420 with CNW – 3 House Bills Seek to Reform Cannabis Policies for US Veterans

A team of Republican and Democratic lawmakers revealed that they will be tabling three bills aimed and reforming the different marijuana policies that affect veterans in the country. The bills, if enacted, would formalize the protections offered to veterans who seek medical marijuana as an alternative to opioids as well as create mechanisms for such options to be implemented in a safe way.

The first proposed bill is titled “Department of Veterans Affairs Policy for Medicinal Cannabis Use Act 2018”. The intention of this bill is to amend and codify the existing policy at the VA office through which veterans are protected from any adverse consequences in case their healthcare providers learn that the veterans are using medical cannabis.

This new bill plans to clarify what the roles and responsibilities of veterans/patients and their healthcare providers are on the subject of medical cannabis. The bill would also require that the policy is displayed prominently at all facilities set up by the Department of Veterans Affairs.

The second bill is titled “Department of Veterans Affairs Survey of Medicinal Cannabis Use Act 2018”. This bill seeks to make it possible for research to be done by the VA department in order to get concrete information about how veterans are seeking and using medical cannabis.

Such information can be vital in designing interventions which will help the veterans to get medical cannabis in a way that doesn’t compromise any other treatment which they may be receiving for their conditions. The bill is informed by the fact that just over a fifth of all veterans have used some form of medical cannabis, so the process needs to be understood by the authorities.

The third bill is titled “Department of Veterans Affairs Medicinal Cannabis Education Act 2018”. The purpose of this bill is to make it possible for the Department of Veterans Affairs to create partnerships with medical universities that are conducting training on medical cannabis. Such a partnership would help to educate primary healthcare providers about medical cannabis so that veterans benefit from that better understanding of how medical cannabis can be added to the other treatment plans of veterans. This education would take the form of continuing education.

As you can see, the bills are well-intentioned and they deserve a favorable treatment by Congress. 420 with CNW – South African Cannabis Workshop Tickets Sell Out in Record Time

The first weekend of November witnessed the first ever cannabis grow workshop in Cape Town, South Africa. Event tickets were sold out in two days flat after the organizer, Grant Taylor, went to social media to announce the event.

He said that the idea of organizing a workshop on how to grow marijuana was motivated by two things. First, the Constitutional Court ruled recently that adults were free to grow and consume cannabis in South Africa as long as it wasn’t sold or consumed in public.

Secondly, Grant had previously tried to grow something and he had failed miserably. He had also recently heard many people who live in apartments saying that it was impossible for them to grow anything in such an environment.

The workshop was therefore organized to teach people the complexities involved in growing cannabis organically. To that end, organic soil and pots were also on sale so that event attendees could go and start cultivating their own marijuana or any other plant they wished to grow.

Grant and his team of organizers didn’t have any cannabis seeds or plants on sale during the workshop. This omission was deliberate since the court ruling allowing citizens to grow and consume marijuana didn’t permit the sale of marijuana or its products.

Grant Taylor admitted that putting the event together wasn’t a smooth task. He was denied the venue he preferred because the management at that venue wasn’t comfortable about hosting a cannabis workshop in their premises.

Grant had used that same venue in the past to host trainings in hydroponics, but that history wasn’t enough to secure the venue for a workshop on cannabis.

Grant isn’t deterred by such setbacks and he plans to host similar events in future.

For now, one of the co-organizers of the cannabis workshop is going to set up and run a vlog (video blog) on cannabis while Grant will set up a Facebook group and manage it in addition to operating a website on cannabis cultivation.

Contrary to what some people may have thought, the Grow Cannabis Workshop wasn’t attended by drug addicts. Ordinary people like florists, nurses and dentists were in attendance to learn how to grow this plant.

Those interviewed at the workshop said that they wanted to learn how to grow cannabis so that they could have a supply for medicinal use.

Farmers Count the Green from Growing Hemp Harvest

As summer turns to fall, a small number of U.S. farmers are bringing in a new harvest — hemp. For some states, this is the first time that the crop has appeared in more than 50 years because hemp had been outlawed under sweeping anti-cannabis legislation. The last few years have seen significant changes, primarily because the nation’s 2014 Farm Bill funding provisions authorized limited hemp cultivation, and several states began supporting the crop. Now hemp is making a comeback.

