420 with CNW — Illinois House Passes Measure Protecting Marijuana Users from Workplace Discrimination

Last week, the Illinois House of Representatives approved a bill that would protect workers who use cannabis while off-duty from being terminated. The bill would also prevent employees from discriminating against job seekers who have tested positive for cannabis.

The measure is currently under consideration in the Senate and includes some exemptions. The bill is sponsored by Democratic Representative Bob Morgan, who states that individual liberties should be respected. He spoke to WGEM saying that no one should be discriminated against in the workplace because of their choices as long as those choices do not impact the working environment.

Illinois was the first state in 2019 to legalize marijuana and set up a retail system for adult-use products through legislative action. The state’s sales of recreational cannabis products reached over $1 billion last year.

The amended version of the recent bill was passed by a 61-41 vote. The bill would still allow employees to fire workers who use cannabis while on duty. It also exempts protection to workers whose jobs involve carrying weapons, operating airplanes and big machinery, providing emergency services or performing tasks that require strong adherence to safety standards.

Moreover, anyone contracted by the federal Department of Transportation would be exempted from the bill’s protection. Observers have noted that the bill would only be effective in protecting workers who test positive for low amounts of cannabis since employers can still terminate employees whose test results exceed limits set by the state’s vehicle regulations. The state limits are used to restrict impaired driving.

Drivers in Illinois are considered impaired if their THC concentration in blood is 5 nanograms per milliliter (ng/ml) within two hours of driving. Critics have noted that the limit is too low and that THC levels can remain high for days or weeks in the bloodstream after provable impairment.

Applying a similar limit to workers could generally put them at risk of termination from using cannabis while away from work. For example, a worker can smoke a blunt the night before work and still record high THC concentration levels in their blood despite lacking any indication of impairment.

Similarly, Washington DC authorized a measure that protects job applicants from being subjected to pre-employment drug tests. According to the bill’s sponsor Councilmember Trayon White (D), this move would resolve inequalities by making sure that those who use cannabis for medical or recreational reasons are not penalized.

As more states loosen the restrictions on marijuana and bring an end to the drug’s criminalization, drug tests and other cannabis-related workplace issues are becoming topics of discussion. Amazon ended all cannabis drug tests last year, and the company is looking to restore the employment eligibility of former workers and job applicants who were penalized for having a positive THC test.

420 with CNW — Data Shows More Banks Are Working with Cannabis Businesses as Clients

Data recently released by the Financial Crimes Enforcement Network shows that the number of financial institutions working with cannabis businesses grew in 2021. While it isn’t clear if this increase is associated with moves in Congress to approve a marijuana banking reform measure, this federal data shows that banks feel more comfortable serving cannabis businesses located in state-legal markets.

As of September 2021, there were 755 credit unions and banks that revealed that they were actively servicing marijuana clients. This is a slight increase from the figure recorded in the previous quarter.

Despite the presence of the Financial Crimes Enforcement Network guidance, which financial institutions can use to navigate this space, legislators are focused on enacting clear protections that will be accomplished through the Secure and Fair Enforcement (“SAFE”) Banking Act. The SAFE Banking Act will prohibit federal regulators from penalizing financial institutions such as banks that serve legitimate cannabis businesses.

However, some reluctance within the banking sector may remain when it comes to serving cannabis businesses until the bipartisan measure is approved, as these institutions may still be penalized. Last year we saw a consistent and substantial decrease in the number of credit unions and banks that revealed that they were serving cannabis businesses.

In its latest report on marijuana banking data, the Financial Crimes Enforcement Network revealed that the reductions recorded in the number of financial institutions that were actively offering banking services to cannabis businesses in the short term could be explained by filers exceeding the 90-day filing timeframe for reports on suspicious activity. Previous reports from the agency note that it stopped including businesses that dealt with hemp in its reports since hemp was legalized in 2018 under the farm bill. The agency, which is part of the Department of Treasury, did not mention the possible impact of the COVID-19 pandemic on trends in cannabis banking in its latest report.

The SAFE Banking ACT has been approved in the House six times. However, it has stalled in the Senate under both Democratic and Republican control. Chuck Schumer, the Senate Majority Leader, recently signaled that he would be open to approving the banking measure if provisions on equity were included. The sponsor of this comprehensive reform, Rep. Ed Perlmutter, has also revealed that he was confident that the measure would finally receive approval during this session. Perlmutter is set to retire at the end of this current session.

Cannabis is one of the most polarizing topics in America. The article was based on a conversation Clinton had at the Impact Forum in Orlando with Sanjay Gupta, CNN’s chief medical expert. He was quoted saying that there is some evidence of CBD’s ability to relieve pain. In fact, a large number of CBD users say that they first turned to the cannabinoid to help relieve pain, and a 2019 poll found that 40% of CBD users say they use it for pain relief.

However, the story was taken down after Cannabis & Tech Today was allegedly pressured by the former president’s PR team. An editor from the online publication told Marijuana Moment that while the story, written by journalist Sara Brittany Somerset, was quoted “accurately and live,” the company took it down after Clinton’s public relations team said his comments at the Impact Forum weren’t open to the media.

