Her passing was announced on her mother, Paige Figi’s, Facebook group by a family friend. However, she fell ill again and passed away among friends and family.

The Coronavirus is turning out to be the cause of the biggest economic decline we’ve seen in a long time. On top of placing immense stress on the healthcare system, the virus has left all but the most essential businesses shut down. Millions of Americans have already lost their jobs, and experts say it may take a while to get the economy back on track.

The state of Illinois has found a way to keep its rural pharmacies afloat during the crisis, and cannabis plays a big hand in it. Over time, the state has built up a rainy day fund, totaling $946 million, using funds from cannabis sales taxes. These funds will be used to keep rural pharmacies, which may be the only ones within miles, afloat during the coronavirus crisis.

Last month, Illinois State Comptroller Susan Mendoza announced that the state would release nearly $1 million to critical access pharmacies that serve rural communities. “Our ongoing effort to support rural competition and managed care policies now takes on added importance as communities fight the spread of the COVID-19 Coronavirus,” she said in a March 19 press release.

Rural pharmacies that receive low reimbursements from the state’s managed care pharmacies are more likely to be taken advantage of by bigger companies that set prices. This, coupled with the fact that they are dealing with increased demand and are required to take safety measures, may place undue strain on the rural pharmacies.

Under an already existing program to support the rural pharmacies, the payments started with a release of $4.7 million in July, later followed by $1.9 in December. The payments announced last month were made ahead of schedule to help buffer the pharmacies as the coronavirus crisis grew.

“Locally owned pharmacies, often the only pharmacies available for miles in any direction, are vital to stopping the spread of the coronavirus in rural communities. It’s more important than ever that we ensure these payments continue to go out so these small businesses can continue to be there for the people they serve,” Mendoza says.

According to Garth Reynolds, the Executive Director of the Illinois Pharmacists Association, drug stores affected by the declining economy had asked the Controller’s office for financial aid.

“The COVID-19 pandemic is a prime example of why community pharmacists are vital frontline health care providers in delivering medication and patient services. Critical access pharmacies will use the released funds to keep their doors open during the pandemic and serve their patients’ needs.”

420 with CNW – Recreational Cannabis Advocates in Massachusetts Launch Legal Challenge Against “Non-Essential” Categorization During Lockdown

No one would ever have thought the new decade would dawn like this. Three months into the year, a novel Coronavirus that originated from Wuhan, China has infected over 2 million people and claimed at least 120,000 lives. Experts say the virus could end up infecting over 70% of the world’s population.

Once the gravity of the situation settled in, governments were scrambling to prevent the virus from spreading within their borders. One by one, they ordered lockdowns, requiring people to stay indoors unless they absolutely have to leave, and all but the most essential businesses have had to shut down. In most states that allow marijuana, medical and recreational marijuana were classified as essential businesses.

However, the state of Massachusetts classified recreational pot shops as non-essential, with officials stating it was to prevent out of state individuals from coming in and congesting the shops. A group of marijuana advocates has subsequently challenged Governor Charlie Baker’s order to close the recreational shops.

According to Northeastern University Law Professor Daniel Medwed, the basic legal argument was that for some people, recreational marijuana is as essential as going to the grocery or the pharmacy and that people use and rely on it to manage pain and ease anxiety.

“Some people, especially military veterans, are fearful that if they obtained a formal medical marijuana license that could jeopardize their receipt of federal benefits as marijuana is still illegal at the federal level. So they opt for recreational marijuana to help cure what ails them,” he says.

The advocates, consisting of five recreational marijuana companies and a military veteran who uses marijuana for pain relief, are asking for a declaration from the court that recreational marijuana is essential and an order preventing the governor from keeping the businesses closed. They insist they can implement social distancing, and other sanitization precautions used by liquor and medical marijuana stores.

Medwed suggested restricting access to both medical and recreational dispensaries to Massachusetts residents to prevent out of state infections, which was one of the Governor’s main issues. However, he conceded that the chances of the suit being successful were quite low, stating that the court wouldn’t want to set a precedent that would allow other industries to contest their ‘non-essential’ status.

It seems his prediction was spot on after a judge ruled that Governor Baker did indeed have the authority to close recreational marijuana stores. “It seems reasonable for the governor to be concerned that the relatively few recreational marijuana stores are going to attract high volumes of customers including people traveling from other states,” stated Superior Court Judge Kenneth Salinger.

420 with CNW – Virginia Governor Signs Marijuana Decriminalization Bill

Marijuana’s journey from prohibition to partial acceptance by some states has been long and difficult. Currently, dozens of states have medical marijuana programs, and even fewer allow adult recreational use within their borders. Still, the number is slowly growing, as evidenced by the numerous drug reform campaigns prior to the Coronavirus pandemic.

