420 with CNW – Survey Shows Most Americans Want Medical Marijuana Dispensaries to Stay Open

The ongoing Coronavirus pandemic has put the world in a position it hasn’t been in since the 1918 Spanish flu. It first appeared in Wuhan, China, and quickly spread through Asia, Europe, the Americas and to Africa. Over 700,000 cases of the virus have been confirmed, and it has left at least 30,000 individuals dead in its wake.

Governments have been scrambling to contain the virus before it gets worse by implementing a variety of measures. Social distancing and self-isolation are by far the most important as it is transmitted through water droplets when an infected person coughs or sneezes. And to ensure people stayed home unless they had to get something essential, say water or medicine, all but the most essential businesses were ordered closed.

These include supermarkets, drug dispensaries, gas stations, and banks and in many states where it was already legal, marijuana. As state governments issued lockdown directives, most people bought supplies in bulk to prepare for a long period of self-isolation and social distancing. During this period, medical and recreational cannabis dispensaries recorded a sharp spike in sales.

More and more people consider marijuana an essential, either for its medical properties or to reduce anxiety during this highly stressful period. After surveying 5,400 U.S. adults online this week to see their opinions on medical marijuana, YouGov found that a large portion of them consider it an essential service.

56% said medical marijuana dispensaries should be considered essential services, 26% did not and 21% said they didn’t know. 62% of Democrats said medical marijuana was essential while 19% did not think so. On the other hand, 43% of Republicans said it was essential while 39% didn’t think so. 52% of Independents thought medical marijuana dispensaries should remain open.

States like New Jersey, Colorado, Michigan, and Illinois have deemed medical marijuana essential, and have taken steps to ensure patients and employees are safe. This includes encouraging online purchases, curbside pickups and in a few cases, home delivery. Not only does this reduce physical contact and the physical handling of money, but it also provides an essential medicine to a vulnerable group.

A large percentage of medical marijuana patients are seniors who are immunocompromised, and some dispensaries have even set aside times where they exclusively serve senior citizens. David Knowlton runs a marijuana cultivation facility with an attached dispensary in New Jersey, and he wasn’t shocked when his business was deemed an essential one.

“Access to medical cannabis is as important as access to any other needed medication. There is nothing in the current crisis that would mitigate that need or the appropriateness of that use.”

The survey results indicating that Americans see marijuana as an essential commodity is likely to be welcomed by sector-related companies like MCTC Holdings Inc. (OTC: MCTC) since such results show that there is a shift in the way society perceives marijuana.

420 with CNW – Coronavirus Outbreak Prompts Nebraska Medical Marijuana Advocates to Halt Campaign

In late 2019, the novel Coronavirus, dubbed COVID-19, first appeared in Wuhan, China, and the country literally ground to a halt. The most hard-hit regions went into lockdowns to prevent the spread of the virus, but it also drastically reduced the county’s manufacturing output. Since China is a known low-cost producer, tons of industries were affected by this disruption in manufacturing, including the cannabis sector.

However, now that the virus has spread to most other continents except Antarctica, supply chain disruptions are only one of many issues we should be worrying about. With all but essential businesses ordered to close and millions of people told to self-isolate, there’s so much more to lose.

In Nebraska, for instance, activists announced on Thursday that they were temporarily suspending signature gathering for a campaign to legalize marijuana in the state. This is just one of the instances where drug policy reform efforts have been hampered by the Coronavirus, with some activists requesting emergency action to allow for alternative means to put the measures on state ballots.

“Thank you to all Nebraskans who have given their support so far to get voter approval of legalized medical cannabis on the ballot box this fall. Your signatures, along with overwhelming citizen support for the measure is going to help make it a reality and bring relief to individuals and communities throughout our entire state,” said Nebraskans for Medical Marijuana in a Facebook post.

Due to current circumstances, it is resigned to the fact that it will have to press pause for now. “Out of an abundance of caution and following the wider recommendations from public health officials, we are going to pause our volunteer and paid signature-gathering efforts within local community gathering places until the state indicates it is responsible to continue.”

“We look forward to the opportunity to get back out there to help Nebraskans create meaningful change for each other, and we wish your loved ones health and peace of mind right now,” the press release concludes.

The proposed amendment would allow doctors to recommend cannabis to patients suffering from predetermined medical conditions. They would also be allowed to possess, purchase and ‘discreetly’ cultivate marijuana for personal use.

The activists have to collect about 130,000 signatures by July 8 for the measure to qualify for the November ballot, although it is not clear how many signatures they have already collected or how long they will continue in-person signature gathering.

Experts believe that while marijuana industry players like MCTC Holdings Inc. (OTC: MCTC) are glad that the campaigners have taken the cautious step of halting signature gathering, it is hoped that the pandemic will end in time to give Nebraskans a chance to vote on the legalization of medical marijuana in the state.

The novel Coronavirus virus first appeared in Wuhan, China and in the months since it has infected over 170,000 people and left at least 7,000 dead. Naturally, countries are taking precautions, locking down cities, and restricting travel and public meetings to curb the spread of the virus. In the U.S., states and cities are slowly shutting down, with President Trump urging people to limit themselves to groups of no more than 10 people.

As people prepare for a long period of isolation, marijuana stores have experienced a dramatic surge in sales, especially over the past weekend. Seeing as most retail outlets expect food stores and pharmacies may be shutting down in the future, and already have in some European nations, people are stocking up.

New England Treatment Access is one of the few licensed cannabis stores in Boston, and the dispensary has had to eliminate all walk-in orders due to an influx of customers. An announcement on the store’s website states that ‘in light of the current environment, we will remain open but will move to Reserve Ahead only starting on Saturday.’

