420 with CNW – USDA Plans to Survey Nearly 20,000 Hemp Businesses About Their Experiences So Far

The U.S. Department of Agriculture plans to distribute a survey across the country in a bid to understand how thousands of hemp businesses are finding the production, marketing and sale of hemp. The insights gained will help the USDA to regulate the sector more meaningfully.

Together with the University of Kentucky and state agriculture departments, the USDA wants to learn about hemp production costs, production practices, as well as marketing practices.

However, the federal agency needs to seek permission from the White House Office of Budget and Management before sending out the survey. For this reason, the agency will open a 60-day window within which stakeholders can give feedback about the specific aspects that the USDA wants to include in its survey.

If the agency gets the authorization that it is seeking, it will encourage about 18,000 hemp farmers to take the survey and provide responses. The survey itself will be divided into four main parts, and it will take approximately half an hour to complete.

The first section focuses on gathering information about the location in which hemp production was done, the acreage for which a farmer obtained a license, the acreage they actually planted, and the acreage they harvested. This information will be categorized according to the end-purpose for which the hemp was grown, such as for fiber and CBD extraction.

The second section pays attention to the production practices and costs. Here, questions around fertilizers, seeds, labor, testing and licensing fees will be provided. Detailed questions about the various types of hemp will be presented in order to get insights about the different cost implications.

Marketing and contracting practices will be another section of the survey. Insights sought here include those about the farmgate prices of different end-use hemp crops, storage, contract structures and farmers’ impressions about contract farming of hemp.

The final section is intended to collect demographic information on issues like race, gender, age, education level household sizes and how much experience the farmer has in agriculture.

The USDA says that the data it collects from this survey will be useful in forecasting agricultural activity in the hemp sector and the attendant costs from a state level to the regional and national level. The University of Kentucky is expected to analyze the survey results and then compile a report which will be submitted to the USDA for further analysis and implementation.

The federal agency had recently closed an extension to the window within which hemp industry stakeholders could submit their comments about the interim final rules for hemp production. All indications show that the USDA is taking the pushback from the industry seriously, and the additional information it seeks could be instrumental in shaping how the agency responds to the concerns raised.

420 with CNW – Mexican Senate Leader Says Cannabis Legalization is Due This October

The Majority Leader of the Mexican Senate has revealed that his chamber is most likely to pass a marijuana legalization bill by the end of this month.

Ever since the country’s Supreme Court declared back in 2018 that it was unconstitutional to outlaw the personal possession and use of marijuana by adults in the country, activists have been restless as they await an appropriate law to operationalize the ruling of the top court in the land.

Nevertheless, some of the activists are unhappy with the current bill before Senate because they feel that it doesn’t go far enough to ensure equitable access to the industry once legalization takes place.

Despite the Supreme Court giving the government a deadline extension until mid-December, Ricardo Monreal of the ruling MORENA party, who also happens to be the majority leader, says that a floor vote is likely to take place within the next two weeks.

Currently, it isn’t clear how the bill will be handled in the Senate. Some people speculate that the shortage of time will compel the legislators to send the draft bill straight to the floor of the upper chamber instead of taking it through the committee process as is the norm.

Once the Senate approves the marijuana legalization bill, it will be sent to the other legislative chamber called the Chamber of Deputies.

Earlier this year, the legalization bill was considered and passed by several committees of the Senate. However, progress in passing the law ground to a halt when the COVID-19 outbreak made it impossible for further negotiations on the proposed law to take place.

Under the bill, adults who are at least 18 years old could cultivate and possess marijuana for their personal use. Individuals would also be allowed to grow up to 20 marijuana plants, on condition that the total annual harvest from those plants doesn’t exceed 480grams. Patients registered to use medical marijuana will however be allowed to apply for permission to cultivate more than the 20 plants allowed for recreational users.

The bill suggests that marijuana sales would attract a 12 percent tax and some of the revenue generated will be allocated to a treatment plan for substance abuse.

People will also be allowed to consume marijuana in public, with the exception of zones which are deemed to require 100% freedom from smoking, such as school and hospital premises. The bill also stipulates that CBD and hemp wouldn’t be governed by the laws which apply to THC products.

With a group of activists camped just outside the Senate premises having a massive collection of marijuana plants from which they allow passersby to light up a joint in solidarity with their cause, it is only a matter of time before the legislature passes the long-awaited law. 420 with CNW – The US Government Now Supports Globally Rescheduling Marijuana

According to news coming in from last Thursday’s Vienna meeting of the UN Commission on Narcotic Drugs, the U.S. federal government supports a recommendation by the World Health Organization to remove marijuana from category IV, the strictest category, of globally controlled substances.