Virginia joins the list after the Governor announced on Sunday that he had approved a bill to decriminalize marijuana possession. It was passed by legislators and transmitted to his desk in March, and it would make possessing up to one ounce of cannabis punishable by a $25 fine with no threat of jail time and no criminal record.

Previously, the state punished simple possession with a maximum $500 fine, up to 30 days in jail and a criminal record.

The Governor, who has consistently expressed support for decriminalization, approved the legislation with no public signing ceremony due to the ongoing Coronavirus pandemic. Writing on Twitter, he said that he had ‘signed bold new laws to reform criminal justice in Virginia, including measures to raise the felony larceny threshold, permanently eliminate driver’s license suspensions for unpaid court fines and fees, raise the age of juvenile transfer to adult court, and reform parole.’

“Every Virginian deserves access to a fair and equitable criminal justice system, these bills combat mass incarceration, increase support for returning citizens, and ensure that those who have paid their debt to society have a meaningful second chance,” he concluded.

Non-profit organization NORML has registered its approval for the decriminalization bill. “Virginians have long opposed the criminalization of personal marijuana possession, and Governor Northam’s signature turns that public opinion into public policy,” says NORML Development Director Jenn Michelle, who also serves as the executive director of the state affiliate, Virginia NORML.

According to Senator Adam Ebbin, who spearheaded the efforts to amend the state’s possession laws in conjunction with House Majority Leader Delegate Charniele Herring, this is a major step forward for criminal justice reform in Virginia. “The prohibition on marijuana has clearly failed and impacts nearly 30,000 Virginians per year. It’s well past time that we stop doing damage to people’s employment prospects, education opportunities, and parental rights.”

Additionally, Delegate Herring stated that it is an important step in mitigating racial disparities in the criminal justice system.

“While marijuana arrests across the nation have decreased, arrests in Virginia have increased. This Niko will not eliminate the racial disparities surrounding marijuana, but it will prevent low-level offenders from receiving jail time for simple possession while we move toward legalization in the coming years with a framework that addresses both public safety and equity in an emerging market,” Herring commented.

420 with CNW – Delaware Officials Authorize Medical Cannabis Deliveries Amid Coronavirus Crisis

Most states with legal cannabis programs have deemed marijuana essential as the world grapples with the Coronavirus pandemic. To reduce new infections and curb the spread of the virus, numerous governments all over the world have ordered lockdowns of varying degrees. Residents have been advised to stay indoors unless they absolutely have to, and all but the most essential businesses have been closed for the time being.

Fortunately for the millions of patients who rely on medical marijuana, marijuana was included in this category. With the exception of Massachusetts which has only allowed medical marijuana stores to remain open, all the other states have deemed both medical and recreational pot essential.

A large percentage of medical marijuana patients are senior citizens and immunocompromised individuals, and this puts them at greater risk. To keep both them and the staff safe, states have taken extra steps to help reduce their contact. In Delaware, officials have recently allowed medical marijuana home delivery under an emergency program to ensure patients receive their medicine while limiting their exposure.

One company, Columbia Care, has stores in Wilmington, Smyrna, and Rehoboth Beach, and it is expected to begin home deliveries as soon as this week. Although the program has been rolled out under Delaware’s state of emergency declaration, regulators have stated that they intend to allow deliveries to continue even after the virus runs its course.

“The Office of Medical Marijuana is not establishing this as a convenience option, but as a stop-gap system to allow homebound and the most vulnerable patients to obtain products safely,” says Paul Hyland, Director of the State Office of Medical Marijuana. He added that although there are still a number of steps to be completed and no firm date has been set for when deliveries will begin, ‘Columbia Care is looking to launch delivery this week.’

The emergency program could ultimately expand to other in-state dispensaries like First State Compassion and Fresh Delaware. “However at this time, they were not in a position to accommodate delivery in the time necessary to respond to the current situation,” says Hyland.

He adds that patients won’t be forced to take any extra steps to register for Columbia Care’s delivery service.

Leading cannabis advocacy group NORML has registered its approval of the emergency measure, stating that it is thrilled, and it has urged officials to implement the plan quickly. The group has also asked patients to only use the delivery option if they simply cannot do curbside pickups.

“Please be mindful that for many patients this will be their only option. If you can facilitate the online ordering with pick up option safely, please continue to do so and save this service for those who need it most.”

Analysts see this quick response by the regulators in Delaware to expedite the start of home deliveries as something that will be applauded by sector players like SinglePoint Inc. (OTCQB: SING) who are concerned that the ongoing COVID-19 control measures will make it harder for the most vulnerable patients across the affected countries to access medical cannabis.
