A recent report shows that last year states which had legalized cannabis for adult-use cumulatively raked in more than $3.7 billion in tax revenue from recreational marijuana sales. This report follows up on an analysis the Marijuana Policy Project released at the start of this year, which examined the total adult-use marijuana tax revenue collected by all the states that have legalized cannabis since recreational sales began in Washington State and Colorado. The organization stated that the total tax revenue generated since recreational sales began in 2014 until March of this year was about $11.2 billion.

Toi Hutchinson, CEO and president of the Marijuana Policy Project, stated that this report offered further evidence that ending marijuana prohibition provided substantial benefits for state governments. In a press release, Hutchinson explained that the regulation and legalization of marijuana for adults had generated billions in revenue, created thousands of employment opportunities in the country and helped fund important programs and services at the state level.

The total the organization arrived at doesn’t include corporate taxes paid to the federal government, income taxes generated by workers in the marijuana industry, licensing and application fees paid by cannabis businesses or tax revenue generated by medical marijuana. This means that the overall impact of legalization on government coffers is even higher than the billions of dollars generated by recreational sales.

The report also highlighted the ways in which states were distributing marijuana revenue for different initiatives and programs, including reinvesting the revenue into communities that were most impacted by the drug’s criminalization. For instance, officials in the state of Michigan announced in March that they would be allocating about $150 million in cannabis tax revenue to a transportation fund, public schools and various localities.

The state of Illinois also pledged to allocate a portion of its tax revenues to mental health services and organizations that develop programs benefiting disadvantaged communities. Last year, officials in the state allocated $3.5 million to efforts to decrease violence through street intervention programs.

In Colorado, almost $500 million in marijuana-generated funds has been directed toward the public school system thus far. States are also collecting more tax revenue from cannabis than alcohol, with Illinois’ latest figures showing that the state collected nearly $100 million more from adult-use cannabis than alcohol.

The state of Massachusetts also took in more tax revenue from cannabis than alcohol last year, with December figures showing that it collected more than $74 million from cannabis taxes and about $52 million from alcohol taxes.

These trends in the tax revenue generated from recreational marijuana sales suggest that adults are to a large extent happy with the products on offer by companies such as Cannabis Strategic Ventures Inc. 420 with CNW — House Approves Bipartisan Cannabis Research Measure Days After Approving Federal Legalization Bill

Earlier this week, the House of Representatives passed a bipartisan cannabis research measure designed to streamline research on marijuana, partly by permitting researchers to access products sold in state-legal dispensaries. This vote comes days after the chamber approved the MORE Act , which would federally legalize marijuana. The research measure, dubbed the Medical Marijuana Research Act, was sponsored by Rep. Andy Harris and Rep. Earl Blumenauer and was approved by the legislators in a 343 to 75 vote.

Both the Senate and the House approved earlier versions of their separate marijuana research measures in 2020. However, none of these bills were advanced to the president’s desk by the end of the session. In a press release, Blumenauer stated that the marijuana laws in the country were broken, including the ones that dealt with the medical research of cannabis. He explained that America’s burgeoning marijuana industry operated without the benefit of a strong research program, noting that instead, the country was outsourcing research to Canada, the United Kingdom and Israel, to its disadvantage.

It would also establish clear deadlines on federal agencies to take action on researcher applications. The initiative would also make it easier for researchers to adjust their study protocols without seeking federal approval.

Frank Pallone, chair of the House Energy and Commerce Committee, stated that state-level reforms and approval of the federal marijuana legalization measure last week highlighted the need for more research on the effectiveness and safety of cannabis products. These types of products are being consumed by millions all over the United States, and increased research would be a crucial step toward understanding the negative and positive health effects of the products.

Rep. Morgan Griffith, who was a cosponsor of the marijuana research measure, voiced his support for the bill. Griffith noted that despite having varying views on broader cannabis reform, legislators had banded together to advocate for more studies on the use of marijuana products to treat medical conditions. After the vote on the research legislation, Blumenauer stated that he was ready to work with legislators in the Senate to reconcile differences between this measure and the Cannabidiol and Marihuana Research Expansion Act, which was approved by the Senate.

420 with CNW — U.S. Senators Unanimously Approve Cannabis Research Legislation

Last week, the Senate approved a cannabis measure that would promote research into cannabis. The unanimously approved legislation, titled the Cannabidiol and Marijuana Research Expansion Act, was sponsored by Senators Chuck Grassley, Brian Schatz and Dianne Feinstein.

