For instance, a scientific study recently published in “Earth and Space Science” journal revealed that parts of Colorado are experiencing aridification due to changes in stream flows caused by climate change. These regions will lose one-half their snow by 2028 and will look more like Arizona in the coming decades.

Researchers behind the study say that while Colorado isn’t turning into a desert any time soon, they expect to see increasing aridity moving forward. In states that have vibrant hemp and marijuana sectors, this change in climate could affect how cultivators grow the two plant varieties in the future.

Runaway climate change is already starting to affect America’s wine industry. In 2021, an independent organization of journalists and scientists called Climate Central noted that shifts in weather patterns would soon make some wine regions too warm and dry to cultivate certain grape varieties.

The New Jersey-based organization states that growing season temperatures have increased by 2.0°F since 1970, forcing vineyards that produce chardonnay to switch to merlot grapes.

Players in the cannabis sector could be making such choices themselves in the next couple of years. The northeast is experiencing shorter and warmer summers, making it difficult for growers to make predictions for the coming seasons, said director of cultivation Lauren Frontier.

Last July, her cannabis cultivation operation received four times the amount of rain it normally gets in a whole year. She is now considering cannabis strains whose genetics allow them to withstand heavy rain and high humidity.

She is also considering shorter-term genetics such as autoflowers. Cannabis is an extremely adaptable plant that can thrive in any location, Fortier declares. Earlier this week, the Biden Administration announced that individuals who would like to intern at the White House would be required to disclose any previous drug use. This is despite repeated requests to stop penalizing employees who admit to past use of cannabis.

A new White House Internship program FAQ states that applicants going through the hiring process will be required to fill out a security clearance form. The data collected by this form may affect the eligibility of the candidates, especially if it includes information on past consumption of marijuana, even if it was legal under state law.

In the early days of this administration, the Biden White House was criticized over reports that staffers were being penalized or terminated on the basis of past cannabis use. President Biden has been against marijuana’s legalization for some time now, with a former White House press secretary reiterating that the president hadn’t changed his stance on maintaining federal prohibition soon after Senate Majority Leader Chuck Schumer and his colleagues introduced a draft bill to legalize cannabis in 2021.

However, while campaigning in 2020, Biden ran on a pledge to enact reforms such as the expungement of previous records, the decriminalization of marijuana possession and respecting the rights of states to enact their own laws.

Since the president assumed office, the administration has made no strides to enact any of these changes, instead choosing to fire its staffers over cannabis and extending a provision that prevented D.C. from legalizing the sale of marijuana.

Results from a poll released earlier in January show that more than one-half of Americans feel that the president has made little progress on his pledge to decriminalize cannabis in his first year in office, with most individuals expecting that little will be done to advance reform as his term continues. The president has received numerous letters from advocates, legislators, celebrities and individuals affected by criminalization, calling on him to do something about the individuals who are still behind bars over marijuana.

While Biden has granted clemency to some individuals with nonviolent federal drug convictions on their records, not much else has been done. This is despite findings from a report by the Congressional Research Service showing that Biden has the power to grant mass pardons for marijuana offenses.

For her part, Vice President Kamala Harris stated in 2021 that the administration wasn’t focused on making progress on its cannabis reform pledges because it was overburdened with other issues.

By the start of 2022, more than 30 states had legalized medical marijuana. Research has found that cannabis can be quite effective at alleviating medical conditions such as chronic pain, insomnia and post-traumatic stress disorder (PTSD). However, medical marijuana isn’t always cheap; according to Americans for Safe Access executive director Debbie Churgai, the number-one barrier to medical cannabis access is affordability.

Furthermore, federal prohibition means that insurance providers do not provide coverage for medical cannabis even if it is prescribed by a doctor. This often leaves those who need medical marijuana the most with no affordable way to access it.

In the state of California, however, in-need patients have been receiving free medical cannabis thanks to a partnership between marijuana delivery service Eaze, nonprofit groups and cannabis brands. The Eaze Compassion program has been offering free products to in-need medical cannabis patients since late 2019 and has handed out more than 100,000 THC-infused products in that period.

The program currently makes free home deliveries to patients living in San Jose, the Bay Area, Sacramento and the Greater Los Angeles area. Charlene Modeste, an LA native who lives with uterine fibroids, has been receiving thousands of dollars’ worth of cannabis products for free every few months from Eaze.

She learned about the Eaze Compassion program after contacting Dear Cannabis, a Sacramento-based organization that acts as a middleman between product-donating cannabis companies and compassion programs. Dear Cannabis connected Modeste to one of Eaze Compassion’s partners, an L.A-based nonprofit called This is Jane Project, which verified that she was eligible for the program and sanctioned the free deliveries.

