states across the country and the National Association of State Treasurers. All these groups want the STATES Banking Act to be passed by Congress.

While Chairman Crapo is personally opposed to marijuana, his scheduling of the senate committee’s hearing on this matter shows that he recognizes that matters of cannabis banking present serious public safety concerns that have to be addressed soon rather than later.

Consensus is also growing on the need to make broader reforms to marijuana policy beyond access to banking services. The clearest example of this was the Congressional subcommittee hearing last week at which all parties agreed on the need for reform although there were some disagreements on how that reform can be realized.

Industry watchers believe that the entire marijuana industry, including Geyser Brands Inc. (TSX.V: GYSR) and Earth Science Tech Inc. (OTCQB: ETST), is now encouraged to believe that federal marijuana reform may happen soon.

While the popularity of cannabidiol (CBD) has been growing, the current price of high-quality CBD oil is so high that it is out of reach for many of the people who need it the most. 420 with CNW – Colorado Hits the $1 Billion Cannabis State Revenue Mark

The state of Colorado has now pocketed more than $1 billion in revenue from the legal cannabis industry. This marks yet another milestone for the state which legalized marijuana in 2014.

According to marijuana sales data which has just been released by the state, cannabis sales hit the $6.5 billion mark at the end of May this year. The data also shows that the sales of recreational marijuana are continuing to rise higher as the months roll by.

April and May 2019 have also been the best months so far in the entire history of the cannabis industry in Colorado with the monthly state revenue reaching the highest level ever at $24.2 million in April. The state took approximately three and a half years to reach cannabis sales totaling $500 million, but the state was able to double that figure in less than two years to cross the $1 billion mark.

Since July 2017, the revenue collected by the state from the cannabis industry has never gone below $20 million each month. This shows massive growth given that the total state revenue from marijuana in February 2014 was just $3.5 million.

Speaking at a Net Net event in Denver on May 1, Gov. Polis revealed that the marijuana industry was doing very well because it had created “tens of thousands of jobs, reducing crime, filling up buildings and bringing state revenue.”

Speaking of creating jobs, there are 41,076 people who have licenses to work in the Colorado cannabis industry. It is reasonable to conclude that nearly all those people are indeed employed in the industry since the licenses are renewed every two years and it wouldn’t make sense for someone to pay for and renew a license if they aren’t working in the industry.

Gov. Polis wants to see the cannabis industry take even bigger strides and take full advantage of its trailblazer status across the country. He knows that cannabis sales will never equal those in bigger states, such as New Jersey and California, so he has set his sights on other ways through which Colorado can remain a leader in the industry. For example, he wants to see cannabis point of sale systems, cannabis genetics and cannabis chemistry innovations headquartered in Colorado from where other states are served by those companies.

With sales and state revenues hitting such highs, who would blame the governor for dreaming big? The situation in Colorado is far different from other states, such as California, where the legal cannabis industry is struggling under the yoke of high taxes, a vibrant black market and legal battles with local authorities and cities which have banned marijuana sales in their jurisdictions.

420 with CNW – Alabama Legislature Passes Medical Cannabis Commission Bill

On Friday (May 31), the legislature in Alabama passed a bill which opens the way for legalizing medical marijuana in the state. The Assembly voted 80-19 for the bill while the Senate approved the amendments made by the House by a 27-2 vote. All that is left is for Gov. Ivey to sign the bill into law.

While this bill can be lauded as a step in the right direction, it also comes as a setback for marijuana advocates because the original bill sponsored by Sen. Melson (R-Florence) sought to legalize medical cannabis by 2021 but the version passed by the Assembly and sent back to Senate opted for the creation of a Medical Marijuana Study Commission which will be charged with conducting meetings and compiling recommendations about the best way to kickstart the medical marijuana program.

The proposed commission will include a minimum of three attorneys, four physicians, business representatives and mental health counselors. This commission will hold at least three public hearings and have their report ready by Dec. 1.

For some unknown reason, the findings or recommendations of the commission will not be binding on the legislature regardless of the fact that early in May, the Senate had voted in favor of implementing a medical marijuana program. The framers of the bill probably felt that the legislature needs to have the ability to formulate an implementation law, if that step is ever reached, without having its hands tied by the binding recommendations of the medical marijuana commission.

When House members posed endless questions about the mechanisms through which the medical marijuana law will be enforced and how dosages would be controlled, the sponsors of the legislation decided to switch to the creation of a commission so that all those issues would be explored comprehensively before the matter comes before the Assembly again.

Other questions raised had to do with why Carley’s law was included in this bill instead of separating it. Under Carley’s law passed in 2914, the University of Alabama was authorized and funded to conduct research on the effects of CBD oil. Legislators wanted to know whether the commission would receive input from Alabama University, and they wondered why no report has yet been provided to the House regarding how the funds appropriated for the research have been used and the findings so far made. Carley’s law was renewed for another year despite these protests.
