The coronavirus outbreak has put everyone on high alert. With over 3 million confirmed cases and at least 220,000 deaths globally, we should definitely be on guard. So how do you make sure your cannabis packages are sterile? Nothing would suck as much as getting infected from a package despite practicing all the other prevention methods.

For starters, try to avoid contact as much as you can. If there is a ‘no contact’ delivery option, go with it. Ideally, the shop and its employees ought to have taken protective measures on their end, you can’t be too cautious. Once the package has been delivered, you’ll have a number of sanitizing options. However, soap and water won’t work as the cannabis will get soaked and suffer damage.

Research has shown that using 62-71% alcohol, 0.5% hydrogen peroxide bleach or household bleach containing 0.1% sodium hypochlorite to disinfect surfaces will deactivate the virus. Make sure you put on gloves before handling the package or the entire process will be moot.

Since the virus survives for a limited time on plastic and steel surfaces, you could also store the package in a cool, dry place for a couple of days. Marijuana doesn’t expire, and any viruses on the packaging will die off after two or three days. You might choose to err on the side of caution and let the package sit for up to a week.

And as always, make sure you wash your hands thoroughly after handling the package.

The coronavirus pandemic is like nothing we’ve ever experienced. The virus has quite literally ground the globe to a halt, with most businesses shut down and people stuck indoors. The chances of kicking it in the foreseeable future are quite slim, and experts say life may not go back to normal when we eventually do.

Cannabis was lucky enough to be declared essential by most state governments that allow marijuana within their borders. Not only has this proved just how important the industry is to the millions of patients and the over 200,000 employees that rely on it, but it has shown that governments are willing to accept marijuana.

In fact, as soon as most lockdowns were announced, cannabis stores reported massive spikes in demand. According to Elliot Dobris, a spokesperson for the Apothecarium, a dispensary with three San Francisco locations, the day of shelter in place was the busiest day they’d ever had. “We’ve never had longer lines than that, including 4/20 and the first days of recreational sales in the state, ever. Stores were absolutely slammed.”

Pot stores have also reported another interesting development. They are recording higher edible sales than ever before, while flower and vape sales have gone down. Eaze, a  California based marijuana delivery company has seen edible sales increase from 15% to 30%, while flower and vape sales have reduced from 25% to 17% and 33% to 25% respectively.

That is to be expected. The coronavirus attacks the respiratory system, and experts say smoking will compromise your lung health, thereby putting you at greater risk of developing severe symptoms if you do contract the virus. And as folks still need their cannabis, they have turned to ingesting it, which is arguably the safest way to use cannabis.

“Based on prior studies with other pulmonary infections, both bacterial and viral, it is highly likely that cigarette smoking and vaping will increase the risk of coronavirus pneumonia and increase its severity, though we don’t know to what extent,” says Dr. Michael Matthay, Associate Director of Critical Care Medicine at UCSF.

It is feasible that even after the outbreak dies down, people might stick to edibles. Long time marijuana users often transition to edibles to preserve their lung health, and as experts say we might be stuck with the virus for quite a while, it would make sense to continue using edibles.

Edibles do have a certain reputation, but that’s because most first-timers jump in without doing their research. As more of the THC in the cannabis is absorbed, edibles can be quite strong. This shelter in place time could give folks time to experiment and find out just what works for them, and it may shape their preferences in the future.

420 with CNW – Zoom Inadequate for the Complexities of Marijuana Legalization, Says Gov. Cuomo

Legalizing marijuana this year had been one of New York Governor Andrew Cuomo’s top priorities. For the second year in a row, he had included marijuana legalization in his budget proposal to state lawmakers. However, the coronavirus pandemic came along, and as New York quickly became the epicenter of America’s outbreak, legislative priorities shifted.

In the wake of the crisis, Governor Cuomo stated that it was unlikely state lawmakers would be able to effectively tackle the legalization issue in time. New York isn’t the only state to experience this. Most drug legalization campaigns have been put on hold as people practice self-isolation and social distancing.

Some campaigners have argued that there are other means that could be used to continue with the legalization process. According to Cuomo, lawmakers could theoretically use meeting software like Zoom to pass the marijuana legalization legislation. However, he says that due to the complex nature of the issue, he wouldn’t necessarily recommend it.

When asked about the prospects of legalizing cannabis after the legislature failed to do so in the state budget, he said that it’s ‘totally up to them.’ His opinion, though, is that marijuana legalization could prove too complicated to tackle remotely.

“In terms of passing legislation remotely, they can do that. That’s up to them. As far as getting into a very complex issue that requires real analysis and real data and trying to do that on Zoom, I don’t know that that’s the best way to do it, but that’s up to them also,” he says.

He notes that despite not being able to convene at the Capitol, legislators have been hard at work. “From a taxpayer’s point of view, if they think their assemblyperson or senator isn’t working because they’re not here, they have to think again. They’re working. They’re working probably harder than they normally work.”