Eaze also works with the Weed for Warriors ProjectOperation EVAC (Educating Veterans About Cannabis), Bay Area Americans for Safe Access and other groups to facilitate compassionate deliveries to in-need patients. Eligibility for the program is determined through criteria such as medical diagnosis, need and income.

The cofounder and chief executive of veteran support group Weed for Warriors Project says access to affordable medical cannabis can save lives. Veterans who were overdrinking drank less when marijuana was available, he says, and there has been a noticeable reduction in overdoses, domestic violence and suicides since cannabis was made available to the veteran community.

Weed delivery company Eaze handles the deliveries while its partner organizations evaluate prospective patients. 420 with CNW — California Government Report Highlights Racially Slanted Drug-War Effects

America’s criminal justice system has never been kind to minorities. Long before the drug war wrought untold havoc on the Black community, people of color were much more likely to run afoul of the law, even if they were innocent or had committed the same crime as a White individual. The war on drugs stepped up this racial persecution and allowed the criminal justice system to arrest and convict nearly half a million Black Americans.

A California government task force recently released an interim report on offering the Black community reparations for the damage caused by marijuana criminalization and the failed drug war as a whole. Established by a bill passed into law in 2020, the Reparations Task Force published a nearly 500-page report to delve deeper into how the U.S.’s drug policies were weaponized against minorities and led to a cycle of widespread incarceration.

It includes an extremely detailed analysis of the history of the failed drug war and how law enforcement was used to disproportionately target and imprison Black people. The report states unequivocally that the government criminalized African Americans “at all levels” for social control.

For instance, the report says, one of President Richard Nixon’s top advisors reportedly claimed that the administration’s plan was to get the public to associate Blacks and hippies with marijuana and heroin, and heavily criminalize both drugs to disrupt those communities. The report states that despite research showing that both White and Black people use drugs at nearly identical rates, Blacks are almost four times more likely to be prosecuted and imprisoned on drug charges.

Despite the fact that White people make up the majority of recreational drug users in the country, the report adds, Blacks and Latinos make up three-fourths of the people imprisoned for drug offenses. This has led to significant voter disenfranchisement, the report says. Even worse, it has led to the breakdown of the Black family.

With hundreds of thousands of Black men in prison, many of them for minor drug charges, scores of Black children have had their families ripped apart and have been forced to grow up without the emotional and financial security offered in a two-parent household. The interim report also notes Republicans aren’t the only ones to blame for the institutional racism that pervades America’s criminal justice system; Democratic leaders also pushed for more punitive drug policies. For starters, President Bill Clinton signed the 1994 Crime Bill into law, increasing the penalties for drug charges and upping the rate of mass incarceration.

Then-Senator Joe Biden was also instrumental in passing a couple of bills that further exacerbated racism in law enforcement and sentencing disparity. The task force will release a final report with recommendations on July 1, 2023.

Such reports from committees instituted by state governments vindicate the cannabis industry and industry players such as Cannabis Strategic Ventures Inc. 420 with CNW — Maryland Official Wants DOJ to Investigate Possible Flaws in FBI Cannabis Arrest Data

An official in Maryland is asking that the Department of Justice formally investigate the system of reporting used by the FBI for local and state cannabis arrests. The key issue is the confusion among agencies of law enforcement on the issuance of citations for the possession of marijuana under decriminalization laws in the state and whether they should be reported as arrests to the FBI.

This confusion has caused inconsistency in the data that is released annually, calling into question the data’s use as a tool to inform policymaking on cannabis. The reporting system, which is known as the Uniform Crime Reporting program, is depended on by researchers, legislators and media to examine and understand law enforcement trends, with more than 18,000 jurisdictions in the country reporting to the agency on why and how many types of arrests are made annually using it.

Maryland official Eric Sterling believes that the arrest data on marijuana that was reported through the program may be embellished after a state police department recently revealed in an interview that they categorized simple civil violations for the possession of marijuana as arrests.

The state of Maryland decriminalized cannabis in 2014 and made the possession of 10 grams of the herb a civil violation punishable by a fine without the threat of jail time or even arrest.

Despite the lack of arrest for such a violation, state police in Maryland report fine issuance as arrests. This is because the National Incident-Based Reporting System manual instructs that violation of laws that prohibit the use, distribution or production of some controlled substances be reported but offers no distinction between criminal arrests and civil violations.

This apparent inconsistency is what prompted Sterling to demand an investigation be done by the Office of the Inspector General. Sterling explained that miscounted arrests undermined the value of cannabis decriminalization as a cost saver for law enforcement, noting that the arrest data may influence federal funding for local and state police departments under several programs.