When asked for a comment, an Impact Forum representative said that the event was private and the organization does not provide audio, video or transcripts. She said that the panel did not give any press authorization to attend and that it could not verify the quotes included in the story or confirm how the content was obtained.

Nonetheless, Cannabis & Tech Today said it didn’t want to retract the story and that it stood by the quotes included in the now-deleted story. However, the publication choose to respect the request from Clinton’s PR team and take the story down. Clinton allegedly said that he’d heard from many people about how low-THC cannabis could help manage chronic pain and that he receives tons of messages about CBD all the time. He said that there was some evidence that CBD with little to no THC has the ability to combat pain.

Clinton’s comments are quite interesting as his administration consistently opposed efforts to reform cannabis policy and even took a stance against medical marijuana, threatening to revoke the prescribing licenses of doctors who recommended state legal medical marijuana.

The change in the views of former POTUS Clinton reflects the growing scientific data contradicting the assertion by the DEA that cannabis and its compounds as contained in the products of state-licensed businesses such as Red White & Bloom Brands Inc. New research has found that the future success of adolescents who use amphetamines and marijuana will not be adversely affected if they quit the habit before hitting age 30. The study found that people who stopped using these drugs in early adulthood didn’t have lower life quality or relationship or economic success.

The authors of the study explained that amphetamine and marijuana use and/or use disorder in adolescence didn’t appear to doom life success for individuals in adulthood, particularly for those who ceased using the drugs before the age of 30.

The findings of this study were published I”n Addiction Research & Theory.”

The researchers’ study objective was to find the extent to which the use of amphetamines and marijuana up to age 21 forecasted life success for an individual at age 30. Onset use in those who took part in the study ranged between 15 and 19 years.

For their study, the researchers utilized data from more than 2,300 children in Australia who were born to mothers who took part in the Mater-University of Queensland pregnancy study. These children were tested for delinquency/aggression, mental health and IQ at age 14. They were also interviewed at 21, where they self-reported their use of amphetamines and marijuana. They self-reported their use once more at age 30.

Researchers also carried out a composite measure of life success at age 30. This measure considered quality of intimate relationships, quality of life and socioeconomic status. Their findings showed that at 21 years, problematic marijuana use was lower at 18%, with 3% admitting to problematic use of both marijuana and amphetamines and 0.8% reporting only problematic amphetamine use.

With regard to those who reported problematic substance use, these issues persisted at age 30 for 60% of those on both marijuana and amphetamines and more than 35% of those who used marijuana.

In their report, the researchers noted that behavior problems in adolescence predicted drug use at age 21 as well as life success and drug use at age 30. The researchers also discovered a link between early-age onset use of amphetamines, marijuana or both, noting that concurrent use of marijuana at the age 30 follow up was strongly associated with life success.

In their report, the researchers also argued that prior research, which suggested that early-age onset of using these substances led to adverse outcomes when an individual was older, didn’t consider the possibility that it was the subsequent use of drugs which forecasted success in adult life.

On Wednesday, Leafly released a new report showing almost half a million Americans worked full-time in the cannabis industry. Despite challenges related to the pandemic, figures from the report show that the industry is growing as states such as Connecticut, New Jersey and New York look to implement retail sales.

Now in its sixth year of reporting, Leafly partnered with Whitney Economics, a firm that analyzes the cannabis economy. According to Leafly CEO Yoko Miyashita, the company’s operations filled the gap that has led to a lack of federal reporting. Moreover, the company also aims to advocate for social equity in federal legalization.

Adult-use markets and medical state markets saw a $6 billion increase in comparison to 2020’s figures. The total amount of cannabis products sold last year amounted to about $25 billion.

Furthermore, the marijuana sector is growing faster than other traditional markets. According to the report, 2021 marked the fifth year in a row that job growth was more than 27% in comparison to general businesses, which are expected to experience an 8% growth this decade.

Unlike the other sectors, expansion in the cannabis industry is being faced by job shortages. With pending enforcements in key states, more hiring will be done to match consumer demand. Miyashita says that the employment numbers show the potential of cannabis as an economic driver.

Last year, about 430,000 people were employed in the sector with a total of more than 100,000 new jobs created. This is the first time the number of new jobs exceeded six figures. In 2020, about 320,000 people were employed with a total of 77,300 jobs created. The report observes that there are now three times as many people working in the sector in comparison to dentists. Moreover, the report predicts that total employment will reach 1.75 million.

It is estimated that every day 280 jobs are created in the cannabis industry, which translates to a person getting hired every two minutes during a work day. Across states, the data figures on job revenue, sales and tax revenue supports the report’s overall observations. For example, the medical marijuana sector in Missouri accounted for one in every 10 jobs created.

State officials from Colorado reported that the state made more than $2.22 billion in sales and recorded $423 million in tax revenue. Meanwhile, Massachusetts made $74.2 million in the form of marijuana taxes in comparison to $51.3 million from alcohol.