Employees at Brookline Store wear latex gloves, with bottles of hand sanitizer and disinfectant spray beside each checkout station.

Higher Leaf stores in Kirkland and Bellevue, WA have also adopted a similar pre-order system to avoid overcrowding at their locations. “We will also be limiting the number of customers in the store so as to maintain a safe distance between people.

According to statewide delivery service Ganja Goddess Delivers, month by month sales traffic spiked by 20% first then by 50%. Stores and delivery services in California have reported 4/20 and Black Friday style sales volumes as people bulk up for an indeterminate isolation period.

After crunching the numbers, the cannabis data experts at Headset found that adult-use cannabis sales in Washington were up 23% on Friday, 14% on Saturday and 33% on Sunday.

In Green Cross, an adult-use cannabis store in San Francisco, many shoppers have been buying up to the legal limit (one ounce). Harborside, a store in Oakland has asked customers to order ahead online and has encouraged them to use its delivery services.

Here are a few tips for shopping during these trying times. Wear protective equipment when in enclosed spaces like stores, visit the store early to reduce exposure to others, keep six to nine feet from others and use licensed delivery if possible.

Experts say that this surge in sales could boost the bottom line of many companies that had low demand for their products. Industry players like MCTC Holdings Inc. Canada approved the legislation legalizing recreational marijuana nationwide in 2018. This move undermined international drug treaties that prohibit marijuana legalization, but still, Canada proceeded with the legalization.

Boudreau also encouraged other countries to legalize marijuana in her remarks, and this riled the UN officials. However, she retorted against international concerns that cannabis legalization would compromise public health and the young generation.

According to a written copy of her remarks, Boudreau further noted that the black market has already lost 30% of its market share, which is equivalent to $2 billion in sales that did not go to the criminal organizations. She also said that they have not seen any increase in the overall size of the illicit market.

The initial data shows that the frequency of marijuana consumption among the youth and young adults has not changed, and the country has not noticed an increase in trafficking marijuana across international borders since legalization.

Boudreau further said that they would continue gathering and evaluating data to determine the impact of Canada’s new regulatory frameworks as well as ensuring that the data is used in future decision making.

In its annual report, the UN International Narcotics Control Board expressed skepticism around marijuana legalization and said that it is concerned with the legislative developments allowing the use of marijuana for recreational purposes as this is in contradiction with the drug control policies and commitments made by the state parties. The UN further wrote that cannabis could be harmful to the health and wellbeing of individuals, especially the young generation.

There is a possibility of the global drug policy changing in the near future since many agencies, including the president of INCB, Cornelis .de Joncheere is wondering if the provisions are out of date. The global ban on marijuana legalization is contained in the 1961 Single Convention on Narcotic Drugs, and those provisions prohibiting marijuana legalization are nearly 60 years old.

In her remarks to the UN, Boudreau said that her country is making an effort to reduce the stigma surrounding marijuana consumption by including members of the civil society who have lived with as well as those still living with the experience of substance abuse in their delegation.

Boudreau further said that although her country is violating international agreements on marijuana legalization, they have a strong partnership with the UN Office on Drugs and Crime, where they help fight illegal trafficking of opioids, their precursors, as well as other synthetic drugs through Smart Lab and AIRCOP projects. Canada also contributes to the Container Control Program, which helps in the seizure of illegal drugs and the interception of cash couriers.

420 with CNW – DEA Admits State-Level Cannabis Legalization Puts a Squeeze on Illicit Sellers

In a report, the Drug Enforcement Administration acknowledged that state-level marijuana legalization minimizes illicit interstate trafficking. The DEA was giving an overview of its enforcement efforts in its performance budget submission to Congress for the 2021 fiscal year. The DEA also predicted the upcoming future trends. In the report, the DEA admitted that allowing consumers to access marijuana legally means that the demand for cannabis products sourced from the black market would decrease.

The DEA further said that after the legalization of medical marijuana in Florida in 2017 resulted in retail distribution centers throughout the allowed location, it is expected that the legalization of less than 10% HTC smokable medical marijuana bud in March of 2019 would lead to a growing market for low-THC weed.

The document further states that until Florida legalizes marijuana products with high THC concentration, the residents of Florida will continue buying marijuana products with higher levels of THC from California and other states. And the potential of abusing Florida’s law remains a possibility because of the difficulties facing law enforcement when it comes to detecting THC potency.

The DEA recognizes that people prefer buying marijuana legally, and this disrupts the illicit market, thus the use of the word “until” when discussing the possibility of recreational marijuana legalization within the state.

The political director of NORML, Justin Strekal, said that the DEA conclusion is obvious. He also noted that smuggling of black market marijuana in a legal and regulated market would decline just as the practice of bootlegging moonshine declined after alcohol legalization. He then stated that over the years, they have seen this trend in the country.

The use of the word “if” shows that the Department of Justice is aware of the possibility of marijuana legalization, Striekal observed.

Striekal also noted that the days of marijuana prohibition are nearly over and what we are living through is the death rattles of the ban.

Federal data of the Border Patrol drug confiscation shows that the legalization of marijuana at the state level has reduced the demand from the black market. A report published by the Cato Institute in 2018 revealed that state-level marijuana reforms are associated with the decline in marijuana trafficking.

Besides, state-level legalization of marijuana seems to be helping to minimize the number of federal cannabis trafficking prosecutions.

Last month, the head of the labor union that represents the U.S. Border Patrol agents also acknowledged that cartel activities are being disrupted by states that have legalized marijuana since people can now access weed legally.
