420 with CNW – Virginia Governor Wants Marijuana Decriminalized in the State in 2020

On Friday, Virginia’s Gov. Ralph Northam announced that on top of his agenda for the 2020 General Assembly session is criminal justice reform and marijuana decriminalization. While listing his legislative priorities, the governor featured a decriminalization measure. Northam intends to make low-level marijuana possession punishable by a fine of $50 without additional jail time; however, his proposal does not specify the exact amount of marijuana that falls in this classification.

His proposal also includes a provision seeking for expungement for people previously convicted of marijuana possession.

In a press release, Northam said that residents of Virginia deserve to have access to a criminal justice system that is fair and equitable. He further said that his proposed legislation and the budget measure would help in fighting mass incarceration, increase support for former convicts and make sure that they are given a second chance after serving their time.

The governor further said that the criminal justice reform agenda is a daring move towards a just and an all-encompassing commonwealth. He also said that he is looking forward to working with the General Assembly to pass the legislation into law. In 2017, Northam made marijuana decriminalization the centerpiece for his gubernatorial campaigns.

It is yet to be specified if the governor is urging the legislature to approve a decriminalization bill that is yet-to-be introduced or if he is supporting one that has already been filed because in November of 2019 after the Democrats regained control of both chambers of the General Assembly, the lawmakers pre-filed a measure seeking to make simple marijuana possession punishable by a fine of $50.

Some legislators in Virginia said that decriminalization and expungement would serve as a gateway to broader marijuana legalization. Last month, Attorney General Mark Herring (D) hosted the marijuana summit whose purpose was to provide information on future marijuana legislation. Herring is vying for the position of governor in 2021, and he plans on supporting total marijuana legalization.

In a press conference, the governor said that although Virginia is not ready for recreational marijuana legalization, he noted that decriminalization is a step in the right direction. He further said that even though his criminal justice plan does not feature broader marijuana legalization, there is a filed legislation seeking to legalize the adult-use cannabis market during the 2020 legislative sessions in Virginia.

The state prosecutors are also considering marijuana reforms, and on Thursday, the Fairfax County Commonwealth’s attorney, Steve Descano, announced that his office would not be pursuing simple cannabis possession cases.

During a phone interview with an online publication, Descano said that it is the duty and responsibility of the prosecutors to ensure that justice is served. He also added that he does not plan on participating in passing the decriminalization bill.

On Thursday, Arlington County Commonwealth attorney Parisa Dehghani-Tafti said that her office would not be pursuing cases based on marijuana possession from that moment onwards.

In his reform agenda, Northam is seeking to cease the policy of suspending a driver’s license once he or she is convicted of drug offenses or failure to pay jail fees. The Zambian government has approved a proposal seeking to legalize marijuana production in the African country. The marijuana cultivated in Zambia would be strictly used for medicinal purposes and exportation.

Annual license fees for companies looking to operate marijuana businesses in Zambia will be $250,000. Only those whose bids are successful will be awarded commercial permits to grow and export cannabis.

According to the Health Minister Chitalu Chilufya, the government would issue medical marijuana licenses once companies have presented evidence and assurance of their cultivation process to the point where patients can use the end product without inducing the psychoactive effect of adult-use marijuana. This is due to the large number of unsolicited proposals for cultivation licenses for medical marijuana received by the government.

Before legalization, a multi-sectoral team was selected to research the process of marijuana production from the farm to the lab, to the manufacturing plant, and finally to the end consumer who utilizes the products for medicinal purposes. Chilufya further said that the DEC and the Zambia police would be working together to punish people using marijuana illegally.

The Ministry of Health in Zambia would also be tasked with the responsibility of issuing licenses while the Zambia National Service would be strictly supervising the growth of marijuana crops.

The legislation legalizing marijuana production was passed on Wednesday during a cabinet meeting at State House. Several top officials at the Cabinet Office confirmed the passing of the bill, although they could not be identified since they were not allowed to speak to the media.

The unidentified officials further said that the Cabinet Memo seeking for marijuana legalization for medical purposes submitted by the Minister of Health, Dr. Chilufya, was approved by the Cabinet. Interestingly, the Ministry of Home Affairs, Ministry of Agriculture, and the Ministry of Commerce were all working together in an attempt to take over the process of issuing permits from the Health Ministry during the cabinet meeting. The Ministry of Health has been pushing for medical marijuana legalization for some time.

The reason why many Departments were interested in being assigned the responsibility of issuing the licenses is that the whole process was sponsored by wealthy organizations and companies that were initially promised permits, and after the final vote, the Health Ministry won.

