A recent report filed by top senators has asked the State Department to explain how the billions in funding that was injected into various counter-narcotics programs across Latin America were used, as these programs haven’t yielded results. The report also calls out the federal government over the failed war on drugs.

The report is part of the bill to finance the federal government that Chairman Patrick Leahy of the Senate Appropriations Committee introduced a couple of days ago.

The panel stated that the incidence of corruption and violence related to drug trafficking in Latin America has increased steadily since the 1980s when various counter-narcotics programs were introduced. The use and availability of illicit drugs in the United States is also high. The panel noted that despite these failures, the strategies used by different U.S. administrations since the inception of these programs remain unchanged.

The report directs the secretary of state to compile and present a report that assesses the reasons why prior efforts haven’t met the expectations as well as the cost-benefit analysis of previous counter-narcotics initiatives in Mexico, Central America, Colombia, Bolivia and Peru.

The committee is also seeking a description of the objectives and projected results of the present strategy, how the present strategy is different from past efforts and any necessary changes in the United States domestic counter-narcotics policies. This, it stated, would allow strategies that decrease the production and trafficking of illegal drugs and related corruption and violence in Latin America to succeed.

This draft Appropriations Committee report will be attached to the 2022 fiscal year spending bill for the Department of State, Foreign Operations and Related Programs. It remains unclear when the measures will be considered and officially approved by the panel.

If the measure is enacted, it would allow Washington D.C. to legalize recreational cannabis sales. It would also encourage the development of technologies that can identify THC-impaired driving and request the federal government to reconsider policies that require employees be fired for marijuana use. In addition, the measure criticizes the current restrictive system for classifying drugs, which hinders scientific research on marijuana.

Rep. Alexandria Ocasio-Cortez introduced a similar amendment in the House’s version of the spending legislation, which was recently passed. The measure calls for banning the use of funds for aerial fumigation on illicit crops in Colombia. Aerial fumigation has been widely criticized by human rights and reform advocates.

The step taken by the Senate committee could trigger a rethink of the country’s drug policies and maybe even kick-start a process through which cannabis may be rescheduled federally, ending one of the biggest hurdles that the industry and its sector players, such as Hero Technologies Inc. Marijuana businesses have been unable to access financial services such as deposit accounts, cashless payments and loans since legal sales began in America. This is mostly due to the controversial plant’s classification as a Schedule I controlled drug, and it has had wide-ranging consequences on both cannabis businesses and federal authorities.

Players in the cannabis space are forced to transact on a cash-only basis, increasing their chances of robberies and making it difficult to account for and pay taxes. Furthermore, federal authorities, the IRS specifically, don’t often receive taxes that are due, and when they do, it is usually in large amounts of cash.

For quite a while, stakeholders, drug reform activists and lawmakers have urged federal authorities to allow cannabis businesses to access banking services. Recently, a top IRS official joined the growing number of figures that support banking services for America’s state-legal cannabis industry after she claimed that cannabis banking reform would ease the taxman’s work.

The IRS would like to get paid, IRS official Cassidy Collins said during an event hosted by UCLA’s Annual Tax Controversy Institute, and granting marijuana access to the banking system will be a big help. As it stands, marijuana presents a “special type of collection challenge” since the plant is federally outlawed and mostly stuck to cash-only payments that make it harder for the federal agency to receive taxes from cannabis businesses, Cassidy says.

She notes that the cash-only payment crisis can be attributed to two things: customers that are avoiding a paper trail that shows they purchased cannabis and banks that avoid working with cannabis businesses due to fear of reprisal by the federal government. Fortunately, lawmakers have introduced cannabis reform bills to give the industry access to banking services, and one of them has made headway.

Cassidy, a senior counsel in the IRS Office of Chief Counsel, says that while her views on cannabis banking may not represent the IRS’s or her own opinion, it would make the agency’s job of collecting taxes a lot easier. The Internal Revenue Service’s main objective, after all, is to collect taxes, and any legislation that eases the agency’s efforts is welcome.