The bill’s approval will allow the process of application for scientists who want to study the plant to be streamlined. Under the measure, the U.S. attorney general would be afforded a 60-day deadline to either approve an application or request more information from the applicant. This is in addition to creating an expedited pathway for researchers who would like to request access to higher quantities of drugs classified under Schedule I.

It also encourages the FDA to develop marijuana-derived medications by allowing practitioners, research institutions, accredited medical schools and manufacturers holding Schedule I registrations to grow their own marijuana for research purposes. Here, the DEA would receive a mandate to approve applications for manufacturers of FDA-approved, cannabis-derived medications.

The bill also requires that the Department of Health and Human Services submit two reports: one on the barriers to marijuana research and how to overcome those obstacles and another on the potential health benefits of cannabis. In addition to this, it clarifies that physicians are allowed to talk about the benefits and risks of cannabis with their patients.

In a press release, Feinstein stated that the current regulations and rules made it hard for researchers to study how cannabis and cannabis-derived medications could be used optimally in the treatment of a myriad of health conditions. She explained that this bill would reduce the obstacles around the research process, which would in turn help get cannabis-derived, FDA-approved drugs to patients safely.

Grassley echoed Feinstein’s thoughts, arguing that the bill would also help to better understand the cannabis plant as well as its potential side effects and benefits. He explained that the legislation would empower the Food and Drug Administration to analyze medical cannabis and cannabidiol (CBD) products in a responsible and safe way, letting the public decide whether these products could be used in the future based on scientific data.

Schatz added that the measure’s approval brought legislators one step closer to eliminating the barriers, which made it difficult for scientists to conduct research on the safety and effectiveness of marijuana use, which would afford patients more treatment options.

An earlier version of this particular legislation was unanimously approved by the Senate in 2020, before being reintroduced last year. 420 with CNW — NIDA Director Surprises GOP Senator by Asserting Legalization Hasn’t Increased Adolescent Marijuana Use

Last week, a top federal drug official restated that marijuana use among teenagers has not increased in states where cannabis is legal. This astonished a GOP senator, who said that he awaited a different outcome that would be similar to the alcohol-related trends.

The issue was addressed by Nora Volkow, director of National Institute on Drug Abuse (NIDA), during a hearing in front of the Senate Health, Education Labor & Pensions (HELP) Committee. She raised concern on the possible health risks from overall marijuana use.

Through the evidence, she made it clear that the facts did not reinforce the common prohibitionist notion that reforming cannabis regulations increases underage use. Responding to a question posed by Sen. Bill Cassidy (R-LA), Volkow said that an increase in adolescents’ marijuana consumption has not been linked with the drug’s legalization across the U.S. states.

Cassidy was surprised by the response, and he said that when alcohol laws are relaxed there is usually a spike in use by adolescents in that county. He is referring to the alcohol policies where purchases are restricted on certain dates. Last year, the senator helped decriminalize cannabis possession in his state of Louisiana but is yet to legalize commercial sales for recreational marijuana.

The NIDA director said in her testimony of a possible association between marijuana use in young people and rising risks of suicidality. She, however, said that it was hard to determine “causality” and that it would take necessary studies to establish that.

In her testimony, she mentioned that legalization of marijuana raises the concern of negative mental health effects resulting from cannabis use. She mentioned that U.S.-based studies are not finding that many teenagers are using marijuana post-legalization. She notes that contradictory research may come out from different parts of the world.

In recent interviews, Volkow has mentioned her surprise of the survey’s results that legalization does not lead to more young people experimenting with cannabis. However, advocates seem not to be surprised because they have constantly argued that establishing regulated market systems for adult use would mitigate the illegal market and enforcing ID requirements restricts youth access to marijuana.

In 2012 while serving as Colorado governor, Sen. John Hickenlooper (D-CO) unsuccessfully attempted to persuade voters to turn down a ballot initiative that would legalize marijuana. He based his persuasion on the worries that the legalization would encourage more consumption by young people. Recently, he backed down from the claim after data generated within Colorado since cannabis legalization showed that his worries bear no grounds. Hickenlooper found that more elderly residents frequented cannabis shops.

Recently, a report released by the Coalition for Cannabis Policy, Education, and Regulation (CPEAR) also contradicted the claim that creating a regulated cannabis market would increase marijuana consumption among young people.

420 with CNW — Debates Arise Over How States Can Spend Millions from Marijuana Taxes

Cannabis has been one of the fastest-growing industries in the country for the past couple of years bringing in billions of dollars in sales and tax revenue. Over the pandemic, cannabis sellers saw month-over-month sales records while other sectors stagnated.