The issue may have considerable implications for observers and policymakers evaluating the impact of decriminalization policies. An analysis has shown that this interpretation hasn’t been adopted in all departments, with some reporting substantially less cannabis arrests postdecriminalization.

It is not clear how many police agencies in the country classify citations as arrests. However, cities such as Baltimore are using a different reporting style, with far fewer marijuana arrests being reported since its state enacted decriminalization laws.

420 with CNW — Georgia Voters Endorse Ballot Question on Cannabis Legalization

Earlier last week, voters in the state of Georgia approved the language of a ballot measure expressing support for the legalization of adult-use marijuana. Democratic Party leadership in the state placed a number of nonbinding advisory questions on the primary election ballot to help inform lawmakers on where residents in the state stood on various issues, including cannabis legalization.

The question on legalization asked residents whether cannabis needed to be legalized, regulated and taxed in the same manner as alcohol for individuals aged 21 and above, with proceeds from its sale being directed toward health care, infrastructure and education programs. The cannabis initiative led by a strong margin of 80% with more than 99% of the counties having reported full results. While the vote’s results don’t change the state’s law, the high numbers of those in favor of legalization highlight the support for reform.

The state has open primaries, which means that any voter in Georgia could fill out the Democratic ballot on the day of election, regardless of what party they belonged to.

In addition to the question on marijuana legalization, questions on renewable energy, health care, free preschool, paid parental leave and the forgiveness of student loans were asked on the Democratic ballot. Meanwhile, the Republican ballot afforded individuals in the state a chance to comment on social media censorship, the right of transgender individuals to participate in sports and the Mexican border wall.

It should be noted that during this session, reforms to the state’s limited medical marijuana program advanced in both chambers but failed to be approved at the final passage.

In the past, Senate Democrats in the state of Georgia also tried enacting a measure that included provisions to decriminalize low-level possession of marijuana in 2020. However, the measure didn’t advance. This came after Democratic primary voters in the state of South Carolina were asked about their stance on the legalization of medical marijuana at the ballot in 2018. More than 80% of the voters’ response was in support of enacting a change in policy that would allow patients access to cannabis.

Last year, legislators in the Minnesota House also conducted a survey of residents as part of the State Fair Poll. Among the questions asked on the poll was how many were in favor of the legalization of adult-use marijuana. Results indicated that 58% of those who responded were in favor of reform. This figure was a slight increase in comparison to the 2019 survey that asked the same question, which found that 56% of the respondents would back the reform.

420 with CNW — NIDA Seeks Additional Suppliers of Research-Grade Cannabis

The National Institute on Drug Abuse is seeking new partners that can supply cannabis for study purposes. Last week, the federal drug agency posted a notice on its website for organizations authorized by the DEA to grow marijuana that could acquire or produce marijuana and related materials for research.

Before the DEA recently ended the University of Mississippi’s monopoly on cannabis supply and agreed to approve new licenses, the National Institute on Drug Abuse had only a single supplier of marijuana for research. While the agency hasn’t stated how many suppliers it needs, it has listed the criteria for a prospective contract and the responsibilities the new partners would undertake.

In the notice, the agency stated that interested parties would need to be able to procure or produce marijuana, marijuana extract and other marijuana-derived materials for clinical and basic research. In addition, the parties would be required to carry out stability determination, qualitative and quantitative analysis, and recommend suitable conditions for the storage of these products for approved studies.

The agency also revealed that it hoped its studies would focus on less-known cannabinoids such as CBG, CBC and CBN, in addition to better-known ones, including CBD and THC. The agency then noted that organizations that were interested needed to document and demonstrate that they had considerable experience and were capable of administering and coordinating interrelated tasks in a timely and effective manner.

For some time, legislators and experts have been protesting against the exclusive supply of cannabis that the National Institute on Drug Abuse had depended on, arguing that research done using this cannabis had skewed findings. Researchers added that the marijuana’s status under the Controlled Substances Act also hindered studies on marijuana. The status discourages scientists from taking on research on marijuana, as has been stated by Nora Volkow, head of the National Institute on Drug Abuse.

In a recent interview, Volkow revealed that she herself wasn’t keen on going through the taxing process of acquiring approval to conduct research on substances such as cannabis because they were classified under Schedule I. Many hope that once the DEA approves more cannabis manufacturers, the quality and diversity of marijuana products will increase, even if the substance remains classified under Schedule I.

In addition to giving approval to new manufacturers, the Drug Enforcement Administration is planning to increase yearly production quotas for cannabis and psilocybin, among other substances, as demand from the scientific community continues to grow.

