The new recreational marijuana market in Chicago is still facing some challenges. However, the challenge of being restricted from consuming pot in accomodations that fall within the ambit of the Chiacgo Housing Authority is being addressed in light of the state law allowing recreational marijuana.

Marijuana consumers can now buy marijuana and smoke it at home. Previously, people living in subsidized housing facilities governed by federal law couldn’t smoke marijuana in their homes because as per federal law, cannabis is illegal.

Last year, sixty-three thousand households received warning letters for possible evictions for families found violating federal marijuana laws.

However, the Chicago Housing Authority board of commissioners passed a revised policy protecting people residing in subsidized housing. This was after the Chicago Mayor Lori Lightfoot pressured the CHA to implement a less heavy-handed approach.

According to the updated policy, each marijuana complaint would lead to a “consideration of relevant facts on a case-by-case basis.”

The updated policy also provides that the Chicago Housing Authority officials would work with people living in subsidized housing, participants, federal housing applicants, and landlords to make sure that they have the necessary information and guidance on how to exercise their rights under the local law without violating the federal law, which would lead to eviction.

Such examples illustrate the risks associated with staying in subsidized housing. HTC Extraction Systems (TSX.V: HTC) (OTCQB: HTPRF), a hemp-biomass processing entity, this morning announced the closing of its previously announced share and purchase agreement (“SPA”) with Starling Brands, Inc., a party at arm’s length to HTC, pursuant to which HTC purchased all the issued and outstanding shares of Kase Farma Inc. Kase Farma, which is authorized to operate in the areas of hemp cultivation, extraction, refining and formulation in the State of California, is now a wholly owned subsidiary of HTC. In accordance with the agreement, the company retains the management services of Starling, led by highly regarded experts in the cannabinoid extraction, formulation and refining industry, CEO Mike Reynolds and chief science officer Drew Ford. “On behalf of Starling, we are extremely excited to integrate our experience, know-how and pedigree with HTC’s technologies and pedigree, to further the vision and execution as global leaders in the science and production of the highest quality cannabinoid extractions and formulations. The benefits of our products will be provided to the global community consistent with the irreversible momentum of changing perceptions and acceptance of the planet’s most useful and beneficial plant,” Starling Brands CEO Mike Reynolds stated in the news release.

As part of the transaction, Kase Farma has entered into an intellectual property licensing agreement with Starling. This agreement allows for a technology transfer in which intellectual property and technology licensed under this agreement will be used and deployed in HTC’s Canadian facility. Total consideration payable to Starling pursuant to the Transaction is US$900,000 in cash and the issuance of 8,000,000 units of HTC and 2,000,000 bonus units of HTC. Each unit is comprised of one common share and one half of one common share purchase warrant. Each warrant will be exercisable to acquire one common share at a price of C$0.70 for a period of 36 months from the completion of the transaction. Each bonus unit is comprised of one common share and one half of one common share bonus purchase warrant of HTC. Each bonus warrant shall be exercisable to acquire one common share at a price of C$1.00 for a period of 36 months from the completion of the transaction. The units and bonus units (collectively, the “compensation units”) are subject to legends restricting their transfer and which will provide that: (i) one-third of the compensation units shall become freely tradeable 12 months after the completion of the transaction; (ii) one-third of the compensation units shall become freely tradeable 18 months after the completion of the transaction; and (iii) one-third of the compensation units shall become freely tradeable 24 months after the completion of the transaction. In addition, HTC will be paying compensation to Hillcrest Merchant Partners Inc., an arm’s length party, in the form of units, for the development, negotiation and finalization of the ancillary agreements to the SPA. All common shares issued pursuant to the transaction and as compensation, are subject to a hold period under applicable securities law until May 29, 2020.

420 with CNW – Missouri Licenses 192 Medical Cannabis Dispensaries

One hundred and ninety-two dispensaries were issued with permits by the state of Missouri, allowing them to sell medical marijuana to patients. Of the 192 dispensaries, eight are located in Springfield City.

Missouri has eight Congressional districts, and each of them was issued with 24 licenses by the state Department of Health and Senior Services. The department indicated that the recipients of the permits met the requirements of the program and that they scored the highest during the evaluation of the license applicants. There were more than 1,200 applications for dispensary licenses within the state.

Medical marijuana was legalized in Missouri in 2018, but since cannabis must be grown at farms that have been tested and approved in the state, marijuana sales are expected to start this summer.

The Kansas City Star reported that as of Tuesday of last week, the health department had approved medical marijuana identification cards to 29,457 patients, and 820 caregivers.