Over the course of 2021, states with legal marijuana markets generated more than $3 billion in tax revenue from cannabis sales. A Marijuana Policy Project report shows that this is a slight improvement over the $2.7 billion states collected in 2020.

States with legal cannabis markets are now debating how to spend the taxes raised from the sale of this controversial plant. In the past few years, a couple of states have tried to pass laws that would direct a portion of cannabis taxes to programs designed to aid communities that had been disproportionately impacted by the drug war.

This includes granting members from these communities first access to marijuana business licenses. States such as Illinois and California, which have the largest legal cannabis markets in the country, have dedicated some cannabis taxes to programs that fund police departments and attempt to repair the harms of drug arrests.

According to an analysis by NBC News, Illinois has spent the most marijuana tax revenue on programs meant to alleviate the effects of the decades’ long war on drugs. Oregon has also invested cannabis dollars in increasing public access to substance-abuse treatment programs as well as harm reduction programs. The state has also passed legislation that will support disproportionately underserved communities. On the other hand, states such as Michigan and Maine have chosen to pay for infrastructure, including roads, or fill their general funds with cannabis taxes.

State general funds received the most cannabis taxes last year ($494 million) followed by education ($405 million), state police departments and public safety ($172 million). Social equity programs meant to help communities that were most affected by drug arrests got a paltry 2% ($47 million).

New York, Illinois, Virginia and New Jersey have been adding programs designed to address the harm drug arrests cause on society. President and CEO of the Marijuana Policy Project Toi Hutchinson says such programs are beneficial because they reduce the toll drug arrests have on these marginalized communities.

In a bid to compete with the roaring black market and reduce entry barriers for entrepreneurs from minority communities, stakeholders in California’s marijuana industry are pushing for lower taxes. However, child advocacy groups argue that this would eat into the funds dedicated to community reinvestment grants.

In Virginia, Republicans unsuccessfully tried to get rid of provisions that earmark some cannabis taxes to programs meant to aid disenfranchised communities and provide loans to businesses run by minorities.

420 with CNW — French Government Announces Decree Allowing Growing of Medical Marijuana

Last month, the French government issued a decree that allowed the growing of medical marijuana and development of the industry. The enactment took effect on March 1, 2022; however, it awaits implementation by regulators.

The act features conditions and procedures for the growth and production of medical cannabis. It has also amended some clauses in the Code of Public Health to permit cultivation, production, processing, transport, possession, import and export of cannabis and its components under medical mandate.

The development of the medicinal cannabis supply chain will be overseen by the National Agency for the Safety of Medicines and Health Products (ANSM). The agency has also created a committee of 11 members who will canvas several aspects of the supply chain. This includes identification of cannabis strains available for medical use, THC and CBD levels, track and trace systems, and consumption method of cannabis medicines as well as the pharmaceutical quality criteria.

The decree comes after a medical marijuana pilot project was launched last year targeting almost 3,000 patients with severe conditions such as chronic pain and epilepsy. The pilot program is still under operation and is supervised by the ANSM until next March. The country imported medical marijuana from overseas for the program. However, it is unclear if non-French companies will have any opportunity for involvement in the industry that the agency is developing. Under the act, the development of the cannabis industry will be influenced by the pharmaceutical industry and the medical certified supply chain.

With ANSM being the only operator, experts are concerned that the country might develop a limited market. This is because the agency might select a select number of producers for the production of medical marijuana and thus limit access. This is a similar to what happened in Italy, which relies on imports because of a lack of domestic production.

Despite having the highest consumption rates of cannabis in Europe, France has one of the strictest policies. Cannabis possession attracts a $233 on-the-spot fine. Illicit imports, exports, supply and demand attract higher penalties. Patients are also affected by the restrictions. In 2013, the country allowed access to cannabis derivatives only when other medications failed to improve the patient’s health. Although the country is the biggest producer of hemp in the European Union, the majority of the plants are grown for industrial purposes.

CBD is legal when it does not have any THC, and the sale of CBD has led to the flourishing of CBD shops. However, in recent years, the sale of CBD flower has been a point of political concern because it is unregulated. This has led to courts targeting the shops. In 2020, for instance, a court ruled that France’s ban on CBD products was not legal because CBD is fit for human consumption.

Last year, the government tried to reintroduce the ban. A French court maintained the illegality of the move stating that flower products have a THC level that is less than 0.3%. Therefore, the threshold made it possible for them to be sold legally.

