Colorado State University is launching a degree in marijuana after receiving state approval for the program on Friday.

Starting this fall, Colorado will be offering Cannabis, Biology, and Chemistry to undergraduate students wishing to study the science of the crop to ensure success in the industry, local media reported. The marijuana program is similar to a double major in biology and chemistry and features a lab permitted to cultivate industrial hemp to allow students to use cannabidiol derived from the plant during their study.

The program launch coincides with a time when the marijuana industry is booming, and more states are legalizing the drug; thus, increasing its accessibility across the nation.

Speaking to the media, the dean of College of Science and Mathematics, David Lehmpuhl, said that the degree is demanding, and it is geared towards increasing demand in the marijuana industry.

Lehmpuhl further said hemp and weed have succeeded in a lot of economic sectors across the country, and while the university is neither pro-marijuana nor anti-marijuana, their focus is about science, and educating their students to study marijuana science.

The program is about natural products, and the students would be studying the genetics of marijuana as well as other plants, which would be supplemented with other courses in neurobiology, biochemistry, and analytical chemistry. This includes finding out CBD levels in certain products.

Colorado State University’s announcement follows the announcement made by Colorado State University’s Fort Collins Campus about the construction of a new research center to study chemical compounds found in hemp. The research center will be opened in the College of Natural Sciences this spring.

Speaking to reporters, Lehmpuhl said that the U.S. needs trained scientists in the field of marijuana and hemp, especially after the 2019 vaping crisis.

Colorado adopted recreational marijuana early as it was among the first two states to legalize adult-use cannabis in 2012 through Amendment 64. Within the same year, Washington also legalized adult-use marijuana through a similar vote, Initiative 502.

In Colorado, people above the age of 21 were allowed to use recreational marijuana from 2014.

The state of Colorado earned more than $1 billion from marijuana in 2019, and the revenue is being used to fund public services. Since marijuana was legalized within the state, consumers have spent more than $6.5 billion, and there are no signs of reducing.

Oher universities offering marijuana courses include Northern Michigan University in Marquette, which is offering a four-year medicinal plant chemistry degree, organic chemistry, biochemistry, genetics, accounting, and financial management.

Wall Street forecasts that in 2024, the marijuana industry will generate $5 billion in annual sales. Since recreational marijuana sales were launched in Canada on Oct. 17, 2018, the marijuana market in the country has generated a total of $916.6 million in revenues.

Marijuana sales in Canada could make a significant leap in 2020 because Wall Street and investors are hoping that the increase in marijuana sales is just the tip of the iceberg. Two significant changes are expected to increase cannabis demand by customers and minimize the supply challenges hindering weed sales. These changes include the launch of high-margin derivative products, which started last year, mid-December. The products are appealing to the younger generation of users who have shown a willingness to purchase these products, which include vapes, edibles, topicals, concentrates, and infused beverages.

The second change is the long-awaited dispensary permit reform in Ontario, which has the largest population of Americans in Canada. Thirty-eight percent of Ontario residents are Canadians, and the state has only 24 operational marijuana retail outlets, which are not enough to serve the large population, forcing most to turn to the black market. Ontario hopes to have around 250 dispensaries by the end of 2020.

420 with CNW – Virginia Lawmakers OK Marijuana Decriminalization Bill

On Thursday, Virginia Senators passed a bill decriminalizing marijuana within the state. The legislation removes the threat of imprisonment for simple marijuana possession.

The measure was approved through a voice vote by the Senate Judiciary Criminal Law Subcommittee. The panel debated other measures that were adopted into the passed marijuana legislation, such as the expungement of criminal records and decriminalization proposal.

The subcommittee approved the measure irrespective of the protests from the state chapter of the ACLU. The ACLU argued that the legislation did not protect the people of color from being caught up in the war against drugs and said that they would prefer to wait until the broad legalization of marijuana is achieved.

Although other supporters of the criminal justice reform are in favor of proceeding with certain amendments, they still shared their concerns about the limitations of SB 2. Individuals found guilty of simple possession are liable to a civil penalty, which is punishable by a maximum fine of $50. However, according to the current policy, the same charge attracts a fine of $500 and an additional 30 days in jail.