This promises to be a good year for hemp. Early indications are that farmers will see a robust crop with a high market value. The growth of the market for CBD oil means that there are plenty of outlets not just for hemp fibers but also for the plant’s other derivatives. And these first successful harvests, accompanied by pending legal change on the federal level, are set to establish hemp as an important crop over the next decade.

The 2018 Hemp Harvest

The past year has seen big growth for hemp. In 2017, the acreage of hemp production expanded by 163 percent through agricultural sites in 19 states. Now the largest hemp harvest of the new era is expected. It’s good news for companies invested in hemp, such as Sugarmade, Inc. (OTC: SGMD).

420 with CNW – New Research Proves that there is More to Marijuana than THC and CBD

There is an assumption among marijuana consumers (for medical or recreational purposes) that the variations in the effects they get from the different cannabis strains are a result of variations in the THC (tetrahydrocannabinol) and CBD (cannabidiol) concentration in those strains. However, a new study has revealed that such a perception may not be a full reflection of what is going on.

The University of British Columbia-based researchers studied 33 strains of both Sativa and Indica strains of cannabis and found that there was little variation in their CBD or THC content.

However, the different strains varied widely in terms of the other cannabinoids that they contained. This finding raised the possibility that it is those other active ingredients which determine what therapeutic or psychoactive reaction a consumer will get when they consume a particular product.

Consumers need to know that cannabis has approximately 100 cannabinoids but regulations only require manufacturers to declare how much THC and CBD is present in a given product. The focus on THC and CBD may be based on the fact that those two active ingredients are the most plentiful in the cannabis plant.

However, as any lawyer will tell you, the devil is always in the details. The little-known cannabinoids could the real “heroes” of the effects that cannabis users experience.

More attention therefore needs to be focused upon understanding all the active ingredients in marijuana and how they affect a consumer.

The way cannabis strains are bred also needs to be formalized so that the scientific community can understand which strains contain which combination of active ingredients and which ones were lost during a breeding procedure.

The prohibitionist laws which have existed for long made it impossible for breeders to accurately document the lineage and characteristics of the different marijuana strains currently available. Consequently, it is possible that the same strain may have a different name based on the interests of the entity currently growing and marketing that variation of the same strain.

The Two Sides of the Cannabis Market

It’s all too easy to view the cannabis sector as a single market providing variations on the same product. In reality, it’s an increasingly complex and varied industry. Its primary plants and products can be divided into two groups: marijuana (and THC) in one category, and hemp (and CBD) in the other.

The marijuana piece of the cannabis market is the one more traditionally recognized. In this space, plants grown, cultivated and used contain THC, the psychoactive ingredient that gets drug users high. THC is the reason for cannabis’ ongoing popularity as a recreational drug worth hundreds of millions of dollars in both legal and illegal markets.

The other side of the market is centered around hemp. Hemp does not contain THC; rather it contains CBD, an active ingredient found in other cannabis plants. CBD has fueled the development of medical marijuana applications, but alternative products that utilize the substance are increasingly popular in the health and wellness markets, where they can be bought more widely than medical marijuana. As a result, some industry experts note that hemp may soon make up the larger part of the cannabis industry.

The Growth of the CBD Market

Though less well-known outside of specialist markets, CBD is becoming a more accessible way to benefit from cannabis. This has led to investment from companies across the cannabis sector, including Sugarmade, Inc. (OTCQB: SGMD).

CBD Enters the Mainstream

The hemp market has grown 15 percent per year over the past few years. Unlike marijuana sales, this growth isn’t driven by the medical and recreational sectors. The hemp market is expected to be strengthened by the2018 Farm Bill currently making its way through the U.S. Senate. Legislation included in the act, supported by the Senate majority leader, would remove industrial hemp from the Controlled Substances Act, making it easier for farmers to grow hemp for CBD and other agricultural purposes. Since the last farm bill was passed four years ago, some farmers have been able to legally set up test production of hemp for CBD, but widespread cultivation has not been permitted.

The extent of the change permitted by the expected agricultural law remains uncertain. Other issues unrelated to cannabis are currently holding up the Farm Bill, despite widespread bipartisan support for the hemp provisions. Once the bill passes, the impact for CBD will also depend upon decisions made by state authorities and the FDA. But the bill will certainly ease the way for potential hemp growers in states that support the CBD industry. Until now, national law only allowed the growing of hemp and harvest of CBD in state pilot programs and for academic research; in the 2018 Farm Bill, those limitations are eliminated.

