420 with CNW – Pennsylvania to Launch Cannabis Research at 8 Universities

Eight Pennsylvania universities are launching marijuana studies in collaboration with marijuana producers. Kent Vrana, who is a researcher at Penn State, said that since the research is being partially funded by the medical marijuana industry, the program is unique.

Vrana further said that the Commonwealth of Pennsylvania is using tax dollars to fund the research. Vrana serves as the chairman of the department of pharmacology at Penn State College of Medicine, which is based in Hershey.

Although marijuana is legal in both medical and recreational forms in many states, Pennsylvania’s medical marijuana law also includes the research program. Vrana is optimistic that good things will emerge from the research program.

Each of the eight research programs is supposed to enter into a contract with a marijuana producer, grower, and processor, as well as own a dispensary license. The cannabis producer is referred to as a clinical registrant as per the law.

Below are some of the collaborations between the universities and clinical registrants:

  • Drexel University College of Medicine contracted Agronomed Biologics LLC.
  • Lewis Katz School of Medicine at Temple University contracted Laurel Harvest Labs LLC.
  • Penn State College of Medicine contracted PA Options for Wellness Inc.
  • Sidney Kimmel Medical College at Thomas Jefferson University contracted MLH Explorations LLC.
  • The Perelman School of Medicine at the University of Pennsylvania contracted Curaleaf PA LLC.
  • Lake Erie College of Osteopathic Medicine contracted CannTech PA LLC
  • Philadelphia College of Osteopathic Medicine is working with Organic Remedies Inc.

The University Of Pittsburgh School Of Medicine is the eighth research program, and its proposed clinical registrant was not approved by the state, although its application would be resubmitted under an extended deadline within which they are required to meet the additional requirement to qualify as their partner.

The Health Department announced that all the eight medical schools and the marijuana companies would meet in March to finalize their research plans.

Penn State research would be about developing a database that would assist in comparing responses among patients whose medical ailments improved because of marijuana consumption while its partner clinical registrant, PA Options for Wellness Inc., would be conducting double-blind clinical trials under the supervision of experts at Hershey’s medical school, Vrana said.

Vrana further said that the double-blind clinical trials are the scientific gold standard. The patients who will be volunteering for the clinical trial would be divided into two groups, with one group receiving marijuana while the other group would be given an inert compound, referred to as a placebo. Only the physician can identify the patients receiving medical marijuana.

The study will then compare the responses and symptoms of patients in both groups.

Vrana further explained that since marijuana is still a controlled substance federally, conducting marijuana research is challenging. Therefore, placing the clinical trial under PA Options for Wellness protects the university.

The university is also partnering with a dispensary which would be responsible for dispensing the medical marijuana to the study participants.

Penn State is also researching cell cultures and animal studies to determine the dosage and various combinations of marijuana chemicals such as THC and CBD.

Drexel University and Agronomed Biologics LLC will be enrolling patients to determine the effects of marijuana consumption on several medical conditions and symptoms.

Lake Erie and CannTech PA will study how medical marijuana consumption can alter patients’ patterns of opioid use.

All this research is supposed to provide scientific evidence on the benefits of marijuana. Experts hope that the different studies will provide some clarification regarding the benefits that members of the cannabis industry, such as SinglePoint Inc. 420 with CNW – Ohio Advocates File Measure to Put Pot Legalization on 2020 Ballot

On Monday, marijuana reform advocates in Ohio filed a motion to put a marijuana legalization bill on the 2020 ballot for the voters to decide.

The measure, which is referred to as Regulate Marijuana Like Alcohol, would permit people aged 21 and above to purchase, possess, and cultivate marijuana for personal use. However, possession of cannabis would be limited at one ounce, and individuals would be allowed to cultivate a maximum of six plants, out of which three could be mature.

The petition to put marijuana legalization on the November ballot was filed with the state attorney general a week after it was reported for the first time. The office of the attorney general has ten days to certify the language.

The legislation stipulates that the regulation of the marijuana market and issuing of permits to marijuana businesses would be the responsibility of the Department of Commerce in Ohio.

The bill also authorizes the legislature to impose a special excise tax on all marijuana sales. Twenty-five percent of the tax proceeds would be allotted to the commission whose work is to promote social equity in the marijuana sector. Fifty-percent of the tax revenue would assigned to the State Local Government Fund, and ten percent would divided amongst the jurisdictions that allow marijuana businesses to operate.

During the 2020 elections, the voters would also decide whether through enactment of an ordinance, initiated or referred measure municipalities and towns within the state would be allowed to prohibit marijuana businesses from operating within their region.

The legislation also has a provision aimed at enhancing social equity where the Department of Commerce would be allowed to research to determine whether in the past there was discrimination when the department was issuing marijuana-related permits, as well as whether the effects of the war on drugs has prevented minorities from participating in the medical marijuana industry in Ohio.

In a press release, Tom Haren, the general counsel for the marijuana reform campaign, said that marijuana consumption should be allowed for adults.

For the petition to qualify for 2020, the advocates must gather about 443,000 signatures from registered voters within the state by July 1. The campaign for signature gathering will require extensive funding because of the vast size of Ohio and the fact that the initiative was launched late in the election year.

Since 2015, support for marijuana legalization has increased within Ohio.

The petition committee is comprised of a former NFL player, patients’ advocates, and a mental health specialist.

Anthony Riley, who is a member of the committee, said that for many years, people of color had been the primary targets for marijuana prohibition in Ohio as well as the sick, disabled, and the poor have been mistreated when they tried replacing opioid prescriptions with medical marijuana.