According to a Marijuana Policy Project report, states where marijuana is legal made more than $10 billion in tax revenue since 2014 when licensing started.

Littlejohn then explained that minority marijuana businesses would probably not survive long enough to see federal legalization, especially without some relief from Congress. She added that social equity programs at the state level hadn’t been able to keep most minority-owned businesses from going under.

These comments led David Scott, chair of the House Agriculture Committee, to propose that issues on cannabis be addressed in the 2023 farm bill. Some are hopeful that going this route may help legalize cannabis, which was what happened with hemp.

The 2018 farm bill federally legalized the production of hemp by removing the plant from the Controlled Substances Act, and the hemp industry has grown significantly since the bill was approved. Currently, however, cannabis remains classified as a Schedule I substance under the Controlled Substances Act. Substances under this classification are considered to have a high potential for abuse and no accepted medical use in treatment. However, numerous studies have shown that cannabis and various cannabinoids are useful in the treatment and management of a number of conditions.

In a recent interview, the primary sponsor of the SAFE Banking Act, U.S. Rep. Ed Perlmutter stated that he’d received confirmation from House Speaker Nancy Pelosi that she would support keeping the banking initiative attached to the America COMPETES Act if the House bill, which had already been passed, was reconciled with the Senate’s version.

The Creating Opportunities To Meaningfully Promote Excellence in Technology (COMPETES) Act was passed by the House in a 222–210 vote. This is the second legislation that the banking act has been attached to. It was first attached to a national defense budget bill and had advanced, before it was stripped out by Senate leadership.

The objective of this multibillion dollar measure is to boost the competitiveness of the United States, partly by strengthening the manufacture of semiconductors.

Perlmutter remains determined to get the banking act past the finish line in order to help many cannabis companies, which are vulnerable to criminal activity.

study using Charlotte’s Web Original Formula shows the positive effect of hemp extract products on managing stress and improving sleep quality. Charlotte’s Web is well known for producing CBD oils, tinctures, capsules gummies, capsules and pet products made with hemp extracts.

The company was part of the Radicle ACES (Advancing CBD Education and Science) study organized by Radicle Science, a health company that validates health and wellness products. The study relied on data from U.S.-based participants who used Charlotte’s Web Original Formula. The participants would use the product for four weeks and would be tracked for key health outcomes including quality of life, general well-being, feeling of daily stress and discomfort levels.

The researchers used standardized scientific methods for analyzing their findings. According to Tim Orr, president of Charlotte’s Web Labs, the company relies on science, which is why it took part in the study. He also said that the company’s involvement with a third-party researcher to report on the effective nature of its wellness product would build long-term trust between the company and the consumer.

Findings from the study confirmed the benefits of the hemp extracts found in Charlotte’s Web products. Many of the respondents also noticed an improvement in the quality of sleep and feelings of daily stress in comparison to before they started taking the products. 420 with CNW — DEA Offers Help to Parents in Decoding Emojis Kids Use in Reference to Marijuana

guide released by the U.S. Drug Enforcement Administration (DEA) reveals that people are buying and selling drugs on social media through emojis. The guide does not provide a thorough list of the emojis used, but it shows the efforts the agency is putting into monitoring discussions around the drug trade online.

The DEA launched this guide as part of a campaign known as “One Pill Can Kill.” The goal of the campaign is to prevent an increase in overdose deaths as well as create awareness about counterfeit prescription drugs to parents, educators, teachers, the press and community organizations. Last year, according to a report by ABC, the DEA confiscated more than 20 million fake pills.  It is estimated that 40% of those had potentially lethal doses of fentanyl, the substance that is the cause for most overdose deaths.

Brian McNeal, the spokesman for the Detroit Field Division of the DEA, said that because of the design of counterfeit pills, neither the agency nor its agents can detect the drug’s harmfulness unless it is tested in a lab.

Emojis help in sending coded information between the buyer and the seller. Therefore, decoding emojis is a key part of the campaign because it helps the targeted parties be vigilant for signs of discussions on an illegal drug trade. According to McNeal, emojis also appear in short form videos on social media. The guide is designed to help parents and teachers gather insights that will assist them in mentoring the teens and young adults.

Some of the key takeaways from the findings include the fact that emojis are used to describe specific drugs from meth to marijuana as well as actions. For example, Percocet is represented by the P button emoji while cocaine can be referenced by the 8-ball emoji. The findings have also found that bombs and fire flame emojis are used to describe the drug’s potency level.

The discussions take place on a range of platforms. According to the DEA, Snapchat is the most used for such communication. Instagram comes in third place after Facebook Messenger.

The report, however, has missed out on highlighting the more common uses of emojis. For example, marijuana is represented by the Canadian maple leaf emoji or tree emoji and shrooms are represented by the mushroom emoji. In addition to these two, the gas container emoji, which indicates the potency level in marijuana, is missing as well as the eyeball emoji, which is used to show the trending product.
