420 with CNW – Federal Agency Says Those with Drug Convictions Can Work at Credit Unions

The National Credit Union Administration (NCUA) is allowing people previously convicted of drug possession to work at credit unions.

In July, the NCUA board announced the proposed changes to their employment regulations, which allows an exception for low-level drug offenders. On Monday, the agency published its ruling in the Federal Register and said that that it examined the comments submitted by the public and that the changes will be enacted into law.

The published notice states that although the NCUA board is not overlooking the impact of drug possession and use on public health, the board believes that people previously convicted of simple drug offenses pose less risk to insured credit unions. The notice further states that when drug convictions are handed out on people in disadvantaged communities, they are bound to experience several collateral consequences.

NCUA further wrote that people convicted of non-violent drug possession offenses are already suffering from extrajudicial consequences such as employment bans, loss of financial aid, loss of voting rights, they cannot access public housing, and are disqualified from occupational licenses as well as denial of public assistance. It also noted that people of color are the most affected by drug convictions.

The published notice further indicates that there remains confusion and uncertainty regarding marijuana offenses such that although it is now legal in many states, federally, marijuana is still illegal.

In certain circumstances, drug offenses are classified as de minimus, which means that those previously convicted do not have to tender a unique application to the NCUA board to be considered for employment.

For a person to qualify for a de minimus, he or she must not have other convictions that require a ban, and they must have been convicted of an offense that does not involve trafficking or manufacturing of Schedule 1 substances. Besides, a minimum of five years must have passed since the conviction.

Most of the public commented on the policy that supports the exception of individuals with a single conviction for simple drug possession, citing that they pose minimal risks to insured credit unions. NCUA further said that the majority of the commenters supported the policy and said that due to the uncertainty surrounding state and federal laws, the exception is appropriate.

NCUA also wrote that some of the comments agreed with the board’s observation that the drug convictions unduly affect people of color, and the convicted individual suffers extrajudicial consequences.

As of January 2, 2020, people who are convicted of petty theft, false identification, and isolated minor offenses would not tender a unique application under the new changes.

In August, NCUA chairman said that before the vote, the House had previously approved a bill protecting banks and credit unions transacting with the marijuana industry from federal regulators as long as they complied with the state laws. The agency also clarified that financial institutions are also now working with hemp businesses since the crop was federally legalized.

420 with CNW – Why Humidity Matters During Cannabis Cultivation

For centuries, wine merchants have been cognizant that sticking to every step of the winemaking process is crucial in ensuring the quality and value of the end product. So, they have to be cautious from cultivation and harvesting techniques to fermentation, aging, and packaging of the wine. This strict process of winemaking is now being adopted in the production of marijuana.

Professionals who have worked in the consumer-packaged-goods (CPG) sector for several decades have been interested in finding out how the quality and value of marijuana flower is affected by post-harvest storage and packaging. After conducting research, it was found that the most significant issues affecting quality and value are storage conditions and humidity levels, as well as the challenge of preventing mold.

Researching about what happens to marijuana once it is harvested is the Boveda research team, which previously studied humidity control in manufactured and CPG products. What prompted the research is the fact that there wasn’t much information on marijuana storage. The most surprising finding is the impact of evaporation on the quality and sale of weed.

The loss of moisture in marijuana affects the overall product.

Profitability is equated to the weight of the cannabis flower in the industry because the weightier the harvest, the higher the market value. The results of the research showed that if the storage environment’s optimal relative humidity (RH) drops by 5%, six-pounds are lost for every 1,000 pounds of cannabis buds. If the wholesale price of a gram of marijuana flower were $5, the loss in revenue would be $13,500. The established humidity levels by the ASTM International ranges from 55%-65%. ASTM is an independent industry standards organization.

For testing humidity levels, the Boveda research team purchased cannabis flowers from retail stores in multiple states, which showed that most of the strains sold today in the retail outlets are below the established relative humidity levels. This means that thousands of dollars in revenue is being lost despite the frequent changes in the wholesale price of the flower.

When we look at the history of marijuana flower, growers, processors, and packagers always insisted on storing the bud at a specific level of humidity ‘ceiling.’ This is because when the flower is stored at high moisture levels, it is prone to mold development or growth of microbes. That is why some people tend to dry the flower beyond the recommended levels.

Some people excessively dry the bud because they believe in the fallacy of rehydrating the cannabis flower; however, this method damages the trichomes, which in turn destroys the quality of the flower — trichomes house the plant’s resins, cannabinoids, and terpenes. Thus, when trichomes are damaged, the flower loses its aroma, taste, scent, and appeal, all of which are very important because it’s what customers look for when purchasing weed — preserving these elements when drying and packaging is therefore vital because rehydration cannot restore them.

Cannabis growers can use desiccants for absorbing moisture, mechanical equipment that alters relative humidity, or two-way moisture control sachets that are designed for packaging containers to control humidity.