The legislation would also remove the possession threshold from half an ounce to one once for what is referred to as “intent to distribute.” The definition of hashish would also be removed from state law, and it would be treated as marijuana flower.

Since an expungement provision is in other legislation that has advanced through the Senate, the Senators removed its language from the bill before it was approved. The proposed penalties against juvenile offenders were also reduced.

The subcommittee also agreed to integrate a separate decriminalization bill with a three-tier scheme of offenses, first, second, and third, into SB 2. The measure advancing to the Senate Judiciary Committee stipulates that an offender would be charged a fine of $50 irrespective of the tier.

The Attorney General, Mark Herring, together with the Virginia NORML, testified in favor of the legislation.

Speaking to the media, the Executive Director of Virginia NORML, Jenn Michelle Pedini, said that the panel’s vote is historic and a step in the right direction. Pedini further noted that the lawmakers’ decision to advance the measure is welcome since the state’s marijuana laws have been lagging behind public opinion.

Pedini further said that marijuana criminalization is not solved by decriminalization since decriminalization does nothing to ease the impact of the war against drugs. Therefore, to regulate recreational marijuana and undo the harms of war against drugs, the Commonwealth must swiftly legalize marijuana.

At the beginning of January, during his annual State of the Commonwealth speech, Virginia Gov. Ralph Northam included decriminalization in his policy. He said that leaders need to take a look at the criminal justice system to ensure that people are being treated fairly and that the taxpayers’ money is being used wisely.

Herring is in support of decriminalization, which he believes is a step towards broad marijuana legalization. He is also vying for the governorship in 2021. Last month, Herring organized a summit where officials in legal marijuana educated the lawmakers about regulatory challenges and opportunities. During the summit, Herring said that he would support the governor’s push for comprehensive marijuana reform.

420 with CNW – Oregon Report Shows Recreational Weed Sales Are Highest Along Idaho Border

The Oregon Office of Economic Analysis released a report which showed that marijuana sales are most substantial along the Oregon border with Idaho. It is noteworthy that recreational marijuana is illegal in the state of Idaho, so residents who wish to consume it have to buy it from Oregon.

According to the report which was issued on Friday, adult marijuana sales along the border of Oregon and Idaho are 420% the statewide average, wrote Josh Lehner of the Oregon Office of Economic Analysis. It is ironical that the percentage is 420 since that also happens to be the colloquial term for weed!

Along the Borders of Idaho and Washington, Lehner also found that marijuana sales were high. Recreational marijuana is legal in Washington.

Lehner further wrote that marijuana sales along the cities neighboring Idaho were stronger than he had anticipated. Recreational marijuana is illegal in the state of Idaho; however, after using a tax model to account for incomes, number of retailers, and tax rates, they found that there was a vast border effect.

A border effect occurs when two neighboring states have different rules, which prompt the residents of one jurisdiction to travel to the other in order to experience and take advantage of the different regulations in the other state. For instance, residents of Idaho traveling to Oregon to consume recreational marijuana. Another example is where the residents of Southwest Washington travel to Oregon to buy products on which no sales tax is levied.

In the U.S., Idaho is one of the few states without a law regulating medical marijuana, said the Marijuana Policy Project. Marijuana advocates working with the Idaho Cannabis Coalition and supporters, are collecting signatures to legalize medical marijuana within the state.  This will make it possible for the residents of Idaho to legalize medical marijuana through a ballot initiative in November.

Lerner also forecasted that if the border effects persist in the next ten years, Oregon is going to experience rapid growth in marijuana sales.

Lehner further wrote that his office predicts that during the next ten years, the state’s marijuana sales are going to increase as incomes increase, the population within the state also increases, and as the stigma surrounding marijuana dies and the consumption rate rises.

The petition for gathering signatures was approved in August of 2019, and the advocates and supporters must collect more than 55,000 signatures within the state of Idaho to qualify for the 2020 ballot. April 30, 2020, is the deadline for signature collection.

After filing the petition, the leader of the campaign, Bill Esbensen, said that people should not suffer because they live in the wrong state. He also noted that the medical marijuana initiative is to bring Idaho up to par with other states where medical marijuana is legal such as Oklahoma, Arkansas and West Virginia. This will enable patients to treat their medical conditions with a non-toxic plant.