As countries around the world, including France, begin to enact cannabis reforms, there is hope that major powers such as the United States could also change their prohibitionist stance eventually so that licensed companies, including Cannabis Strategic Ventures Inc. 420 with CNW — Research Reveals That Marijuana Can Lower BMI, Reduce Inflammation

According to a new study, including cannabis in your diet and lifestyle can go a long way in reducing weight and fighting inflammation.

Doctors recommend maintaining a healthy weight in order to prevent the disorders associated with obesity. This includes diabetes, cancer, stroke and heart diseases. Systemic inflammation, on the other hand, can lead to fatal ailments including autoimmune conditions, cardiovascular diseases and neurodegenerative disorders. It is relatively unclear how obesity triggers body inflammations. Scientists have said, however, that more weight means that the body has more inflammation while weight reduction leads to less inflammation.

The new study revealed the role of body mass index (BMI) in the anti-inflammatory effects of marijuana. Researchers studied the experience of 712 young people by examining the pathways that connect inflammation to cannabis consumption. The respondents were examined during six biannual visits with BMI and plasma samples acquired during the final visit. The findings suggest that BMI may be biased in demonstrating cannabis effects. The presence of inflammation biomarkers would typically be reduced with cannabis use. According to the research authors, these findings may be helpful in setting up intervention targets.

Other studies have also pointed out that the reason cannabis users might have less risk of inflammation is because they have a lower BMI. Michigan State University (MSU) conducted a study to see if regular cannabis users were inclined to gain weight. The study was conducted between 2000 and 2005 and relied on information from 33,000 U.S. participants above 18 years of age. According to the study, 77% of the subjects had never consumed cannabis, 18% had given up, 3% had begun and 2% were regular users.

The research was more observational than behavioral, and over a three-year period, the study noted that all respondents had gained weight again. Despite cannabis being an appetite stimulant, regular users had less of a weight increase. New users also recorded a lower BMI as well. Meanwhile, only 15% regular users were considered obese in comparison to 20% of nonusers.

According to Alshaarawy, the lead author, the study’s observational approach misses out on examining the behavioral aspects. For example, a cannabis user might be conscious about food intake and as a result have a lower BMI. The research concludes that future studies should integrate that aspect in their future observations.

The use of cannabis in a healthy lifestyle to reduce weight is an efficient way to reduce inflammation. Moreover, this can be achieved by also staying away from refined sugars, fried foods, carbohydrates and soda. 420 with CNW — Congressional Democrats Discuss Cannabis Equity Issues During Policy Retreat

A policy retreat that featured a panel discussion on advancing cannabis reform with a focus on the promotion of equity was attended last week by Democratic congressional legislators.

The panel was moderated by Rep. Barbara Lee and was focused on the need to ensure that communities that were most affected by prohibition could benefit from the federal legalization of marijuana. Those in attendance discussed the Marijuana Opportunity, Reinvestment and Expungement (“MORE”) Act, which was sponsored by Jerrold Nadler, the House Judiciary chair.

The event was held in Philadelphia a day after the House passed a large-scale spending bill that carries on an appropriations rider that blocks Washington D.C. from allowing marijuana commerce, despite voters’ approval of legalization at the ballot almost a decade ago.

In an interview, the executive director of Supernova Women, Amber Senter, stated that misconceptions about individuals who qualified for equity benefits under proposed legalization measure and equity programs were discussed. Senter, a constituent of Lee, added that she wanted legislators to understand the difference between Black business and social equity, noting that most believed that they were one in the same.

She added that lawmakers were engaged in the discussion and were keen on following up to learn how to protect Black businesses, highlighting how those in attendance also seemed open and willing to learning more about what was happening from the perspective of those who operated businesses. This, Senter noted, was encouraging as she herself is an owner and operator of a marijuana business.

Amber LittleJohn, executive director of the Minority Cannabis Business Association, and Maritza Perez, director of the Office of National Affairs at the Drug Policy Alliance, also took part in the discussion.

Congressional Democrats have held closed-door retreats for cannabis reform a number of times in the recent past. For instance, Rep. Earl Blumenauer and Lee also moderated a panel in 2019 that covered various issues, including the consequences of marijuana criminalization.

It hasn’t been confirmed whether House leadership will re-introduce the MORE Act to the floor this month. The measure was approved by the Judiciary Committee in September last year. Stakeholders and advocates are also waiting for Majority Leader Chuck Schumer to introduce a separate Senate legalization bill, the Cannabis Administration Opportunity Act, which Schumer revealed would probably be filed in April of this year.

This comes as the state of New York, the majority leader’s home state, takes steps to prioritize individuals who were most affected by marijuana prohibition.
