On November 6, one of the universities which was granted federal land by the Morrill Acts of 1862 and 1890, Washington State University, announced that it would be partnering with Biopharmaceutical Research Company (BRC) to advance the research on medical marijuana and its impacts. BRC is a pharmaceutical company registered with the DEA.

Washington State University issued a press release saying that it partnered with the pharmaceutical company to launch an innovative study to evaluate marijuana and speed up the pace of marijuana research. The partnership will give the WSU scientists access to marijuana for research purposes while adhering to the federal regulations on cannabis.

The partnership will also enable WSU researchers to use BRC analytical services and knowledge to study the effect of marijuana on the physical and mental health of the consumers. It will also explore the impact of marijuana policies on public health and safety.

The Chair of Washington State University (WSU) Collaborative for Cannabis Policy, Research, and Outreach (CCPRO), Dr. Michael McDonnell, said that compared to other drugs, very little is known about the benefits and risks of marijuana. And for the researchers to obtain the pot they need to research its health effects on animals and humans, they must overcome several hurdles. Dr. McDonnell further said that WSU’s partnership with BRC would solve the problem of acquiring weed since BRC would provide them with marijuana for research purposes through federally compliant processes.

For the past 50-plus years, researchers have been allowed to source for marijuana for clinical trials from the University of Mississippi farm, which is federally approved and operated by the National Institute of Drug Abuse.

This is outright monopolization that leads to limited access to cannabis by the researchers, which then slows the progression of marijuana studies for years. In 2019, the federal government announced its plans to increase the number of producers cultivating marijuana for scientific research.

The collaboration between WSU and BRC is expected to help in addressing the importance of easy access to quality marijuana for research purposes; however, neither of the two entities is allowed to grow cannabis.

The Biopharmaceutical Research Company (BRC) CEO George Hodgin said that working with a reputable research institution such as WSU guarantees that they will be working with the best researchers in discovering the benefits of the pot products. It will also make sure that BRC is taking care of its responsibilities of ensuring public safety. Hodgin further said that the products have shown a great deal of potential by treating a variety of health conditions such as PTSD and chronic pain, yet the lack of federally-approved research in the U.S. is highly evident.

BRC applied for a cultivation permit in 2016, and if granted, the company would be in position to grow and produce marijuana and marijuana-derived products for research.

420 with CNW – Canadian Study Finds That Marijuana Could Treat PTSD-Induced Depression

People with PTSD (post-traumatic stress disorder) often suffer from depression and bouts of suicidal ideations. Research shows these people can treat this depression with marijuana.

The University of British Columbia and the B.C Centre of Substance use (BCCSU) conducted a study that shows that pot could be used to treat PTSD-induced depression.

The study researchers analyzed data of 24,000 Canadians from Statistics Canada. Their findings were published in the Journal of Psychopharmacology.

The researchers found that people who used marijuana did not suffer from PTSD-induced depression, but those who did not consume marijuana were found to have significant episodes of depression and suicidal tendencies. The BCCSU researchers suggest that people with PTSD should use cannabis for its therapeutic effects.

A PhD candidate at the University of British Columbia and research associate at the BCCSU, Stephanie Lake, said that due to the limited options for treating PTSD effectively, patients are self-medicating with marijuana to manage their symptoms.

Before this study, there was no evidence to show that the therapeutic effects of marijuana could be used for patients with PTSD. The study finding gives PTSD patients new hope when seeking alternative treatment options.

The researchers say that the data from Statistics Canada shows that there is a correlation between trauma from injury, violence, and disaster, and depression and suicide. The researchers further noted that Canada has one of the highest rates of PTSD, with 9.2 percent of the population suffering from the condition.

From 24,000 eligible participants, the researchers found that 420 (1.7%) had a current diagnosis of PTSD. Of the 420, twenty percent reported having used marijuana within the past year. 11 percent of the 420 did not use marijuana in the past year.

Compared to non-marijuana users without PTSD, chances of experiencing depression or suicidal thoughts were seven times more in people who did not use marijuana and were suffering from PTSD.

According to the study, PTSD sufferers who used marijuana were not associated with recent episodes of depression or thoughts of suicide.

The researchers also found that people using marijuana and have post-traumatic stress disorder comprised of more than a quarter of all Canadian citizens. The percentage of people with PTSD and using marijuana is estimated at 11.4 percent.

The study provides evidence of the effective use of cannabis in reducing the possibility of depression and suicidal tendencies among patients with post-traumatic stress disorder. Recently in Los Angeles, people are questioning the integrity of the Social Equity Program for marijuana companies. The war on drugs adversely affected minority groups, people of color, and businesses from impoverished areas. The social equity program was supposed to give the impacted groups mentioned a headstart in the world’s booming marijuana industry. However, applicants from the social equity program complained at a recent meeting held by the Cannabis Regulation Commission in Los Angeles that they have not been accorded fair treatment.