420 with CNW – Minnesota Expands Medical Cannabis Program

On Monday, the Health Department in Minnesota announced that come 2020, residents of the state suffering from chronic pain and age-related macular degeneration would be qualified to register for the medical marijuana program.

The Health Department also approved two delivery methods to give patients the option to choose from. The two systems include water-soluble cannabinoid multi-particles such as powders, granules, and sprinkles, and orally dissolvable products such as gums, mints, lozenges, buccal pills, and sublingual tablets.

Earlier this year, the lawmakers passed a law permitting the medical marijuana manufacturers for the program to double the number of marijuana treatment centers accessible by patients. The number of centers will be eight, making medical marijuana products more accessible to patients.

One of the medical marijuana manufacturers is Leafline Labs, and they suggested treatment centers to be set up at Willmar, Mankato, Golden Valley, and Rogers. Minnesota Medical Solution is the other manufacturing company, and it has proposed centers to be located at Woodbury, Blaine, Duluth, and Burnsville.

The Health Commissioner in Minnesota, Jan Malcolm, said that the increase in treatment centers and delivery methods would give patients more options, especially with the potential health impact of vaping.

In a statement, Malcolm further said that she is hopeful that with the new delivery methods, patients will have an alternative way of using medical marijuana, and the treatment centers will be easily accessible. The state’s program is a bit strict as it does not allow patients to access cannabis in leaf form or consume it through smoking. And before, patients could only access weed in the form of liquid gel, topical ointment, pills, and vape products.

Malcolm also said that the department added chronic pain to the list of qualifying conditions after reviewing the positive evidence where people have been using medical pot to treat intractable pain. She also noted that the age-related macular degeneration was added to the list after the agency found no other viable options for managing the symptoms.

The policy director for Sensible Change Minnesota, Maren Schroeder, said that doctors have been slow in certifying intractable pain since it carries a particular legal definition whereby it should be pain that cannot be cured but only managed, and other treatment options have failed to relieve the symptoms.

Patients identified to be suffering from chronic pain or age-related macular degeneration qualify to register with the medical marijuana program come July 1, 2020. They will be able to access medical marijuana treatment from manufacturers in the state on August 1.

The medical marijuana program in Minnesota started in 2014, when the state’s Department of Health approved only nine qualifying conditions.

In October 2019, approximately 18,000 patients were registered with the state’s medical marijuana program. The expansion of the program is seen by analysts as a move that will address some of the concerns of the entire industry, such as IONIC Brands Corp. According to a dentist from Morsel Belgium, Dr. Veronica Stahl, cannabis has antibacterial factors that help in fighting dental diseases. This knowledge has resulted into the formulation of a new marijuana toothpaste to be known as Cannabite Lifelong, and it has a painkilling effects perfect for alleviating toothache. Cannabite Lifelong can also serve as a pain reliever after root canal surgery.

Although research on marijuana is still ongoing in the UK and other parts of the world, the treatment of chronic pain using marijuana extracts is backed up by existing research.

Dr. Stahl is licensed to practice dentistry in the UK, but she hails originally from Israel. She said that products that are infused with the healing compounds of marijuana, the cannabinoids, are capable of helping millions of patients. Such products include the marijuana toothpaste, which will help patients maintain their natural teeth in the face of gum diseases, cavities, and other soft tissue diseases.

Dr. Stahl said that with Cannabite Lifelong, the number of people suffering from gum diseases and pain would reduce.

The development of the Cannabite Lifelong toothpaste is based on emerging medical research, which relies highly on the healing properties of the marijuana plant’s extracts and their interaction with the body’s endocannabinoid system.

The process of producing the toothpaste is exciting, said Dr. Stahl.

Dr. Stahl has been practicing dentistry for the last 23 years. She said that the public is still stigmatized and harbors a lot off misunderstanding when it comes to applications of medical marijuana.

She further said that during the toothpaste development, they did not use THC, which is responsible for the high effect. The toothpaste is therefore not for recreational purposes; so, you cannot just mix marijuana into a toothpaste.

According to Dr. Stahl, the CBD compound in marijuana is suitable for medicinal purposes, and they are carrying on with the research to help improve the healing processes.  For instance, in a root canal surgery, amputating the nerve does not cure that nerve, researchers are looking to bring a revolution in the root canal surgery where the nerve can be maintained and cured with cannabis.

According to Dr. Stahl, the marijuana toothpaste, and other marijuana products will be launched in the European market in the next few years.

Marijuana is classified as a class B drug in the UK, and possessing it in any form is illegal. However, CBD oil, also referred to as cannabidiol, is legal in the UK.  CBD oil is popular because of its medicinal properties.