Currently, cannabis business operators have to visit IRS tax assistance centers, which accept cash payments greater than $50,000. However, Cassidy notes that an operator will likely spend some time at the center because the federal employee has to check and double-check payments. The agency wants to work with companies in the cannabis space, regardless of the plant’s status with the federal government, to ensure it gets paid the taxes owed. Should lawmakers finally pass cannabis legislation, both cannabis companies and the IRS stand to benefit.

Over the past couple of years, cannabis has grown increasingly popular as more states pass legislation to allow either medical marijuana or recreational cannabis. With advocates across the country advocating for state measures and lawmakers discussing federal decriminalization, cannabis has come a long way from the days of prohibition.

As it has slowly shed its unfounded reputation as a destructive drug, cannabis has interestingly moved into the health and wellness space thanks to a diverse range of purported health benefits. By May 2018, more than 3.5 million registered medical marijuana patients existed across the country, with countless more using recreational marijuana to try and alleviate their health issues.

However, despite cannabis’ popularity as a medical alternative, most scientists caution that the hype has far outpaced the science. While marijuana definitely has medical potential, using it as an alternative to pharmaceuticals, especially without the knowledge and permission of a doctor, can be quite dangerous. According to recently published research, such a situation is unfolding in America among individuals suffering from breast cancer. The study, which was published in “Cancer,” an American Cancer Society peer-reviewed journal, found that nearly half of American adults suffering from breast cancer use marijuana alongside their treatment to manage side effects and symptoms.

Various types of cancer and their treatments often cause pain, fatigue, insomnia, nausea and other health issues. Although studies have found that cannabis can indeed alleviate issues such as chronic pain, lack of appetite and insomnia, many physicians are not comfortable discussing it as a treatment option due to the limited knowledge on cannabis’ risks and benefits.

To find the rate of cannabis use among breast cancer patients, the researchers conducted an online survey of 612 participants. An estimated 42% of respondents said they had used cannabis to treat symptoms such as pain, insomnia, anxiety, nausea and vomiting with 75% of those who used cannabis reporting that it was extremely or very helpful.

Disturbingly, 49% of the participants who used marijuana believed medical cannabis could treat cancer, a claim that is still unproven by scientists. Almost 80% of the cannabis users had taken cannabis while undergoing other treatments such as surgery, radiation and systemic therapies. Half of those patients had looked for information on medical cannabis with websites and other patients being the most popular sources of information and physicians being the least popular. Most of the respondents were not satisfied with the information they received on medical cannabis. Furthermore, participants used cannabis products of varying quality and purity, mistakenly assuming that the products were safe and tested.

The researchers concluded that health providers ought to initiate informed conversations about medical marijuana with their patients. The fact that cancer patients are using cannabis without their doctors’ knowledge is a “major blind spot” in ability of health-care providers to provide suitable care, the researchers say. Initiating informed conversations will allow doctors to properly manage the symptoms and side effects of cancer and cancer treatment while minimizing potential side effects and treatment interactions.

420 with CNW — Study Shows Lung Injuries Linked to Tainted Vapes Were Low in Legalized Cannabis Markets

In late 2019, the United States was rocked by an outbreak of severe lung illness that took 68 lives and left an estimated3,000 individuals with ill health. Authorities soon found out that the cause of this lung disease breakout was illegal black market cannabis vaping products containing vitamin E acetate, a synthetic form of vitamin E that was used as a thickening agent. Dubbed e-cigarette and vaping-associated lung injury (“EVALI”), the outbreak led to the pull-out of several cannabis products with artificial thickening agents such as vitamin E acetate. In addition, regulators are thinking of banning the use of such additives in cannabis products.

Now, a new federally funded study looking at the relationship between the prevalence of EVALI and state cannabis policies has revealed that the outbreak was significantly less severe in states with legal cannabis markets. Published in the “Drug and Alcohol Dependence” journal, the study found that EVALI was less prevalent in states where adult-use cannabis was legal or where medical marijuana patients were allowed to grow their own cannabis. States with recreational cannabis markets had 42% fewer EVALI cases, the National Institute on Drug Abuse-funded study revealed, while those that had medical marijuana markets where home cultivation was allowed had 60% lower EVALI incidence compared to medical marijuana states that didn’t allow home cultivation.