During the meeting, it was also suggested that people who do not qualify to operate marijuana businesses are taking advantage of the social equity program. They collude with someone from the impacted communities during the application process and that person also acts as the go-to person when the businesses are granted licenses. The LA Social Equity Program is open to California residents who are interested, qualified, or non-qualified to operate cannabis businesses, and many people are looking for a way to join the cannabis industry.

A board member of the Minority Cannabis Business Association (MCBA), an entrepreneur and Los Angeles-based activist, said in an email that the program’s integrity was compromised since its initiation. The purpose of the program was to avail equitable opportunities, healing to the communities and individuals who have been affected by the war on drugs.

In the world today, LA is the biggest market for legal marijuana, noted Aguiar, an MCBA board member. He also said that it is the best market for new investors and entrepreneurs eager to benefit from marijuana legalization.

On 24 October, the executive director of the Department of Cannabis Regulation, Cat Parker, during the commission meeting presented a report on how the city is dealing with the complaints from the social equity applicants. The report also showed how the market share profits would be distributed amongst the equity license holders.

Her report also addressed several concerns, first being that the application system opened early, giving some applicants an unfair advantage. During phase 3 of the application process, which started on 3rd September, some applicants used automated systems such as bots to fill out the application. During the third phase, the program was to issue equity permits to 75 applicants based on the first-come, first-serve basis as long as you fulfill all the requirements. Although the city said no bots were used, the report said otherwise because the total time used to fill out the form was 1 minute 11 seconds for the first 100 applicants. She voiced her concerns on the fact that the applicants had already secured retail spaces despite the short notice of phase 3 applications.

Initially, it was not a must for the applicant of phase 3 permits to have a retail space, but once the application process was started, the city changed the conditions, stating that it was a must for the applicants to present evidence of retail space. This created a barrier for many applicants, especially those from the impacted communities, said Aguiar.

According to Aguiar, the city of LA should analyze and relaunch the program to give everyone a fair chance during application.

The marijuana market has been marked as one of the fastest-growing industries in the world by Wall Street. This comes after marijuana sales tripled all over the world between 2014 and 2018. Canada has been faced with a persistent marijuana shortage since the legalization of recreational marijuana in 2018. The deficit is attributed to the long line of cultivation, processing, and sale licenses. In 2019, the regulatory agency Health Canada had more than 800 applications pending approval, which would take the agency several months to work through. The growers and sellers are therefore forced to wait for the permits before they can grow or sell marijuana. Issuing of dispensary licenses is also slow forcing consumers to buy marijuana from the black market.

  1. High Tax Rates in the U.S.

High taxation rates are forcing consumers to buy marijuana from the black market. In California for example, pot buyers are paying an excise tax of 15%, each ounce of dried cannabis incurs a wholesale tax of $9.25 for buds and $2.75 per ounce of cannabis leaves. When added, the total bill comes to an aggregate tax rate of 45% on legal weed. 420 with CNW – DC Employee Sues City Over Medical Marijuana

A government employee Doretha Barber, who was told that she would only get back to work after she stopped using medical marijuana and passed a drugs test is suing Washington, D.C.

Barber’s work is classified as safety-sensitive in the Department of Public Works; however, she does not operate heavy pieces of machinery or vehicles. Currently, her work involves raking leaves and spreading salt on icy sidewalks. She started working as an office assistant, then got promoted to a sanitation worker.

She had been suffering from extreme backaches and migraines for several years to the extent that sometimes she could not see nor lift her head up. In 2018, she informed her supervisor that she has been using medical marijuana to manage the pain when she was not at work. Barber’s doctor recommended marijuana after trying several prescription pain killers and muscle relaxers to no avail.

Barber said that she was told not to go back to work until she stopped using medical cannabis, and passed a drugs test, even if she never went to work under the influence. She was also told to seek counseling for drug abuse.

She said that she felt like she was stereotyped as a drug abuser when they asked her to stop using medical marijuana, take a test and seek drug counseling, even though she does not have a drug problem.

With the help of the ACLU (American Civil Liberties Union) Chapter of D.C, Barber is suing for permission to treat her ailments using medical marijuana during her time off. Furthermore, she wants Washington, D.C. to view medical cannabis like any other prescription medicine.

The legal co-director of ACLU, D.C. Chapter, Scott Michelman said that what the city is doing to government employees such as Doretha Barber by asking them to choose between a job and medicine is not fair. Mayor Muriel Bowser refused to voice his opinion on the pending lawsuit.

Michelman said that although there are jobs that qualify to be classified as safety-sensitive, the government is disingenuously over classifying people as safety-sensitive.

According to the mayor’s office, there are 35,000 employees in Washington, D.C, of which 11,000 of those jobs are classified as safety-sensitive, and employees are prohibited from using medical marijuana.

Only seven states in the United States permit government employees to use medical cannabis just like any other prescription drug only if the law allows it, said the ACLU.

