On Wednesday, Chicago Mayor Lori Lightfoot introduced a proposed ordinance that would allow licensing of marijuana consumption sites that are safe and legal. This is an effort by the mayor’s office to expand the economic opportunities presented by the ever-growing marijuana industry across the city of Chicago by bringing in more entrepreneurs.

Illinois lawmakers approved the bill legalizing recreational marijuana which was later signed into law by the Democratic Governor J.B. Pritzker. Adult-use marijuana will be legal in Chicago as from January 1.

In a public statement, Lightfoot said that the city of Chicago is preparing for legalization ahead of the launch date by working together with the state to make sure that legalization will be implemented in a safe, responsible way and that it offers optimal opportunities for the residents of Chicago as well as businesses. The legalization of adult-use marijuana will provide a chance for more entrepreneurs to participate in the marijuana industry including those who have been affected by the war against drugs. The bill will also present the people of Chicago with safe marijuana consumption sites.

According to the proposal introduced by the Mayor, businesses operating specialty cigar outlets, such as cigar shops or hookah lounges, would be eligible to apply for marijuana consumption site permits. The consumption sites licenses allowing people to use marijuana on the premises would be issued by the Department of Business Affairs and Consumer Protection (BACP). The consumption permits would be granted to businesses deriving at least 80 percent of their proceeds from tobacco-based products.

The BACP Commissioner Rosa Escareno said that entrepreneurs looking to venture in the new business of adult-use marijuana consumption sites have an opportunity to participate through the Chicago consumption licensing program which has a robust regulatory system. Escareno further said that they are excited to be taking the first step in developing regulations that provide entrepreneurs with more economic opportunities while ensuring that the public has safe places where they can use cannabis responsibly.

The specialty tobacco businesses must fulfill several requirements before they can be issued with permits. For example, they must be in a standalone structure that is well ventilated. The companies must also establish a safety plan that is approved by the city, and also educate their staff on safe marijuana consumption. The business owners must also note that businesses located in areas that are excluded from conducting marijuana business, which covers the greatest section of the downtown area and Magnificent Mile, would not be granted licenses.

The businesses authorized for onsite marijuana consumption are not allowed to serve alcohol, and the customers are also not allowed to bring their own. The companies are to be located at a minimum distance of 500 feet from schools and other outlets licensed for marijuana consumption.

The proposed ordinance would make sure that small businesses benefit from the legal marijuana industry, said the executive director of Chicago NORML, Edie Moore.

In the coming year, Lightfoot’s administration is expected to develop a new proposal that would issue onsite consumption licenses to licensed marijuana dispensaries.

420 with CNW – Why You Should Be Cautious About Telling Police You Use Weed

The law enforcement agencies are still arresting people for using or possessing marijuana despite its legal stature in many jurisdictions around the country, and some of these arrests are brought about by personal admission of use or possession to the police.

People are under the impression that it is okay to admit that they are using marijuana since it is legal in many states in the U.S. Others assume that since marijuana is legalized, the rules associated with the plant are not applicable, so they end up throwing caution to the wind as you find them leaving their homes with marijuana. Most often, this leads to trouble, especially if the police are involved.

Although marijuana is not totally prohibited in the U.S., the police forces are still finding excuses to arrest people on marijuana-related cases, and most often, the arrests are due to personal admission.

Earlier this week, Detroit News reported that hours after the launch of recreational marijuana sales, a motorist crashed with a Michigan police vehicle. Although the cause of the accident was the poor nature of the road, after been questioned severally about the accident, the motorist said that he had smoked pot during the day. Speaking to the news outlet, the State Police Lieutenant, Sarah Krebs, noted that the motorist admitted to smoking weed before that accident, and this shows that the driver was driving under the influence. The evidence was sufficient to have him sent to jail, according to the police.

The accident happened along interstate 75. The driver was too fast despite the poor road infrastructure, which caused him to spin and crash into a police vehicle. If an accident takes place even if there are no people who are injured, the police must investigate to determine if the drivers were impaired. If a motorist is suspected of driving under the influence of alcohol, the police make use of a breathalyzer to either verify or eliminate the suspicion.

However, law enforcement officers in states where marijuana is legal are determined to pin accidents on stoned driving. Recreational marijuana sales becomes legal in Illinois in January, and the police force in the state is on a rampage to arrest stoned drivers before legal sales begin. The only downside is that the absence of roadside test tools, such as breathalyzers, used for detecting impaired drivers makes it harder to prove impairment.

The suspects are instead subjected to a blood test for confirmation, and for this to happen, you would have to be reeking of weed, with bloodshot eyes and irrational behavior before the cops pull you aside.

A driver should never admit to smoking marijuana because if you do, you will be subjected to a blood test, and if it is positive, you will be charged with impaired driving. You will then be placed in the county jail until you are bailed out. Admission of guilt will make arguing your case before a judge challenging, and you will probably be convicted of a DUI. You will also lose your driver’s license.

According to a defense attorney in California, Robert Shatzco, people should never admit to smoking weed since it is difficult for the police to determine if you are impaired. He also said that they are helping clients get their cases dismissed or get them a reduced charge.

MCTC announced separate test results on three new infusions, the Hemp You Can Feel(TM) technology in powder form, in a liquid concentrate form and in a premixed nonalcoholic cocktail formulation. In industry standard high-performance liquid chromatography (“HPLC”)-based potency testing conducted by licensed independent laboratories, hemp extract and cannabinoid levels were undetectable for all three preparations. Additional analysis intended to reveal other similar compounds showed zero presence as well.