The report concluded that while there was a relationship between recreational marijuana laws and reduced EVALI incidence, the incidence of lung disease in medical marijuana states depended on “their policy attributes.” The states that had the highest EVALI incidence had either banned cannabis use outright or had medical cannabis industries that didn’t allow for home cultivation.

Penned by Abigail Friedman, a professor at Yale School of Public Health, and Megan Morean, a psychiatry research student at the Yale School of Medicine, the report is further proof of what cannabis reform activists have been saying: a legal cannabis market where products are regulated and tested for safety is much better than outright prohibition.

Outlawing cannabis will not reduce the demand; it will rather provide an avenue for black-market players to step in and provide products that are neither regulated nor tested for safety. And as we saw from the EVALI outbreak, it is the public that pays the ultimate price when there are no legal, registered sellers. As the report states, public demand for illicit products will decrease if consumers can obtain the substance legally from reputable sellers.

A report has found that about 320,000 Americans are working in the cannabis industry. This represents a more than 30% increase from 2020 figures, making cannabis one of the country’s fastest-growing sectors. This also means that the United States has more legal marijuana workers than electrical engineers, paramedics or dentists.

The marijuana industry has grown significantly since last year when cultivation facilities and dispensaries were classified as essential businesses by various states at the onset of the coronavirus pandemic.

Published in partnership with Whitney Economics, the Leafly Jobs Report shows that in 2020, the industry added about 80,000 jobs to the market, which is almost twice what it added in 2019. It helps that more states across the country are also legalizing the use of the plant for both recreational and medical purposes.

Some Americans are re-evaluating their career prospects and jobs after the pandemic remodeled their working and social lives. Many are quitting their jobs in search of more opportunities for advancement, better benefits and consistent hours, which can be found in the legal marijuana industry.

Viridian Staffing chief executive of cannabis recruiting Kara Bradford stated that a shift of workers from restaurants and retail to marijuana has been observed, noting that there’s a sense that the industry has a lot of opportunities for advancement. The surge in marijuana hiring has put pressure on other employers to ease drug-testing requirements, especially in the District and the eighteen states where recreational cannabis use is legal. This is in addition to increasing pay, as the hourly rate at dispensaries is between $12 and $15.

Earlier in June, the second-biggest private employer in the country, Amazon, announced that it would support federal measures to legalize cannabis and stop screening employees for marijuana use. Other employers, including city governments, restaurants and retailers, have also removed these requirements in an attempt to attract workers in the current labor market where employment opportunities exceed the number of unemployed Americans.

Workers’ rights groups are also calling for broader unionization in the marijuana industry, noting that it is a crucial time to establish well-paying jobs that have proper protections. They assert that the marijuana industry could become a pipeline to middle-class jobs, with the right policies.

Cowen, a Wall Street research firm, revealed that sales of legal marijuana grew to $19 billion in 2020, which equates to an almost 60% increase. By 2025, the industry’s sales are expected to hit $41 billion.

CannabisNewsBreaks – Hero Technologies (HENC) Announces Subsidiary Receive Key Approval for Cannabis Licenses

Hero Technologies (OTC: HENC), a cannabis company, and its subsidiary BlackBox Systems and Technologies LLC, has received step 1 prequalification approval for a class C adult-use cannabis license in the state of Michigan. The company also fulfilled the requirements for step 1 prequalification approval to receive a class C medicinal use cannabis license in Michigan. With these steps taken, the company now plans to start the process for step 2 establishment use or full license approval for a newly constructed medical marijuana facility. You have probably heard of CBD, or cannabidiol, before. Extracted from cannabis or hemp, this chemical compound is said to have a wide variety of medical applications ranging from relieving pain and anxiety to treating seizures in epileptic patients. Thanks to its supposed medical potential, CBD can now be found in myriad wellness and health products, with the skincare industry especially taking a liking to the versatile hemp extract. But just how beneficial are these CBD-infused sunscreens, lip balms, moisturizers, lotions, masks and other skincare offerings?

