California was among the first states to legalize the use of medical marijuana over two decades ago. In 2016, the state also legalized the use of marijuana for recreational purposes allowing entrepreneurs to exploit the new law by investing in the weed business. In some states of America, thousands of people are arrested for possession and consumption of weed.

In California, it is illegal to smoke weed in public. This prompted the residents of West Hollywood to devise new ways to take advantage of the recreational purpose of cannabis by allowing operation of cannabis restaurants through a licensing process.

Lowell Café is the first legal cannabis restaurant in the US. The law permits the café to serve weed alongside food. It is set to launch on October 1st. Along with the waiters, there will be ‘budtenders’ whose work is to greet customers and help them understand the menus, bong service, dab rigs and other marijuana treats.

The restaurants cannot serve food infused with cannabis because the state health law does not permit this. However, the customer’s choice of weed will be served along with their dishes. For a long time, cannabis consumers had to hide while smoking pot and could not come out and say I consume marijuana, says chef, Andrea. Being able to engage and smoke weed with other people in a free environment where you are neither hiding nor being judged is freeing.

Lowell Café opening will be a groundbreaking event in a country where marijuana is still illegal in some states. In some parts of the U.S., more than one person per minute is arrested for marijuana possession or consumption.

Although there are lounges and clubs where people can smoke weed,  traditional-like restaurants offering the service are nowhere to be seen. Lowell Café is meant to change this by selling marijuana, along with food. The officials of West Hollywood have helped Lowell traverse through the conflicting and unclear state and local laws. The law does not allow servings of food infused with cannabis, but it does allow Lowell Café to serve food and marijuana in one sitting.

Kevin Brady, Lowell Café director, says that the restaurant will be an elegant and beautiful place with zero stereotyping. To dispel the fear of a rabbi from a synagogue across the street from Lowell, Brady assures him that the Café would be installed with an advanced air filtration system that would not allow a whiff of weed outside the premises.

After launching, Lowell Café will be opening at 10 am and closing at 10 pm. People from various countries, such as Japan and Russia, have already made reservations. The customers will have the option of rolling their joints or renting the pipes or bongs, and the flower hosts can also lend a hand in rolling a joint.

The Café has in employment a cannabis chef, Drummer, who is known for preparing weed-infused food for Chelsea Handler on her reality TV show Chelsea Does. According to Drummer, serving food alongside weed is a fascinating experience. She is in her final stages of finalizing a healthy menu full of traditional dishes.

Lowell Café is backed up by Lowell Herb Co, with 8 percent of its workforce being people with cannabis infractions on their record. By employing the 8%, the café seeks to fight weed consumption stigma.

420 with CNW – California Audit Uncovers 3,000 Illegal Marijuana Businesses

An audit done by a marijuana business association has revealed that the number of black market cannabis industry players is thrice the number of the licensed marijuana businesses in the state.

The audit, whose findings were made public on Wednesday, indicates that there are 2,835 illegal marijuana businesses operating within California while the statistics from the Bureau of Cannabis Control show that only 873 companies are licensed to conduct marijuana-related business activities within the state.

This means that the number of illicit players dwarfs those who are within the licensed marijuana space. The audit was done by an industry group called the United Cannabis Business Association.

Their findings are the latest indicator of how rocky the marijuana industry in California is, even at a time when the state promised that it was going to crack the whip on the black market starting in 2018.

Earlier this year, a financial audit backed by industry players estimated that approximately $8.7 billion was lost to unlicensed cannabis products in the state while licensed businesses sold marijuana products worth only $3.1 billion.

Such information has led players in the legal marijuana industry to put their elected leaders, law enforcement and industry regulators on the spot for failing to curb the illicit trade of marijuana within the state.

This frustration with the slow progress in dealing with the marijuana black market has even prompted some licensed marijuana businesses in Los Angeles to recommend that tougher measures, such as prosecuting offenders in federal courts and incarcerating them thousands of miles away from their homes, could be tried to send a strong message that illegal commercial marijuana activities wouldn’t be tolerated or handled with kid gloves.

However, California’s marijuana industry isn’t faced with only the black market as a stumbling block. The industry is also grappling with the bans imposed on marijuana business operations by most of the local authorities.

The bans have put the state and the local authorities on a collision course since the state says that marijuana deliveries can be made anywhere within the state while the local authorities insist that the law allows them to either accept or ban marijuana companies from operating within their jurisdictions.

This conflict may also be fueling the marijuana black market since there are people who would wish to access marijuana in those areas where cannabis businesses aren’t allowed to operate, and where there is a need, supply will always show up one way or the other.

It isn’t clear what experienced industry actors like Neutra Corp. (OTCQB: NTRR) and Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) would propose as a comprehensive way to fix the major problems facing the largest marijuana market in the U.S.

420 with CNW – Israel to Triple Medical Marijuana Production

According to Israeli media, the government has issued an additional seven medical marijuana cultivation licenses. This decision will result in the tripling of the amount of medical marijuana grown in the country.

The seven companies granted cultivation licenses are Elpis Flora, Briev Agricultural Crops, Medical Cannabis Growing, Rami Sela, Shavit Agro, Natali Buskila and S. Sydan. It is expected that these seven entities will be in position to avail medical marijuana products to Israeli pharmacies by the end of this year.

This week also marks the overhaul of the medical marijuana program in Israel as new regulations come into force. These regulations require medical marijuana producers to sell their products to licensed medical marijuana pharmacies instead of selling those products directly to the certified patients. This move has added the layer of a middleman (the pharmacies) to the industry.

To make the transition smooth, regulators have said that starting with September, medical marijuana producers in the country will be expected to sell at least 10 percent of what they produce to pharmacies.