The patients are allowed to apply for medical marijuana cards once they receive certification from their physician. The list of qualifying conditions includes cancer, epilepsy, glaucoma, migraines, chronic pain, HIV or AIDS, debilitating psychiatric disorders, and any other terminal illness.

In December last year, the Department of Health and Senior Services in Missouri issued the licenses for testing, transporting, and growing facilities.

Medical marijuana dispensary applicants had to pay a non-refundable application fee of $6,000 and an annual license fee of $10,000. Any marijuana business can possess a maximum of 5 dispensary permits, three cultivation licenses, or three manufacturing permits.

Speaking to the media, Bianca Sullivan, the owner of Fresh Green, said that her company won two dispensaries and one would be located in Kansas City while the other in Lee’s Summit.

Sullivan said that she was jumping up and down due to happiness and eventually jumped into the arms of her husband.

Janette Hamilton is the owner of TriCept Wellness, which is based in St. Louis. She said that she was devastated after she got the news that the regulators had rejected the application from her company. She was frustrated because her company’s score was 16th in the 1st Congressional District; however, the regulators selected other applicants with lower ratings and awarded them dispensary permits.

The state did not explain why her company was rejected, said Hamilton.

Applicants for dispensary permits must be residents of Missouri and must present a one-year proof of residency. The business must be owned by people who have been residents of Missouri for at least one year and have no resident privileges in other states. People who have been convicted of drug-related crime cannot own or participate as an employee. The license applicants must also submit a statement showing that all owners have submitted fingerprints and have undergone a criminal background check within the last six months.

420 with CNW – Study Provides Insights into People Traveling Across State Lines to Buy Weed

American Marijuana, the company that caused a stir when it advertised a job for someone to paid to smoke weed, conducted a survey exploring people’s travel experiences in search of adult-use cannabis. They asked more than 1,000 people who had traveled to other states to buy legal recreational marijuana about their destination and what they purchased.

There was a lot of interesting feedback on the survey. The survey revealed that 36.5% of the people traveled by plane, while 57.3% traveled via automobile to buy legal marijuana in other states. It is surprising to see that quite a significant number of people went via air despite the heightened security at airports and federal law restricting the movement of weed across state lines.

Most of the states visited by the consumers did not come as a shock because they are some of the states where consumers enjoy low marijuana prices. These states include Colorado, California, Massachusetts, Washington, and Nevada. Oregon did not make it into the top list despite having low prices on marijuana products. Massachusetts is the only state in the east to make it into the list; thus, the level of traffic is most probably going to increase from other states in the coming months and years.

Fifty-two percent of the respondents said that they traveled to Colorado to buy legal weed, while thirty-three percent traveled to California. Since recreational marijuana has been legal in Colorado longer than other states, the state has a competitive edge over other states because its recreational marijuana market has matured, thus low prices overall.

Another surprising finding is that about thirty percent of the respondents who went to other states to buy legal have access to legal adult-use weed within their states. This shows that there are things that are yet to be fulfilled in many of the existing recreational states.

When people were asked what products they buy most, edibles were on top of the list. And some consumers prefer to purchase and evade the long process of making your edibles.

Flower was the second, followed by pre-rolled joints and CBD oils on the list of products bought by the respondents.

While analyzing the survey, it was noticed that a lot of the consumers spent a significant amount of money buying legal weed in other states. If the consumers had legal marijuana shops nearby, time would have been saved and allocated to more appropriate tasks.

Industry analysts believe that the findings of this survey will give marijuana-related companies, such as HTC Extraction Systems (TSX.V: HTC) (OTCQB: HTPRF) and MCTC Holdings Inc. (OTC: MCTC), plenty to think about regarding how best to serve their target customers.

Although nearly two weeks have passed since the sale of recreational marijuana was launched in Illinois,  some people are still confused about the workings of the state law. Discussed below are five myths about legal pot in Illinois.

  1. Legal means no limit

Adult-use marijuana in Illinois is permissible, but only people aged 21 or above are allowed to use and possess marijuana. People can possess a maximum of 30 grams of marijuana bud and can only buy it from a licensed dispensary within the state.

Registered medical marijuana patients in Illinois can grow a maximum of five plants at their home, and it should be hidden from the public.

  1. You can smoke weed anywhere

Some of the marijuana consumption restrictions include not using while driving, or on school grounds. Public consumption of marijuana is also prohibited, and this includes parks, sidewalks, and even in restaurants or bars where cigar and cigarette smoking is illegal. However, Illinois will issue permits to the establishments that want to set up smoking lounges. Besides, dispensaries interested in setting up smoking zones in their shops would also be permitted.