Patt Prugh, an attorney advisor at the United States State Department, spoke on behalf of the U.S. government during that meeting. While supporting marijuana rescheduling, she spoke vehemently against a proposal to remove cannabidiol from international substance control treaties. She argued that making those proposed reforms would create legal loopholes and ambiguities which could potentially compromise the effective control of drugs globally.

This strong opposition is hard to comprehend because the proposal by WHO suggests that the UN body declares that any CBD whose THC content is less than 0.2% isn’t regarded as a controlled substance in international drug control treaties.

However, Prugh seemed to contradict herself during her testimony before the narcotics body. She said that keeping marijuana in the most restrictive category of controlled substances undermines new science which proves that the substance has medicinal value. This is contradictory because while she is advocating for rescheduling at the international level, she is in support of keeping marijuana in Schedule 1 of the Controlled Substances Act back home in the U.S. Schedule 1 is the most restrictive of all the categories of substances listed under that Act.

The support for global cannabis rescheduling is in stark contrast to an earlier position indicated in a government document in which the federal government stated that putting marijuana in a less restrictive category internationally would make drug reform advocates think that the way has been opened for marijuana to be legalized in different jurisdictions around the world.

Even as the ambassador revealed that the U.S. position on marijuana had changed, she was still adamant that similar concessions shouldn’t be made for CBD. According to her, the issue was “outside the scope of the substance scheduling process.”

Marijuana policy reform advocates say that the U.S. appears to be caught in the middle of forces that want change (such as the increasing legalization of marijuana at state-level across the U.S.) and the prohibitionist voices which want the status quo to be maintained.

Nevertheless, reform advocates are confident that either way, the people seeking progressive policies on marijuana will win. For example, when the UN narcotics body votes to keep CBD as a controlled substance, the reform movement will be further energized to go all out and break the wall of prohibition once and for all. If, on the other hand, the recommended reforms are passed, that in itself will be a victory for the reform movement and they will channel their energies to other changes that need to be made globally.

It remains be seen what cannabis sector actors like Sugarmade, Inc. (OTCQB: SGMD) think about the politicking going on at the UN.

A foundation run by Facebook founder and CEO Mark Zuckerberg and his wife Priscilla Chan has made a donation in support of a ballot measure to decriminalize all drugs in Oregon. The Chan Zuckerberg Initiative Advocacy donated $500,000 in support of Measure 110, a ballot measure “designed to establish a more humane and effective approach to drugs.” On top of that, the measure would use a portion of existing legal marijuana tax revenue to pay for expanded substance misuse treatment services, establishing addiction recovery centers throughout the state.

According to supporters of Measure 110, it is part of an effort to stop seeing drug misuse and addiction as a public health issue rather than a criminal issue. Also called the Drug Addiction Treatment and Recovery Act, the measure has been endorsed by more than 50 organizations including ACLU Oregon, United Seniors of Oregon, Oregon Latino Health Coalition, Oregon State Council For Retired Citizens, the Confederated Tribes of the Brande Ronde, Human Rights Watch and Drug Policy Action. It has also been backed by two currently serving district attorneys as well as two former U.S. attorneys.

If the measure is approved, low-level possession would be considered a civil infraction punishable by a maximum of $100 fine and no jail time. The $500,000 contribution from Chan Zuckerberg Initiative Advocacy is the second-largest donation, after the $850,000 donated by the Drug Policy Alliance’s political arm Drug Policy Action. ACLU Oregon also made a donation of $100,000.

The campaign has also received more than 400 individual donations. The median donation amount is around $50, with more than 83% of the contributions being made by Oregonians. “People with addiction need help, not punishment, and we are excited so many people are stepping forward to help win a more humane, equitable, and effective approach to drug addiction in Oregon,” says Peter Zuckerman, Yes on Measure 110’s campaign manager.

In the fiscal year 2018, there were 8,903 simple drug possession arrests, averaging at more than one arrest every hour, according to the Oregon Criminal Justice Commission. “Oregon law enforcement needs to stop making these kinds of arrests, targeting our communities and ruining our lives by giving us criminal records,” says Kayse Jama, executive director of Unite Oregon, which endorsed the measure.

“The need for this measure is more urgent right now more than ever because jails and prisons have turned into contagion hotspots during the pandemic.”

Started by the federal government decades ago, the war on drugs has resulted in the incarceration of millions of Americans. A large number of these arrests have been due to marijuana possession. Over the years, it has become clear that certain communities have been targeted and over-policed due to marijuana prohibition and for many cannabis reform advocates, legalizing cannabis wouldn’t just increase state tax revenue, but it would also help repair the harms done by the war on drugs.