420 with CNW – Florida House Panel Turns to Oregon for Lessons on Recreational Marijuana

There is a strong possibility of putting recreational marijuana legalization on the 2020 ballot in Florida and this has prompted the House panel to turn to Oregon to learn about the economic, environmental, and other changes that have occurred since the state legalized recreational marijuana in 2015.

The executive director of the Oregon-Idaho High-Intensity Drug Trafficking Area, Chris Gibson, told the House panel (House Health & Human Services Committee) that there has been an increase in tax revenue. The state has also experienced a rise in illicit use of drugs and that currently, Oregon is dealing with marijuana overproduction.

Gibson also told the panel that currently, the state has enough marijuana to meet the demand of consumers within Oregon for the next six-and-a-half years.

Gibson further said that due to the excessive supply of weed to the recreational market, it is believed to be servicing the black market sales in other states such as Florida. He also noted that some legal businesses are exporting marijuana out of state, which is considered illegal.

Although he refused to comment on whether marijuana is being used as a scapegoat for illicit drugs, he said that in the last five years, Oregon has reported an increase in drug use across the state.

Adult use and possession of marijuana were legalized in Oregon in 2015 through the ballot. The measure garnered 56% of the votes. According to the data from the Department of Revenue in Oregon, the state has collected marijuana tax revenue amounting to more than $275 million since 2016. And, the majority of it is from recreational sales, said Gibson.

Medical marijuana in Florida was approved in 2016 through the ballot. Supporters of recreational marijuana legalization are trying to include two measures in the 2020 elections so that adult-use recreational marijuana can also be available in the Sunshine State.

One of the campaigns to legalize pot is spearheaded by the “Make it Legal Florida” initiative and they are supported by medical marijuana operators in the state. This particular measure would permit people aged 21 years and above to possess up to 2.5 ounces of cannabis.

After the HHS committee meeting of Tuesday, the House panel Chairman, Ray Rodrigues, told reporters that the members of his committee should have all the information about the two proposals. Rodrigues further noted that if either of the proposals gets in the ballot, the constituents will need information and their position on the bills. Therefore, the HHS committee should be fully informed.

Rodrigues was intrigued by Gibson’s presentation on the environmental impacts of growing marijuana on Tuesday. According to Gibson, to produce a kilogram of weed, the plant uses as much energy as that of two refrigerators and release as much CO2 in the air as a passenger car in one year.

It is widely hoped that this information-gathering process will not be used by the House Panel to de-campaign legalization. Analysts believe such an act would be regarded as unfair by cannabis industry companies like Plus Products Inc. 420 with CNW – Strange But True: Marijuana Retrieved from Man’s Nose After 18 Years

Doctors found marijuana in a man’s nose 18 years after he inserted it in his nostrils in an attempt to smuggle it into prison. Doctors have termed it as the first case of this nature.

The team reporting on the case in the British Medical Journal said that the man’s girlfriend brought him the drugs wrapped in a ballon while visiting him in prison. To evade being caught by the guards, he hid the drugs in his nostrils. However, in the process of hiding the drugs, he pushed them too far into the nasal cavity, making it impossible to dislodge.

The man believed that he ingested the drugs, so he never suspected the drug to be the cause of the chronic sinus infections, not even when he had symptoms of nasal obstructions years after the incident.

During the period of incarceration (18 years), the drugs developed into a rhinolith. A rhinolith is a mass of calcium and magnesium salts that form around an alien element in the nasal cavity.

The man went to the hospital after suffering from a sinus infection, and that is when the rhinolith was discovered, Westmead Hospital in Sydney (Australia) doctors said.

Since the 48-year-old man was complaining of headaches, the doctors did a CT of the brain and they discovered a rhinolith measuring 19x11mm in the man’s nasal cavity. The doctors then referred him to the Westmead ENT Department.

After following up with questions to determine the cause of the calcified lesion, the man admitted to having hidden drugs in his nose. He also said that he had been suffering from nasal obstruction and recurring sinus infection for several years.

The man was put under general anesthesia, and the rhinolith was removed. A study on the calcified lesion showed that it contained a rubber wrapping whose content was disintegrated vegetable material.

According to the report, the man remembered the incident that occurred in prison 18 years ago after being taken through a series of questions. The man had forgotten about the drugs and only remembered after the histopathology report. He was free of nasal discomfort three months after the calcified lesion was removed.

The researchers said that this is the first case where a man gets a marijuana-based rhinolith in prison. The researchers further said most cases of drug smuggling in prison take place through oral ingestion, and later retrieved through the gastrointestinal tract. It is rare to find an example of nasal smuggling, said the researchers.

Foreign objects in the body such as beads or seeds or bodily matter such as dislodged teeth or blood clots can be turned into rhinoliths when a mass of calcium and magnesium salt covers them.

Rhinoliths are very rare. According to the study, in every 10,000 ears, noses, or throats, one rhinolith is found in outpatient visits. Patients with rhinoliths complain of symptoms such as headaches, facial pain, nasal blockage, and nose discharge.