The local police is responsible for arresting marijuana offenders. Although they said that their focus would not be on the low-level offender, Naperville police warned marijuana users in a Facebook video that anyone found violating the new law would be liable to civil litigation.

People should also note that Illinois law does not operate beyond the borders of the state, thus if you are caught with weed at an airport, be sure that the federal authorities could take action against you.

  1. Illinois is tracking weed users

When customers are buying weed from dispensaries, they are asked to present their identification, such as driver’s license, which is scanned to verify its legitimacy. It provides proof of their age and residency because under Illinois law, out of state buyers cannot buy or possess much weed. However, state law prohibits the dispensaries from holding onto the customer’s data. But information (name) on medical marijuana patients is kept in a state database.

The Illinois State Police issued a statement saying that marijuana usage is not a good enough reason to revoke Firearm’s Owners Identification or Concealed Carry Licenses. However, it would withdraw or deny the permit if the person is addicted or is a habitual consumer of narcotics, as well as those who violate the Cannabis Regulation and Tax Act.

Since the state has the name of all medical marijuana patients, it will be more difficult for medical marijuana patients to buy a gun in Illinois than it is for adult-use marijuana users because of its anonymity.

  1. Tax rates are capped

In Illinois, adult-use marijuana is subject to a state tax and a special marijuana tax, which depends on the level of THC. The tax rate ranges from 10% to 25%. The higher the level of THC, the higher the tax rate.

The price of weed could still go up because as of July 2020, local cities can impose a maximum tax rate of up to 3% on all marijuana sales.

420 with CNW – 6 States That Could Vote on Marijuana Ballot Measures in 2020

A wave of marijuana legalization has been sweeping across the U.S., and its genesis can be traced to Colorado and Washington approving marijuana legalization initiatives way back in 2012. In each biennial election that followed, additional states followed through with their own marijuana legalization initiatives, and experts believe 2020 will be a landmark year for marijuana.

Marijuana advocates believe there are currently 26 states where voters might have to vote on marijuana initiatives, either for full-scale recreational legalization, legalization of medical cannabis or decriminalization. Let’s look at 6 states that might table marijuana legalization ballot initiatives in 2020.

In 2020, voters will vote on an initiative dubbed ‘Smart & Safe Arizona’ led by a group of Arizona medical cannabis companies. It will allow people 21 and older to possess, consume, cultivate and purchase cannabis from licensed retailers. Individuals with prior marijuana convictions could have their records expunged, and some tax revenue from legal sales will be used to invest in communities disproportionately affected by prohibition.

The fight for legalization in Florida started in 2016 when voters approved a constitutional amendment to legalize medical cannabis. An advocacy group called Make It Legal Florida is seeking to push it further. It is working to place a full-scale marijuana legalization measure for the 2020 ballot that would allow adults 21 and over to possess up to 2.5 ounces of cannabis. It is backed by cannabis companies like MedMen and Parallel.

The Idaho Cannabis Coalition is pushing a proposal that would allow approved patients and their caregivers to possess up to four ounces of marijuana, and it would establish a system of licensed and regulated growers, processors, testers and retail dispensaries. The organizers would have to collect 55,057 valid signatures from voters for the measure to qualify for the ballot.

Mississippi activists have already filed a measure for medical cannabis for 2020’s ballot, along with what they say is more than enough signatures for the measure to qualify. If approved, it will allow patients with any of 22 conditions including chronic pain and PTSD to possess up to 2.5 ounces of cannabis per 14-day period.

Missouri voters already approved a medical cannabis measure back in 2018, and activists are looking to expand upon it with broader marijuana legalization. Several proposed measures to end prohibition have been filed with the secretary of state. Still, they lack significant push, and they need groups with enough funding to get them off the ground.

Oklahoma voters approved a medical cannabis ballot last year during a midterm primary election. Activists are now looking to expand the measure with a broader marijuana legalization initiative this year. The effort is backed by the National New Approach PAC, and it will have to collect 178,000 signatures from registered voters to qualify for the ballot. The measure would allow people 21 and over to possess, cultivate and purchase cannabis from licensed retailers.

These six are just a tip of the U.S. states in which ballot measures aimed at reforming cannabis laws are planned. Experts believe that such grassroots changes give the marijuana industry, including entities like HTC Extraction Systems (TSX.V: HTC) (OTCQB: HTPRF) and VIVO Cannabis Inc.