Acquisitions Grow in Cannabis Sector

Twenty years ago, it would have sounded like a science fiction fever dream, but today the cannabis industry is one of the fastest-growing sectors in the North American economy. The nine U.S. states where recreational cannabis is legal are about to be joined by the entire country of Canada, while another 20 states have legal markets for medical marijuana. Businesses catering to these markets are going from strength to strength, whether selling cannabis, manufacturing products derived from it or providing the tools and support that growers need.

This has led to a flurry of mergers and acquisitions in the cannabis sector. At the top end, large companies from other sectors have started buying into cannabis. Beverage manufacturer Constellation Brands owns more than a third of the shares in Canopy Growth, Molson is working with Hydropothecary, and Phillip Morris has been talking about moving into the sector. Seeing another legal drug coming into play, tobacco and alcohol companies want to buy their part of the future.

And there’s also been a lot of movement within the industry.

Cannabis Companies Buy Up Competitors

Among existing cannabis companies, consolidation is the name of the game. A wide scatter of small companies — startups created within a new and uncertain industry — are combining into larger operations.

One example is a recent series of acquisitions by Sugarmade, Inc. (OTC: SGMD). A Los Angeles company with warehouses in southern California, Sugarmade isn’t a purely cannabis-oriented business, but its work in restaurant supplies and packaging is increasingly taking a back seat. But Sugarmade is bucking that trend in a move that could see it join the big players, disrupting the status quo of the cannabis industry.

But in a sector where mergers are likely to continue, it also has another effect. As the big players in tobacco and alcohol look for cannabis businesses to buy, Sugarmade’s growing strength improves its bargaining position. Whether the company aims to be bought up or to hold onto its independence, it will be better able to negotiate from a place of strength.

Talk about the cannabis industry usually focuses on the cultivators and distributors, those directly dealing with cannabis. But over the past decade, the industry has grown far more diverse. Support companies such as Sugarmade play an increasingly important role.

420 with CNW – LA International Airport Allows Travelers to Carry Marijuana

Los Angeles International Airport announced that passengers were free to have cannabis on them or in their luggage when boarding flights as long as it didn’t exceed the amount allowed by California law. Currently, 28.5 grams or 8grams of concentrated cannabis (oil, for example) can be carried by someone within the state. This only applies to people who are 21-years of age or more.

However, individuals who are carrying cannabis legally may still face prosecution once they are discovered by the Transport Safety Administration (TSA) agents at the airport. The TSA is obliged by law to notify local law enforcement (police) once someone is found with marijuana.

It is up to the police to decide whether to prosecute that person, seize the marijuana, or let the person board his or her flight. LA police has already said they will not prosecute anyone who hasn’t exceeded the legal limit of how much someone can carry.

This doesn’t mean passengers will not suffer any inconveniences. The interview by TSA agents before one is handed over to local police may make that person miss his or her flight even if the possibility of prosecution is waived by the police.

A lot of confusion is likely to result from the conflicting rules being followed by the Transportation Safety Administration and the local police.

Passengers are better off avoiding having any cannabis on them when they go to the airport. This will save them from finding out the hard way the kind of delays and back and forth issues that can arise when pot is found on you.

Passengers are also advised to keep in mind the laws of the different states through which they intend to travel since what is legal in one state may be criminal in another state.

A city councilman in LA has even suggested that so-called amnesty bins be availed at the airport so that passengers can place their marijuana in the bin before they get to a TSA checkpoint.

That idea isn’t as far-fetched as it may sound, because Las Vegas has about two dozen such bins at the McCarran International Airport.

The amnesty bin idea has its weaknesses because it means that a passenger will lose his or her legally purchased stash. The better option would be to harmonize the federal airspace rules with the rules in each state so that passengers aren’t left at the mercy of the individual officers who find cannabis in their luggage or on their person.

The contradicting positions of TSA and local police regarding cannabis clearly highlight the challenges that companies like Sugarmade, Inc. (OTCQB: SGMD) and Sunniva Inc. (CSE: SNN) (OTCQX: SNNVF) have to grapple with in the different jurisdictions where they have operations.
