420 with CNW – The Clergy in Connecticut Advocate for Marijuana Legalization

Church leaders in Connecticut gathered on Tuesday to rally in support for draft legislation seeking to legalize marijuana. The Connecticut Clergy Coalition is backing governor Ned Lamont’s legislation as it would regulate and tax marijuana.

The coalition that represents more than 100 congregations said that marijuana regulation would cut across racial, ethnic, and gender lines.

The Connecticut Clergy Coalition is requesting state lawmakers to back the legislation. The legislation would allow people above the age of 21 to possess and buy a maximum of one and a half ounces of marijuana from a licensed dealer.

The Coalition further saif that they are supporting the legislation as it would allow legitimate businesses to sell marijuana and pay tax; thus, fighting drug dealers and other criminals.

The coalition said that the war against drugs has disproportionately affected people of color, low-income communities, and inner-city residents.

Reverend Stephen Camp from Faith Congregational Church in Hartford said that he is tired of seeing young, black, and brown children having their lives disrupted because the state cannot regulate marijuana.

The bill seeking to legalize recreational marijuana was introduced by Governor Lamont. The governor said that he is working together with the neighboring states such as New York, New Jersey, and Pennsylvania which have taken steps to legalize adult-use marijuana or are considering it.

Lamont further said that it would take a short drive to the border for the residents of Connecticut to buy weed from legal states, or they can buy it from the black market within the state.

In his State of the State address, the governor also said that he considers marijuana legalization as a social justice issue.

Reverend Charlie Stallworth of East End Baptists Tabernacle Church in Bridgeport said that it is high time we stand together and reform the failed marijuana policy. It will help the state to move forward in a way that would help lift our communities.

Republican lawmaker, Vincent Candelora said that he is open to helping people impacted by marijuana-related convictions. He also said that he would allow people to cultivate marijuana at their homes, but he is opposed to regulating marijuana sales.

Candelora further said that when you attach profit to cannabis, that is when young children are going to be preyed on.

The Connecticut Clergy Coalition said that the legislation would allow the police to focus on more severe crimes and enhance community relations.

420 with CNW – Authorities Say Illinois Marijuana Shortages Were Planned

Since the legalization of adult-use marijuana in Illinois, the market has been plagued by long queues, closure of dispensaries, and shortages; and this has left marijuana customers very frustrated.

However, it has emerged that the cultivators intended to start the sale of recreational marijuana on a slow note, the state officials said. The cultivators and state officials said that their ultimate goal is to have a marijuana market where supply and demand are balanced.

Governor J. B. Pritzker’s senior advisor on marijuana Toi Hutchinson said that the regulators aimed to intentionally slow down the market to ensure that there was space for new entrants. Hutchinson is also unofficially known as the Illinois “pot czar.”

Chris Lindsey is the director of government relations for the Marijuana Policy Project (MPP). Lindsey said that after the legalization of marijuana, every market faces supply shortages. Lindsay participated in the drafting of the legal cannabis legislation. Cultivators in Illinois predicted supply shortages even before recreational marijuana was made legal.

Lindsey further said that the state did not disclose their slow approach strategy to the public because they were still drafting the rules; however, the discussion about the deliberate plan took place amongst several public agencies, and after exploring several methods, they opted on the go-slow strategy.

Lindsey further said that there are two types of the licensing systems, one where there are a finite number of permits available, and the state of Illinois adopted this option, and the other has unlimited licensing and it up to the market to decide which business survives.

Hutchinson further said that the slow approach strategy has several advantages, such as allowing small businesses to build up a revenue base before expanding their operations. She also said that it protects medical marijuana patients by making sure that the recreational program is not given priority.

Since 2015, more than 87,000 patients have registered under the medical marijuana program. The state of Illinois has around 8.6 million residents who are above the age of 21, excluding visitors who are potential recreational marijuana customers.

The president and co-founder of 4Front Ventures, Kris Krane, said that there is a significant gap between medical and recreational marijuana users and that demand for products could overwhelm growers and eventually push medical marijuana patients to the sidelines.

Krane further said that the recreational marijuana program in Illinois had to be kept small to give growers a chance to ramp up their operations and infrastructure and still serve patients.

