As we rolled into 2020, a team of Italian scientists announced that they had discovered two new cannabinoids in the marijuana plant. This discovery shows that there is much more that remains to be learned about the cannabis plant. Their findings are an addition to the existing knowledge of the controversial plants, even though we are yet to find out the functions of the new compounds and how they affect the human body.

The two compounds found by the scientists include tetrahydrocannabiphorol (THCP) and cannabidiphorol (CBDP).

The structure of THCP is roughly the same as that of tetrahydrocannabinol (THC), which is the compound responsible for inducing a high. However, THCP is 30 times more potent than THC. When pharmacological tests were conducted on THCP, the compound induced hypomotility, analgesia, catalepsy, and reduced rectal temperature. This shows that its effect on the body is like that of THC. It is unclear if THCP is psychoactive or if it induces the same high as THC, but when it is administered at lower doses in mice, it appeared to be more potent than THC.

The CBDP is associated with CBD, which acts as an antioxidant, anti-inflammatory, anti-convulsant, and reverses the adverse effects of THC.

The authors wrote that CBDP is a phytocannabinoid whose structure is made of a linear alkyl side chain with more than five carbon atoms. Research on the two compounds would be of significant benefit to the scientific world as it would help researchers understand why different marijuana strains have varying effects on the body, which results in a myriad of feeling as well as the promotion of healing and wellness.

The authors wrote in Scientific Reports that there is a growing number of clinical trials and documentation providing real evidence of the ability of marijuana and cannabinoids to treat a wide range of ailments such as insomnia, anxiety, autism, multiple sclerosis, and neuropathic pain. They also added that they expect THCP to bind better to the CB1 receptor cells than the THC.

Cannabis sativa species are more potent than cannabis indica. Cannabis sativa is used to treat glaucoma and epilepsy. This species of marijuana is an invaluable source of nutrients and can also be used for making textiles; however, it is considered to be the most illegal drug all over the globe, especially among young adults. The plant can produce at least 150 phytocannabinoids, with the most commonly known being THC and CBD. Until recently, THC was the only known psychoactive cannabinoid since marijuana strains that were tested contained low levels of THCP and CBDP. However, the researchers noted that higher levels of the two compounds might be found in other breeds of marijuana.

The authors further noted that since the properties and potential capability of THCP and CBDP is unknown, more research should be conducted on the compounds.

Italians have joined the club of countries that allow their residents to grow and use a limited amount of marijuana at home as long as it’s for personal use. The country’s highest court in Rome made the landmark decision long before Christmas, on December 19, but local media only got wind of the news last Friday.

Legislation dating back to the 1990s barred the farming and sale of marijuana, but there has been great uncertainty about the laws due to contradictory court decisions. After being asked to clarify, the Court of Cassation declared that the crime of growing narcotics should exclude “small amounts grown domestically for the exclusive use of the growers.” In a one page statement, the court said that “at home, small scale cultivation activities are to be considered excluded from the application of the penal code.”

Matteo Mantero, a senator from the 5-Star Movement, the governing coalition party, presented an amendment to the 2020 budget calling for the legalization and regulation of domestic cannabis use. Sadly, it was ruled inadmissible by the Senate speaker form Silvio Berlusconi’s conservative Forza Italia party. He says that the Court has opened up the way for cannabis legalization and that it’s “up to us now.”

Leonardo Fiorentini, a representative of the drug policy advocacy group Forum Droghe, says that it’s a ” very important decision because it will shield from prison those who choose to cultivate marijuana for personal use.”

In 2013, a court in Torre Annunziata, a small town in southern Italy, sentenced a man to a year in prison and a $3,365.85 fine for growing two cannabis plants at home. After a series of appeals, different sections of the court system came to different conclusions on allowable scale of marijuana cultivation. In August, the court turned to its highest authority, the Sezioni Unite, which is like the Supreme Court of the country.

It concluded that the rudimentary techniques and small amounts produced in small scale growing makes it irrelevant to the illegal drug trade that the criminal law is intended to address.

There are 6.2 million cannabis users in Italy, most of them aged between 15 and 34, according to the newspaper Corrier della Sera. More men than women consume cannabis in the country. Although it is currently decriminalized for personal use, medical and industrial use is heavily restricted. The country is dotted with special “weed shops” that cater to people who smoke recreationally, as long as the plants maintain a THC level of below 0.6 percent.