Last month, lawmakers rolled out a revised bill to legalize marijuana as the prospects of legalization through the budget became slimmer. It would have allowed individuals 21 and older to purchase marijuana from licensed retailers and cultivate up to six plants for personal use.

“In an ideal world for advocates, language from the revised bill would be inserted into the budget before it arrives at Cuomo’s desk. But that prospect seems dimmed in light of the current crisis, which has shifted legislative priorities,” said New York Deputy State Director of the Drug Policy Alliance.

420 with CNW – Ohio Eases Medical Marijuana Purchase Restrictions

The state of Ohio has eased some of its medical marijuana restrictions after repeated complaints that the current system made it difficult for patients to get their medicine when they needed it. The need for a system that works for the patients was further underscored by the danger posed by the Coronavirus pandemic. It forced people to leave the confines of their homes more often than they would have liked, putting them at a greater risk of contracting the virus.

Most medical marijuana patients have weakened immunities due to advanced age and/or serious medical conditions, and they are the last people who should be out and about. State regulations limit patients to a 90 day supply, but soon after the state’s medical-marijuana program picked up some steam, patients noticed something.

They ‘lost’ the days they hadn’t purchased any medical marijuana. So if a patient went to the dispensary on day 30, they would only be able to buy 60 days’ worth of marijuana, effectively losing the first thirty days’ worth. Additionally, any purchases made in the last 90 days were subtracted as patients had to wait for purchases to ‘fall off’ after 90 days before they could purchase more.

On top of that, the patient portal showed an inaccurate number of remaining days, resulting in a system that prevented customers from getting the 90 days’ worth of marijuana they were entitled to.

“I can go for several weeks without buying anything from my local dispensary. Meanwhile, my 90-day purchasing window is getting smaller,” says Ted McLaughlin, a Vietnam War veteran.

“Under the old purchase limits, I had to take several trips to my dispensary in Cleveland rather than being able to stock up all at once,” he says. Patients won’t have to worry about that now after the state made the rules less restrictive.

A patient will now be able to buy 45 days’ worth of products at any point in a 45 day period. And unlike in the previous system, they won’t lose their unpurchased days. Additionally, they won’t carry over to the next period. So if a patient goes to the dispensary on day 30, they can buy 45 days’ worth of marijuana, come back on day 46 and purchase another 45 days’ worth.

“We hope this will provide greater transparency for patients, caregivers, and dispensary employees while still taking steps to ensure patients do not possess more than a 90-day supply as stipulated in the Ohio Revised Code,” says Pharmacy Board spokesman Cameron McNamee.

These changes are likely to be welcomed by the entire marijuana industry, including Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF), since it has always been a goal of the industry to serve patients in the best way possible, and Ohio’s reforms do just that.

420 with CNW – COVID-19 Throws Oregon Marijuana 4/20 Plans in Disarray

When the Coronavirus first appeared in Wuhan, China last year, no one could have even imagined the impact it would have. The virus has infected over 1.9 million people and left at least 120,000 dead. With roughly 3 billion people under lockdown and all but the most essential businesses shut down, the global economy has been on a downturn.

The cannabis industry was lucky enough to be deemed essential by most states which have legalized marijuana. On top of that, these states have passed measures to help cannabis businesses transact with their customers as safely and responsibly as possible, such as curbside pickups and home deliveries. However, the sector has had to rethink or altogether postpone pre-planned events due to the Coronavirus pandemic.

4/20 has always been the unofficial holiday for cannabis, and given that this year is 2020, the entire month of April would have been 4/20. It’s safe to say most players in the cannabis industry had plans for the day, and the weeks leading up to it.

“This was supposed to be the biggest 4/20 that we’ve ever seen, or that’s been available for legal business, and with Coronavirus it took all of that and threw it to the wayside. Everybody’s been in a guessing game of how this is going to work,” says Tony Fritts, Regional Manager at Oregon City-based Cannabis Nation.

“How can we do it socially responsibly or in a responsible fashion? It’s honestly taken all our plans and thrown them out the window and now we’re just kind of trying to do something helpful for everybody that’s not adding to the problem.”

According to Fritz, they had originally planned to host parties with DJs, food trucks, raffles, and giveaways. However, he doesn’t quite know what to expect this year, given the current situation.

“I think it’s going to be an underwhelming year. If they can’t purchase online or don’t know how to go about or that’s just not their thing, we’re going to see quite a few people in the shops,” he says.

Cannabis Nation has taken a couple of measures to stay safe during 4/20 and the lead up to it. They have spread out their deals over the entire month to reduce foot traffic and time spent inside their stores. They have placed space markers on the floors to keep customers six feet apart, as well as encouraging online purchases.

On the day itself, Fritz says, customers will find a DMV-type ticketing system, as well as an employee assigned to manage the flow of customers and help keep them six feet apart.