On the other hand, cultivators are not complaining because they are selling out all their products, giving them a continuous flow of customers – which is an excellent problem to have, said the general manager of Wellness Group Pharms, Steve Bundy.

States such as Oregon and Washington did not control the supply of marijuana products, and this resulted in the oversupply which is eventually harming businesses in the long term.

420 with CNW – Medical Marijuana Initiative Cleared for 2020 Mississippi Vote

A medical marijuana legalization question will be on the 2020 ballot, allowing the residents of Mississippi to decide on the legalization of medical cannabis. If the voters approve ballot initiative 65, it will amend the state’s constitution so that people with debilitating health conditions, which are included in the list of qualifying conditions such as cancer and epilepsy, would be able to access medical marijuana.

In July 2018, the Medical Marijuana 2020 campaign sponsored by the Mississippians for Compassionate Care political group, kick-started the petition for the constitutional amendment. This was after the draft ballot initiative was approved by the Mississippi Secretary of State and the Mississippi Attorney General’s office.

On September 4, the completed petitions were submitted, and a little over four months later, the Secretary of State’s office in Mississippi confirmed that the petition had enough signatures qualifying it for placement on the ballot.

Each of the five Congressional districts had to generate around 17,237 signatures making it a total of 86,185.  The Mississippians for Compassionate care turned in more than 105,000 signatures that were verified.

In an interview with The Daily Mississippian, the Medical Marijuana 2020 communications director, Jamie Grantham, said that when they were drafting the language for the medical marijuana initiative, they looked at other states, studied their programs, people, and patients who benefited from those programs.

The proposed medical marijuana amendment provides that patients are not supposed to carry more than 2.5 ounces of medical marijuana at any one time and that patients should not be sold more than the 2.5 ounces in a span of 14 days. It also provides that medical marijuana treatment centers should be more than 500 feet away from schools, churches, or childcare institutions.

The legislature in the state of Mississippi has about four months to review, change, adopt or reject the measure before the November 3 elections. According to Section 23-17-29 of the Mississippi Code Annotated, if they opt to amend, both the original and amended versions of the measure will be on the ballot. The code also stipulates that the medical marijuana initiative must have 40% of the total votes cast if it is to be implemented.

In an interview with The Daily Mississippian, the Director of Pharmacy Health Services, Sandy Bentley, said that every medication has some risk. She further noted that doctors prescribe the drug because the benefits overshadow the dangers and that medical marijuana is no different.

Bentley further said that medical marijuana should be judged on a case-by-case basis. She also said that she does not think that medical marijuana can have a blanket policy.

The initiative is being vehemently opposed by the Mississippi Board of Health, citing that several known harms are resulting from the use of marijuana products. These harms include addiction, mental illness, increased accidents, and smoking-related illnesses.

That opposition notwithstanding, experts believe that cannabis companies like No Borders Inc. (OTC: NBDR) are hopeful that voters will support the initiate that seeks to give them an additional treatment option in case they are faced with a health challenge.

420 with CNW – New Mexico Governor Says Now is the Time to Legalize Pot

On Tuesday, during her State of the State address, New Mexico Governor Michelle Lujan Grisham said that the time has come for the state to legalize marijuana.

Last week, the New Mexico governor officially included marijuana legalization in her 2020 agenda and said that marijuana reform represents a lucrative economic opportunity for the state, and more than two-thirds of New Mexico residents are in favor of the marijuana reform. There is a possibility of marijuana legalization being approved, which would make New Mexico the twelfth state in the U.S. to legalize recreational marijuana.

Lujan Grisham further said that adult-use marijuana could be the next cutting edge of economic expansion in New Mexico. He said that they could start from the bottom, or they can play catch up with other states.

In a tweet, Lujan Grisham said that 75% of New Mexicans support legalization of recreational marijuana and that three out of four of the residents want to utilize the economic potential of the marijuana industry, and it is their responsibility as leaders to give them what they want.

The governor further said that legalization would mostly benefit rural communities through job creation as well as the availability of better-paying jobs.

