420 with CNW – Denver Study Finds Fewer Teens Opting to Consume Marijuana

Results from a new survey conducted in the City and County of Denver show that more teens are choosing not to consume marijuana. Denver believes that the improved results in teen consumption are because of the marijuana youth prevention campaign, which is based on facts.

The campaign, which is referred to as the High Costs Marijuana Youth Education and prevention, was formed to educate the youth within their state on the effects of underage consumption on their passions, pursuits, and future.

Instead of using scare tactics, the campaign is focusing on providing the youths with facts peer-to-peer so that they can engage in accurate and empowering peer-to-peer conversations. However, in the past, campaigns did not focus on education as their primary goal of drug prevention.

In the 1980s and 90s, drug prevention campaigns used scare tactics and fear. Browsing the internet for drug-related commercials that date several decades back, you will find an ad where an egg is cooking on a pan, and the narrator likens the sizzling egg to your brain on drugs.

In other commercials, the slogan ‘Just Say No’ was used to advise students to ward off peer pressure. Campaigns that targeted drug-using parents used lines that said ‘parents who use drugs, have kids who use drugs.’

The current marijuana youth prevention campaign, which was started in 2017 in Denver, is working because it has adopted a different approach to educating rather than instilling fear.

According to the Director of Communications at the Department of Excise and Licenses for the City and County of Denver Eric Escudero, the High Costs campaign has a goal of providing facts to children to prevent kids from underage consumption of marijuana.

Escudero also said that they give the kids information on issues that they care about, advice such as how marijuana consumption can affect their scholarship, getting a driver’s license, as well as their health and laws. He also noted that some kids make the decision not to use marijuana on their own.

The survey, which was conducted by Insights Lab, took place from mid-November to mid-December. The number of teens who participated in the study was 537 between the ages of 13 through 18.

  • The survey found that 56% of the respondents were familiar with the campaign.
  • Eighty-one percent of the participants between the ages of 13 and 17 were not currently using cannabis, which is higher than in 2018, which consisted of 80%.
  • The majority of the teens were familiar with the campaign, and they agreed that its message was clear, educational, and 75% percent said it was also likable.

Although the number of teens who participated in the survey was small, the City and County of Denver are hoping that it represents the whole of Denver youth population.

420 with CNW – New NFL Collective Agreement Could End Player Bans Due to Failed Marijuana Tests

On Thursday, NFL team owners approved a proposed collective bargaining agreement, which ensures that National Football League players would no longer be suspended from games for testing positive for marijuana. The agreement was then circulated to the players.

The new measure being floated for approval by the NFL Players Association would also reduce the number of players being subjected to marijuana testing. It also reduces marijuana and other drugs testing periods. The drug tests can be administered over a period of two weeks at the start of training camp instead of the current two months.

The three-page summary of the policy’s key terms includes an increase in the limit for positive THC metabolite tests from 35 to 150 nanograms.

Darren Heitner was the first to post the policy document on Twitter when he sent all the players a fact sheet covering the highlights of the current proposal for a new collective agreement.

Earlier this month, the details of the reduced penalties for NFL players who test positive for marijuana started in press reports. NBC Sports ProFootballTalk reported that suspensions would only be possible in the event of extreme and recurrent disregard of the policy or violations of the law on possession and consumption of marijuana.

If the NFL Players Association approves the agreement, the NFL would be the latest major sports league to loosen their restrictions on marijuana since the number of states in the U.S. legalizing marijuana is increasing.

In December of 2019, Major League Baseball announced that it would be removing marijuana from the list of banned substances and that it would treat cannabis consumption as alcohol.

In interviews, Jerry Jones, the owner of the Dallas Cowboys, and the New England Patriots quarterback Tom Brady, said that there is a likelihood that the NFL would amend its approach to marijuana on its players after the MLB change was announced.

The terms of the agreements were approved on Thursday by NFL team owners, while player representatives are scheduled to consider it on Friday.