These activists now feel that voters should be given the chance to decide whether recreational marijuana should be legalized in the state or not. Industry watchers believe that cannabis companies like SinglePoint Inc. 420 with CNW – Trial Shows Medical Marijuana Can Treat Insomnia

Zelira Therapeutics has developed a medical marijuana insomnia product known as Thunderbird. Zelira Therapeutics was previously called Zelda Therapeutics (ASX: ZLD), and it changed its name after merging with the USA’s Ilera Therapeutics LLC late last year.

For the past few years, Zelda, currently known as Zelira Therapeutics, has been working on a marijuana product used for treating insomnia, ZLT-101. In 2017,  Zelda Therapeutics obtained approval to conduct clinical trials with patients who have chronic insomnia in Australia. At the time of the merger, Zelda Therapeutics was also studying the use of marijuana in treating conditions such as autism, cancer, and opioid reduction, and it will continue to do so under the new company.

Zelira Therapeutics has operations both in the U.S. and Australia, and this gives it a robust platform in the global medical marijuana market.

On Wednesday, Zelira Therapeutics announced that it had completed phase 1b/2a of the clinical trials of ZLT-101. The study findings reveal that 23 patients who had chronic insomnia and were treated using ZLT-101 demonstrated statistical improvement in the Insomnia Severity Index (ISI) scores when they were compared with those who used the placebo. Patients who used ZLT-101 showed high tolerance since no adverse effects were reported.

Although ZLT-101 was well tolerated, some patients said that they experienced the following side effects; dry mouth, which was preceded by dizziness, headache, and feeling unwell. Out of the 23 patients using ZLT-101, 17 reported having experienced these mild side effects. Four participants who were placed on the placebo also said that they experienced the same side effects.

Zelira Therapeutics said that all adverse events that were noted during the clinical trials were classified as mild, and 97.5% of the cases had resolved overnight or as soon as the patient woke up the following day or were resolved at the end of the clinical trial.

Zelira said that lack of severe or persistent mild adverse cases is encouraging, given those linked with other insomnia therapies.

Prof. Peter Eastwood, who was the Principal Investigator for the study, said that it was impressive for the ZLT-101 treatment to achieve a statistically significant improvement in ISI scores, given the relatively short two-week dosing window. Prof. Eastwood is also the director of the Centre for Sleep Science, which is based at the University of Western Australia.

Although the clinical trial findings won’t be published until the end of March 2020, the Chairman of Zelira Osagie Imasogie said that the company can now commercialize ZLT-101 across the globe this year.

Patients who have chronic insomnia have challenges sleeping or staying asleep. They do not feel refreshed even after adequate sleep, and they also suffer from impairment during their day-to-day activities for a minimum of four weeks.

420 with CNW – Undercover Investigators Lead to Administrative Complaints Against Florida Medical Cannabis Doctors

Two medical marijuana doctors are under investigation after Florida health officials filed a complained against them based on information obtained by undercover investigators posing as patients. A lawyer representing one of the doctors termed it as a trap.

The Department of Health in Florida filed both complaints on the same day in 2019, and are waiting for administrative law judges to take action. This is the first significant action taken by Florida against doctors prescribing marijuana to patients.

Tallahassee doctor, Joseph Dorn is one of the doctors being investigated.

The complaint stated that Dorn was the chief medical officer of Medical Marijuana Treatment Clinics of Florida between Feb. 2017 and Jan. 2018. During this period, Dorn issued 3,292 patients with medical marijuana, and each new patient had to pay $299 for the appointment.

Dorn is being accused of failing to conduct physical examinations of ‘Patient O.G’ and ‘Patient B.D,’ which violates medical marijuana laws.

According to the complaint, Dorn failed to do the following;

  • Did not assess the patients’ medical histories,
  • Did not diagnose the men with at least one qualifying medical condition
  • Failed to determine if the use of medical marijuana by the patients would outweigh the potential health risks, and
  • Did not review the patients’ controlled-drug prescription histories in the state’s database

Dorn is accused of making untrue and fraudulent representations in or related to medicine by recording false details in the men’s’ files to justify entering physician certifications for medical marijuana.

In November of 2017, Patient B.D saw Dorn and complained of muscle spasms and anxiety, but Dorn diagnosed him with post-traumatic stress disorder. Dorn asked the patient if he had been in any car accident, and the patient said he had eight years before the appointment but did not provide details about the severity of the accident. However, in his records, Don wrote that Patient B.D was suffering from PTSD because of trauma from the accident.

Patient O.G reported the second complaint against dorn, and his record shows that he was diagnosed with PTSD. Dorn went on to record a list of symptoms the patient was experiencing, but Patient O.G did not say that he had any symptoms.

Speaking to The News Service of Florida, Dorn’s Lawyer, Robert Beasley, said that the veterans’ group contacted him and stated that Florida health officials were going after doctors who used a PTSD diagnosis when prescribing medical marijuana. Many military veterans have PTSD.

Justin Davis, a Gainesville area doctor, was accused of violating state law by operating his office near the medical marijuana operator Trulieve’s office in Lady Lake. He was also accused of referring patients to Trulieve, as well as failing to determine if Patient K.G was pregnant. Patient K.G  was also an undercover agent.

Industry watchers believe that these compliants in Florida are going to be followed closely by the entire marijuana industry, including SinglePoint Inc. (OTCQB: SING), because it may have far-reaching repurcussions on the willingness of doctors to recommend medical marijuana to patients that can be helped.
