The CoviDiab Registry, as the researchers have called this research registry, is run by a team from the King’s College London in the UK.

They plan on building upon some earlier research which was completed towards the end of 2019. In that study, it was discovered that people who consumed marijuana had moderate blood glucose levels, an indicator that the person was less likely to develop diabetes. A similar study also found that the fasting insulin concentration in study subjects who consumed marijuana was lower than those who didn’t.

The King’s College London team is studying whether marijuana can increase the body’s ability to protect beta cells in the pancreas, thereby averting Type 1 diabetes which develops when the body is unable to make insulin.

The researchers also want to find out whether marijuana consumption accelerates the rate at which insulin production and sensitivity can resume after the ability of an individual’s body to process insulin has been compromised by severe COVID-19.

420 with CNW – The Legal Medical Marijuana Industry in Australia Only Serves 3% of Patients, Study Finds

More than 50 countries around the world have legalized some form of medical cannabis while six countries have allowed the recreational use of cannabis by adults. And while these territories have made inroads into the massive global cannabis market, most people in jurisdictions with legal weed still get their supply from the illicit market. One such jurisdiction is Australia. Australia legalized medical cannabis back in 2016 when the government created a system where doctors could prescribe the substance to treat various conditions. However, a recent study has found that only 3% of Australians using medical cannabis access it through the government’s regulated program.

According to the study, which was published in the Harm Reduction Journal, the cost of legal marijuana and lack of education around the program has kept illegal dealers in business. It compared two instances of the voluntary Cannabis as Medicine Survey, the first just before medical cannabis was legalized in 2016 and the second two years later. Researchers compared data from 1,388 respondents to get a better idea of how the introduction of a regulated market changed how Australians accessed medical cannabis, and they found that nothing much had changed.

Over 90% of the respondents said the regulated framework doesn’t work well enough, and a third of the respondents said that legal weed is insanely expensive. Cannabis is not covered or subsidized by the Australian Government’s Pharmaceutical Benefits Scheme, so patients have to pay between AUS$5 to $15 per day out of pocket, the study reported. Almost 50% of those surveyed said the cost of legal medical weed “placed a significant strain on their finances.”

“In many respects, little has changed in the two years since cannabis was legalized for medicinal purposes in Australia: users are still largely accessing illicit cannabis, self-medicating a similar range of health conditions (chronic pain, mental health and sleep problems), with similar perceived levels of effectiveness, side effects, social and legal issues reported.” However, the study found that Australians are in support of improving the country’s regulated cannabis program, with 90% of the respondents saying that cannabis should be part of the county’s routine health care and 70% saying the government should subsidize medical cannabis.

“Until medical cannabis products are licensed as medicines with the TGA (Therapeutic Goods Administration), and subsidized under the Australian Pharmaceutical Benefits Scheme, it seems likely that the cost of unlicensed cannabis-based products will continue to force many people to source their cannabis illicitly, especially those on low incomes.”

420 with CNW – Israeli Marijuana Legalization Bills Jump First Hurdle

The past few years have been good for cannabis. Prohibited for decades in most territories, cannabis has seen a slew of positive legislative changes, with a number of countries legalizing the substance in various capacities. Israel has taken the first tentative steps towards legalization after the Ministerial Committee for Legislation approved two bills on Sunday that would decriminalize the possession and personal use of cannabis in the country.

Now past its first hurdle to becoming law, the legislation would decriminalize the possession of up to 50 grams of marijuana and legalize the possession and consumption of up to 15 grams by individuals above the age of 21, with the exception of those who work in security positions. It will also be prohibited to drive while using or under the influence of cannabis. Additionally, an advocacy fund will be set up to educate people in schools about the dangers of using cannabis and to prevent addictions, and all advertising restrictions relating to tobacco will apply to cannabis products as well.

Waiting for the Ministerial Committee’s decision on the bills early Sunday morning, co-sponsor Likud lawmaker Sharren Haskel stated that it “would be big news in the fight for over a million citizens and tens of thousands of patients waiting for the day the State of Israel ceases to treat them as criminals.” She co-sponsored the bills with Kahol Lavan lawmaker Rema Shefa, and they will be brought to the Knesset for a preliminary vote on Wednesday. Kahol Lavan seeks to legalize the possession of certain amounts of cannabis and is examining the possibility of establishing cannabis dispensaries similar to Amsterdam’s coffee shops.

Speaking on the bills’ approval, Haskel said that “for the first time in the state of Israel’s history, my legislative move is officially beginning to regulate the cannabis market in Israel,” adding that she was proud to bring good news to the over one million cannabis users and the tens of thousands of sick people who use cannabis as a treatment in the country. She had said in previous interviews that the law will get final approval within months, and she wrote on social media that it had been a “difficult road, full of struggles politically and in the media, but the determination and persistence have paid off.”

“Many sick people and other cannabis users will soon be able to breathe easier,” Shefa said. “Israel will soon join liberal countries like Holland and Canada. It is taking a big step toward full legalization.”

For the past few decades, marijuana has been federally prohibited, and the infamous ‘War on Drugs’ has been responsible for tons of marijuana arrests and convictions. Even with multiple states legalizing cannabis in various capacities over the years, a large percentage of drug arrests are still marijuana-related. In 2018, four in ten arrests were marijuana-related, and around nine in ten of the arrests were for possession, not selling. One of the biggest arguments for legalizing marijuana has been to right these wrongs and ensure people with low-level marijuana convictions are not held back by their records again.

On Thursday, in an effort to undo the effects of the War on Drugs, the governor of Nevada announced a new resolution that could see thousands of Nevada residents with convictions for low-level marijuana convictions receive blanket pardons. “Today I am placing a resolution on the Board of Pardons Commissioners agenda next week to provide relief to tens of thousands of Nevadans previously convicted for possession of small amounts of marijuana which is no longer a crime in the state,” said Governor Steve Sisolak on Twitter.