The players association has been holding meetings in the past few weeks to decide if they should proceed with the agreement; however, if they do not make a decision very soon, it will be another year in which the players will be subjected to stringent marijuana policies within the NFL. Two-thirds of the association must approve the measure before March 18 for the policies to be valid for 2020-2021. The new league year begins on March 18.

It is widely believed that these indications that the NFL will ease its stance on marijuana is likely to be welcomed by sector players like MCTC Holdings Inc. 420 with CNW – LA Moves to Dismiss 66,000 Pot Convictions

State officials in Los Angeles say the people who are slated to benefit from the dismissal of approximately 66,000 past pot convictions include Latinos (45%), African American (32%), 20% are whites, and 3% consist of others racial groups.

The cases that were dismissed include 62,000 marijuana felony convictions that go back several decades, and 4,000 misdemeanor charges for possession, Los Angeles County District Attorney, Jackie Lacey said.

When California voters legalized adult-use marijuana after they approved Proposition 64 in November 2016, they passed the dismissal of simple marijuana crimes. The law also included provisions providing for the expungement of past convictions and the reduction of felonies to misdemeanors. In 2018, the state legislators approved another measure AB1793, which required the Justice Department to go through prior convictions in California and pinpoint marijuana convictions that are eligible for dismissal, expungement, or reduction to misdemeanors.

People of color are the ones that have mostly felt the impact of the fight against drugs, and the move to dismiss the convictions brings much-needed relief to the communities.

Pinpointing an estimated number of 200,000 cases within the state was not an easy task. For the records to be amended, the convicts were supposed to file their petitions as well as hire the services of a lawyer to help and speed up the process.

Code for America has offered all the 50 state district attorneys with their technology, Clear My Record.

The officials said that the Code for America technology would help in dismissing more than 85,000 cannabis convictions in five counties within LA, and they include San Francisco, Sacramento, San Joaquin, and Costa Rica.

In a statement, Code for America senior program director of criminal justice Evonne Silva said that it is possible to automate record clearance at scale, which would help right the wrongs of failed prohibition.

The computer technology, Clear My Record, identifies the qualified cases and automatically fills out the documents to file with the courts. The technology can also analyze more than 10,000 marijuana convictions at a time when checking for eligibility, instead of having county employees go through individual records.

The decision on whether to dismiss the sentences or oppose a reduction in convictions, is due in July, and the district attorneys are expected to present their decision.

Prosecutors in other cities such as Baltimore, Seattle, Chicago and other cities said they would also clear simple marijuana convictions.

This move to use technology to speed up the process of expunging past convinctions is likely to be welcomed by the entire cannabis industry, including companies like MCTC Holdings Inc. (OTC: MCTC), who see thes justice reforms as long overdue.

420 with CNW – Feds Worried International Cannabis Rescheduling Could Force Their Hand

An upcoming vote seeking to loosen international restrictions on cannabis has the U.S. federal government worried as it could reinforce marijuana legalization efforts. Media outlets obtained a government document that was released last year by the United Nations’ (UN) World Health Organization (WHO). The report was discussing a series of marijuana policy recommendations in the U.S. The policies discussed include the removal of marijuana from Schedule 1 of controlled substances under an international treaty as well as rescheduling some cannabinoids.

Last year, the UN’s Commission on Narcotic Drugs was expected to vote on WHO’s reclassification recommendations and decide if they should move forward with them. The UN’s Commission on Narcotic Drugs comprises of 53 member nations. The vote, which may take place early next month, was delayed to give members additional time to consider the proposal.

Although the document recognizes that removing marijuana from Schedule IV of the 1962 convention could be beneficial to the advancement of information through research about the therapeutic potential and any associated harms caused by marijuana, it also expresses its fear about unintentional consequences such as giving people hope that the action would act as a gateway to legalization.