The way Cannabis Nation in Oregon seems to be disappointed by the effects of COVID-19 is seen by experts as closely reflecting what other sector players, such as Round Meadow Holdings Corp. and Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF), may be going through during this month.

420 with CNW – Arizona Marijuana Campaigners Petition Supreme Court to Authorize Electronic Signature Gathering

The Coronavirus pandemic has ground the world to a complete halt. All but the most essential businesses have been closed and people are instructed to stay indoors and practice social distancing. Not only has the pandemic put a ton of strain on healthcare systems around the world, but it has also made most economic, social and political activities virtually impossible.

Drug legalization campaigns have been especially hit. With most people under lockdown to prevent the spread of the virus, signature collecting has been put on hold. However, activists in Arizona have petitioned the Supreme Court to allow electronic signature gathering. The measure to legalize marijuana is backed by Smart and Safe Arizona, and the group filed a petition requesting that the Supreme Court direct the Secretary of State to let them collect signatures digitally.

Fortunately, the state already has the necessary infrastructure in place. Residents can use a system called E-QuaL to sign ballot petitions for individual candidates, and activists argue that it can be redirected into collecting signatures. They claim that limiting the E-QuaL system to office-seekers is unconstitutional. However, since state law says that it can only be used for that purpose, we will have to wait for the Court’s decision.

“Legal access to E-QuaL for these citizen initiatives is the right thing for public health and democracy. Following Governor Doug Ducey’s stay at home order issued Monday and current CDC recommendations, gathering hundreds of thousands of signatures on paper, at people’s homes or in public spaces is impossible to do safely and responsibly during this pandemic. E-QuaL is a very reasonable remedy,” said a statement from the groups’ attorneys.

Although the state requires 237,645 signatures for statutory proposals, Arizona’s marijuana campaign has already collected more than 320,000. However, they have yet to be verified, and activists would like to continue collecting signatures to make sure their measure qualifies for the ballot.

The legalization measure would allow individuals 21 and older to possess up to an ounce of marijuana at a time and cultivate up to six plants for personal use. Cannabis sales would be taxed at 26%, and the tax revenue would be allocated to community colleges, developing infrastructure, justice reinvestment and public services such as firefighters and police.

It also contains several restrictive justice provisions such as individuals with prior marijuana convictions to petition the courts to have their records expunged as well as establishing a social equity ownership program.

It would be interesting to hear what cannabis industry actors like Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF) think of the likelihood of the highest court in Arizona granting the request of the petitioners to collect electronic signatures in support of their cause.

420 with CNW – Senate Housing Bill Proposes Protections for Marijuana Extractors

Marijuana has been illegal at the federal level for quite a while. It is the world’s most used drug, and over the years, a lot of people have found themselves facing marijuana-related charges. However, more and more states have legalized marijuana in various capacities, and this throws into question how to treat people with marijuana-related convictions.

Some are of the opinion that their records should be expunged and that individuals currently serving time for marijuana-related convictions have their rulings overturned. Most legal marijuana programs use part of the tax revenue from sales to address this, but there’s still a long way to go. Still, there’s a lot of stigma, even in states that have legalized marijuana. This has been especially felt in the insurance and banking sectors, although things are definitely better now.

Recently, Sen. Jeff Merkley filed a Congressional bill with a provision that would prevent landlords from evicting people over manufacturing marijuana extracts if they have a valid license. The legislation contains a list of ‘just causes for eviction’ which includes the ‘manufacture of a cannabinoid extract unless the tenant holds a license to manufacture the cannabinoid extract under federal, state or tribal law.

This is where things get a little confusing, though, as cannabis is still considered illegal under the federal Controlled Substances Act. The bill contains a provision that states that ‘the unlawful manufacture, delivery or possession of a controlled substance’ is grounds for eviction but it does not exempt state-legal activity, such as cannabinoid extractors with valid licenses.

Due to the discrepancy in state and federal law, cannabis-related cases might be handled quite differently. Most eviction cases, however, are handled at the state level, so some courts might defer to state law in favor of licensed cannabinoid extractors instead of federal laws.

The provision for cannabinoid extractors is part of a housing bill designed to “address the shortcomings of our current housing policies and funding levels by holistically addressing disparities and systematic obstacles and ensuring an equitable outcome for the most vulnerable American.”

It comes a year after Reps Alexandria Ocasio-Cortez (AOC) and Kamala Harris filed a housing bill that would protect people with low-level drug convictions from being denied access to or being evicted from public housing. She said in a statement that “denial of basic necessities to formerly incarcerated people does not make our communities safer,” adding that the bill is one of the many steps that need to be taken to repair our broken criminal justice system.

Experts don’t think that industry actors like Plus Products Inc. (CSE: PLUS) (OTCQX: PLPRF) are excited by this bill since previous proposed legislation along the same lines hasn’t registered success, especially in the Senate.