420 with CNW – Cannabis Expo in West Michigan Set to Educate Consumers and Businesses about the Marijuana Industry

The WMCE (West Michigan Cannabis Expo) will be all things marijuana. It is a two-day event, that will be held at DeltaPlex Arena in Grand Rapids. The event which will be having 60 booths plus is a perfect opportunity for consumers, businesses and other professionals in the cannabis industry to showcase their products and services. It is also an avenue for learning more about the marijuana industry.

The expo also aims to help businesses to develop new leads, strengthen their relationship with their clients and customers, and market their organization.

Some of those who will be in attendance include a hemp product company, cannabinoids retailers, equipment retailers, consumers and growers, as well as legal and accounting professionals.

The WMCE commences on Saturday 5th October. The event opens at 10 a.m and will end at 5 p.m. October 6th is the last day of the expo, and it will be open from 10 a.m to 4 p.m at the DeltaPlex Arena.

DeltaPlex director of events development, Chris Hudson says that business-oriented people expected to attend the event are about 60 percent while the remaining 40 percent comprises of cannabis consumers and people who would like to learn more about the industry.

In November 2018, Michigan legalized marijuana for personal use while medical marijuana was legalized in 2008. The legislation governing recreational marijuana provides that you must be 21 years or older to purchase, use or cultivate marijuana.

According to Hudson, the WMCE was organised after significant growth was observed that in the sector since the legalization of recreational marijuana as people from other states came to Michigan to get their fix. More so, businesses and individuals seeking to join the industry have many questions, and the Expo would help answer and educate them on how to join the marijuana industry. The expo would also help them gain resources such as machines required to make and extract marijuana products.

During the expo, there will be cannabis-cooking demonstrations, seminars on marijuana licensing and banking with cannabis, cannabis medicines displays, and extracts.

The cost of a ticket is $15 for one day, but if you want to attend both days, you will have to pay $25. There is also an upgraded ticket that costs $50, which allows you to participate in a mixer on Saturday at 5.30 p.m. The mixer is for adults who are 21 years and above.

THC products are not allowed into the expo because the state will accept recreational business applications in November.

Analysts are of the view that industry players like Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) and Green Growth Brands Inc. (CSE: GGB) (OTCQB: GGBXF) are happy that such events are being organized to bring marijuana into the mainstream.

420 with CNW – Governor Cuomo Hints Cannabis Smoking Ban Could Be Included in Next Legalization Bill

Gov. Andrew Cuomo of New York State seems to suggest that the next push to make recreational marijuana legal in the state could include a ban on smoking marijuana.

During an MSNBC interview on Sunday, the governor was asked whether the recent illnesses linked to vaping adulterated black market cannabis oil had made him to rethink his desire to legalize marijuana in New York State.

He replied that his position hasn’t changed, although his administration isn’t in support of smoking marijuana. He added that there were ways for someone to get their THC fix without having to smoke marijuana.

Cuomo explained that from a public health perspective, he believes that any kind of smoking is dangerous and he wouldn’t encourage it. The governor went on to say that one can legalize marijuana and sell products that contain THC without having to smoke.

From his comments, it wasn’t clear whether the Democratic governor was stating that his next effort to legalize marijuana wouldn’t allow marijuana smoking or he was simply providing administrative advice against smoking.

One wouldn’t be surprised if the governor advocated for the exclusion of smoking marijuana during a fresh attempt at legalizing the substance next year. In 2014, he campaigned to ban smoking marijuana when medical marijuana was legalized. Taking the same position for adult-use marijuana wouldn’t therefore be strange.

At the time medical marijuana was legalized, Cuomo reasoned that banning smoking the substance was a preventive method to keep people from abusing the medical cannabis program.

There would be an uproar among lawmakers if Gov. Andrew Cuomo pushed such a position the next time marijuana legalization is discussed by state lawmakers. This is because statistics from other states, such as California, show that dry marijuana flower and concentrates command nearly 70 percent of the legal marijuana market.

Any attempt to ban the smoking of marijuana would therefore be guaranteed to attract opposition from potential consumers, the cannabis industry and pro-marijuana advocates who are strongly in support of civil liberties.

The voice of the marijuana industry seems to carry some weight with Cuomo because in 2014, he worked to ban home cultivation of medical marijuana. This decision was apparently partly because an industry association wrote to him explaining why it wouldn’t be advisable to allow home grows.

However, recreational marijuana is a different thing altogether and it is unlikely that Gov. Cuomo will advocate for a marijuana smoking ban. Instead, his administration could allocate money to public education about the risks of smoking marijuana, and then leave the people to decide whether they smoke it or not.

Analysts think cannabis companies like Geyser Brands Inc. (TSX.V: GYSR) and Grapefruit Boulevard Investments Inc. (OTCQB: IGNG) will just wait and see the contents of the new marijuana legalization bill in New York before making any conclusions about the views of Gov. Cuomo.