The document further states that there is a likelihood that the civil society, social media, and the general public would perceive the removal of marijuana from Schedule IV as the initial step towards the national legalization of weed.

As per the1961 international treaty, Schedule IV is the most stringent controlled category, while in the U.S., marijuana falls under Schedule 1, the country’s most strict controlled category.

The U.S. is still worried about the topics proposed by the UN Commission despite the potential benefits discussed in its rescheduling recommendation.

A U.S. Air force veteran and an advocate of marijuana legalization Michael Krawitz said that the government’s explanation about the risks to general public perception is frustrating because all the recommendations presented by WHO would not allow member countries to legalize marijuana. Krawitz has spent several years working to change international drug pacts.

Krawitz further said that even if all the recommendations presented were approved, those recommendations would not take them a step closer to legalization. He noted that the changes are about correcting an issue with international drug treaties by removing some of the misleading information that was recorded about marijuana, not legalization.

Krawitz further said that the approval of these recommendations would help patients as well as ease the government workload because less documentation would need to be filled; thus, the bureaucratic burden of dealing with marijuana would be lessened. It would also authorize more research to be carried out and the provision of insurance coverage for medical marijuana products.

The authenticity of the government document  isn’t easy to verify as it was not obtained from a government source, and the State Department did not issue a response to these reports. Experts think that cannabis companies like MCTC Holdings Inc. 420 with CNW – Missouri Advocates Launch 2020 Marijuana Legalization Signature Drive

On Thursday, Marijuana advocates in Missouri officially launched a campaign to put adult-use marijuana legalization on the November ballot.

The measure requires 160,199 valid signatures to be entered in the 2020 ballot, and Missourians for a New Approach announced that they have started collecting the signatures to qualify the measure. Their announcement comes a month after the secretary of state certified the ballot titles and gave the go-ahead for signature collection.

The legislation provides that individuals aged 21 and above would be permitted to carry and purchase marijuana from licensed retailers. They could also grow a maximum of three plants for personal consumption.

The measure also provides that all marijuana sales would be subjected to a 15% tax, and proceeds from the tax would be used to fund veteran services, drug misuse treatment, and prevention projects. According to the state fiscal analysis estimation, by 2025, a regulated marijuana market would be able to generate $155 million yearly.

The legislation would also allow for the expungement and resentencing of people previously convicted of marijuana-related crimes.

The Missourians for a New Approach campaign manager John Payne said in a press release that eleven other states, including neighboring Illinois, have successfully regulated and taxed recreational marijuana, enabling those states to benefit from taxes on marijuana sales. Payne further said that the residents of Missouri are in favor of recreational marijuana legalization, taxing, and regulating its consumption and that they are excited that voters will have a chance in November to decide on the measure.

The group is supposed to submit enough signatures not later than May 3, and the Missourians for a New Approach campaign efforts are backed by the Marijuana Policy Project (MPP) and New Approach PAC. The campaign is lead by Payne, who was also involved in the successful medical marijuana legalization, which was approved by voters in 2018.

At the beginning of January, Missouri NORML and all of the state’s local chapters voted in favor of the legislation.

Missouri’s NORML state coordinator Dan Viets said that it is time to stop treating marijuana consumers like criminals. He also said that the state should regulate and tax marijuana just like they do with alcohol. Viets is also the Missourians for a New Approach Board Chair.

Local governments would be allowed to prohibit recreational marijuana businesses within their jurisdiction until the next general election after the 2020 elections. Afterward, local governments can prohibit marijuana businesses via voter approval.

If their campaign is successful, Missouri will be among the growing number of states such as Mississippi, South Dakota, and New Jersey looking to legalize marijuana through the ballot.

Marijuana advocates predict that before the elections, other states will place their initiatives on the ballot.

Many industry watchers believe that pot companies like MCTC Holdings Inc. (OTC: MCTC) are optimistic that the campaigners will succeed in getting the measure on the ballot, and that voters will also support full legalization.