420 with CNW – West Virginia Warms Up to Medical Marijuana

West Virginia is set to launch the application process for medical marijuana cultivators, processors, dispensaries, and laboratories by the end of this month.

They are only accepting online applications, and the application deadline is on February 18, 2020. This means that the department will not accept applications past the deadline.

In the month of November, the Director of West Virginia Office of Medical Marijuana, Jason Frame, said that the launch of the application process is a step toward availing medical cannabis to the residents of West Virginians who are suffering from serious medical ailments.

The competition for the permits will be stiff since the Bureau for Public Health in West Virginia plans on issuing no more than ten growers, ten processors, and 100 dispensaries with licenses.

The growers are expected to pay a non-refundable fee of $5,000 and a permit fee of $50,000. The processors are required to pay non-refundable application fees of $5,000, and permit fees of $50,000, while the dispensaries applicants are required to pay a non-refundable fee of $2,500 and  $10,000 license fees.

On April 19, 2017, the Governor of West Virginia signed into law the state’s medical marijuana program, indicating that it has been a long process and that it is far from over because applications will have to be reviewed, licenses issued, and the enactment of rules governing medical marijuana sales.

It will be a long wait before patients and caregivers can access medical marijuana products because all medical marijuana that is to be sold within the state of West Virginia must be cultivated and processed within the state.

The state has not indicated when it will open the applications for medical marijuana cards. There is a possibility that the first dispensary will not be opened until 2021. This makes the process from legislation to the first sale of medical marijuana a lengthy one, with estimates showing that the entire process could take more than four years.

Some of the medical conditions that will be included in the list of qualifying conditions include terminal illnesses, cancer, post-traumatic stress disorder, and chronic or intractable pain. The medical marijuana medication will be available in the form of creams, gels, liquid, pills, ointments, tinctures, and non-whole plant matter for vaping.

Physicians who want to participate in the program are required to submit an online application to the Public Health Bureau demonstrating their proficiency in treating various ailments. They are also supposed to take a four-hour course that is to be established and possess valid licenses permitting them to practice medicine in West Virginia.

420 with CNW – Florida Lawmakers Continue Debating Edibles and Other Marijuana Issues

The lawmakers in Florida approved the use of marijuana edibles more than two years ago, and this week, the health officials set in motion their plans of making the treats available in retail outlets. The most commonly used marijuana-infused treats by patients and recreational users include cookies, gummies, and lollipops in states that have already legalized the marijuana.

The Department of Health in Florida announced that they developed regulations for products that will be allowed and those that will not be approved; however, they have not released the details.

It will be a while before Floridians can access some edibles such as Space Brownies and Reef Jerky, which are popular among users in other states.

This week the Florida House included edibles in their “parade of horribles” as they continued to voice their opinions about the dangers of adult-use marijuana.

On Wednesday, the presentation made by the House Health Quality Subcommittee was an effort by the chamber to build opposition to the proposed constitutional amendment, which aims at legalizing adult-use marijuana.

“Make It Legal Florida” is the initiative seeking to legalize recreational marijuana in the state, and the bill’s supporters are hoping to include it on the 2020 ballot, but the measure’s timing is not ideal since the marijuana sector in Florida is facing financial upheavals.

Investors are flocking the marijuana industry in Florida with hopes of capitalizing on the emerging lucrative cannabis sector.

Floridians legalized medical marijuana through the ballot in 2016, which led to increased competition. However, intrinsic and extrinsic factors in Florida have led to less bidding for medical marijuana licenses despite the possibility of recreational marijuana legalization.

Trulieve Inc., based in Quincy, was sued for sending customers text messages alerting them about exclusive deals. This violated federal communication laws that prohibit sending of unwanted messages advertising sales of cannabis.

According to the lawsuit, the plaintiffs demanded damages that exceed the $5 million threshold for federal jurisdiction in a class-action trial.

According to Senate President Bill Galvano, the lawmakers are not to address vertical integration systems during the next parliamentary session. Vertical integration critics argue that the system would block out firms that could serve several aspects of the marijuana sector.

Speaking to The News Service of Florida on Thursday, Galvano said that the judiciary is handling the issue. However, lawmakers can still control the issue of psychoactive effects on patients in Florida by limiting the THC concentration in medical cannabis products.

Experts expect the entire marijuana industry, including companies like Hemptown USA and Cannabis Strategic Ventures Inc. (OTCQB: NUGS), to follow the adult-use marijuana legalization debates in the Sunshine State closely since they could have a bearing on events elsewhere in the nation.