Although advocates hoped that marijuana arrests would reduce with the advent of legal cannabis programs, 2016, 2017, and 2018 each saw an uptick in marijuana arrests year-over-year. This is despite the fact that more states are passing cannabis laws and legalizing medical or recreational sales within their borders. According to a new federal report, however, marijuana arrests in the U.S. reduced for the first time in 2019. The FBI’s Uniform Crime Reporting Program states that there were a total of 545,601 marijuana arrests in 2019, representing 35% of all drug arrests.

This was down from 663,367 arrests in 2018 and 659,700 arrests in 2017. “A decline in cannabis-related arrests is better than seeing an increase for the fourth year in a row, but the amount of arrests is still abhorrent,” says Marijuana Policy Project Executive Director Steve Hawkins. “There is no reason to continue punishing adults for consuming a substance that is less harmful than alcohol,” he says.

Hawkins also acknowledges the fact that certain communities are especially over-policed when it comes to marijuana. “Arresting adult cannabis consumers has a dramatically disproportionate impact in communities of color, is a massive waste of law enforcement officials’ time and resources and does nothing to improve public health or safety.”

The data from the FBI shows that on average, police across the country made a cannabis arrest every 58 seconds in 2019, with 92% (500,394) of the arrests being for possession alone. In fact, American police carried out more arrests for marijuana alone than for murder, rape, robbery, burglary, fraud, and embezzlement combined.

“At a time when a super-majority of Americans support marijuana legalization, law enforcement continues to harass otherwise law-abiding citizens at an alarming rate,” says Justin Strekal, Political Director for NORML. “Now is the time for the public to collectively demand that enough is enough: end prohibition and expunge the criminal records to no longer hold people back from achieving their potential.”

Marijuana retailers are implementing extra measures to attract and keep senior customers during this pandemic. Dispensaries that are senior-friendly revealed that they attracted more consumers by:

420 with CNW – Utah Officials Surprised by Enthusiasm for Medical Marijuana

Utah saw its first-ever sales of medical marijuana in March and six months later, the state’s budding medical marijuana industry is going stronger than anyone expected. Utah voters originally approved a ballot initiative legalizing medical marijuana back in November 2018. State lawmakers later replaced the measure with a law that more tightly controls the production, distribution, and use of the drug, Dubbed the Utah Medical Cannabis Act, the law went through multiple changes before the medical marijuana program was finally launched in March.

“It’s been going well, as all new programs and people starting and really pushing to get up and going like they did early on, and now producers are starting to find their traction to be able to keep moving forward,” says Cody James, manager of the Utah Department of Agriculture’s Industrial Hemp and Medical Cannabis Program.  “I don’t think that anybody had an idea as to the number of patients that Utah was going to see this early. I think we’re exceeding all of the studies that we had on the number of patients,” he says.

Under the Utah Medical Cannabis Act, 10,000 active medical cannabis patients have received medical cannabis cards, a number state officials didn’t expect to reach until one year into the program, says Richard Oborn, director of the Center for Medical Cannabis. “And this means fewer residents in Utah are possessing medical cannabis illegally. These are people that are suffering from qualifying illnesses such as chronic pain and cancer, epilepsy, MS, and terminal illnesses. So that’s exciting to see that there are more people that are not having to take their medication in the shadows anymore.”

Oborn adds that most of the hiccups that occurred with the patients’ registry portal early on have been ironed out, making for a smoother sign up process. Additionally, people in Utah are consulting with doctors and pharmacists about medical cannabis “more than they ever have.”

At 3,600, Utah County accounted for more patient cards than any other county, followed by Salt Lake County with 2,400 patients, Weber County with 854, and David County with 787. According to Oborn, more people in Utah County may have applied for their medical cannabis card than in Salt Lake County as the first pharmacy opened in Salt Lake City. Plenty of patients purchased medical marijuana at the pharmacy when the program began using a recommendation letter.

“We believe there’s a high number of those patients that have not yet converted to a medical cannabis card, that they are continuing until the end of the year to rely on just their letter.”

Analysts say entities like Sugarmade, Inc. (OTCQB: SGMD) are probably glad that record numbers of patients are now benefiting from medical marijuana in Utah.

Who could have predicted just how mainstream the controversial plant has become? Even though cannabis is still illegal at the federal level, numerous states have legalized either medical or adult-use cannabis. The industry was valued at $13.6 billion in 2019 and experts expect it to grow even bigger. Most of its popularity is owed to THC and CBD, two of the over 100 cannabinoids produced by cannabis. The high concentration of raw cannabinoid acids also works in concert with fatty acids to improve cell function and reduce the damage done by free radicals. Raw juiced cannabis can also reduce inflammation and facilitate two-way cellular communication.

However, results will vary based on an individual’s unique genetics. Some users report changes after just one serving of raw juiced cannabis while in others it takes four to eight weeks to see the full results. And like with most cannabis products, make sure you consult a medical professional before you start juicing, especially if you have a pre-existing medical condition like kidney or gallbladder problems.