Phil Murphy signed three legislations on the legalization of cannabis. In April of this year, recreational retail stores in the state opened their doors to the public, making New Jersey the 14th state to legalize and implement the sale of recreational cannabis and decrease the penalties for underage use.

The commission in the state gave approval to a more than 100 conditional licenses for smaller growers and manufacturers. Despite having approval, it may take a year or longer for these operations to begin selling their products.

420 with CNW — DEA-Approved Cannabis Cultivator Debuts on NASDAQ

Bright Green Corp., a Florida-based cannabis company, made history last week by being the first “plant-touching” company to list its shares on a major securities exchange within the United States. The company, which boasts of being in possession of conditional approval from the U.S. Drug Enforcement Administration to grow research-grade marijuana, started trading on the NASDAQ exchange under the ticker BGXX on Tuesday last week.

The exchange had earlier set $8 as the reference price for a share of this company, but when trading opened on Tuesday, the stocks started trading at $15.99. In the course of the day, the price climbed up to a maximum price of $36.44 though it eventually ended the day at $25.25. This closing price depicted a 216% increase from the reference price at which a share was set just before trading started.

It should be noted that BGXX was categorized as a direct listing. In such a listing, the current shareholders of a company sell some of their shares, and the company doesn’t receive the proceeds from such a sale of stocks. SEC filings indicate that Bright Green’s shareholders agreed to sell 158.2 million shares.

At the close of the company’s first day of trading, Bright Green had a $4 billion valuation on the basis of the price at which a share closed. This is huge given that Bright Green hasn’t started making sales. The company is constructing a cultivation and processing facility worth $300 million in Grants, New Mexico.

At the moment, the major shareholders in Bright Green are Lynn Stockwell, a director in the company owning 69.6 million shares, and Terry Rafih, also a director who owns a little more than 20 million shares. Edward Robinson, the CEO of the company, currently owns 5 million of the company’s shares while his wife has 605,000 company shares to her name.

Bright Green says it plans to commercialize cannabis products, but only after the U.S. federal government has ended the prohibition of marijuana. This is one of the key positions the company took in order to distinguish itself from other marijuana companies that are operating under state laws. The filings Bright Green made to the Securities and Exchange Commission emphasize this distinction.

For decades, only the University of Mississippi had a facility to grow DEA-approved marijuana for research purposes. That monopoly is being dismantled, and Bright Green is one of the applicants that have been given conditional approval to grow marijuana for research purposes.

420 with CNW — Congressman Optimistic About Cannabis Banking Reform Inclusion in Manufacturing Bill

During a press briefing earlier this week, Rep. Earl Blumenauer revealed that he was optimistic about the possibility of including cannabis banking reforms in the final version of the large-scale manufacturing bill that will soon be signed into law. The Congressman has championed for marijuana legalization for a while now and is currently involved in negotiations on the America COMPETES Act.

During the briefing, the Congressman stated that there was a joint effort among conferees in both chambers to ensure that the SAFE Banking Act, which was approved by the House, was attached to the final conference report that is forwarded to President Joseph Biden’s desk. Blumenauer explained that now was the ideal opportunity to get some movement on cannabis banking.

The first meeting on this large-scale measure was held by the conference committee last week, with various conferees calling for the body to include the language of the SAFE Banking Act in the measure in the interest of public safety and economic competitiveness.

Prior to the conference, the Chair of the House Financial Services Committee, Rep. Maxine Walters, stated that cannabis banking was a legislative priority. Additionally, a significant number of senators also sent a bipartisan letter urging marijuana banking be included in the final version of this large-scale manufacturing measure.

However, despite the SAFE Banking Act’s approval in the House a couple of times, the Senate has yet to advance the measure. Current leadership in the Senate has maintained that a comprehensive legalization measure needs to be approved first before the marijuana banking measure can be passed. The Senate version of the SAFE Banking Act has 42 cosponsors, nine of whom are GOP members.

Meanwhile, the attorney general, the governor and other top officials in the state of Washington have also forwarded a letter to congressional leaders highlighting the need to approve the cannabis banking reform. This preceded a meeting that officials in the state held that focused on addressing the robberies that target cannabis retailers. During the virtual meeting, regulators called for a change in federal policy and discussed alternative measures that Washington state could take if Congress failed to act.

In the absence of action from Congress, more states are enacting cannabis banking reform policies on their own. For instance, legislators in the state of Pennsylvania recently filed a measure that would offer banking protections and tax relief to cannabis businesses in the state.

This comes as the number of banks that are working with cannabis businesses around the country continues to increase. However, what entities such as Cannabis Strategic Ventures Inc. (OTC: NUGS) would welcome wholeheartedly is a policy change that makes it official for banks to work with cannabis firms.