According to Austin Kaz, a co-founder of New York-based Sheabrand, skincare product manufacturers add CBD to their products to give those products an extra kick, making them much more effective at treating skin conditions, including acne, eczema and dry skin. One of cannabidiol’s more well-known uses is as an anti-inflammatory agent, making it a great addition to products meant to address inflammatory skin conditions such as eczema, psoriasis and dermatitis. CBD does this by interacting with the receptors in the endocannabinoid system and reducing interleukins, which are cell-signaling molecules that can stimulate inflammation.

A couple of studies have found that CBD may have the ability to nourish and rejuvenate dry skin, subsequently reducing itching. Results from a study published in the March–April issue of  Journal Clinical Therapeutics” show that CBD may be able to improve levels of skin hydration by moisturizing the skin and preventing it from losing water and boost skin elasticity. However, the researchers behind the study say this may be due to CBD’s anti-inflammatory properties or the fatty acids in the ointments the participants used, so more research with a much larger set of participants is needed.

Usually, dermatologists will prescribe topical steroidal creams, which act as anti-inflammatory agents, to treat some skin diseases. While these creams are perfectly safe and work great for most people, some individuals are not comfortable with using steroids of any kind. Robert Dellavalle, an adjunct professor of epidemiology at the Colorado School of Public Health, says that nonsteroidal therapies that use CBD can fill this gap. This type of therapy has also achieved promising results against a condition that affects millions of people from puberty well into adulthood: acne.

CBD’s anti-inflammatory properties combined with its influence on the production of sebum by skin cells via the CB2 receptors on the sebaceous glands make cannabinoid a potential therapy against acne. Additionally, research shows that topical CBD may be able to help kill gram-positive bacteria that are a known cause of acne. Finally, a CBD-infused sunscreen may help alleviate the effects of sunburns, such as redness.

However, do not look at CBD as a cure-all. Most of the evidence in its favor is anecdotal, and researchers say that even though preliminary studies have uncovered positive results, more research is needed. For the time being, do your homework on CBD, choose high-quality products and make sure you speak to your doctor before you use CBD, especially if you are pregnant or on other medication.

420 with CNW — How CBG Differs from CBD Oil

The cannabis plant produces more than 100 compounds, among them CBD, which has been found to possess medical benefits. CBD and THC are the two main compounds produced by the cannabis plant. THC, or tetrahydrocannabinol, is what gives cannabis its psychoactive properties while CBD, or cannabidiol, makes up the plants’ healing properties. Other cannabinoids produced by the plant include CBN (cannabinol), CBC (cannabichromene) and CBG (cannabigerol).

What is CBG and CBD?

As mentioned above, CBD is one of the most common extracts derived from the cannabis plant. CBG is also an extract of the plant, but unlike CBD, it hasn’t been studied as extensively. Studies show that as the plant grows, most of the CBG is converted into other cannabinoids, including THC and CBD.

CBG and CBD oil are both nonpsychoactive oils that are extracted from cannabigerol and cannabidiol respectively. The most common techniques used to extract these oils are winterization and decarboxylation.

Decarboxylation involves using heat to separate a compound from a carboxyl group. For instance, CBD occurs in the marijuana plant as CBDA, or cannabidiol acid. This technique converts cannabidiol acid into CBD, which is its more active form.

After decarboxylation, the marijuana plant matter undergoes winterization, which is also known as fractionate crystallization. During this process, CBD oil and CBG oil are extracted from a mixture of other oils. This is dependent on the oils’ solubility, volatility and difference in melting points.

Both oils can be used to relieve inflammation, as they contain properties that can be used to treat inflammatory conditions by impeding the inflammatory messenger activity in an individual’s body.

Unlike CBG oil, CBD has been found to be effective in relieving anxiety by improving the body’s access to serotonin.

  • Pain relief

Both CBG oil and CBD oil are effective in relieving pain, with a study that was conducted in 2018 finding that both substances relieved pain by improving the performance of pain-signaling receptors in the endocannabinoid system.

Research has found that in addition to the health benefits mentioned above, CBG possesses neuroprotective properties that may be used to treat neurodegenerative disorders such as Huntington’s disease. CBG may also be used to relieve intraocular pressure, which makes it efficacious against glaucoma.

Furthermore, studies have shown that CBG also possesses antibacterial properties, which may be useful in eliminating methicillin-resistant Staphylococcus aureus, which causes drug-resistant staph infections.