The governor also noted that for years, they have been hearing and debating proposals on recreational marijuana, but every time they would postpone and say it is not their time or they are not ready. They have also watched other states struggle in some areas of legalization and thrive in others. The governor said that it is easy to get a no, but it is harder to create something worthy and new, and New Mexico is ready for adult-use marijuana legalization.

The governor noted that her reform proposal was structured around the input her working group gathered from the community members and law enforcement.

Lujan Grisham also said that the Working Group laid out a vision where the state of New Mexico would use every tool in their economic tool belt while strategically adopting the best practices to create a thriving and secure new industry which would provide employment opportunities for thousands of New Mexicans and plough back hundreds of millions in revenues to the cities and counties. The tax generated would be used for public safety and health care.

The governor further said that the time has come when they should stop holding themselves as well as the state’s economy back. She added that New Mexico should legalize adult-use marijuana this year, which would be a sufficient reason to stay, work, and build a satisfying 21st-century career.

After the governor included legalization in her 2020 agenda, a lawmaker filed a bill a day later to accomplish the governor’s goal. Even though the governor is in favor of legalization, in a recent interview, she said getting the measure approved could be a tough job.

Lujan Grisham said that her goal is to create a legal, fair, and productive mechanism for marijuana, and even though they have the support, she knows that there will be challenges in the Senate, but they will do their best to overcome them.

Even though recreational marijuana legalization was not approved last year, the New Mexico governor signed legislation decriminalizing marijuana possession. According to experts, that decriminalization law is seen by various industry actors, such as No Borders Inc. (OTC: NBDR), as a step in the right direction toward ultimate legalization.

420 with CNW – Missouri Judge Orders Delay in Issuing Medical Marijuana Dispensary License

On Friday evening, the Missouri Department of Health and Senior Services was ordered by a court in Missouri to delay the approval or rejection of one applicant who had applied for a license to run a medical marijuana dispensary.

According to the statement previously issued by the Health Department, the permits would enable businesses located in secure areas to sell medical cannabis to patients. The Department expected to issue a minimum of 192 licenses within the state by January 24.

Judge Daniel Green, with the Cole County Circuit Court, ordered the delay of approval or rejection of one applicant for a license in Independence until a week (Jan.27) after the initial decision date.

It is not yet clear how the delay will affect the whole licensing process. When asked about the court order on Saturday morning, a DHSS spokeswoman said via a text message that the case is not about DHSS, but about the Independence ordinance. She further said that she does believe that the process would be delayed but asked them to refer their questions to the Office of the Attorney General in Missouri.

No response was issued by the spokesman for the attorney general when contacted for a comment.

At the beginning of last week, the USA TODAY Network reported that in 2019, Independence approved cannabis zoning rules were stricter than the barriers in churches, daycares, and schools that are written in the state-level medical cannabis constitutional amendment.

A former owner of a marijuana clinic that specialized in patients seeking state-approved medical marijuana cards Emily Branch said that supporters of marijuana regard Independence zoning rules as a violation of the Missouri constitution.

According to public records, the plaintiff, in this suit is the HCKC LLC, which is operating as Healing Center of Kansas City.

One of the officials of the Healing Center, Jay Richards, said that the company would not issue any statement at the time, but maybe after the state awards them the dispensary permit.

According to the medical marijuana dispensary applicant record provided by the Missouri Department of Health, there were other companies tied to Healing Center that applied for at least ten licenses.

Healing Center retail outlets would be spread across the state to St. Louis, Kansas City areas, Rolla, and Columbia.

Lying at the center of the lawsuit is the dispensary to be opened in the Kansas City Area, which is the hometown of President Harry Truman.

The suit’s defendants include the City of Independence, Department of Health and Senior Services, and its director Randal Williams, and they are using the same lawyer for their defense.

Another lawsuit was filed against the DHSS by the Sarcoxie Nurseries Tree Farm, who were denied a commercial cultivation license. At the beginning of January, the owner of  Medigro LLC, Brian Atchley, said that he is tied to the two lawsuits. And like many other permit applicants, Atchley is questioning the DHSS licensing protocols.

Industry experts say such lawsuits can potentially derail the roll-out of the marijuana program, and they are certain that industry actors like No Borders Inc. (OTC: NBDR) wouldn’t want such a barrier to persist for long.