The volume sold to pharmacies must increase by 10 percent every month so that come January 2020, the entire volume of products grown by licensed cultivators is sold to pharmacies.

Medical marijuana patients and medical marijuana producers in the country have vehemently protested against these changes because the most likely outcome will be an increase in the price that patients have been paying for these products since pharmacies will add a markup to the price at which they buy the products from producers.

However, the government is adamant that the changes will go ahead because they want all products to go through an official distribution channel through which their quality can be checked to confirm that those products meet international standards.

True to the carrot and stick method of management, the government has dangled a juicy carrot to producers who make the necessary changes quickest. Those producers who are the fastest in selling all their products through pharmacies will be considered first when the country starts issuing medical marijuana export licenses.

That bait is irresistible because medical marijuana companies have been crying out for the process of issuing export licenses to be expedited. The companies know that with a limited Israeli population, long-term success can only come when they are allowed to access international markets.

President Reuven Rivlin has called a meeting this week in which the concerns of patients will be discussed so that the anticipated product shortages as strict standards are enforced so quickly can be minimized or avoided. Prime Minister Netanyahu will also attend that meeting.

At the moment, analysts believe that cannabis industry actors like Organigram Holdings Inc. (TSX: OGI) (NASDAQ: OGI) and Plus Products Inc. 420 with CNW – New Zealand Study Concludes Teens Are Losing Interest in Marijuana

A study whose findings were published in the New Zealand Medical Journal on Friday suggests that marijuana use among high school students is exhibiting a downward trend. This study comes to the same conclusion as another study that was conducted in the U.S.

According to the New Zealand study, the proportion of high school students who admitted that they tried using marijuana dropped to 23 percent in 2012 from the 38 percent recorded in 2001. The proportion of students who admitted to using marijuana on a weekly basis also reduced from approximately 6 percent in 2001 to 3.1 percent in the figures for 2012.

The data used to arrive at these findings was taken from a total of 2,000 national surveys done in 2001, 2007 and 2012.

Jude Ball, the lead author of the study, admitted that while his team’s findings were five years old, they were still a valuable indicator of teen behavior with regard to marijuana use.

Brad Olsen, a 22-year old New Zealander, talked about his age cohort in response to questions about marijuana use among teens and young adults. Olsen revealed that social media has increased teens’ awareness about different global issues, such as alcohol and drugs. This has made young people to become more careful regarding what they do, and most had resorted to seeking out better experiences (travel and concerts, for example).

Olsen’s views seem to hold water given how often posts and images about travel show up on the social media accounts of teens and young adults.

It is also possible that as people start joining the workforce earlier in life, their priorities change and they are less inclined to get involved in risky behavior that can jeopardize their day-to-day pursuits.

The findings of this study in New Zealand have come at a critical time when the country is gearing up to vote (during the 2020 general election) on whether recreational marijuana should be legalized in the country.

The study findings almost mirror the results of a similar study that was conducted this year in the U.S. The researchers found that there was an 8 percent reduction in the number of high school students who use marijuana ever since the drug was legalized for medical use.

The authors of that study concluded that there was no proof to show that when marijuana is legalized, more teens use the drug.

Analysts believe that industry players like Neutra Corp. (OTCQB: NTRR) and Organigram Holdings Inc. (TSX.V: OGI) (NASDAQ: OGI) may feel vindicated by these research findings since the industry has always insisted that legalizing marijuana doesn’t trigger a rise in teen use of the substance.

420 with CNW – Former FDA Boss Says Federal Marijuana Decriminalization Should Be Considered

Dr. Scott Gottlieb, the former director of the Food and Drug Administration (FDA), has revealed that he believes that there are valid reasons why the U.S. federal government should consider decriminalizing marijuana at a national level. Gottlieb was speaking on Wednesday during an interview with C-SPAN’s Washington Journal.

Responding to a caller from Washington State who revealed that the legalization of recreational marijuana was showing good results in the state, Gottlieb remarked that it was important to draw a distinction between decriminalization and legalization.

The former director revealed that in his opinion, it wasn’t right from a public policy perspective to keep incarcerating people for low-level marijuana possession and those people suffer because of the resultant criminal records and yet other people who commit more serious offenses don’t suffer as much.

As a follow up question to this response, the show host asked Scott Gottlieb whether he ever made similar statements to the White House while he was still the FDA head. He responded that he had not, and added that his work at the FDA was focused on public health issues and delving into decriminalization would have been beyond his mandate.

Gottlieb explained that he is personally opposed to the legalization of marijuana, especially adult-use marijuana, because it raises public health concerns regarding how the developing brains of minors will be affected in the long-term due to the use of marijuana.

It should be remembered that recent research has shown that the rates of teen cannabis use reduce once states legalize recreational cannabis, contradicting the view held by the former FDA chief.

Dr. Scott Gottlieb also stated that there is need for the federal government to come up with a system which standardizes the marijuana laws in the states which have enacted laws to end cannabis prohibition. In his view, some states are “too permissive” while others have adequate protections in place, such as on matters of access by minors. Federal action would raise the bar and ensure that the states which legalize marijuana do so in a way that meets the minimum standards established by the federal government.

However, Gottlieb admitted that this is unlikely to happen any time soon since the federal government still has a lot of catching up to do on matters of marijuana. Analysts think industry players like Nabis Holdings Inc. (CSE: NAB) (OTC: NABIF) (FRA: 71P) and Organigram Holdings Inc. (TSX.V: OGI) (NASDAQ: OGI) can only wait until voters put their elected leaders under immense pressure so that they implement marijuana law reforms.
