420 with CNW – Feds Say Researchers Should Access Marijuana from Licensed Dispensaries

In their reply to a letter written by Sen. Brian Schatz (D-HI), the Food and Drug Administration (FDA) and the National Institutes for Health (NIH) wrote that researchers should be allowed to access marijuana from licensed dispensaries in states where marijuana is legal instead of being compelled to rely on the single source licensed by the federal government.

In that same letter, the federal agencies discussed how the prohibition of marijuana at the federal level was limiting marijuana research. These limitations include the quality and diversity of research-grade marijuana.

Studies have revealed that the marijuana grown at the only federally licensed facility at the University of Mississippi is closer to industrial hemp than to the marijuana which is readily available in states which have legalized the substance.

The federal agencies say that this discrepancy creates gaps in the way the government and the scientific community understand marijuana products.

The letter from NIH and the FDA comes in response to a letter that was written by Schatz in March asking the agencies about the research agenda they had, their take on what the federal prohibition of marijuana was having on easing marijuana research, and what they thought should be done to make the validity and quality of marijuana research better.

Schatz’s letter was written when Dr. Scott Gottlieb was still the commissioner of the FDA, but the reply had the signature of Norman Sharpless since Gottlieb was no longer at the agency.

The heads of the two federal health agencies discussed at length what their organizations had done and was continuing to do in support of cannabis research, then they proceeded to state that they agree with Schatz that more research should be done. Some of the ongoing clinical studies that they cited included research into how the marijuana laws of states contribute to or influence the use of opioids within those jurisdictions.

NIH and the FDA then pointed out that the federal restrictions, such as having only one licensed supplier of research-grade cannabis, were making it hard for the necessary cannabis research to be done.

The agencies were of the view that any entity with a Schedule 1 license should be free to access marijuana from the licensed dispensaries and retail outlets in states where marijuana is legal so that the research that they conduct is more reflective of the products that consumers use today.

These statements about allowing researchers to access marijuana from licensed dispensaries made all the more sense given that the head of the Mississippi University farm currently supplying all the marijuana used for research is reported to have said that marijuana with an 8 percent THC potency was strong enough and he didn’t see why people needed anything stronger. It was as though he didn’t know that the marijuana on the market can have as much as 25 percent THC!

Analysts think industry participants like HTC Extraction Systems (TSX.V: HTC) and IONIC Brands Corp. (CSE: IONC) (OTC: IONKF) must be wishing that the NIH and the FDA convert their words into actions so that some of the headaches faced by the marijuana industry can come to an end.

420 with CNW – Study Announced to Investigate Effect of Medical Marijuana on Driver Performance

The Australian government has given a pharmaceutical company permission to study how medical marijuana affects the driving performance of patients.

As the acceptance of medical cannabis increases around the world, concerns have been raised regarding the potential effects of this medicine on road safety. Currently, many jurisdictions in Australia have laws banning patients who take medical marijuana from driving. These bans are premised on fears that the substance could impair the drivers.

The driving restrictions imposed on drivers, as well as the complex bureaucracy that patients must negotiate before they can be enrolled on the medical cannabis program, have limited the rate at which the medical cannabis program is embraced by people in Australia.

In fact, there have been reports of patients who are advised to try medical marijuana to manage their conditions and they decline because they aren’t willing to forego their liberty to drive in exchange for using medical marijuana.

The cannabinoid known to cause a “high” is THC, and medical marijuana products contain it in varying degrees. However, CBD is the most commonly used cannabinoid in medical marijuana products and it doesn’t make users high. That notwithstanding, it isn’t clear whether CBD can impair one’s ability to drive even if it isn’t euphoric.

That is the question that the makers of CannEpil, a medical cannabis product that contains a 20:1 ratio of CBD and THC, want to answer during this trial. This medicine was developed to treat epilepsy that is unresponsive to existing drugs.

This medication is currently available in the UK and Australia in the category of “investigational medicines.” This classification is given to drugs that have not yet been approved by regulators and are still being studied.

The trial will be conducted as a collaboration between MGC Pharmaceuticals (the makers of the drug), the University of Melbourne, and the Swinburne University of Technology. The study will also be used by the European Medicines Agency (EMA) and Australia’s Therapeutic Goods Administration (ATA) as a source of safety data about the drug.

During the trail, 30 patients will be divided into two groups. One group will receive a placebo while the other group will take CannEpil. The test subjects will then be subjected to driving performance tests using a hi-tech driving simulator provided by the University of Swinburne. The tests are expected to be conducted over a 14-day period.

A total of thirty female state legislators from across the country have converged in Denver, Colorado to attend a marijuana policy summit. This summit is organized by the National Foundation for Women Legislators (NFWL).

The female lawmakers who attend this event will learn about the way in which marijuana laws have been evolving, how the industry is licensed and taxed, the available science on the public health concerns regarding marijuana, and many other topics.

420 with CNW – Mexican Government Seeks Public Input on Plans to Legalize Marijuana

Mexican legislators have announced plans to hold a series of public meetings in order to gather information on how the public thinks the government should handle the matter of legalizing recreational marijuana in the country. The meetings are planned for August 12, 14 and 16.

The announcements indicate that Mexicans will be free to pass on their suggestions on five different aspects of marijuana legalization. These are public health issues, matters of human rights, how to develop drugs derived from marijuana, how to prevent access to marijuana by minors and how to deal with marijuana addiction.

A translation of the information carried on the government website indicates that the move towards legalizing marijuana is motivated by several factors which include the changing attitude towards prohibition at the international level and the Supreme Court ruling that declared banning the recreational use of marijuana by adults as unconstitutional. These factors made it necessary to give serious thought to creating a regulated marijuana industry in the country.

The Mexican Senate has created a page where members of the public can find all the details about the planned meetings, as well as how interested people can register to attend the meetings in person. There is also a provision for Mexicans to submit their comments using an online form provided on the website.

The website also indicates that many bills related to marijuana legalization have been filed before the Senate and the content of those bills would form part of what is discussed during the public meetings.

Before the legislative committees start examining those bills, public input will be collected in a transparent and inclusive way so that the final legislation passed will be a true reflection of what the people of Mexico want at this time.

It should be remembered that a few months ago, Julio Ramon Salazar, the chair of the Senate Justice Committee, announced that his committee would use the summer recess to draft a law for the legalization of marijuana in the country.

While there are at least 10 bills seeking to reform Mexico’s marijuana policies, it is widely believed that the bill introduced by Olga Sanchez Cordero, the Mexican Secretary of Interior, is the one that is most likely to be passed by the lawmakers.

Marijuana reform is supported to the very top tiers of decision making in Mexico, with President Manuel Obrador saying that it is unsustainable to continue the war on drugs. He even went so far as suggesting in his National Development Plan that marijuana should be decriminalized.