Last year, he signed a bill that would provide people with cannabis convictions a means to petition the courts for an expungement. However, this new measure would offer proactive pardons for anyone convicted of possession of up to an ounce of marijuana. “The people of Nevada have decided that possession of small amounts of marijuana is not a crime,” said the governor, referring to the state’s 2016 vote to legalize cannabis for adult use. The purchase, possession, and consumption of recreational marijuana, with some restrictions, became legal for people over the age of 21 on January 1, 2017.

“If approved, this resolution will clear the slate for thousands of people who bear the stigma of convictions for actions that have now been decriminalized.” The proposed resolution would pardon people who in the past were convicted for possessing less than an ounce of marijuana but, it would not apply to convictions of possession for the purpose of sale. The board is set to meet on Wednesday, June 17, with the agenda designating time for a “discussion that may include but not limited to the resolution regarding pardons for persons convicted of minor marijuana possession.”

If the resolution goes through, Nevada will join a list of growing states which have pardoned marijuana convicts after legalizing it. Washington and Illinois have both issued pardons for cannabis convictions, and other top state officials have stated that such pardons will go a long way in addressing the racial inequalities perpetrated by the decades’ long War on Drugs.

420 with CNW – Research Shows Marijuana Users Not at Higher Risk of Workplace Accidents

For the past few years, cannabis has become more mainstream as attitudes and perceptions towards it change. Plenty of states have legalized either medical and recreational use or both, making it widely accessible. However, not everyone is on the cannabis train, and plenty of employers aren’t willing to hire staff who indulge in marijuana, either medically or to unwind.

They have been encouraged in part by several studies that have found a correlation between marijuana use and workplace accidents. The results of such studies have come into question after new research showed that marijuana users aren’t at a higher risk of workplace accidents. Titled Systemic Review of Cannabis Use and Risk of Occupational Injury,’ the study was published in the journal Substance Use and Misuse and it found that adults who consume marijuana are no more likely to suffer injuries at work than employees who did not consume cannabis.

Researchers from the University of British Columbia conducted a systematic review of scientific papers assessing the potential links between marijuana consumption and occupational accidents. According to the researchers, “few studies employed research designs that ensured that cannabis use preceded the occupational injury. Additionally, they say, other studies failed to adequately assess or control for confounding variables, such as the concurrent use of alcohol or other psychoactive substances.

They concluded that due to these limitations, “the current body of evidence does not provide sufficient evidence to support the position that cannabis users are at increased risk of occupational injury.” A similar study carried out by the National Academy of Sciences, Engineering, and Medicine in 2017 concluded that “there is no or insufficient evidence to support a statistical association between cannabis use and occupational accidents or injuries.”

This comes at a time when advocates have been fighting against workplace discrimination targeting employees who consume cannabis outside of work. The fact that current drug tests cannot prove exactly when THC was introduced into the system means that cannabis consumed over the weekend can get you in trouble even after it’s already worn off and you are 100% sober.

“In recent months, lawmakers in several municipalities including New York CityRichmond, Virginia, and Washington DC have enacted legislation limiting the use of marijuana-specific pre-employment drug screening,” says NORML, who first reported on the study. “Both Maine and Nevada have enacted state-specific legislation barring certain employers from refusing to hire a worker solely because he or she tested positive for cannabis on a pre-employment drug screen.”

420 with CNW – Maine Sued for Giving Non-Residents Access to its Marijuana Market

The state of Maine is being sued by local marijuana businesses for refusing to enforce a component of its marijuana laws. On Friday, the Maine Cannabis Coalition filed a lawsuit against the state, claiming that the Department of Administrative and Financial Services was in violation of state law after it failed to enforce the residency requirements included by lawmakers in the Marijuana Legalization Act.

According to the law, only Maine residents can run a recreational marijuana grow, manufacturing, or retail operation. Last month, the state announced that it would abandon the residency requirement, a move that garnered outrage from stakeholders and local marijuana businesses.

“Maine Cannabis Coalition and its members along with many other citizens fought hard for two years to include residency. To have it all be ignored after all the hard work and efforts is extremely aggravating to the citizens and policymakers of Maine who expect no one to be above the law,” said the coalition in a statement.

The announcement was made after Wellness Connection of Maine filed a lawsuit against the state seeking to overturn the residency requirement. The Auburn-based company operates four of the state’s medical marijuana dispensaries, and it has financial ties to international cannabis company Acreage Holdings. It claimed that the rule is unconstitutional and makes it harder for companies seeking to operate recreational marijuana to raise money.

Maine Cannabis Coalition argues that the state’s decision to grant non-residents licenses hurts medical marijuana providers by increasing the number of rivals competing for limited market share. Dawson Julia, the co-founder of the Maine Cannabis Coalition and Christian Roney of Waterville, who is seeking a recreational marijuana business license, say they relied on the competitive advantage offered by the Maine residency requirement when developing their business plans.

They want the Office of Marijuana Policy to follow through and enforce the residency requirement when awarding recreational marijuana business licenses. According to their lawsuit, the office has no authority to abandon a state law that has not been struck down by any court or repealed by the state legislature. It is seeking an injunction barring the Office of Marijuana Policy from awarding licenses to out of state applicants.

“This is a pay-to-play constitutional meltdown scheme being orchestrated by the fat cats of Wall Street,” Julie says.

Erik Gundersen, Director of the Office of Marijuana Policy says that his office took action on the advice of the Attorney General’s Office, which concluded the state would be unable to beat the Wellness Connection of Maine lawsuit.
